Transcript of Recording of 2023-03-20 (Special City Council Meeting March 20, 2023): 1,024 passages, 13,466 words
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
311 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
28 short machine repair(s) (28 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.0% of 12,778 content words.
Dotted words (376 places) are ordinary wording differences: hover or tap to see the other reading.
311 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:12:17 (7 s) — neither reading has words
01:15:02 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Okay. Okay. As you can see, we have today's agenda in front of us. Chair related call, regular meeting, priority workshop for October the 20th, 2023. We're going to be discussing the council priorities and planning meeting. I

Okay. Before we get this party started, first of all, I was meaning to do it at a council meeting. But a special shout-out, Commander, would you please convey to the men and women of our police department and our SWAT team for doing a phenomenal job, but first of all, completing their course and requirements.

All members in all departments, finance, public works and utilities, everyone, a lot of doubt in everybody. Everyone does a great job. And I just want to say thank you very much.
now? ‸ Thank you. Thank you, Mr. Mayor. So, yes, sir. I actually got that call on Saturday that she had an appointment with her husband and that started at 930. And so she didn't know how long that was going to take. But she did want to advise me so that I could advise you guys. And in our conversation, I think the proposal is that we'll talk about the overview stuff. And perhaps things that you may want to take some action on. We'll move those to the, to the latter part of the meeting. This is just the continuation of the ‸ last month's workshop. And so we sort of kept the agenda the same there. We, we've presented an agenda today that contains a budget overview. Planning priorities, plan review and approval.
your council priorities, the rent ordinance. And then obviously as required, uh, public input and, uh, ‸ citizen participation, we've advertised this as a special meeting. Um, so that you can take action. I stay, I think that your, your, uh, your rules and procedures sort of imply that you can take actions at workshops, but I don't want to argue the point. Um, and so, uh, we'll start with a budget overview and want to take some time and getting through that.

I think that's particularly, uh, important this year as, as a house field or Senate bill 1331 is out there. And so, uh, Mrs. Bowman will lead you through that.

a, a very important meeting starting at five and then they have a regular meeting at 6 PM. Um, if we can get some, um, understanding, um, ‸ asking that we please consider that we have the liaison here in our presence as well.
The other thing, yes, sir, I support that we do the ones that require no voting upfront. If they're not here, depending on what time that they arrive, Councilwoman calls that we start addressing those immediately that require attention. And I'm open, and I will proceed in this order. Councilman

Right. Obviously, again, very important, uh, to, to sort of drill down on the budget overview. Um, so, so we, we've listed the, uh, again, the legislative priorities. Obviously, you guys know that there, there's a whole lot of legislation out there. We've sort of given you the top 10 that you, um, need to pay attention to, either in the form of objecting to a particular bill

so I've given this to him. Um, I think we've even given some of this to the federal lobbyists there, because, you know, um, the first one is extremely important for, um, you know, safety and capacity, but beyond that, it's just, uh, important in terms of the city's ability to continue to grow. Um, we know that that's our growth area. And so the funding

Yeah. Uh, is, is a particularly important there. And so that's listed. These are not in order of priority, but, but I would say to you that 524 is as big as it gets. Uh, we've asked for additional state funding for affordable housing. That's, that's formula based, you know, that's population and, and,

fund out the cost of not only development of a site, but they'll fund out operations and they'll hire the staff. And so we're in discussions hopefully with them about is the ‸ former ‸ Dr. Jolie Smith Community Center a good site for that. radar there. So, so we're, we're again meeting and those are, those are initiatives where I'm, I'm seeking forgiveness and, and not permission from you guys, because those are, those are, those come up sort of real time, you know? And so, and so,
they may be in between meetings there, but obviously, uh, daycare childcare is in the, is in the, um, is in the diamond square redevelopment plan. And so, so that would be a great initiative to, to again, make that, uh, center multipurpose, hopefully doing a

