Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
677 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
86 short machine repair(s) (118 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 89.5% of 25,102 content words.
Dotted words (827 places) are ordinary wording differences: hover or tap to see the other reading.
677 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
02:11:35 (7 s) — neither reading has words
02:28:36 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
so I'd like everybody in front of the stage at 6 o'clock. And that's really when the crowd's going to show up, so all the council that would be there could greet everybody at 6, and then you would be seated and ready to go for the costume contest. You count on

So with the zombie run with Coco Main Street the night before, we're all kind of trying to work together on a little bit. So anyway, come out and play. It'll be a lot of fun.
I guess, Mayor, trying to follow up Lisa. I do have a proclamation to read into the record for manufacturing month. Whereas, Maiden Brevard, a joint program of the Economic Development Commission of Florida's Space Coast, EDC, Cocoa Beach Regional Chamber of Commerce, Melbourne Regional Chamber of East Central Florida, the Greater Palm Bay Chamber of Commerce, and Titusville Area Chamber of Commerce. And whereas, Maiden Brevard is focused on promoting and celebrating companies that manufacture products in Brevard County, Florida, and changing the perception of manufacturing careers through the EDC's Talent Asset Pipeline, TAP, for manufacturing programs. And whereas, Maiden Brevard and the TAP for manufacturing program seek to educate ‸ manufacturers, raise awareness about manufacturing careers, enable platforms for certified skill development, and enhance manufacturing job placement.
in Brevard County, Florida, it is only natural to raise awareness for this fundamental industry. And whereas, Manufacturing Day is a national grassroots movement occurring on the first Friday of October annually. And whereas, the state of Florida recognizes the month of October as Manufacturing Month as an effective way to expand knowledge about the value manufacturing brings to Florida's economy, and to showcase the high-skilled, high-paid manufacturing jobs needed by the industry. And whereas, during Manufacturing Day and Manufacturing Month, U.S.

This project starts at Michigan, goes around to Industry Road, actually a little bit west of Industry, so it takes in the intersection. And they will be presenting where they are now. There is a public meeting next week on the 20th, which is the same date as our town hall meeting. The information is essentially the same. That date was picked out

here tonight. And then after this, the next step is to come up with some ‸ selected alternatives. And we'll be back to Council to have you provide a concurrence that that's the options that you would like to pursue.

