Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
528 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 25 voices separated from the audio.
52 short machine repair(s) (61 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.4% of 17,951 content words.
Dotted words (535 places) are ordinary wording differences: hover or tap to see the other reading.
528 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:21:59 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Father, we just thank you for this day. And we thank you for all that you do for us. We ask you to be with our council tonight as they make decisions about the city of Coco. And we thank you for the citizens that have come to help us conduct that business. We pray all this in Jesus' name. ‸ Amen. Amen.

Well, I got dressed up because today I was influenced by our military past, present, and future, and our allies. If it wasn't for them and all they're doing for our country, we wouldn't be here tonight. So
The first thing, the old business, the Cigna check, it was in reference to a check that I wrote for my wife's Cigna insurance for the month of June, I believe it was. It was never found, so
before, so I learned something. Went to the credit union, they said, well, if we do it for you, it's $15, but if you use your phone or computer, you could do it for free. So that's the way ‸ I went. So I got a new check, and we're all clear on that. So the other one is the pension check, I assume that's what this is, that ‸ I received in the mail.
after this meeting, ‸ last time. And I did get up and I spoke to the board, and it sounded as if the direction that was given by the chairman, based upon the recommendation by the board attorney, is there needs to be more information obtained. So what I would like to do is return this check back ‸ to the city until this is all worked out, because deep down I feel it's not something I should be getting, and I think it's something that should have probably been figured in when my pension was done when I retired four years ago.

you go on the Brevard County Property Appraiser website and pull up that area, it's known as Sunset Park, which it's a pretty nice sound. So they're in the works of installing ‸ Adopt the Road sign there, and underneath the smaller sign is going to say Sunset Park residence. So, you know, there's not many of us that live there, and we keep it kind of picked up and nice. So it's kind of the entrance into Cocoa Village.

of which half are garaged. There are six handicap slots and there are a total of six guest spots for those three buildings. And the problem has been ongoing over the years for special occasions, Easter, Mother's Day, et cetera.
Well, then about two years ago, it started to where it was in the snowbird season, cars parked up and down Riverside Drive, especially in between Derby and Oak where I live.

Another one was, well, why do you park out here? Well, I have a parking, I have a garage and a parking place and my wife parks her car in the parking place, but I can't park my car in the garage because we moved in here a few months ago and I got too much stuff in there. So
couple of questions come to mind. Number one, is city staff considering ‸ due diligence to find out a true need or is it a want on the part of Oleander Point, the association there? Because last January there was one evening my wife said, hey, there's a police officer out front. Went out there, what's going on?

I'm writing all these cars parking tickets because they're parked illegally. Okay. And shortly after that somebody who got a ticket there came out and said, hey, what
your ticket. Well, then he made a phone call and then shortly thereafter the condo association president showed up and said, what are you doing? Why are you doing this? Well, it was amazing because 48 hours later they would not come down and do parking, like parking tickets anymore. And
because we had been chased out of there when we would have guests. And had a house guest once and he even got a parking ticket there and got that fixed, even though he said he couldn't fix it. But this problem really started to manifest itself, like I said, last January when they got tickets.
which begins sometime around the middle of October, and they'd like to ‸ get this problem addressed. So they want to do that on Riverside as well as Derby and Oak. There is a limited amount of parking potential areas on those streets. And I've done some basic measurements on Derby and Riverside. And the condominium side of Riverside in between their two driveways is 142 feet. On my side, they've got about 120.
you can have a designated spot. Also, if you allow parking on, for instance, where my driveway is on Derby, coming out onto, if I'm back in my car out and there's a parking, ‸ a car

Donna Kettner, 103 Derby. I also got that letter, and we have a street that's very quiet. The neighbors all are very close. We are our neighborhood watch. We get a lot of traffic. We get the school buses down that street. We get delivery trucks coming into the village down that street. We have very few times that it's quiet. I've lived there over 20 years. We've had crime up and down over the years. I, for one, do not want parking on Derby. Number one, it will eliminate seeing vehicles parked on our street where we don't know who they are. I can look out my window any given time and know who's in our neighborhood or what vehicle is new to our neighborhood. I live by myself. I live,
At the circle, we have still drug dealing going on there from time to time. My eyes are open to it. We've had a pipe bomb go off on the next street over. So when we have quiet time on Derby Street, it's precious to me. I've invested a lot of time in downtown Cocoa Village.

