Transcript Partial transcript

Machine transcription of this recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have not been checked against the audio, so words, numbers and names can be misheard. It describes what was said. It cannot establish who voted how, an amount or an outcome. A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.

Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

the City will implement a new tiered rate ‸ structure that more accurately reflects a property's impact to the stormwater system. The stormwater fee was previously billed on a customer's monthly water utility bill. The assessment will now be billed through the property owner's annual tax bill through the Brevard County Tax Collector's Office,

The assessment is based on the amount of impervious surface area of a property. Impervious surface area includes any area of a property that is covered by hard surface that does not absorb water and impedes the natural flow of water into the soil, such as buildings, decks, driveways, walkways, parking lots, and compacted and other hard surfaces.

includes information such as contact information for our stormwater division, answers to some of the more frequently asked questions about the assessment, the new tiered rate structures for both residential and commercial properties, a link to the stormwater assessment map where customers can view their property's impervious surface area and proposed rate, ‸ a link to an appeal form where customers can submit any discrepancies in their determined impervious area, a link to the 10-year capital improvement plan which will show the major projects planned over the next 10 years with the stormwater revenue, a list of the stormwater division responsibilities and projected costs for the stormwater projects, and see the upcoming council hearings on the proposed rate resolution. The stormwater assessment map, which can be found through a link on our stormwater assessment webpage, is an analysis of aerial photography of the City of Cocoa that distinguishes hard, impervious surfaces on each parcel citywide. A property owner can type in their address in the white search bar on the top right-hand side of the screen and click on the yellow shaded overlay on your property to view the calculated impervious area for that property.