We also had a kickoff meeting in March, as some of you may have attended. So follow-up to kickoff meeting, we went into engineering analysis process. And I just want to give an update where we are today, what alternatives we are looking at, and what are the potential impacts for each of those alternatives before we go to a public workshop.
Okay. Okay. Today's agenda, just to give you a little bit of background for the project, design alternatives we are looking at, access management, talk about a little bit of changes, what are the impacts of the proposed alternative, and ‸ where we go from there.
and goes north. And as we all know, there's a 90-degree turn at Walmart, and the project goes to Industry Road. This project basically is to accommodate the need for future traffic. There has been a traffic study done, and we'll talk about that. At the same time, there is no continuous pedestrian and bicycle facilities along the corridor. So one of the goal or the objective of this project is also provide pedestrian and bicycle facilities to make it a true multimodal corridor within the project limits. From the traffic analysis, you know, the study was done for the design year for 2043.
level of service. What that tells us, basically, if it gives the input as an A, that means it's good, and F as failing, similar to anything else as your grades. So what you see here is the result of our traffic analysis of the design traffic memorandum. And for
Flag: numbers, amounts, negation or names differ between the machine readings · 00:08:32–00:08:37 · unresolved: the words are not shown (unclear audio); listen to the recording
which is at level of service B and C, which is acceptable level of service. And as you move forward for the no-build, it further deteriorates to level of service C. But for the segment from Autobahn to Industry Road, current existing level of service is E,
If no improvements are made for the design year, it will go to ‸ level of service E and F for AM and ‸ PM, in the morning ‸ peak hour traffic, as well as evening peak hour traffic. So the next column is build alternative. So if we add more lanes, if we convert this roadway, which is a two-lane segment to a four-lane divided, then the traffic level of
Flag: numbers, amounts, negation or names differ between the machine readings · 00:09:19–00:09:23 · unresolved: the words are not shown (unclear audio); listen to the recording
Flag: numbers, amounts, negation or names differ between the machine readings · 00:09:31–00:09:33 · unresolved: the words are not shown (unclear audio); listen to the recording
So from south of Michigan Avenue to around 700 feet north of Michigan Avenue, the road is existing basically. It's a four-lane, two lanes northbound, two lanes southbound. But one of the southbound lane is a through lane and a right-turn lane. It's a shared lane. And you have a two-way left-turn lane in the median. The existing right-of-way that DOT has is 73 feet. And the posted speed limit is 45 miles per hour. And also, there is only sidewalk on one side of the road.
here, the through lane, there are three through lanes, two on the northbound side, but only one on the southbound. And you have a two-way left-turn lane. The posted speed in this segment is 40 miles per hour. And there is sidewalk on almost both sides, but there is a segment. There is no sidewalk within this on the west side. The right-of-way varies from 73 feet to 120 feet. The next one is from Walmart to the industry road. The good news here is there is a significant amount of right-of-way, almost 229 feet to 240 feet for the existing right-of-way. It's a two-lane roadway. You have five-foot paved shoulders and sidewalk only on one side. The paved shoulders can be used as a bike lane for this particular segment. And the posted speed is 45 miles per hour. So there were several alternatives that were considered. We looked at providing a five-lane section, but due to heavy traffic, several crossovers that was eliminated from the study. So most logical ‸ section that could be done was a four-lane divided typical section. What that means is you're going to have two lanes in each direction separated by a traffic separator ‸ or a median with some grass.
at the intersections and wherever you're providing a left-on. We are providing continuous seven-foot buffer bike lanes and sidewalks, six-foot sidewalks on both sides of the roadway.
All right. Now, as we continue to evaluate a no-build option, basically do nothing, will always be part of the study and it will be carried all the way to the end of the study. What that means is if no-build option becomes a recommended option, then there are no improvements made to this corridor. So what I want to go through is a little bit of a design alternatives we looked at. For evaluating our engineering options, we divided this into two segments. The first
Flag: numbers, amounts, negation or names differ between the machine readings · 00:12:24–00:12:26 · unresolved: the words are not shown (unclear audio); listen to the recording
What here is presented is a proposed typical section. Design speed is 45 miles per hour. There are four lanes, two lanes in northbound and two lanes in southbound. There are buffered bike lanes and two six-foot sidewalks on both sides. To accommodate this typical section, the minimum roadway, right-of-way that's required is 104 feet. And as I indicated before, the existing right-of-way varies from 73 feet to 120. So
Flag: words were replaced by a machine repair · 00:13:05–00:13:06 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
typical, we looked at how that can be accommodated. So it will have impacts on adjacent properties. So we looked at just widening from center outside or widen just to the west, as well as the third option is widen just to east, and then evaluate what impacts we have. So next few slides,
are going to go through these alternatives. The alternative that's presented right now is a west alignment. We are holding the eastern right-of-way line and widening the entire roadway, whatever the additional space is needed, to the west.
What I want to do is just present the alternatives, and then we'll talk about if you have any questions. That's fine. Okay. ‸ The next one is the central alignment. This option basically widens the road on the both
Flag: words were replaced by a machine repair · 00:14:32–00:14:32 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
So it minimizes the impacts only on one side, but that's the good part. But the negative for this is it has impacts on the both sides of the roadway. And the third option, which is the east alignment, where we are holding the western right of the line and widening to the east.
Flag: the recognizer flagged its own output; a language review questioned the wording · 00:14:49–00:14:50 · unresolved: the words are not shown (unclear audio); listen to the recording

No matter which option we recommend or it's selected, there will be sidewalks on both sides as well as buffer bike lanes on both sides. So what you see here is a summarization of the right of way impacts. If a western alignment becomes a recommended alternative, these are the impacts. There are 17 residential parcels, four businesses, one unimproved parcel that will have some impact. And based on that, DOT has developed the cost associated with it. Now, this cost is not just about the cost of the property or the right of way.

for this particular segment, there is ‸ posted speed is around 45 miles per hour, but there's a curve right in front of Walmart, which ‸ has a sign with 25 miles per hour as a cautionary sign because that curve does not meet the 45 miles per hour speed design. ‸ So ‸ we had looked at some of the options for that. The proposed typical for this segment is, again,
Flag: words were replaced by a machine repair · 00:18:05–00:18:05 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
and one of the options was reducing a curve to a 35 mile per hour. Of course, this does not meet the DOT standard design criteria, but we'll work with the department based on what you see. The good news about this option is there is an impact to the BP gas station is minimized.