Yeah. Yeah. And so we, we, we do have that in as a part of the proposal. Um, and that's not, that's not an overnight, uh, resolution of the, uh, of that, uh, that issue there. So I think, uh, for the citizens and for everyone, we, we should get used to being without the, uh, day slips quite some time. Um, you know, uh,

Uh, Samantha will give you guys the invite to that. Um, so, uh, we're trying to facilitate that. We submitted, uh, ‸ community funding requests the other day. I think it was Friday to his office. Right. For, uh, for number one, for number six, and then to do some things
I'll call it there. So, so we submitted three community funding requests to, uh, to Senator Posey's office there. And just as a follow up there, we're going to take them on a tour of the city.
Obviously, you'll see this probably year after year. Um, certainly through the end of my career, you'll see the protection of the local home rule. And we all, you know, you guys have been dealing with that since you've been on, been on council. And so that, that'll always be there.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:15:04–00:15:08 · unresolved: the words are not shown (unclear audio); listen to the recording
You know, obviously we have recruitment and retention issues all across the, uh, the organization. And so, um, but you, you'll hear more about that as we get into budget development and, and union negotiations. Uh, I don't know what's happening with 401.
didn't check today. House bill 401, but that was increasing the sovereign immunity limits. Correct. I'm assuming no one has submitted an amendment to that thus far,
all of those things associated with lawsuits. And then the last one, and, and, uh, Mrs. Fulton will hit on that is, uh, is a house bill 1331. There, there, there was some action over this weekend or this last week to, to, uh, take it out from under control of the public safety, uh, public service commission to, uh, to allow a transfer for general fund purposes. But, uh,
so we haven't really studied up on that and then no longer prohibiting the, uh, surcharges for customers outside of the, uh, outside of the city limits there. Um, again, a couple of caveats on all of those things there, but that that's again, real important. And she'll walk you through the numbers today just so, uh, perhaps not you guys who have seen the numbers before, but so the general public can be educated on how significant the, uh, the water revenues are to, to the general fund functions of, uh, the city of Cocoa government. So, uh,

into account this, um, house bill that's, um, been proposed. So the total, um, budget for general fund as adopted for fiscal year 23 was almost $45 million.

governmental services for police, fire and public works. And then that's followed by all of the, um, other support departments. Um, one thing with this, uh, house bill, um, if it's passed, it's,
essentially net income as opposed to revenue, which is the money that the government takes in. But one of the transfers is about $7 million. So if you take a look at this slide, you would essentially have to wipe out the fire department, all the fire department, all the costs of the fire department, all the people to make up for the $7 million. Because if you lose that revenue source, you're going to have to come up with that money somewhere. Um, I wrote in the memo, if we're already at 6.4532 mills and we're getting roughly $8 million.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:18:55–00:18:57 · unresolved: the words are not shown (unclear audio); listen to the recording
out your millage rate at 10 mills, you would not make up that amount of money. And then you would be stuck and never be able to raise, raise your millage rate again. Or you can take a look, the finance department, it, and the city manager's office amounts to about $7 million.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:19:13–00:19:15 · unresolved: the words are not shown (unclear audio); listen to the recording
IT equipment, all the staff, um, all those functions that, um, are done, whether it's cybersecurity on the IT side, city manager running the city, doing the operational side of the city or the finance department, paying people's pay, paying vendors, um, that would have a significant impact on the city's operations. So, um, another thing to kind of take into perspective is the property values. And this slide is showing you and

roughly half of them are exempt. Now those exemptions will, um, show on a slide in just a moment, but that's about equates to about $3 million that we do not get on property values within the city. That can, um, um,
things such as the homestead exemption. So you see, here's a list of the, um, exemptions, governmental properties, and even charitable organizations don't pay ‸ taxes.

