Transcript Partial transcript

Machine transcription of this recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have not been checked against the audio, so words, numbers and names can be misheard. It describes what was said. It cannot establish who voted how, an amount or an outcome. A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.

Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

You know, they say join the Navy and see the world, but the world is 95% water. So I bought my share of water and decided to come back home and finish my education.

The question that I have is, what is your ideal plan to spark growth and development in our most impoverished areas without displacing the current residents?
[00:06:48] ▶ Play Speaker 2
I believe any ideal plan for working with areas of concentrated poverty would be depending on the people that are already in that area to identify what the strengths are.

where we work with communities, work on the ABC, asset building communities, where we looked at the assets in those communities and ‸ found opportunities on how we could grow them. What partners we could have to come into the community, such as the higher ed entities in the community. They can come in and do some type of workforce training. I believe personally that every answer, every question, education is the answer. The more we can educate individuals in a community, the better off they will be. So if given the opportunity, I
[00:07:51] ▶ Play Speaker 2 · Machine re-recognized
would
Flag: words were replaced by a machine repair · 00:07:51–00:07:51 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
[00:07:51] ▶ Play Speaker 2
start there with looking at what the assets in those particular areas are. And again, they will vary from community to community or from neighborhood to neighborhood. Most neighborhoods have a historic or some type of identity that they don't want to lose. And I think it would be unfair to go in and try to change that makeup of that neighborhood. So it's very important to work with the citizens in that neighborhood to see what it is they want and then how we can build upon the strengths that are already there. So that's how I would look at doing any type of growth initiative in an impoverished neighborhood.

One, as I mentioned earlier, I'm very open minded and flexible. I believe that there is no one way to do something, but I do believe that there is a wrong way to do something. And my goal is not to do it the wrong way. That because we work in a community with very different personalities, goals and objectives, it's very important to bring all that to the table. So I believe in collaboration is one of my strengths of working with people. Again, open minded, flexible. But I also believe one of my greatest strengths is that I'm a strategic thinker. I try to think of all aspects of the box and even outside of the box to try to make sure that I give the leadership all the options they need to make the best decision. Again, my job is not to make the decision for you. My job is to give you all the information and then carry out the decision that you make. So from that, my last strength, I

Phase one, depending on the five day average of ‸ more positive cases. So we decided that we would have a trigger point of five days, 15 or more cases will take us from phase one to phase two. Back in March, the state of Georgia, pretty much the whole month ‸ of April, decided to pretty much go into a shutdown, much like most of the country. Since we come out of that shutdown, we are struggling with what is the proper balance of having people out in the community, especially in public facilities. Today, we've had to make the difficult decision of closing down parks and rec centers, where the indoor rec centers are already closed, but then closing out things that are already scheduled for rentals, like our pavilions and our larger event space areas. Again, that's called a lot of phone calls to me through the office, ‸ even on my personal cell phone of how we are trying to flatten the curve by trying to discourage mass gathering. And again, that takes a lot of courage because again, we're not medical doctors. You could find a report either way supporting. I give you an example. I see all of you in face masks. job is to explain the vision and influence people to accomplish that vision. A good manager is all about the process and making sure that the details are taken care of and that the order is being followed, the policies, the procedures, are being followed and proper issues are being addressed.
