The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
254 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 9 voices separated from the audio.
23 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.4% of 9,739 content words.
Dotted words (213 places) are ordinary wording differences: hover or tap to see the other reading.
254 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:58:38 (11 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Mr. Chair. Last week you all directed us to go back and modify versions of maps A, 2, and B. And your direction was to modify those to show District 3 at the minus 5% of the ideal population number. And so we've done that. You

So you will have, I think, are we giving the 2010 Charlene? So you'll have, Mr. Chair, you recall that you asked for the 2010 numbers. We're going to give you a map that I think Marshall created off of census data. We're not sure at the moment if this is what

uh yes uh thank you very much and uh good morning commission members um ‸ the reason why we can't get any higher than 4.15 negative 4.15 percent is it's that large block in the middle of district 3 which
slicing it up any further. And as you recall, part of the contract of this in the actual ordinance is we have to keep them compact. And by making compact means you can't go willy-nilly and just add blocks that are not actually aggregated together and close together. So on the A3 map, you can see we kept the community up there.

coming from the census data, that is probably because it's all commercial and there's no population that's, uh, residential. So ‸ actually makes no difference whether you include that block or not.

Expressway are all zero because ‸ it's all commercial. Now, this one small block that has, I think, 17 residential population, but where the census counts
Flag: words were replaced by a machine repair · 00:17:51–00:17:51 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
That's a good question. As far as the census survey goes, they basically will ask, you know, the residential population if there's any people there. So, the answer to that is really it's commercial or vacant commercial. But as far as if it's residential and it's not actually people there, at the time of the census survey, if there was nobody there, yes, that's possible. It's a zero. A case in point is on the far western part of the city limits, there is a small area where that was not included because there wasn't any population there. But now houses are starting to be built there. So, that probably will, in the next American Community Survey, which is, you know,
So, the implication for that is that for today's exercise, it doesn't matter why those are zero. They are zero and that's what we're going to work with. But just for future considerations, as we imagine what the potential growth is and we try to skew towards the lower end of the acceptable range for those places where we see potential growth, it may be an indicator of potential future growth when we have undeveloped residential land.
Yes, that's partially true. If there's an overlay for land use or future land use, it shows that commercial could be mixed use, then that is ‸ truly the case where you could have a residential population and a mixed use designation. But if it's ‸ commercial,

‸ west of Clear Lake Road, that is Oak Meadows, and that was annexed, and so that's 50 units there. Additionally, the Cape Canaveral Heights subdivision, which is in District 3 up in that area of 524, is 43 units that was annexed in the last 10 years. Those are the only two residential annexations that we have had. All other annexations were vacant or commercial properties that were annexed,
Additionally, you have a list of our residential certificate of occupancy numbers that have happened since April 1st of 2020, which is after the census numbers were taken. District 1 and District 3 were the two districts that have added the ‸ residential occupancy in ‸ since ‸ that year and a half, and that's 67 units in District 1, which is primarily Lakeside Palms and Fern Meadows, and District 3 of 88, which is Adamson Creek and the other subdivision right off of Grissom Parkway

Thank you. And then the top spreadsheet that you have is the list of COCO's active residential projects that we have that are either in progress of construction or will be in the progress of construction by district. So you can see there are 373 units that are proposed for District 1 over the next few years. COCO Grand Apartments are nearing completion, so you will see those probably sometime around April being completed and starts renting. Lakeside Palms West is in the early stages of development. The cottages at COCO Village is nearing completion, so you will see those becoming fully open
few years. And then in District 3, you will see the largest number of active projects that we have. There's 1,801 total units in District 3 that are either at construction or in the process of planning. So those numbers we will see.

Yeah. So, I'll start with it. I took an existing district map. And with the idea that I don't remember who had raised it last time, but the idea that basically the districts, in order to grow, move either up north or west. And that's sort of the pattern. And so, I looked at the map and just tried to approach it logically with that in mind. And how do you create sort of regular-looking districts so that from a logical point of view, you know, that's the most sort of normal thing that you could do. And so, I would like to see what those numbers look like if we ‸ approach the district in that way. And I'm happy ‸ to show you the pencil lines on this. But what I'd like to see is that staff work up the numbers for this so that we can see what it looks like if you approach the districts kind of up and over.
Yes. Because I'd like to say, I think it would be worth it for us to see. I have no idea how the numbers will shake out on it. I didn't approach it from that point. I approached it from a logical perspective.

That's right. Because when you go to the dashboard to do this manually is, you know, I would have been ‸ happy to do that, but not manually. But I think that we should look at what the numbers show us by comparison.
to ask our attorney, okay, what is our goal here? Our goal here is to take a look at the population. ‸ Look at the breakup of the, of that population and work the numbers according to, you know, the objective, which we were given in the beginning of trying to get close to that, that number of

Okay. As I said, the basic concept is just ‸ to go ‸ up and over with the district. So we're looking at district one. We're going up a bit and out. And that's obviously county. But ‸ that's the intention that it would be moving. That's your district one. District two goes ‸ up a little bit here. Pulls in that neighborhood. That is definitely an intact neighborhood when you're walking around.
is to make the districts more block-like and less amorphic. And I don't know if that's something that the board would agree with or not. But I think, do you have any more to your presentation?
Just to say that when you see a typical picture of gerrymandering, they're strangely drawn. And so I would like us to consider what does it look like if we have a very regularly drawn.