Um, so that the house bills specifically references transfers. And so in order to move money in between different funds, you have to transfer the money. So essentially one fund is paying the other fund for whatever the, the purposes. And so, uh, with the administrative

fiscal year 20. Uh, we changed that, uh, return on investments to be calculated on the net value of capital assets in the utility system. Um, so that one is actually not based on revenue, but again, going back to that house bill, it's not very clear. Uh,

So the utility pays the city in lieu of the franchise fees. We also collect franchise fees, for ‸ example, on solid waste. Um, and there is another bill that's, uh, floating around about solid waste, too.
Um, so, uh, that transfer is for the franchise fees in lieu of the franchise fees. And then the general fund keeps all the billing and service charges for creating all the utility bills for the utility. So, as I said, the total, um, total amount coming from

trying to meet the needs of the community in addition to balancing the budget. Because obviously the budget has to be balanced as we go into adoption per statute. So if you took out some of these core services, um, and obviously you have debt, so you need to pay your debt payments of about $1.4 million.

Um, and then kind of looking at it in a different way, um, um, our, one of our big sources of income outside of, uh, the utility fund, we try and diversify as much as we can.

And so that $8.4 million on this slide is showing you that you can't even pay for your police. You can't pay for public works and you can just pay for the fire department. ‸ However, the fire department, you could kind of net that fire assessment, um, because that does offset a portion of the fire department's, um, operational costs. So the fire

Yeah. And we, we talked a lot about this on Friday because we're back to being a classically trained accountant you know looks at the black and white of a gap and Gatsby and all of that. And folks up there writing the legislation just know that it's a transfer. And so we affect that return on investment via transfer. And so the worst case scenario, the best case scenario for us is the, the, the return on investment is affected and all the other things are not affected,

And then the bill states that it would be effective July 1st. Usually things are, unless it's stated otherwise, effective proactively. But it doesn't state whether we would have to cut our budget. And I calculated because the state's fiscal year starts July 1st, the city starts in October. If we had to cut those three months, we'd have to cut over a million and a half dollars immediately from the budget.

‸ Okay, so normally as we do our budget workshops, we go over the budget things that we know about things that may be upcoming, particularly with what we're talking about right ‸ now. The budget development next year may be very challenging. And this is pretty early on. So there's only a few things that we know about or that we are pretty sure about. We assume that there's going to be a 3% increase in property values. Property values do seem to have maintained their value, even though home sales are slowing right now. But right now we're assuming we can get an extra $250,000 just from the increase in property values. We're making an assumption

Okay. And so, you know, this, this 3% increase that I'm showing on the slide, when you develop a budget, you have to make certain assumptions, um, until you get more concrete information. And so this is assuming that everything remained the same in the city. And that is just a pure increase in property values at 3%.
Okay. So we also have some estimates for increases in expenses. Um, just like everyone's homes, there's additional costs of things. Um, so we're figuring a 3% increase in salaries in general fund. Um, a reminder that police and fire are funded through general fund and they're under contracts. So

And the one thing that I wanted to put, excuse me, point out is note there on the bottom. Uh, I paid off one note early with the approval of city council. Uh,
then, um, an additional one, um, I was able to record in the previous fiscal year because the payment took place on October 1st. Um, so that freed up some recurring revenue.
Samantha? There it is. Okay. So, every year as we go through budget development, obviously the departments have a lot of requests. There's, um, kind of, uh, planned anticipated replacements, like with the vehicles that once they hurt, hit certain age, mileage, uh, cost of repairs, um, the computer system kind of gives us

we can meet and weigh with these capital requests. Um, what the severity is because we can't fund everything every year, essentially. So this slide is showing you what we didn't fund last year. Um, we didn't do, uh, building renovations in different buildings for kitchen, bathroom, and lockers. I ‸ think that's at the police department.
So, uh, totally total deferrals was $667,000 that we couldn't, uh, fund in last year's budget. Then in the public works department, um, they also have some things that were deferred. Um, there's a lot of, um, buildings that they have to maintain, such as the Porsche ‸ house. year starting out. So that was, uh, we need this last year. So we need to figure out how we can fit those projects in this year to make sure that they get done.
So, so again, you know, the civic center is all of those things that go, uh, wrong over there have to be funded through the general fund. Um, and again, um, on,
so even if you're, even if you're funding your plan, it still puts you sort of a year or two behind because again, they're just not rolling off of, uh, off of production that quickly. And I think Mr.
Mr. Uh, Walsh reminded me of that, uh, this weekend. So, so again, it's, uh, you know, even when you're able to fund all of your vehicle requests or you're still two years behind in terms of production of those items.

