The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
No agenda from the City is on file for this meeting.
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
incomplete recording: The recording begins mid-discussion; the opening of the meeting is not recorded.; 438 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
48 short machine repair(s) (64 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.2% of 16,419 content words.
Dotted words (571 places) are ordinary wording differences: hover or tap to see the other reading.
438 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Yes sir. My question is Blake. One other thing. What about the people that may own a business and you know they would like to ‸ have their slot designated for their clientele. I don't want to infringe because we have that issue here sometimes in the downtown area. People will park their own vehicle in front of their business so that means customers cannot come in and park as well. You understand what I'm saying?
want to keep that open. So that's something to think about. Second thing and ‸ I'm going to close my mouth. Look at your diamond square. ‸ See your diamond square. Can I make a request? There's something to think about. Could the word diamond square be inserted in there so when the people come at the intersection they can see the word diamond square engraved in the asphalt. You understand what I'm saying? Read it so that you

that. Okay. Doing that kind of treatment and we'll just have to come up with a layout that that works. And we'll need to coordinate whether that's something that could be included in the Peachtree Street project or not.

I think it'd be a nice idea if the city would buy that ‸ so we'd have more parking for the ballpark. ‸ The homes are next door. Those were all... I had the property of the next home. I sold that property and they put a home ‸ and then they put three more homes in. But there's another lot there that they could probably put more parking in all that area. That's a little

all their poles aren't exactly in a lot. So we have to kind of design around them. There would be some ‸ short periods of time where they might have to close this intersection for a day. Or close this intersection for a day. But for the most part, they keep it open. This street is wide enough that you'll keep two lanes.
won't even be one lane with the flag. Because most of their work on the project, when they start construction, the first thing they're going to do is make sure all the utilities are taken care of. All the things underground that we don't see. Then they'll come in and

So they'll always be keeping the road open while they're laying the last fall in the community. So there are always challenges when you build a project like this in an area that's already existing and developed. But there are a lot of things about this project that make it a little easier than most.

that we prefer to do this is seeing that different colored paver bands, people walk on the sidewalk. And it's safer for them to be, especially kids, to be two feet away from the edge of the road.
If you have a special event, if you close the road and you're having a festival or a parade or anything, you now have this additional capacity. People can put their chairs right on the edge. They can walk right on the edge. It adds a lot of versatility to the street.

In addition, the detailed design of this project has to be coordinated with some other work that was going on in the area. what we call signature intersection improvement. It's a key gateway intersection. In this case, the intersections of Washington Street and Stone Street and Blake Avenue and Stone Street. That signature diamond square feature
included later in the presentation. It's the same one that's being installed on the Peachtree Street project at the intersection of Peachtree Street and Fisk. As I said before, we're making all the sidewalks and ramps ADA compliant. We're including street trees throughout the project as well as street lighting. We're including landscape and hardscape area at the terminus by the railroad to create a public space there. Something that was specifically called out in the redevelopment plan update. There's flexibility in on-street parking and during that open house portion of the meeting, we had a lot of discussion about parking. And I'll go through some of that again as I go forward in the presentation. We've tried to develop a concept that has some flexibility so when we get in final design, we can minimize utility relocations and save money on the project. And then, as in all these streetscape projects, the level of the improvements can be adjusted to meet budget. And so it's kind of a process we go through

design. The diamond square signature intersections are stamped asphalt with a color treatment. And they create a diamond feature with surrounding crosswalks. It's a gateway feature, as we said,
There's specifically actually a picture of the streets intersection treatment similar to this at this corner of Washington Street and Stone Street. It lets you know that you're entering a place, that it helps create the sense of place in the area.

each intersection has to get treated a little differently because the existing developments a little differently, the grades are a little different. But every sidewalk and ramp must meet the ADA requirements.

We have to get the width right, the clearances right, the slope going forward correct, and the cross slope correct. We have to work around existing utilities.
and Stone Street. And the lower right corner where you see that ramp is an example. There's a sanitary sewer manhole right in the middle of that intersection that we have to rework and work around. But we'll do this at each intersection. Some of
have storm sewer that need to be worked around and make sure we have a safe pedestrian environment. The sidewalks also include, they're typically four foot wide sidewalks. They include a decorative band, typically like a concrete paver you would see. So if you're looking at it from the edge of road, you'll see the red, it looks like brick, red and white. That would be the decorative band. And then the four foot wide sidewalk. That decorative band serves two purposes. One, visually when people are walking down the road, they tend to not walk on it, which is good. It keeps them further off the edge of the travel way and safer, particularly for kids walking down the road. But it's a very low maintenance treatment.
or anything like that, provide you additional capacity on your sidewalk. So it's a nice feature. If you look around where the trees are, and I'll try to show this with a pointer.
can show that again, actually. Right in here. That little jog in the sidewalk also helps break up a long, straight sidewalk. So visually, it's much more appealing. Street trees and street lights.
in the streetscapes on using crepe myrtles. There are a couple reasons for that. Obviously, they're very attractive trees. But most of these are constructed under power lines. And we don't want a tree that grows really tall, goes into the trees, and then they kind of get butchered to clear the tree. They're all constructed in a tree box. I'll just highlight. This tree box is basically like a four foot by four foot area. At grade, we will have reclaimed water run to every tree box.
You can see that the sidewalk on this is a good blow up, how the sidewalk jogs around the tree box. So you always have a minimum four foot. And you can see the decorative band. Street lights. As

with street lighting included in the project. These are decorative LED lights. Like you see in the picture to the right, they would be LED lights. City has standardized around a model of LED lights, which are much more energy efficient.