That meets the current design criteria. In order to fix the geometric deficiency, providing an intersection is not a preferred option. But we also looked at roundabout, and then with the roundabout, yes, it does have some issues with the emergency vehicles.
for the buses getting in and out. But that is one of the options that we evaluated just to see how it can be accommodated or not. And the last but not the least is a bulbout option. What this does is, instead of curving and

safe criteria, all the geometric design for horizontal and vertical alignment, and avoids the impact to the gas station, as well as the Walmart property. But this option does have a significant

Yeah. Now, we looked at the cost for the segment one and the segment two. So in order to get the combinations to come up with the project cost, we have a table here. On the top, what you see is the cost associated with 45 miles per curve, 35 miles per curve, roundabout and a bulwark option. And this is the construction cost, design cost, the right of way for the ponds has not been evaluated yet. So that's why it's TBD. It will be the same no matter which option we take. And also the mitigation, because for the
option, we have some wetland impacts and which I will talk about. So those are the cost. And for the alignment typical section for the west alignment, central alignment or the east alignment, you have a right of way cost associated with that in the bottom table. So for example, if a
Flag: words were replaced by a machine repair · 00:21:45–00:21:45 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
option is chosen in combination of the west alignment, so bulwark option has a cost associated with it is 16.84 million. And the west alignment has a cost associated with it 6.4 million. So cost of this

is the combination, whichever is the recommended option that comes out based on our engineering evaluation, ‸ analysis, environmental impact and public input.

So as a part of access management for 45 miles per hour, ‸ class five, which is based on a study, safety, basically access management avoids conflict points. And based on that, what we are recommending is I'm going to present now. Michigan Avenue is an existing signalized intersection, which will stay signalized. And then as you move further north, a directional median opening is proposed at that office complex location. ‸ Then going further at La Marche drive, a bi-directional median opening. That means everybody who's going northbound can make a left to go to La Marche and everybody who's going southbound can make a left or a U-turn to go to Clear Lake Pines. Then we move forward further. The median continues.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:23:50–00:23:53 · unresolved: the words are not shown (unclear audio); listen to the recording
elongated median to get the bi-directional working. Then as we move further towards industry road, there are no existing ‸ access points. So there are no median openings until the U.S. post office. We are providing a directional median opening at the U.S. post office and then the industry road will be signalized as it has always been. So that's the proposed access management and the changes that we are recommending at this point. Some environmental impacts of the proposed improvements.
option goes over the green space, and that's 5.24 acres of wetlands are impacted. From the contamination point of view, there are four locations, but they're all potentially in
for contamination is very low. Wildlife habitat, there are no impacts, no impacts to the endangered species, which is a good news for the project. And from the historic and cultural resources point of view,

accelerate the schedule and get the projects done faster. We are moving into the design. There's a public workshop coming up. When we get input from the locals, all the input that we are going to get at the public workshop or the meeting here today will become part of the study as a part of our PD&E process.
‸ public input. All these things are very important in making a recommended alternative that eventually go to final design and when the money is available, it can be constructed. So is there any place coming out of that neighborhood except at Michigan where you can make a left to go north? So none of these side streets will you be able to make a left coming out of? Yes. Correct. Okay. All right. I was just concerned because I know there's a safety issue there because you've got traffic coming over that hill.
I know there's a lot of times ‸ when you come up, if you're heading north towards the Walmart, you top the hill and traffic is backed up at that light and all of a sudden you have to hit your brakes and stop and it's like 40 or 45 miles an hour through there. You don't really see that because of that hill. You're on top of the traffic before you see it. So was any of that taken into consideration, the safety factor there in your study?
Flag: numbers, amounts, negation or names differ between the machine readings · 00:29:57–00:29:58 · unresolved: the words are not shown (unclear audio); listen to the recording
And during design, there could be some warning signs ahead, like signal ahead or something. Okay. Kind of can be implemented, but that would be something in design.
Was there any consideration for there at the north end of Walmart where the curve is going ‸ up towards industry? Was there any consideration for turning that into an intersection instead of just a curve with a light there?

at. Plus, when I discuss about access management, of course, those are guidelines. But those guidelines are based on safety and avoiding too many conflict points to make the road.

So Walmart couldn't move their access point to the north end of their property, to that intersection there? I mean, my concern is we've got property there north of the curve, and we've got a road sort of, kind of, in there. And it would be really nice to plan for the future for access for that property. If somebody wants to build in there, that's where they're going to want to access the property. If we already have an intersection there,

‸ Can I ask a question? If you were to do that, would you oversize that pond to accommodate water and ‸ drainage that's maybe further west? Yes, because at some point in time, going west of industry, there's going to be a need for widening. I mean, it would be nice if that is your preferred option, that you oversize that pond to accommodate drainage, you know, for the future widening from industry west.