Yeah. That's okay. ‸ For my purposes, that'll work. And ‸ I understand very clearly what the vice chair is getting at because these things do look odd. And I share your comment that trying to glean the answers from the dashboard is not an easy thing.
And I've actually spent some time this week trying to do just that. And although it's difficult, it can be done. Now, if you look up here where we're talking about straightening out some of those lines, to me, when you get down here, it would make an awful lot of sense if you could have a continuous line right across US 1 and tie this together. But what I found when I tried to do some of that stuff is there's your problem. This is one big block at
Yeah. You can't split it. You have to include it. It's part of what we have to do. Right. We have a zero here. You know, you can annex that zero to make your line look better, but it doesn't change anything in the end. So it would be nice and it would look better to be able to pencil in some of those lines.
where we know we have to, ‸ we have a ways to go to get down towards the lower end of that 5% flex. And I think they did getting well over 4%. I think they did about the best they could about that. So then it becomes a ripple effect. It's almost a waterfall. So you reduce D3 the only way you can, which is to add to D4. And then when you add the requisite number of population to D4,
because there's no place else to move it. There's nothing else contiguous. So this one grows beyond our limits. And now you have to move some down here. So looking at both A and B, they both accomplished those goals, although in an imperfect way for aesthetics, for the way the map looks. Because you do have those constraints.
have that big block that you have to deal with. You have zero blocks where you would like to have some people that you can move around, but you just can't. So that being said, although I share your desire to have it look better, the practical matter, and driven by the arithmetic of it, is it just doesn't work. So the numbers that staff came up with, especially with regards to D3, are almost identical to the numbers that I came up with when I hand-hacked some of this data. ‸ What I didn't have the opportunity to do was to look at it in terms of what it does to population distribution.
that staff is proposing as far as which neighborhoods remain contiguous and which neighborhoods don't. And the swing in numbers is relatively small. My feeling is that we're in very good shape when it comes to 3 and 4. And then when we look at some of the differences between 1 and 2 with a few blocks ‸ difference between the A presentation and the B presentation,
is most representative of our contiguous areas of common interest in neighborhoods. Because they split neighborhoods in different ways. And we just really need to take a hard look at that impact. But the numbers and the way the blocks are laid out, and it's unfortunate. I mean, if this
would give us an awful lot of flexibility that we're just not going to have. We just need to take a hard look at the red boxes that we see in the detail between the A and the B version and decide whether one or the other or some other hybrid of those best serves us for contiguous neighborhoods that have common interest.

and working with what we have and the numbers that we have. In reality, we're not talking about a big shift here. We're talking about, what, 1%, 2% changes in some cases, not even. So I think between the A and B, we can come up with, this group can come up with a solution between A and B.
Understood. So I think that there's been enough presented on both sides to bring this to a vote, whether we want to consider a version C that would propose more block-like structured districts, as opposed ‸ to be reviewed alongside versions, the modified versions of both A and B that have already been presented by the city. I'll entertain a motion at this time.

I agree with you that I think straight blocks would make viewing these maps less confusing. It would probably make it easier for council people that have to run and walk these streets and campaign to have their districts more block-like and more closely tied together. But
Vice Chair, for making the proposal. And that is what we're here for, to participate in meaningful discussion, to see how we can best achieve the objectives. Mr. Green?
And one comment to your concern about going through this exercise for the sake of explaining why not, so that we can defend against future challenges and so forth. I think that we've aired that out enough through discussion that will appear in the official minutes and the recording of this meeting that we have everything we need in the future to show why we did what we did.
B3 so that we can discuss maybe which of those versions is more suitable for a baseline moving forward, If we can agree on one of those versions being a suitable baseline for further conversations moving forward.

is because when we talked about the numbers and the development that's to come and what we have now to work with, we know that Districts 3 and 4 are right now the fastest growing districts. And when we look at A3, we have erred on the plus side for District 1 to compensate for the fact that District 3 is going to have somewhere over 1,000 new residential units.

will be in District 3 in the next one to five years. And so when we talked about taking 3 down to minus 5 or near minus 5, I think that version A3 was the one that did the best job of bringing District 1 up and bringing District 3 down so that we can better equalize those districts. The only question for me is, you know, taking a closer look at...

Yes. Basically. I mean, there may be some more movement that has to be done by the staff in order to make the numbers work by doing that. So, it may be some give somewhere else. But I think Mr.

representative, I assume that as an advocate for that district that he knows what he's talking about when he believes that the integrity of that community would be best protected by including that neighborhood. But yes, that is the proposition.
a clarification, that 49, that does not include all of Hooper Road. That includes the southern portion of Hooper Road. So, the northern portion of Hooper Road would still be in District 3.

