The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: PZ_Reg_Packet_03_17_2021 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (PZ_Reg_Packet_03_17_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
74 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
4 short machine repair(s) (4 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 89.2% of 3,114 content words.
Dotted words (128 places) are ordinary wording differences: hover or tap to see the other reading.
74 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

You're the MC. Hopefully the mic will pick up well. So the first item this evening is a comprehensive plan future land use map amendment. The subject parcel actually has three different future land use classifications. There's neighborhood commercial, there's low density portion, and then there's a medium density portion. In effort for us to be consistent with the comp plan, we need to also encourage the development of the property. So we're requesting this change for the low density residential portion of the property. To a medium density residential designation.

This, the white part above it, and then this little white peninsula extending out. But the only portion that's the changed is this red in the middle. So currently, the future land use of the existing is on the left here. There's the neighborhood commercial in pink. There's a little piece of medium density residential here. And then you can see the bulk of it is the yellow, which is the low density residential.

to give you a better visual that the neighborhood commercial portion is, is along this front. ‸ And this is London Boulevard. And this is that sort of peninsula area as stormwater. So the development really would be in the back portion where the residential part is. So staffs recommending that the board recommend approval of ‸ the ordinance 05 2021, a future land use map amendment consistent with Florida statute chapter 163. ‸ The city initiated requests to change the future land use map designation of a portion of one parcel for low density to medium density residential. I did have an email that I want to let you know about from Sharon and Paul. ‸ They're saying they didn't indicate exactly which of the two items tonight. So I was going to read it for the first one. They said we are totally against
across 524 from our neighborhood. Why would you even want to destroy one of the only neighborhoods that is still is well kept by adding the kind of properties you are proposing? Again, we are totally against the changes.

they were applying for doing a subdivision and a development. Right. Okay. Yeah. Site plan that. Okay. Thank you. Hopefully we'll be bringing to you within the next month or two.

what's being proposed actually kind of down the road for the area behind what's currently approved actually is six commercial lots on the front and then there were 61 town homes to go on
The town home portion is now in the process of being ‸ re-thought and they have a new applicant that wants to build a senior apartments. So we're going to go from 61 town homes to 96 senior apartments.

Hatched in area in red. Yeah. So, you have one property that's schizophrenic. You have a portion of it that has low density residential future land use map designation.
And then on the low density future land use map designation, you've got a medium density zoning designation. And on the low density future land use map portion of the property, you have a medium, a medium density zoning designation.

has one medium density future land use designation, and one medium density residential zoning designation. Mm-hmm. To cure the schizophrenia that's going through. Well, thank you, Anthony.
got here, I asked Dodie, why is it, ‸ it's the same group, the same land, but two different areas, and you've just explained it. Mm-hmm. Thank you. Now I figured it out. Thank you. See you.
Okay. The second item is a zoning map amendment. We're bringing this to you in part because the RU 210 zoning district was created, um, to support the heart of cocoa consent decree. And that's limited geographically to the area just here, what just west of us, um, in the village. And this is the last remaining

would be affected by the zoning change. We're proposing that it become RU 215 to match the other part of the parcel, um, and, uh, have that consistency. So,

Yes. There is a conservation easement when London co which was project name ‸ for one of the times they came forward for approval. They actually, um, deeded to the city, the original parcel for this project, um, included the piece up here, but it extends all the way down.
08. Yeah. They actually, uh, deeded to the city, all the wetlands. So this odd line is actually there because it's a wetland line that follows the wetlands. So the city owns all of this in the back and it's all wetlands under conservation.
Um, it's roughly across here, not the peninsula part, but everything from south of that line down to like, down to here, all of this is wetland. And it's partly, if there's wetland over here and it float, mud lake is over here. Um, right right about there.

Do we have anything else? I'd like to ask something real quick on the board discussion. Sure. Anything new has been very, very quiet in reference to any tree issues in the city. Is that correct?

is because it seemed like when we first got involved and gave recognition to the importance of the tree in the city, now that we're ‸ designated in the tree city ‸ USA, that there was a lot of time spent on it. And to start it when it was ignored, yes, it took a lot of time to put it together. And we had to play catch up on the issues of the trees in the city. But now that things have settled and everything is on a smooth keel, I really think that it's not going to be as evolved as it was in the beginning. And I'm glad to see that because this board was designated by the council to oversee the tree board, the tree, our heritage trees.
And we lost our tree city USA designation. ‸ But I'm proud that this board felt that it was important to bring it back. And I'm proud that we are in the process now where it's a lot easier to see. And frankly, it's a nice little change to look at issues with trees that is different than what we're normally looking at.
which runs east to west. The north side and the south side of the street. They have come through and cut the roots of every tree that uprooted the gutter.
that area with cement and then repairing the asphalt. So the south side of the street is done. Now they're doing the, I mean, the south, the north side's done. They're now in the process of finishing up the south side. So this has been a project that's been going on for over a month now. That's wonderful

I, I don't know because, um, at the moment I actually don't have anything scheduled. Wow. Which is shocking to me. I had to go back and look at my calendar twice.