Well, there was some discussion of the housing issue along Clear Lake Road because nobody wants to see anybody's home go away for road widening. However, if I lived in one of those homes and because of some conversation with Commissioner Barfield, we took a look. Of those 17 properties,
Yeah, but the ‸ well, and that was another thing. We did discuss the fact that the property owners and the tenants in the properties needed to be notified of the meeting, not just the property owners who may not even live in the state of Florida. But ‸ I personally would not want to live on a four-lane highway and have to back out into a four-lane highway. So Commissioner Barfield seemed to be a little less concerned about the loss of housing because it is going to be a huge impact to the people who live in there. Even ‸ if we went with ‸ the eastern alignment and there was no effect to their actual property, there is still the effect of suddenly you're in the middle of a four-lane highway and you're going to back out with a median, ‸ so you're only going to be able to go south anyway. So, you know, it's going to be a huge impact. So
actually want to live there after the road is widened. So there may be people who would really rather live someplace where they're not so impacted. So they are in the county. It is the counties, although, you know, Commissioner Barfield would be more than happy to talk about annexation of that area if the people in that area would like to talk about annexation.

So I'm wondering what would happen to the pine trees. And also, when I walk out of my yard, that Yonker Lane is sinking, sand sinking like. And that started in January when I moved into the house, and now it gets worse. You know, I had Mike from Public Works come out, and he said it might have came from the rain. But when we moved there in 66, that was swampland.

a round trip to Jacksonville with intervening stops. But I made it and I'm shooting from the hips. So please bear with me a little on this. A couple of things. Parkside Place, the merchant group, had a meeting this morning. I wasn't there, but I talked to them on the phone. ‸ Couple hot topics. ‸ Review of the music event that was in the park. We love that stuff. The music in the park is great. It really puts Cocoa on the map. The fact that those are becoming more frequent is wonderful news. I enjoyed it from the water. Small group out there, but nice event. Mostly good family clean, good stuff going on.
that the parking situation started impacting our businesses early. The event was over the weekend starting Saturday, midday Saturday. The parking was being set up early Friday. Parking is a premium for us.

up fences and whatnot, it would be more conducive to the established ongoing businesses rather than losing parking for a day. That being said, parking was also set up outside the park and fully took the parking spaces out. We questioned whether that was really needed. It may be. We don't know. We just like to make sure that what is happening is needed and justified because it really does impact us. That was one item that came out of the discussion today. Another one was we had a the music brings in a large crowd.
At which point the gentleman turned and stuck his face in her ‸ face and said, Expletive deleted. She promptly locked the door, turned out the lights, and went home. So I think while we love the music events, depending on the nature of the music that comes in, some of it's going to bring a rowdier crowd than other times. Perhaps for some of those events with rowdier crowds, it would behoove us to have an increased enhanced police presence, just to keep that block opened a little bit more in case, perchance, there should be some normal clientele coming along. So those would be two suggestions, and another one just to throw it in. Excuse me a second. Yes, sir.
I did after the fact. I was not there. When I heard about it, I called immediately. Right. She did not. I instructed her that she should have called the police immediately. Right. Common sense to me.

Because I heard at least half a dozen times, hey, Cocoa Beach, how you doing? You know, it's like, no, we're Cocoa. We're Cocoa Village, something. ‸ We're not Cocoa Beach. That's a different place. Another one, beautification. Merchants down there concerned with when we tear up the sidewalks and the streets for the wonderful Harrison Street.
slow part of the year? Because our business cycle is such that through the holidays and up through about Easter when it's peak time, that's when we make most of our money to coast through the slow months. We're kind of thinking, boy, if we could schedule that beautification through the slow months, it'd have less impact when we're not that busy anyway. So that's something I'd like to throw out there for consideration.

on the waterfront. I'll save it all for later. Other than the fact we had an ugly incident here in the past week, a vessel with an occupant down in the south part of our anchorage, actually in Rockledge waters but just out of Cocoa, was boarded in the middle of the night by two people who came aboard with apparent nefarious intent. He happened to be on board with his trusty shotgun and marched him off the boat. So that's a new degree of brazenness that I want everybody to be aware about. We want to nip that in the bud immediately before something bad happens.

It's been real busy for us. We have had a lot going on. We have finished three weekends of Sherlock in Love as the world premiere show that we wrote with Tony McCauley. We only have one performance left. This is an added performance that was not part of our original schedule for Sunday afternoon at 2 o'clock, Sunday the 18th at 2 o'clock. This is a really special performance. We're going to have a film crew there. They're going to record the entirety of the performance so we can preserve it both for archives and also so that we can use it for promotional material. Something that really cool has happened for us that we're really proud of. The writer has given us the exclusive managing rights of the show that we can license any community or regional theater in the United States or international. They will pay rights to the historic Cocoa Village Playhouse if they want to perform this in the future as a future endowment. So this will be a promotional material. If you ever wanted to be a part of the live studio audience, this is your chance. Come on down at 2 o'clock on Sunday and you're
to be part of the live theater audience. So that's going to be a good time. A little bit different. We've never done anything like that before. So that's it.
