Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube; on this page it moves the player above the transcript.
334 suspect passage(s) marked in place; inspection incomplete: language review; 4 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
37 short machine repair(s) (49 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 89.9% of 11,913 content words.
Dotted words (539 places) are ordinary wording differences: hover or tap to see the other reading.
334 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (4 stretches). Something may have been said here that the transcript does not have:
00:02:48 (7 s) — neither reading has words
00:02:56 (6 s) — neither reading has words
01:01:40 (8 s) — neither reading has words
01:05:44 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

uh September of last year, when Council first uh ‸ workshop made the decision based on the study performed by an independent uh consulting firm to evaluate our fire service. uh So we'll go ahead and get through this. uh The agenda, just one, to discuss the city's plan to improve the fire service, uh talk about the renewal and replacement, uh review the station relocation analysis, looking at all the various criteria, and what improvements will happen as a result of the realignments. What are the plans for ‸ existing fire stations?

timeline, and then some questions and answers. uh First, in 2013, as I was being hired as the city manager, pretty much all ‸ Council said we need a plan to expand and improve our fire service. uh That year, uh besides changing the way we did our fire assessment uh to make it more fair and equitable,
fire medics, which enables us to have at each of the three stations at any given time, at least three members on at each station plus the district fire chief. So it'd be 10 personnel on on duty on on any given day, at least 10. Sometimes it itit goes higher, depending on vacation, people call out their Kelly days. And so uh and that was important because ‸ that really um there's some standards behind that, working with other communities and make sure we have adequate coverage. And fiscal year

or apparatus uh and then two new fire engines. We also purchased, what you know, the the the mobile emergency response vehicle. It's like a Polaris. It's got uh skids on the back with all their gear for the purposes of utilizing that. Like we have at Juneteenth, we have at the park. On special events, it helps the uh the fire personnel that are on duty respond to any emergency emergency and within you know, a really tightly contained area with a lot of people, you know, so they get some around

was a Ford Excursion. it was a It was time. And then that year we ‸ actually retained the consultant. uh We did it both. The consultant to do the station location analysis and the architect to do the design. They actually were one contract and one was subbed. uh And uh and then ‸ 16, this year, we have a new rescue vehicle. uh We have the cabin chassis in and they're working on the box to that. uh And that will be, uh
to go in service. uh And then uh the other thing is we had by the chief ‸ new fire vehicle because it had a lot of miles on it and he was arriving in Impala and to respond to certain scenes and stuff like that.
And ‸ the plan is in uh the beginning of fiscal year 2017, probably the first couple weeks of October, depending on when we're we're able to go to the market, uh you pledging our fire assessment uh revenues. This Thursday,

first and foremost, I mean, people said, how'd you do it? It was really a data-driven decision. uh We loaded up all the data. We evaluated five years of calls for service, both from the city and the county, because we have auto weight agreements and mutual aid agreements. and I don't think either of us could operate by ourselves, nor could Rockledge operate by himself
because uh it's, and the chief can correct me, but ‸ my ‸ understanding, you need like almost 15 people on a scene, you know, if there's a fire. And if we have 10 people, we need somebody else to help us and vice versa.

one early morning. So we kind of work with each other. uh So it was based on the calls for service. We analyzed where all the calls to service by type, uh whether it was like a fire call or
Flag: words were replaced by a machine repair · 00:11:09–00:11:09 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
was a EMS ‸ call. And we plotted those. Actually, we did, but the consultant did. And then they looked at where all the the very available properties were and and where they should, i this station should ‸ be ideally located to meet certain standards.
Rockledge. And I already mentioned we can contract with a consultant to uh perform an independent analysis. And ‸ then they also looked at the spatial needs You know, how big should the stations be? You know, what‸ like, because they're more modern nowadays in terms of their, you know, if we want to extend the life of equipment, we have storage in certain areas versus right now it's our stations were built, you know, going back far back
Flag: words were replaced by a machine repair · 00:11:48–00:11:49 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
the new stations? One, be they're outdated, but the the growth of the city, both in land area, the population increase and shift, uh has resulted in inefficient and ineffective service, uh in terms of providing those fire service protection services to our citizens. There's a, the National Fire Protection Association, uh uh has some numerous standards. One of them is standard 1710, which basically says you need to respond, uh
Flag: numbers, amounts, negation or names differ between the machine readings · 00:12:21–00:12:25 · unresolved: the words are not shown (unclear audio); listen to the recording
that was one of our biggest things that we needed to do to increase our response time. And some of the data I show you in a minute will demonstrate where we are and where we will be with the relocation realignment. uh our stations are old and obsolete in terms of, you know, um
uh the fire service is modernized, uh in terms of, uh we now have female firefighters and male firefighters. So, and they're, they need to be housed in separate quarters, uh have separate bathroom facilities, uh showering facilities, things of that nature.
That's important when it comes to some of the fire, firefighter, fire medics, uh health and life safety, specifically some of the OSHA issues. uh already mentioned the, the, the, the, ‸ evolution of the fire service. And