And then we have this, uh, this reserve that, uh, Mrs. Bowman and I call a liquidity reserve. And again, it, it is having money in the bank so that you're not living, uh, analogous to, you're not living from paycheck to paycheck. So, and things may go, go pop in the night or, you know, hurricanes and things like that. So, so that's sort of on top of a sustainability. Yeah, we uh I believe we issued the PO on that. So we are gonna to put the front fencing up there. I believe we're going six foot. Okay. It's either black or green vinyl coated.
Is there anything as far as the additional fence in the front, is ‸ anything to prepare the fencing that's around the, so that'll be the north side? That gate probably has two or three holes, big holes that they're using to get through. Transcript of Recording of 2023-03-20 (Special City Council Meeting Part 2 March 20, 2023): 1,206 passages, 12,121 words
A timestamp opens this recording at that passage.
289 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
44 short machine repair(s) (50 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 86.4% of 11,676 content words.
Dotted words (414 places) are ordinary wording differences: hover or tap to see the other reading.
289 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

the mayor is focusing on homeless initiatives. So you know again continuing to work with the various not-for-profits to actually see how the city can facilitate those ‸ initiatives. ‸ Street paving I think again yellow is funded in the current fiscal year budget. And also in this particular case we also set aside some funding at the last special meeting there too. So ‸ that's going to always be there.
was just to catch up to with the condition of our roadways and then you would drop that down to about a million. You know now we're seven, eight years past that report that funding was never allocated at that amount. So we've been getting by with 300,000 a year but that deficit is obviously much higher with the cost of pavement and everything else that's going on right now.

initiative. But we know the council's interest in one day being able to operate via city staff or through some sort of contract that's maintained by the city to operate and maintain city parks. Again, recall that that's a special act that's been in place since the 60s.
much more complicated issue for the city to tackle there. But again, obviously on your list of previously stated priorities. Bus routes and bus shelters subsidize those. I've had discussions with the county on that and Mrs.
so the subsidized bus routes are not as simple as presented. Trailheads at Cocoa Conservation Area. Enhanced law enforcement. You guys are actually doing that through the CRA. ‸ We're fortunate enough that we are a week or two into the 12 hour shifts. Yes. What are we two weeks? Two weeks. In our third week. Yeah. So we're entering the third week of that. That has been on the table for quite some time. ‸ So, kudos to the police department on both sides. You know, both management and the union for getting that done. Because that puts three to four more officers on the street within a
24-hour period. Reduces the overtime and gives the officers a more flexible schedule. Commander, if I missed any sort of good points of that, let me know.

Yeah this is so so if you go post office and you work your way east to south, that next lot to the post office is privately held. But as you as you start around the curve it's either most significant lots are either the Brightline and then the city has three parcels.
Michigan. But the parcels that we have have a a deep restriction or restriction uh use restriction for police substation in parks recreation and there's probably a third thing.
Brightline deal that could potentially be contemplated we need a loosening on those restrictions. uh uh uh Municipal swimming pool in the north slash uh central area. So primarily uh districts three and four. um um You guys have talked about new parks locations. We do have four.

we talked about a number of occasions on a number of occasions, how you can facilitate affordable housing by looking at the, uh, lot size requirements. Yeah. Yeah. And things like that. And so giving some, some additional consideration or, or, um, reducing the requirements for purposes of affordable housing, not having the same setbacks as everyone else has, or, or even reducing the lot sizes on that.