Hello. I reside on [address]. And I am also opposed to even the consideration of the parking in that area. There's a lot of bicycle riding, walking, strollers, children. Well, not a lot of children, unless they're with their parents. But that area is kind of congested down at the end of the street. Our street, I just can't see with the yard people and other things that go on on our street for there to be parking.
ago, there's never been an issue with this parking down on River Drive. And so I don't know if something's happened down there, but I just don't feel as if the residents there should be coming off their no trespassing building into the neighborhood. So I'm opposed to even the consideration of the parking on those streets. Thank you for your time. Thank

Good evening, everyone. I'm Brad Whitmore. I live at [address]. uh My wife and I are merchants in Cocoa Village, and I'm a member of the Historic Cocoa Village Association Board. I am fresh off the trail, that being I-95, coming up from Edgewater, having attended the Florida, Fish and Wildlife Commission, derelict vessel town meeting. It was a second of five that they're going to do. Very informative. It went very well. Pretty casual uh uh affair. They presented a derelict vessel public meeting participant survey with eight action items that are being considered. This was a boil down from a meeting that they had from industry and uh concerned representatives up in Tallahassee, and they're taking it public. uh

just uh i'm just going to do These are concepts. The numbers in them are nothing but placeholders. But what it is uh trying to do is get some momentum up for addressing the serious problem of derelict vessels that Florida has. We have, to run some numbers by,

registered boats and boats in the state of Florida. Of that, the FWC has determined that approximately 340 or so of them are derelict or close to it. That's the FWC working in conjunction with 29 different law enforcement agencies that have signed up to be part of a program called At-Risk Vessel, which is when an officer sees a boat that looks like it's heading toward derelict, he tags it as such. It's uh not a fine or anything.

Once a vessel goes derelict, that's a bad thing in the eyes of the state. It is illegal. You're in trouble with the law at that point. Abandoned vessels qualify as that program, too,

the state's getting serious about addressing this at this point. um Here's the concepts that they have. One, ability to place a hold on the derelict vessel title. A lot of times, the way the system is set up, you have a boat, you get a title to it, you sell it to a guy, you got a bill of sale, you forget about it. Over the years, he sells it, he sells it. It continues to get sold to where the person that had the original title thinks it's long gone, but they are still responsible for it. So this was the ability to put a hold on a derelict vessel. Once it goes derelict, you cannot transfer it, you can't sell it. It is a means of stopping thethe process. Limitation on who can renew

getting all the paperwork right. If you are not the registered owner of the vessel or their agent, you cannot get a current annual registration. These are both administrative processes to try to reel in this problem of all the vessels that we have that are getting out of hand. uh Third one was uh penalties for expired vessel registration beyond six months, kind of tied tied to DMV uh idea. uh on a um What it is, is

don't keep up with the registration, after six months you can uh get a citation. After the second time, it turns into a second degree misdemeanor, which has a mandatory court appearance. So once again, it's more teeth for FWC to tighten up uh for the people that don't necessarily play fully

And, uh... John? Yes, Mr. Mayor. This item is to approve a plenary assessment resolution for the ‸ fire protection assessment for fiscal year 2016. Just, if you recall, back in 2013, through many discussions with each of you following my appointment as city manager, there was a desire, based on the level of service, staffing, aging fleet, and facilities to develop a plan to enhance and improve our fire protection service, to ensure our residents and properties are properly protected and adequately served. And we subsequently retained our ‸ existing rate consultant and also happened to do fire assessments.

a chance to remind you of the services we provide. A lot of folks think fire. They think fire suppression. But we also provide advanced life support emergency medical services. We have 24 solo medics, and a lot of the rest of our folks are medics as well. And that was one of the things the council ‸ did to increase service, although not directly related to the fire assessment. But that's important to bring up. We also provide...
like that. And we work hand in hand with Brevard County, who has a hazmat team, to go into operations. We also have mutual and auto-aid agreements with Brevard County and Rockledge as well. And, you know, if you look at that, there's other little things ‸ we do.
well, to go along with some of our other services. So to talk specifically about the fire assessment, one of the first things you did was add four new positions. Well, this was huge because it allowed us to do a couple of very important things. One was to maintain a minimum of three firefighters on each of our front line units. We have three front line units at our three different fire stations. Very important because it allows us to do the next statement up there, which is assemble 15 firefighters at the scene of a house fire. Now,

‸ you started this process from the National Institute of Standards and Technology Study, shows that the minimum should be three. You can get more, but it depends on how much you want to increase your cost.
get those 15 firefighters assembled in the right amount of time to be able to mitigate an emergency and rescue citizens and to try to save property, which is what ‸ we do.
So it provides for our firefighter safety, but it also provides for citizen safety because we can work more efficiently and safely at that. So that was one of the most important things that we did. And we started having a three-person minimum back in January.
side to better respond to cardiac arrest, respiratory arrest, strokes, because it takes more hands to do those calls than just to respond to somebody who may have stubbed their toe or something like that. Also, we have quite a few trauma calls here every week. It's involved in auto accidents and different things like that.

