The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
No agenda from the City is on file for this meeting.
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
159 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
15 short machine repair(s) (22 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 85.5% of 5,199 content words.
Dotted words (175 places) are ordinary wording differences: hover or tap to see the other reading.
159 passages (32% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:14:25 (141 s) — neither reading has words
00:49:24 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

component. What we are looking at, our example of the restaurant, right? So what we are looking at is them to return a percentage, approximately 10% of ‸ the money they receive to the community. And so maybe if it's a restaurant and it has obviously the capacity to serve food, maybe they want to feed the homeless. And
retail shop, maybe they want to do backpacks for kids going back to school or something. It's up to the business to choose how they want to repay the community. And so again, a very win-win.

to talk to you about. So ‸ we have a very exciting announcement to make that your city council has been working very, very hard on, and our city leadership. So

closing. Obviously, grocery stores in your community, where you shop, and the city is very in tune to this ‸ and very aware that with both of these grocery stores closing, we are creating a very large food desert in the area, right? So no really good locations to get your fresh vegetables, your fresh fruits, meat, things like that. Having to go upwards of two miles

house. So really everybody sprung into action, looked at forming a program to help these grocery stores reopen, to entice them to reopen. Unfortunately, Harvey
city leadership that you have to thank for this. They, we really work quickly on this, because we want to reopen Save-A-Lot before you all change your purchasing habits, right? So remember that they're going to open, and we need you to come back to them, because it is going to take the community effort to support them and to keep them open. So we, we challenge you all to help in that in any way you can, and to spread the word that we don't have an exact grand reopening date yet, but it is, it's worth coming, and it could be as close as one week away. So.

I'm going to talk to you a little bit about our new online permitting. So when the city manager came on board October 9th. And he saw that our system was a bit slow.
you've ever tried to pull a permit, everything is paper. You have to come in. ‸ It made a little bit difficult for COVID. ‸ So he set the goal of 90 days to go online permitting. And the staff was able to achieve that. We started with the smaller permits, your sheds, fences, windows, doors, things like that. And that occurred on March 1st. And then on April 12th, we went full all permits. So now all you have to do is log in. There's a sheet over here if you all want to pick it up or I can hand it out. It tells you exactly how to log in. And it
The really nice thing about the online permitting now is that you can put all your information in and you don't have to fill it out again. It's already in there. Whereas in the past, when you had a permit, you had to start fresh and put everything in there all over again. Your name, your address, all that, tax, I
So and you can pay for it online, which is really nice because you don't have to come down to City Hall to make a special trip. Also you don't have to try to call. And if somebody answers the phone, you can just do it online. If you want to see the status of a permit, it
on. Well, you should print it out just so you can have it posted. So also, if you're wondering if your neighbor got a permit for something they're doing, you can go online, type in the address and check that out.
So since March 1st, District 2, we've issued 34 permits citywide, 151. So please ‸ have those available for you. It'll have the ‸ citizenserve.com email. I

if you divide 19,000 by five, that's supposed to be the number of each city council district plus or minus a sort of marginal there. And I think that's maybe plus or minus 5%. So, so very important because this determines ultimately who can represent you by city commission district.
that'll start sometime later this year. So these are the current districts. And you can see the city is not a square box. So it's very difficult to actually say, well, we're going to slice those up evenly. Um,

I'm going to skip one last presentation regarding speed humps within the city. So we get a lot of requests for speed humps, people speeding through neighborhoods.
just wanted to kind of go over there. There's a policy and process for that. It does take a little while to get through that process. The first phase of that

Let us know the area and the time of day that you're seeing. If you can narrow it down to the ‸ vehicles you're seeing as well, that does help. Because we've had to go work with PD and try to increase the enforcement in those areas. But

can provide that to you. But there's specific requirements that a roadway has to meet in order to be qualified for the speed humps. So when you all let us know, we initiate that speed study and then we go through those those requirements. And then when we finally get the results, we actually go through that with you and explain the results as well and tell you if you need to initiate the survey. So you actually have to go through your neighborhood or the street that those speed humps would be requested and have a petition by the property owners approving of the locations. A lot of people when they call they want to speed hump in front of their house. Unfortunately,
Speed humps just like stop signs actually, when they're not placed properly will increase speeding. So if you have a long stretch of road and put one speed hump, what drivers are going to end up doing is speeding to the speed hump faster than they were before. Then they'll slow down at your house and then they're going to speed right there. You see that with stop signs as well. It's called an unwarranted
signs, I know it's a different subject, but actually lead to more crashes than if they weren't there. And I kind of touched on as a last resort speed humps. One is the increase in speeding, which makes the roadway inherently more dangerous. The other issue is with emergency services. So you typically need a speed hump every 300 to 600 feet on a roadway. We
But for emergency services, you know, seconds matter. So if you have a long stretch of roadway, 10 speed humps, and that vehicle has to slow down for half a second or one second for each one, that's one