did. So ‸ the power savings was huge. They are a little more expensive up front, but the power savings are huge. So that will also be constructed in the project. The landscape, hardscape ‸ area at the terminus by the railroad, right now, if you come down the street, the street just stops at the railroad. So if you had an ambulance or an emergency vehicle, they could not turn around at the end of that street. So in creating this public place down the end, we also wanted to make it dual purpose so that an emergency vehicle could turn around. And that's why it's shaped the way it is. It would be made out of stamped asphalt. Similar to those diamond square intersection ‸ treatments.
We've provided landscaping at the end, which is basically a buffer. Simple hedgerows, some small shrubs, a large, you know, this would be an area where we actually could put a live oak. We did. The improvements can be removed or modified. If the railroad crossing can be reopened, there's none of these improvements that are difficult ‸ to remove or costly to remove. There's nothing that permanent.
Flexibility in the on-street parking. And during the open house, we had a lot of discussion about this. Between Washington Street and Fisk Boulevard, the road width is about 30 feet curb to curb. That allows us two lanes of travel for cars and enough room for an on-street parking space on one side of the road. And we talked about how much flexibility to keep

I think the the overwhelming desire of people in attendance at the open house was to delineate by painting areas where you should park. Right now, people could park anywhere on the street. We would delineate in this section of the road. You would be parking on maybe the south side. On another section, it may be the north side. But that would be specified. The other option that we talked about is you could construct physical barriers. We could put curbs that bump out into the travel way that delineate parking spaces. The benefit of that is it does do some traffic calming and slow speeds. The downside to that is it's a fixed physical improvement. And in this case, you have a lot of area here that is open for redevelopment and could be redeveloped. And you run the risk of boxing people in. You may have a commercial business that goes you know I really need on street parking in front of my my spot but I can't do that because we've occurred in. ‸ that was a lot of the discussion during the open house. and then finally, just any comments or questions you may have on what we're doing or input, additional input you want to provide.

I just wanted to add about the timing of the project and the costs involved this portion that we talked about this evening from Washington to the railroad is currently paid for ‸ the second portion from just west of Washington to Fisk is in the budget you'll be looking at in just a few minutes And construction is up in the air until we really look at what the final design is. But we have met with our utilities department, and they are holding the project to work in conjunction with us and to do their project at the same time. And it's very good for us because technically it saves us money. They're going to be digging up the street anyways. So that gives us the opportunity, because they're digging up the street, to put in our reclaimed water and to put in the conduit for the street lights because the street lights are lit from underneath the electricity. So that saves us some money. We won't have to do that. We won't have to replace the road on our own and things of that nature. So that's one of the reasons that we're staging it the way we are is to be able to disable the because construction is the most expensive. I think you all have seen all that and know how expensive it is to do these type of projects But ‸ we will be working with utilities to try to organize it. ‸ And they tend to do stuff block by block, just how I believe they're doing it on peach tree They'll close down you know the lanes in a couple of blocks. They won't close down like the whole side of one street

um theThe message that we're trying to send to the parents is that it is not a recreation center like the gym. It is actually a plan a place for enrichment and for learning. um So many of them have it taken away from them for punishment. So right now we're working on trying to change that mindset. So we had a successful after school program from October to May and then we had an extremely great time this summer with our summer enrichment program. So kids were with us six hours a day and three hours of the day were academic based with reading and math and then enrichment with other activities in the afternoon. They received a hot meal every day. And um so that

fairly supportive of CRAs there were a couple of members that were very anti-CRA so you had kind of a spectrum there and the ones that were anti-CRA uh they felt like well, you're diverting you're diverting funds from the county budget. uh You're diverting funds that could go towards other projects. um ‸ So there's thatthere's that kind of outlook, and my point was, well, these are, these
you have a an area of significant slum and blight and that's why thethat's why the statue was created in the first place, the Redevelopment Act, uh to address these areas uh
are experiencing significant slum and blight, and to do things beyond what a normal uh government unit can do to address those issues. So that's why it was created. And and the the idea in the long run is that you're investing in those areas now with the idea that in the future, down the road,
down the road, the outcome is going to be better than it would have been without that CRA there to provide those resources to that area. So, you know, there was a lot of misconceptions that were that we wanted to address and that we did address. And uh I don't think we're going to change the mind of a couple of those committee members. but Some of the other members, they they they did listen, and they kind of, they understood where we were all coming from and say, you know, you can't just kind of give that blanket uh opinion of all CRAs because there may be a few bad apples because the vast majority of them do a lot of good work in the communities.
