The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
No agenda from the City is on file for this meeting.
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
No agenda for this meeting was found in the City records this site holds. That does not mean the City published none.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
532 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 23 voices separated from the audio.
61 short machine repair(s) (78 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 85.8% of 18,642 content words.
Dotted words (541 places) are ordinary wording differences: hover or tap to see the other reading.
532 passages (29% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:06:41 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Everybody stand? Yep, stand. Father, we thank you for this time. We thank you for the opportunity to come and do the city's business tonight. We thank you for our leaders that are here, and we ask you to be with them as they make decisions, and we thank you for all those that showed up from our community to be a part of this.

it. No matter which service you were in, no matter which conflict or war you were involved in, you did your thing, and we thank you for it. And with that, I got to put on this 48-year-old hat. This hat is older than a lot of the people in this room. I wore this hat in Vietnam, actually, and it has been washed since, but to all of you who have served, I thank you very much.

Jonathan Lamb. He's our new Deputy Fire Chief. He's in charge of the Operations Division of our department. He comes to us after a more than 20-year distinguished career in Clay County, where he last served as the Supervisor of Communications and the Director of Training. So we're very glad to have him. And with him tonight,

Even more than that, I'm proud to be wearing this uniform, both representing you and the great citizens of this community. My family and I look very much forward to being part of this great community, but even more than that, being part of a great community within the fire service here for the city of Cocoa. So we're pleased to be here, and I look forward to serving you.

talk to Mr. Belden. I called him and was told the location and the date of the meeting couldn't be agreed upon, and I've called a couple more times with no response to any messages left. I've given you the handout. On the first page, it has four pictures. Figure one is a view of the intersection from our driveways with no vehicle parking, sorry, blocking our view.

Figure two is a view from our driveway when blocked by only one vehicle. Note that you can see the car entering Riverside from Oak Street, but the stop signs at two and three are completely blocked. Figure three shows the car completely blocked by the parked vehicle, seeming to show a safe time to exit the driveway. Figure four shows the car becoming visible again in front of our driveway. Note that in these pictures, our vision can be blocked at three different points of entry with only one vehicle parked to the south side of our driveway. During snowbird season and at other times of the year, the view of the oncoming traffic from the north is also blocked by three or four cars or trucks parked on our side of the street 24 hours a day, seven days a week,
On-street parking on our side of the street is a safety hazard and a currently happening issue. I believe we are being lumped with another effort to stop a potential parking issue of another potential condos on street parking. I want to point out to the council that

plus they have a driveway that exits to Oak. We are asking the city council to please correct the situation in which we are forced to guess at the proper time to safely enter the street. We are asking that the city council direct the city manager to put signs on the west side of the 100 block of Riverside Drive to say that no parking on this side of the street, and we are requesting that the police enforce it.

Sorry about that. Well, myself and the public works director, we've been looking at some design alternatives in terms of striping and ways to restrict or prohibit parking. And we were going to come up with some ideas, some alternatives we could bring back to council for discussion and ‸ to possibly move forward with. So we can do that next meeting or ‸ if council chooses or we can take the direction. We've also talked about just putting some signs up ‸ in a short term kind of trial basis and see how that works.
up those signs and affecting other areas of the city as well. We could put them up as a temporary kind of trial basis, see how it works. And if it looks like it's going to work okay, we leave them or we could do some other things in terms of striping.
Yes. You can't park in a bike lane? Correct. So that would be a prettier way of getting at the same thing? Exactly. That's what you're talking about? Yes. I thought the streets are at minimum now

I just... I think... Let's go ahead and throw up some signs for now. See what happens to the traffic that those signs displace. See where it goes. And maybe that will give staff some further information for us to decide on a more permanent solution.

have fallen in love with this area down here. I feel like, you know, the fun thing for me is we've got, you know, two young entrepreneurs who have worked very hard. Chad right now is actually one of the managers at the... at one of the restaurants down on the river. And he and Amy have worked tirelessly, really, to figure out how to work these big smokers that they've had. They are producing now a terrific product. ‸ And for them to be able to generate more jobs, and to be able to have the business of their own, I think is just a really great thing to be a part of.

And a quick background as to why I'm here tonight is starting with when ‸ I retired from the Marine Corps. This was last December. January, we moved to Cocoa. Loved it ever since.
well, I would say the last assignment I had in the Marine Corps, I was a judge advocate. I was general counsel and lead supervising attorney to the commanding officer of Marine Corps Air Station in Iwakuni, Japan.
he could do, meaning legal issues, but also what he should do in the eyes of ethical expectations. So I was, I had to develop an expertise on rules of ethics, ‸ implementing regulations, et cetera.
When I retired, I was looking forward to getting smart on more local and state issues that I've always had a passion for and wanted to advocate for, like the environment or education, the homeless, veterans issues, elderly abuse, domestic violence, you name it, type of stuff. So, unfortunately, as I started my research, one common theme kept slapping me in the face, and that was how difficult it was to process issues. It seemed that there was a responsiveness issue with various levels of government. And I'll just note right here, I don't see anything here in this room. There was no

But at the same time, I'll explain in a bit why I'm still introducing this issue. So I started looking into organizations that could help me understand the issues of what appeared to be a corruptive environment in the state of Florida.