do it in a particular area like diamond square, but just set aside for that. But if we want to affect the affordable housing market, I think some of these lots need to be built on.
And we just heard, um, about how, how much money we're not getting for property taxes. I mean, this is another way to receive hopefully some, some more funds for, uh, property tax by building on being ‸ a vacant lot did not help us at all. Um, so is that, that's something ‸ comes in a form
uh, staff ‸ to, uh, bring back to the council. But I was looking up, um, I was looking up an ordinance called vacant, vacant property tax. And I didn't know the legalities of ‸ Florida state statute,
it was legal in any Florida municipalities, but I saw in some other states, they use a vacant property tax to, uh, motivate property owners and sit on, you know, mainly it's aimed towards commercial ‸ buildings. Um, and houses to sit abandoned, but it motivates them to either sell or to lease out the property, you know, to a business to have activity there, which eliminates blight. So I was gonna ‸ ask staff to, uh, do some research on that possibly being passed in the city of Cocoa.
Right. They have no, actually, it's nothing to, you know, to push them to do anything with the properties, but if they have to pay for these properties,

Now with the, uh, smaller lots, I have no problem changing the setbacks and all that because you go to different communities like New Orleans, even my daughter lives in Richmond, Indiana. Uh,
hallway between the two houses, which are tight lots anyways, but they do the, I call them the shotgun houses and they're actually gorgeous when they get done with all the work and how they do them.

in and I noticed that the city kind of had a buffer between the train tracks. And, uh, I guess there was like a city easement before you. And I was looking at the possibility of like a bike trail that leads along, uh, the railroad, rail system, which that's kind of far out. And, uh, it's a little more complicated. Uh,
And something I, I recently took a trip to Savannah, Georgia, and I noticed on their bike trails or the along the roadway, they were painted. It was like a green, it was ‸ very noticeable and it was easy for, uh,
car drivers to differentiate the bike lane. Um, I thought it was actually pretty cool. Um, but that was my whole spiel on connecting the parks. Just looking at different, different ways, especially with, uh, district two being in the center of district one and district, uh, four, which a lot of, there's a lot of park activities between the two or three.

Uh, going to the, um, to the high school and typically students aren't going to be riding on any roadway. Even if there's a bike lane, they're going to stick to the sidewalk.

What, what, what, what street common also include, I'm just asking sidewalks. So you would narrow the road to slow down the speed. I mean, excuse me. Yes. So to slow the speed down and widen the sidewalks. Is that what I know we talked about curves and gutters? There's is too as well, but I'm just saying, is that part of the street calming or street escaping, sir? It,
And with that project, we're actually coming in with front yard swales to eliminate the rear yard. Not to say in the future you couldn't do that, but. Anytime you can narrow the roadway, it, it does help. Um, I think they're at 20 feet there in most places though, so you don't really go much more narrow than that. Right.
And, uh, I believe we talked about the expanding the citywide beautification grant to 15 K and, uh, making it citywide. I don't know what was the progress on that. If we made any movement. So those, those are, those are the.

Transcript of Recording of 2023-03-20 (Special City Council Meeting Part 3 March 20, 2023): 513 passages, 6,512 words
A timestamp opens this recording at that passage.
151 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
16 short machine repair(s) (17 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.0% of 6,368 content words.
Dotted words (198 places) are ordinary wording differences: hover or tap to see the other reading.
151 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I'll go back and I would say that you know planning parks and areas where we have park deserts, that that is not a year one priority, right? But it needs to be on our priority list somewhere. It needs to be, as a goal we understand

we have numerous neighborhoods that don't have pools in their backyard so that's a long-term goal right. Let me organize this. I think it more short-term or what I would like to see included this year. Of course I still want to be aggressive on the charging stations and there are grant programs right now.

become very popular and maybe not in Florida as much as in other states but electric cars overall are certainly going to be in our future. So when you have those charging stations it just increases the interest from people that are going to use them and

that is more of a long-term goal but I really think as we as we grow as we attract more people we're going to need attractions and the Brevard County is developing ‸ nice network