ladder back in March. As you know, our ladder was beginning to fail, and we were very fortunate to get this one early. And two new fire engines that we are hopeful will be here at the end of September.
They'll replace two aging units. This does two things. It allows us to have all our frontline apparatus, ‸ new units with the new technology that's out there, which helps us be more efficient in the work we do. The other thing it allows us to do is bring up the age of our reserve fleet, because you know when they're in for repair or maintenance, we switch into backup units, and that's brought up as well. So that's ‸ big, huge for our firefighters because they know they have a reliable equipment that will work every time they go out. And the other thing is we won't be changing out very much because of our new units except when they need maintenance. That takes time. It takes our guys about 45 minutes to change out of

unit, which means they're out of service while that happens. So we'll be in service more and we'll be in our territory more to provide adequate service to our citizens.
Next thing you decided to do was the station location and preliminary station design study. We've been working on that. If you ‸ remember some of our stations, our oldest station is 56 years old. This youngest one is 34 years old. Back when we built these stations,
Now it's over 14 square miles. So we have to adjust that. We have to look at our historical incidents and run that and go, hey, where would we put these stations today if we replaced them? And that's what this study is allowing us to do. Where we have them now, they were good back when our city was about five square miles. Today we have to look at that. What we're trying to do in this study is look at where's the best location for us to be able to respond in four minutes, which meets the National Fire Protection Association number 1710, if you want to look it up. It says you should be able to get to 90% of your calls in four minutes. And that's what we're working on. So we're looking at in association with our neighboring agencies and where they're at and what we can do by keeping and maintaining three fire stations.
So we're working on that. The other thing we've been able to do is put, you look at little vehicle down there in the bottom. That's our new Merv or ‸ mobile response vehicle. That's used in every situation where emergency medical services is provided by Coco Fire at all the events downtown in Coco Village. This unit here is also a four-wheel drive. So we'll also be able to use it off-road if we have any off-road emergency wildfires or anything like that. We also purchased the trailer with it so we can move it around to wherever we need to go. We just got this vehicle in service.
They're now making new metals. And what we've run across is our cutters just won't cut it. It'll shred it. It'll pull it. But that's not necessarily what we need to have. When we put our spreaders, it tears it instead of pulling it apart. So we had to make some changes. We started replacing ‸ spreaders a couple of years ago because that was the big issue.
If you may recall, those allow us to see in the dark. It allows us to see heat signatures and it helps us locate either down firefighters or down residents in a structure fire. It gives us that heat signal. We can also detect fire behind walls and locate the fire quickly. Now the technology's changed since those came out. They used to be like carrying around an anvil. When you're trying to
The next part of this will be to come in the future in the next couple of years. We'll be looking at completing ‸ fire station design. Our current contract with

That's what we're doing. Not adding three new ones. We're just replacing the ones that we have. So it allows us to meet NFPA, National Fire Protection Standards, the current building code, which requires fire sprinklers in your firehouses as well now. ADA requirements. These were built before that was established pretty much. We don't meet those in our current locations as we should. And to provide adequate facilities for male and female firefighters. When these stations were built, we didn't have any female firefighters. Now we have three. They're on our stations. So our current stations, they've reached the end of their useful life. You say, well, what is that? Well, whenever you build one,

put that into a 56-year-old building. ‸ It's good, but ‸ it's a patch. Let you get by that. We're having problems. They're significant with plumbing, roofing, and heating and air components as we go through there. We are making patches and different things like that to get through. We still have roof leaks that pop up here and there, plumbing issues and stuff like that. But we'll be working through those to get them done over the next couple of years as we get these stations built.

and decide where they're going to be, maybe a year from now we'd start construction. It'll take about a year to build it. But that's what you've decided to do and
and where to place the funds that come in for the fire assessment. So as you set the rate tonight, you'll be deciding how you want to ‸ set that rate to best meet this final part of the puzzle here, which is trying to figure out how to provide the

It'll be part of replacing that and look into the future as we provide adequate services. And you can be very proud of the firefighters you have. One of the things I decided to do coming here was to interview all our firefighters individually and find out where they want to be, you know, what they want to be doing in their career, but

So this just gives you an idea of a historical perspective and what the fire department's been doing. If you just ‸ take a quick look, you can see that it increased between 13 and 14, about 6 percent. But since 2010, the increase in the number of calls that we run has gone up about 13 percent. Now, I will tell you, this is the number of calls. If you remember, I've talked to you before and told you
an EMS call. Remember, getting those 15 people en route. Well, for us, it's nine. And then you add the ones we get from the ‸ county, adds to about five units that have to come. Well, those

So that changes this ‸ dynamic.
