The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
No agenda from the City is on file for this meeting.
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
352 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
38 short machine repair(s) (46 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 86.3% of 11,266 content words.
Dotted words (449 places) are ordinary wording differences: hover or tap to see the other reading.
352 passages (30% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:38:31 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

right. Let us pray. Heavenly Father, we thank you for this day. We thank you for all you do for us. And we thank you for being here with us tonight as we go about doing the business for the city of Cocoa. We ask you to be with our leaders as they make decisions tonight that affect the city for the next year. And, Father, we thank you for all that you do for us. In Jesus' name we pray. Amen.
Amen. Pace the flag. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. One nation under God. Indivisible. With liberty and justice for all. All right. Very good.

export. Yeah. Obviously, thethe fuel oil, this this oil that comes in here, ‸ gets piped to the cruise ships. And we we fuel them. uh That's obviously a significantly important piece to their ability to come in here. uh Cargo as well. We're we're looking, and we just announced, ‸ was in a paper just this week, we've got uh cars, automobiles coming in. They're going to come in up there, I think, at the beginning. But we've also got this property down here that we're working to make uh for for car processing, automobile processing. And uh you know paving and a processing center is uh is is we've got that on tap ready to go, and we're going to start getting business. Okay. Containers. challenge, of course, it continues to be progressing the transportation infrastructure that we need to move that cargo. uh ‸ a couple ‸ weeks ago, I was in Dubai. uh This this this is, ayou know, a big a big time uh operation for containers. they've got, these are the largest cranes in the world, and they've got 18 of them there, moving tens of thousands of containers.
So, um but we're starting. We'rewe're at the ground floor, and and we've got we got cranes. We've got our our dock improved, and and we're going to have containers coming in. And then, of course, we need to move them out of here. There's two ways to move containers. You can move them by car. I'm

where we're at. uh As we're working the permitting side of it, and we're in constant communications with all with it with the important players here as far as improvements go. But the key here is that there's a ‸ lot of wetlands, a whole lot of lowlands that need to be raised up. That takes dirt.
we spent, wewe let a 900 000 contract to a local trucker who's going to move dirt from the port out to here. And we're going to, it's going to, a big pile right here, and then it's going to be all spread out. at the rate things are going. All right, real quick. Mr. Blake. Sir. We had a conversation on Saturday. Correct. I want to address some issues with the council. One of them being the fact that this particular neighborhood, Mitchell Street Public Works, if we pay for storm runoff, you'd think that you'd have a storm drain that the runoff would go into instead of flooding our yards and driveways. I had to call and get an easement cleaned up last week, only to be told that they only
the right-of-way in the front of the place. I've been trying to get a hole big enough to be a lake in front of my driveway on the street filled in. And when I contacted Public Works, I was told I couldn't do anything without a permit. Now I find out that's your department. That's your responsibility, according to the woman I spoke with last week. So what can we do to get that? I've got pictures on my cell phone. If any of you want to see them, I'll be more than happy to email them to you. Just last week, Mitchell,

Mr. Mayor, I heard you just tell the Admiral, the Whale Project, the city's not going to lose a single house on the 528 corridor. I wish you would tell me and the homeowners in Broadmoor Acres that you would stand up and say the city's not going to let another house go so the housing authority can build up even more in there. I don't know if the housing authority pays these fire assessment fees. I don't know if the housing authority pays property taxes. I just don't know.

And that is critical just for the members and the public as we try to put the city in a long-term, financially sustainable plan, at least for the initial, between now and the next four years, to keep it there so ‸ we get on that plan and we can pay for ‸ future generations, the expenses that ‸ will be incurred.

mean, we just had Adamson Creek come in, and they just got a subdivision approved, at least another phase of their subdivision, for 250 new homes. So that's 250?
Right. So anyway, ‸ that's going to come ‸ after the beginning of the year. ‸ We were looking at this at the last, ‸ near the latter part. It's right on the corner. People are riding on one of the neighbor's yard, and he's kind of fed up. And they're walking down the street because we don't have a sidewalk there. So I'd like to charge that to you.