So that is a potential for an entry another entryway into the park another trailhead from that direction. That would I imagine would be more a matter of cooperation working with them. that's also where Orchid Lakes is going to be. That is an area that should be served by Travis Park but is currently underserved. discussed that and he said there hasn't really been a good there hasn't been a lot of interest expressed and actually taking classes. But I think it's important that we send signals that we really want to increase our our Spanish skill set and therefore our ability to really serve that community is that is the fastest growing community in Cocoa. Brevard County adult education. I really like the idea of supporting their programs. So being able to offer scholarships to our ‸ staff is to be able to take those Spanish language classes. I think it's just a good signal to put out there. I don't know that initially it produces that bigger results because I've been trying to study Spanish for many decades and have a very small vocabulary, but it at least sends that signal. And then ‸ the dog park and more landscaping at Travis Park. That's maybe more of an issue with the district 4 parks, but they have the space for it. And the landscaping is something
which you'll recall for the purposes of it being a low maintenance park. They did put some plants along the border up by the street. Those have since most of those have since died because they weren't watered. And it's just it would be helpful to make it welcoming and more attractive. We talk about beautification it should start in our parks too. And here's one that was actually stripped of landscape. the dog park connected to the Space Coast Humane Society that was a request by the Humane Society I understand since then that I guess we're going to use it for we're waiting to see, we need to use it for a stormwater project.
would actually be able to monitor and control it since they're connected to it. And it would just add to, it seems like it would be a win-win if we don't need to use it for the stormwater I didn't realize that we were including that in ‸ the property that we had put out. okay so and the last item on that list was the pocket park at Beverly and Indian River Drive that's something that's been on my list since I started The property in between that pocket park, it's got a beautiful tree on it. It's a perfect just a viewing point for the lagoon. And not anything where you're creating parking or anything like that. But people can pull over and you know sit on a bench under a tree it's would be a lovely idea and I doubt it would be that expensive, although it's probably an issue of maintenance over there. Right.

able to operate off the system in order to respond to emergency calls. So this is going to be a pretty lengthy process. This is upgrading all the towers, getting off the old backbone system, actually doing what's called a loop. So it'll be a circle. If they get a cut in one area, it just back feeds to another, so you never lose that communication. A lot of enhancements that were well overdue in this system for Brevard County. So I just wanted to put that before you so you know that will be an expense that will come forward to council. It won't be in the police budget and it won't be in the fire budget.

ability to at least walk around the lake, just like so many other colleges have, you know, uh great campuses that the surrounding community cancan walk on.
not even at my university. ‸ we've changed the security. I mean, all pretty much security in reference of college campuses and university campuses. Safety is first and foremost. um I just look at Michigan State, you know, and
The greatest concern we have is safety, safety, safety, safety, ‸ because how do you tell a parent about their child when access was was was broken And that's all I'm concerned. How can we coordinate this and and still maintain a level of integrity and safety
Yeah, so I think they think there's a way to do that. And there are many examples of, in this case, you actually have a lake and we actually own most the lake. um But there are also, you know, a number of universities that that do have public areas um or at least have, are able to keep controls over their buildings, security in their buildings, ‸ and have, um have security staff on the ground. So it's not so that they, uh can continue to be a resource to the community as well as the students, keeping the students safe. That's all I have.

all we had on there. uh Again, there's a there's a lot for staff to do. um I think you guys talked about 230, so I think we're at a natural sort of ending point here. But let me let me go back to, on the left hand side, we talked about the reconciliation of land use and the uh and zoning code conflicts. And so I want to give you a real life example of that. Brian and uh and Charlene and I talked about um a family, a couple that had come in for uh ‸ building permit in the Diamond Square neighborhood to actually build a house. And Brian sort of take them through that.
Yeah, we had an application just for a single family home on one of the vacant lots. Because the the land use and the zoning don't match, they're not consistent, we have to deny the application. We can't allow them to do that there until we we clear up, whether it's the future land use or the zoning code specifically to it. um The lot size is an issue too. That that can be accomplished through a variance though. But the the big issue is just the conflicts. And that's that's probably
