Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
30 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 5 voices separated from the audio.
3 short machine repair(s) (5 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 89.4% of 943 content words.
Dotted words (25 places) are ordinary wording differences: hover or tap to see the other reading.
30 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

There was a special exception approved for a child care center in July of 2009, with a condition that ‸ if the use is extended or expanded, special ‸ exception approval shall be required. There was also a minor site plan.
was approved in April of 2010 for renovations to the existing building, and also included construction of the parking area and installing, fencing, and landscaping. The parking requirements for a child care center are one employee space for each 300 square feet of gross floor area, plus a minimum of two drop-off spaces per 1,000 square feet of floor area. There are six existing parking spaces, including one handicapped space, and that is consistent with the minor site plan, which was approved in 2010. Currently, there are two full-time employees and one part-time employee. The applicant has indicated that
for pickup and drop-off services for students, which would minimize the vehicular impact to the site. Based on the required parking requirements for the, for, this concludes the modular building,
You probably noticed there's a little playground area right in the back of the building. It's fenced off. So either that's going to, based on this, either that's going to have to move, or the building's going to have to move back a little bit. But that, that will be all flushed out during the site plan process. And this is the 2010 approved site plan. And you also notice on, on the east side of the property, there's that 10 foot access easement.
The board shall only grant a special exception if it positively makes findings based on competent, substantial evidence that criteria contained in Appendix A zoning, Article 17, Section 2, A through K, have been met. Staff does believe the criteria has been met. Therefore, staff recommends approval of the special exception in accordance with Appendix A zoning,

to allow for the expansion of an existing child care center use in the CG zoning district with the following conditions. Number one, the special exception shall not be effective until the applicant has secured all the permits and approvals necessary for any development related to the special exception. Such permits shall be obtained within six months of the board's approval. Number two, any ‸ additional parking or landscape buffer requirements that may be required will be addressed during the minor site plan review process. And number three, if the use is extended and large or expanded, ‸ special exception approval shall be required.
