Agenda (the City's wording)

The City's agenda for this meeting is on file (DS_Reg_Agenda_03_20_2023), but its item list has not been read reliably by machine yet, so no outline is shown.

Transcript Partial transcript

Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have not been checked against the audio, so words, numbers and names can be misheard. It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's minutes do that (above). A time links to its passage, and “Copy link” copies that link. No recording can be started from here.

Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

and those have been in place since the inception of the CRA. So as far as Diamond Square CRA issues the rationale for creating the CRA 25 years ago was several different things. Governmental services for the maintenance of vacant lots, inadequate public transportation, inadequate youth activities, the need for park improvements, abandoned homes, ‸ buildings, and cars, the need for increased home ownership, for housing rehabilitation, for minority owned businesses, where food desert grocery stores needed, needed for jobs, drugs, crime, inadequate street lighting, and prostitution. Now these were ‸ issues that were noted in the workshops prior to the the original CRA plan ‸ in the 90s and these were community meetings that were held

but also the residential programs that we have, especially over the last couple of years, have been very successful. Increased code enforcement measures over the last 25 years has helped to remove a great deal of the slum and blight of the community and to make room for new opportunities and new housing opportunities. A perfect example of that is our Habitat Female Veterans Village,

We're in the final stages with the city on the plans for those parks to get completed. A little tidbit of knowledge, there will be a pickleball court at Provost Park, which I believe is something that a few of you members had indicated was something that you were interested in. ‸ So we are excited about some of the new changes that will happen not only at Provost Park, but many of our parks here in Cocoa.

oversees the scheduling of parks. So ‸ we're working on, you know, being some cooperative leadership between the two agencies to kind of work together to accomplish some of those goals. Under housing, the infill housing on vacant lots, because a lot of those lots back in the 90s and early 2000s were demolished. They were homes that were either falling apart. They were ‸ either drug homes that had a lot of crime around them, and the city took them over and demolished those homes. So the infill housing on vacant lots is something that we're working towards completing ‸ at this point in our time, converting public and rental housing to owner-occupied. That's one of the biggest priorities that the city has right now is to have owner-occupied housing.

get them certified to be able ‸ to use these bikes in the community. So hopefully, within the near future, after they have completed their training, we'll see the bikes out in the community.

He told me today ‸ they just completed it and they're going to be riding them over here. Awesome. Great.
[00:15:49] Speaker 1 + overlapping voice
Which is great. So, ‸ if you watched the budget workshop this morning, somebody asked about, well, how hard is it to ride a bike? So, they do have to actually go through specific training because it is an e-bike and the type of e-bike that has certain controls, then they'll show those to you tonight at the meeting. But, so, it's ‸ not just a riding bicycle. They do have, it's electric and foot power. So, and there's some, some different things that they had to learn before they were able to take those out on the road.

‸ composed of representatives of a diverse cross-section of the community in order to coordinate activities within the community and assist in building nonprofit organization capacity. So, let me go back to the first one, enhancing streetscapes and pedestrian connectivity. The Stone Street streetscape project was one of the big projects in 2017, 2018, and 2019 that was completed that had connectivity that was put from Washington Avenue all the way to Fisk Boulevard. and there were no sidewalks along Stone Street for residents to get to the Wawa from that side of the neighborhood. So, that Stone Street corridor helped enhance that connectivity for not only cars, but for pedestrians and bicycles alike. Additionally, in 2014, we had the Peachtree Street streetscape project. Now, something to note on that one, the Peachtree Street streetscape project was the very first streetscape project in Brevard County that was a partnership between the Brevard County TPO and

At $50,000 for one, for one paved area is it's going to take some time for, for us to get this accomplished. And so my recommendation for 24 is to potentially budget to shelters in 24 and let's just work with the Space Coast area transit to get those accomplished. So I'll be bringing back more information to you about that as I get that information so that decisions can be made.

that's like, uh, having a drug store in our community. Also having, um, a senior, um, a senior type, uh, housing. So I know that, um, the housing authority is, is working on some things there, but I also wanted us to be thinking about what can we do as an agency in the future for those two items. Uh, we definitely want to make our community, um, more, um, walkable, uh, for its residents to get to different things, uh, that they need.