Represent.us or Represent Us. And what they have developed was ‸ a grassroots movement to bring codified provisions out of a model anti-corruption act and more or less copy and paste where necessary as required for each entity of government, city, county, etc.

pervade the ‸ state legislation and eventually federal levels. So that's the idea. That's the theory behind it. However, what I didn't really appreciate was their method ‸ of circumventing the governing bodies by way of ballot initiative. And apparently there are some cities out there that have entrenched politicians that aren't very responsive to such proposals. But so if you remember, we met in May. That's when I started coming to these meetings and observing for myself how things worked.

And it was just everything that a governing body should be. So why am I here? The issue is there is still a message that needs to be sent. And I think that no city is really impervious to the temptations of corruptive forces out there. Now, the state statutes are plentiful and all in the books right now. However, if you look at page two of the references I provided, and I can push it to you on email if it's easier to click the link.

provisions are toothless. They are ‸ entrenched in ‸ kind of a bureaucratic process of, for instance, getting information under the Sunshine Law. ‸ I could go on and, you know, take hours to explain what it's all about. So my bottom line is this. I was hoping that the city would be interested in some sort of working group or standing committee or an advisory board, focus on this particular issue, and it can last as long as the city sees it as useful.

So we're not going to have it in Cocoa Island. So I'm just asking for us to devise a program, a plan. Come up with one. Please, ma'am. Please, sir. No, we don't have to beat a person down. Yes. 2008 Cocoa Waterfront Master Plan had four main objectives connecting the boardwalk around the waterfront, expanding the T-docs, putting in a mooring field, and connecting Cocoa Village with the river for the good of all the citizens. So with that playing out and as a backdrop, I would like to once again introduce Waterway Guide. One of their guiding principles right now is to promote the ICW importance to communities along its shores. So that's kind of a parallel effort. That's a Waterway Guide once again. I do have some circulation numbers now. They sell 19,000 of these things to boaters that use them to go cruising. They have an internet weekly newsletter that has over 20,000 subscribers. ‸ And by some estimates, there are 15,000 people that seasonally come up and down our waterway that we are hoping to attract. They also sponsor an event called the Sail to the Sun Rally. It's an 1,100-mile, seven-week trip that goes from Norfolk to Miami, stops at dozens of cities, and Cocoa Village is going to be one of them.

help on, and that's what I'm here to talk to you about. Specifically, the city T-Doc, we would like to reserve that, all of it, if ‸ not most of it, or most of it, if not all of it, for their duration. They are arriving, scheduled to arrive, weather permitting, the afternoon of December 4th, and staying through the weekend, which is
and leaving early Monday morning. So a few of the boats will be staying in Cocoa Village Marina. Many will be in the anchorage, and we'd like to put as many on the T-Doc as we can. So we would like to request that the city, working through staff, and probably the county, since it's
get the T-Doc reserved for this event because it is a big event. If we can do a street closure for an event, maybe we can reserve a dock for an event, working through all the parties. In addition to reserving the T-Doc, the boats that are there would be there overnight. While we frequently have boats there overnight, the policy is indefinite at this point. We just wouldn't want anybody being harassed for being there on an overnight basis.
‸ We don't want to have any dinghy theft. We don't want to have anything funny happening with a bunch of nice-looking boats there on the dock. So that would be a big way that the city could help would be to be involved in preserving the dock and providing some security. Now, the HCVA realizes the benefit of the exposure and the advertising. We have budgeted $700 towards this event. That's going to go towards a reception, commemorative items, and some transportation for running errands when the fleet is in. We would like to partner with the city for some degree of help, too, of being involved, not just with the specifics I mentioned with the docking, but also of putting our best foot forward through funding this for a memorable event.
I printed out one copy of where they've been, but they're getting everything from white linen, silver service dinners, to towns coming together and doing everything.
It'll be fine. We're appreciative of anything you do. ‸ So we're good to go, but the bar has been set very high. So the ideas of where the city could get involved money-wise, the idea is to promote. Great way to promote. I have an example here of a burgee or a pendant.
They give this to high advertising cities that advertise in their publication that they did a dinner for and handed these out. I had the idea before I saw this of doing these with a city of Cocoa and a Sail to the Sun with a year on it.

It was amazing. This whole thing's amazing. I ‸ think it'd be money very well spent. It could be an opportunity for Cocoa Village and Sail to the Sun to be on the same piece of cloth with a lot of people seeing it. We have several ideas along those lines. So with that in mind, we would like for the city to work with us through staff to come up with a game plan of what we can do and what amount of funding, if any, would be available to enhance the experience for promotional purposes for the Sail to the Sun Rally.