So, we really have to kind of look at the logic of the numbers. I keep going back to the numbers. We've got to look at the logic of the numbers and make a consideration based on the logic of the numbers. So, in some cases, we're not going to all agree on a neighborhood or another neighborhood. But, how does this really help to get us to our ultimate goal? That's, I mean, we're still in the city. There's still,
Flag: numbers, amounts, negation or names differ between the machine readings · 01:02:20–01:02:20 · unresolved: the words are not shown (unclear audio); listen to the recording
maybe, based on what was and what is, there's a change there. But, some of these changes are necessary. Some of these changes, you know, the ones that we're looking at are necessary changes based on the logic of the numbers.
As is, A3 and B3, if we do nothing to them, logically, the numbers work. Right now, the question is about the neighborhoods and how these numbers affect neighborhoods Because the numbers work and the numbers can be played with if we need to move things around.
maps don't separate a neighborhood to the point that we cause an issue with the integrity of some of these communities. And so, I understand that there's going to be some splits, but I think what we're trying to accomplish now, since we have two maps that give us good numbers,
Flag: the recognizer flagged its own output; a language review questioned the wording · 01:03:24–01:03:29 · unresolved: the words are not shown (unclear audio); listen to the recording
Flag: numbers, amounts, negation or names differ between the machine readings · 01:03:38–01:03:39 · unresolved: the words are not shown (unclear audio); listen to the recording
um, and how that community is affected by the exclusion of 49. Because if you feel strongly about it, I don't have an issue with it, I just want to better understand why we, uh, or why the push is to include it,
Yes, absolutely. Both of you, I think very much so. Uh, I personally would be happy, uh, with either of these maps as they stand because I think that they meet every requirement that has been laid out.
the only question I have is, and, and, for the most part, I think they preserve neighborhoods, neighborhood integrity, and they put people, uh, with common interest together. Uh, But when it gets down to choosing between these two maps, I would be interested to know, uh, and whether either staff or members of this commission who have knowledge of their neighborhoods, could highlight for us,
This right in here, there are some small differences, and I wonder, uh, if, if there's a way to highlight the difference between this and that, uh, for us, uh, how this differs from this with regard to what it does to neighborhoods, uh, how this differs from this with regard to what it does to neighborhoods. So there's really three different areas where these maps are significantly different,
Uh, I wonder if there's a way to get insight as to, uh, what happens to those neighborhoods and what the commonalities and differences are in those three areas and if there's a way for us to highlight and examine that.
Uh, Let's look at those and see, okay, in District 1, uh, let's see, we got 43, 42, right? I mean, you know, as far as, uh, white, uh, black, other Asian, Let's look at those numbers for a quick minute. We're not talking that much of a big deviation, so we're, you can kind of lay the communities based on that, who's in those communities, because, uh, it's been, it's been broken out for us. Right. So we can, we can kind of look at that. Let's look at that for a minute, too, while we're considering the blocks themselves because, what did that make happen? You see what I mean? What did it make happen in District 1 from, from, from A to B?
For one, in District 1, um, because I, I live in this district, um, when we look at, uh, map A3, and the reason why the black population drops just a little bit between A3 and B3, um, is because over there on the right, that 136 block,
we're talking about houses closer to the water, um, houses of greater value and communities with much less minority population. And so when, when we add that 136 block over there, um, that is how that's affecting the black number just a little bit. You see it's 42.57 over there and 43.11 over here. So it's a slight difference, but it's because you're adding a community that is, um, that has a, uh, lower population of black people And that's how it's changing the black number just a little bit. Um, And while it does change that number a little bit, I like that we're putting it over that 47.51 deviation that we talked about.

So where you see the 275, when you walk in that area, that feels the same. It's just what, what's, it's splitting that, um, that vertical line is splitting that neighborhood.

So here, in 340, this line right here cuts off this portion to make that 275 right there. So it cuts off at this line right here in the middle. And so you have this side that remains to make the 275 while cutting out this side right here.

We're a prisoner to the numbers. I mean, no matter what, we, we really have to look at where are we falling in the basis of, you know, meeting our goal here.
In regards to what it means when it shifts, uh, it's going to shift. It's going to, and I understand, um, I really understand what Don is saying, but also can hear, you know, the logic of the numbers, um, which Mr. Green and myself and probably all of us are trying to make sure we're, um, adhering to. So
which one is the best way to go. Uh, because I mean, no matter what, we've got to look at the bottom line here in regards to how this breaks out, you know, our population as well as, you know, uh, ethnic groups and try to have a, you know, like I said, I don't think we're going to get away with not splitting somebody's neighborhood.
the next census rather. And so, can we, I appreciate the fact that these diagrams have been, um, suggested to us as a way to look at what, what we have here, uh, as, as versions. And, and I appreciate the fact that you laid out each one block wise, you know,