we have nothing up north of 528 except this high point. And then, uh and then this was the furthest extent, you know, basically Cox Road. This was annexed
520. We have all this property up here and then all this industrial up here, which while it is good for the tax base, it presents a whole host of challenges because of the occupancy and the uses that are in that property. Sometimes, I mean, there's a lot of combustibles and their industrial operations. uh that There are sites up there that we have been to on a frequent basis. You know, some of the recycling facilities that have caught on fire. You see the plume of smoke going up and it's, I think we've been there a couple times this year, it seems like. So as you can see, it's expanded here as well as, you know, we've even you know annexed this area over here and coming out over here. So we went from seven

in 1981, just over 16 000 So we didn't see that growth like that. So it's stabilized. And so we got up there and then we lost population, but now we're back to growing. Now the projections for uh these populations in 19 000 by 2030, we expect to pass that probably in the next couple ‸ years because they didn't think we were going to be here until probably,

corridor and then the new development, you know, both north and west of the city uh within the limits. So the population's changed, moved around, expanded. uh These are what we call density maps or heat maps and it kind of, the brighter the color means that's the concentration of the phone, uh ‸ the calls for service. So I'm going to focus on the fire calls for service. If you look, ifif you can imagine this line right here going straight across it's 520.
but this is the center where all our calls for service are for fire. Not saying there's not calls down here or over here ‸ up here, but that's the, that's the, that's the hot spot if you will.

station east of the railroad. I mean, it's one way or the other. We have to, wear wherever in position we have to have one east of the railroad, especially with a lot of the high the the higher, more dense buildings downtown. Plus, if an emergency happens on this side of
railroad tracks and there's a training or maybe there's a some type of incident, we got to be ‸ able to have access one way or the other. uh Then we also were looking at what sites were readily available or could be easily controlled by the city.

but, you know, all of this, all of this, this, a lot of this. uh We even have areas right here, College Green. and then some areas out here. So even right here, this is in the city. So we have areas that we're not getting to, so we're not providing our service, you know, probably in the most efficient fashion, making sure everybody gets the service that they need. So what the consultant did, uh and they were with us at a meeting the

September last year. there's a workshop the council. The consultants came in with the architect, and they presented all the various data, and council chose that, you know, this is the scenario that we needed to move forward with to provide the most efficient and effective service, you know, and ensure all areas of the city are covered equally. So how does that look? Here's our existing stations. and Remember, these are those are considerations. And I'll just go. And then, a minute I remember I told you the brown shaded area to fix where the city cannot respond in four minutes. We'll blow it up so everybody can see the difference. It's again, station one, two, three.

scenario 5B. So, now we pick up all ‸ High Point, our industrial area up in here, because it's where the main area is, you know, this area up here. There's still a little bit up here, but uh there's a little place right here. We get it, although out here is a little bit of, we'll be honest, a little bit of challenge, but we rely, there's a station 29 up here. But you can see we come out here. All of the, now Cocoa North is in. uh

minutes, but again, we're still relying on, we're working with the county on this. But as you can see, we don't reduce any of our existing coverage to the south, to the east, actually pick up the the Hoover property that you mentioned.

uh well what is currently station one. Station, what is currently station two, or is moving at Dixon and uh ‸ Clear Lake, essentially. And then one going out on 524, but still using this. So it'd be a force, ‸ three stations for us before counting the county.
large measure, as you see that response map, how it kind of goes like this. Because trucks and vehicles don't uniquely just go to the end of a circle within four minutes. They may have to travel ‸ different type of road, different level of speed, uh more traffic signals. There's so many different variables that enter into how, determines that they can, how can they get to, how can the station get this truck get over here to

While it's being developed as a two-bay station, it's being, it will, it'll be, a common it'll accommodate the ability if need in the future. But even those other shades, we can probably get there in five minutes or so. But uh National Fire Protection Association says you ‸ should get there in four minutes in an urban metro area. And then beyond that, if you're in a suburban area, a little bit longer and rural a little bit longer from that standpoint. So most of these areas, even though some of them are suburban, we can feel like we can still get there. But what affects us is when our run load goes up, you know, we've had the same number of units. And then that's when we'll come back to our council and say, hey, or manager and say, ‸ hey. But