We're going to have a little bit of a different casting situation this time where we'll break it down between dancers and singers, knowing that there's some very specific requirements for this show that's kind of different than in the past. So come on out if you've ever wanted to be involved. That's going to be a great show. The performances are in January 29th through February 14th. December 18th, 19th,

And I also wanted to say, even though he and Bernice have left, thanks to Larry Sinclair and to Bernice for all their hard work putting that neighborhood meeting together, I don't think I've ever, even back in the early 2000s, seen a neighborhood come together like that. That did, yeah. But it was because Larry literally went out and knocked on everybody's door, you know, and made sure that they showed up.
the little story that made the news and Facebook and everything about our police officer finding the three pit bulls in the sewer drain. I just wanted to point out to everybody that that story, probably because it was about poor dogs trapped in a sewer drain, had over 39 million hits on Facebook. It made not only the news here locally, it made the national news. It also made the Huffington Post, the Dog News, the Dog Times, and the Daily Mail in the UK.
just wanted to say that just to remind everybody that we can really do some wonderful things with social media these days to promote our city, because that was a real feel-good story. Somebody said to me if that had been an elderly person in the storm drain, nobody would have been excited, but because it was three dogs, it got a lot of attention. And speaking of dogs, I will not be in attendance at our meeting on December the 8th, because I will be in Orlando
the AKC Eukanuba Dog Event, where 4,500 dogs and several thousand people from all over the world come together to play with dogs for an entire week. What day?

that week. So if anybody's got any ideas how we can convince some of those people to bring their dogs to ‸ Dog-Friendly Cocoa Village and a Dog-Friendly Beach over here, I would love to hear them.

I want to say thank you all to one time and say thank you to all great American veterans, both males and females, for doing an outstanding job to providing us with security and a blessing from up above. So I thank you all military men and women. Fire

We're 4A district champs, so we're moving towards ‸ state champs. Once again, so go coach Wilkinson, Dr. Sullivan, and the men and women, because we do have girls, water girls on the football team for doing an outstanding job. Also, Mr. City Manager, get your pencil out, sir. Get your pencil out. Get your pencil out.
I know you guys are doing your due diligence, but we need to maybe expedite certain things because I want to try to make sure as many people we can get in that are still amongst the living. So it's imperative that we do that, sir. I know the mayor has submitted a name.

and they have their short funds. But the question is, what is the solution to all this? The second thing is the level of taxation based on the need, meaning the road, the degree of repair for that road. And third and final, we agreed on an equitable distribution. What's fair and clear across the board for all municipalities. One other thing. The county is talking about the hurting for money. And they want to short cut out CRAs. And we know the impact that it has had in our community, in our city, both in the downtown area, the US 1 area, and also Diamond Square area.
for us. Last but not least, we also submitted a resolution opposing the off years of elections for municipalities. Ladies and gentlemen, pick up your phone, call your state legislature. They were concerned about the gubernatorial race and also the presidential race. They want to do municipalities on those off years. Turn out can be very miserable.

favor of it, nor did the board of directors. And Matt, welcome aboard to you, sir. And there are some other concerns. My own other concern is making sure we are running at full maximum productivity, that all vacant positions across the board are filled, Mr. City Manager.
because I want to make sure as well as everyone else that each and every department are at the maximum capacity in a productive, positive way. And I will talk to you about that soon. And

and we love the city, each one of us, and we want to do what's right and make our city the best. But we also know that the city manager and the attorney and the management and the employees are going to make it happen. And so I just want to recognize you guys doing a great job. But at the same time,
want to say this to you. We want to make sure that the employees are kind of honored. And let's turn back a little bit and say, you know, thank you to them. And maybe let's make sure that we convey, you know, through the ranks that, ‸ you know, you value them ‸ and,
Because truthfully, at the end of the day, we want to be a better city than the city south of us, north of us, east of us. So we want to be the best we can be. And we want the most people possible happy to work here. And also we want to make sure conditions are better than they are today. And we want to make sure that we have, like, training, you know, and we want to look at things. We want to look at how we're doing business. So I'm just asking you through the holidays kind of just look back and let's see if we can improve things a little bit.

home, okay? And I just want you guys to kind of think about that coming up here. Let's make this better than we have it today, okay? Now, I'll move on here.

You did a great job. That's awesome. Also, next month we have a League of Cities. We're going to host it at the Civic Center. Correct. And so we're hoping that Stacy's going to do something for us a little bit, for a little bit of entertainment, because we found out last night that they didn't have the entertainment worked out. So I'll probably give a couple of awards out. And then let's hopefully Stacy come in.

more capabilities. And that's the most important piece of property in the whole city, probably the whole county. So, but my point is, let's take this serious on day docking. I won't go through the whole list. I will in the future. But the Port of Cocoa is, will be a great economic generator down the road. And then, um,

and what they're doing for the county. And they're doing a great job. I mean, it's obvious. They're obviously bringing in big companies. We won't be the same.
questions at the end. And I'll say this. You know, basically, ‸ Mike was there. I basically said, you know, they're missing the boat on how they market the county. Because what happens is we have, you know, Cocoa, Rockledge, Titusville, and Melbourne is the most historic, you know, 150-year-old or older cities that have a lot of history and a lot of stuff. ‸ And I made a real quick, uh, example of Charleston. Charleston did the same thing for years. Charleston put out billboards just like we did. But they marketed themselves as historic Charleston. They got so busy because they did such a good job. And we're doing the same thing, truthfully, that they had to take their billboards down.
