Transcript of Recording of 2016-03-22 (City Council March 22,2016): 544 passages, 3,426 words
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A timestamp opens this recording at that passage.
126 suspect passage(s) marked in place; insufficient transcript coverage: most of the recognized text is suspect; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
3 short machine repair(s) (3 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 68.3% of 3,048 content words.
Dotted words (84 places) are ordinary wording differences: hover or tap to see the other reading.
126 passages (50% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:00:33 (10 s) — neither reading has words
00:27:28 (1 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

day to make the city work as good as it does. And, Father, we thank you for those that are serving here and abroad to protect us every day. Father, we thank you for that as well. So we ask you to be with us tonight as we go through the business for the city. In Jesus' name we pray. Amen. Amen.

Can I get a picture? And, again, my name's Doug Hanson. I flew down from Kansas City. I've been doing this for 10 years, and it might not be a big thing in a way to a lot of you, but with regards to the city of Cocoa, with the patriotic image, with everything involved with the tank, with regards to whether the engineering worth contracting in the city of Cocoa, it's an exotic system. What we've got on there, Bill and I will be retired a long time before you repaint this tank. I know that. But we're involved with about 1,500 to 2,000 tanks a year. We had over 220 nominations this year. We got involved with social media. ‸ Now

That's true. But, again, it's big for us because, like I said, there's some high performance, high... You know, if you ever fly into Chicago and you look off to your left in Rosedale and you'll see the Rose tank, and I've been through a lot of states with tanks of the years, and it's just a pleasure to

and thank everybody for the chance just to provide our coatings and ‸ to be here for this presentation tonight. You know that. So thank you.
We were so excited just to participate in it, and we felt like we had a winner. Well, and

I should tell you that we ‸ did 15,000 calendars, so believe me, the city of Cocoa is spread from Maine to California, up to Oregon, all the way down to Florida, and everywhere in between.

I like what Samantha said. Now you hang your calendar up, and now since it's January, you just tear off January, tear off February, and tear off March, and that Cocoa tank will be the tank of the year for the whole year for you guys. I haven't changed it. I won't change
it. I got three of them. So my quick thing is I want to answer something tonight. When all of us up here and down here ‸ agreed to work on the tank and get the tank back up to ‸ the shape it should be, because it really hasn't been taken care of very well over the years,
colors. So tonight I'll answer it. No. And the reason why is we don't want to see the American flag, you know, other than red, white, and blue. And that's ‸ my answer. ‸ But, ‸ you know, we had a lot of pressure. But, I mean, we were so honored. It was a great, you know, honor just ‸ to get that recognition. And it really helped the city kind of wake up again a little bit, you know. And a lot of people forgot it.

tank. It was in 76. Was it 76? That's right. It was the centennial. Yeah. And the gentleman who was painting it actually put the flag on it for free because he was an immigrant and had become a citizen and was so excited about being an American that he wanted to put the flag up.

Thank you, Mayor. I'm not sure we can quite follow that with this much excitement with the next presentation, but the city retained the services of Balmoral Group. They undertook an economic base analysis for the city.

and that our job, Balmoral Group's job for this project was to examine some of that data and to convert it into information that the city can use. So the primary task for the project, which began last May, was to develop a baseline or a current platform of conditions and trends for the city of Cocoa. The baseline report, which I understand has been shared with you, and I'm sure you've had many hours of pleasurable reading in front of you with that, recognizes a lot of items, a lot of themes and a lot of trends for the city, certainly where the city's made a lot of progress and continues to make progress.

Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.0% of 10,950 content words.
Dotted words (499 places) are ordinary wording differences: hover or tap to see the other reading.
257 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Traffic and proximity to rail service. The mix of residential areas offers an interesting composite of demographics, and that creates opportunities to attract new businesses.
I had the pleasure of driving past that this afternoon, so you've got a little bit of time ahead of you. Again, remember that strengths and weaknesses are not fixed in time, so that's obviously a short-term weakness which can be expected to go away. So you've put in a bunch of recent infrastructure improvements that creates a lot of opportunities to attract new businesses. And land use changes and potential rezonings as properties eventually turn over and convert,
There was concern, in particular, when we held the focus groups from the folks that participated, about the eventual sunsetting of the post-charter community redevelopment agencies,
support for redevelopment. So that's something for you all to evaluate when those come up to maturity. In this particular corridor, you've got a lot of property that does have access to the water. I'm sure the Mosquito River will be cleaned up soon, and that there's a lot of opportunity for new space and higher-end space in that vicinity. The other corridors that we looked at, State Road 524, 528, again, ‸ you've got the major roadway access, which is very important. You've got
And, again, lots of available land. So this is a strength of the city to take advantage of. Obviously, the mix of sewer availability on Cox Road, in particular, was considered a weakness by those folks that commented on it to us. The proposed port expansion is expected to draw lots of newer and

jobs, so that's a great opportunity. And logistic centers are continuing to move in here, and it's possible that the state college training programs can support that. So those are opportunities to take advantage of. ‸ And the long-term trend that we've seen is an expected growth in continued growth in light manufacturing and warehousing, and in
So I just want to close on our recommendations. We have three primary areas. In terms of business and economic development recruitment, we've highlighted three concentrations. First one on medical manufacturing and support services. The supply chain in Florida is growing. We've seen this in studies we've done for other counties. The big biomedical complexes in Orlando, Central Florida, they need support. So there is a lot of opportunity for areas, certainly you're not that far away, to provide that type of specialized manufacturing to ‸ enhance the growth of that industry. Avionics and aeronautics has not left here.
Elon Musk is still interested in working in the Cape Canaveral area. So there's still a lot of demand for those sorts of industries. You've got a long history of specialized manufacturing in that support. So that's something that needs to be continued to take advantage of. And I mentioned before the evolving logistics business.
It also has, as I mentioned earlier on with that location quotient chart, you're very, very high in terms of existing employment in the sector. So it's a resource to take advantage of and to reconcentrate or refocus. Other recommendations deal with infrastructure. So the

One business that commented to us said they were even willing to share the expense of expansion so that they could go ahead and clear that hurdle for their particular property and enterprise. ‸ So making that investment at some point in the near future is a very important vote of confidence for business growth. You're conducting a lot of signage and placemaking exercises. That's something that can be expanded on further. Our experience with other communities is it always works. It's a very low-cost enterprise. It creates a sense of character. It raises awareness about the city districts, and three of these have been identified for you,

So the U.S. 1 corridor also, once the improvements are complete, that's something that you can look at a little more further in terms of opportunities for redevelopment. I understand that it's primarily commercial, but as the city grows, ‸ perhaps some mixed-use opportunities would be appropriate along that corridor, especially given its size and that you could handle a lot of additional uses. I understand the next evaluation and appraisal report, I think, is in

its recent community investments, such as the Joe Lee Smith Center and the Endeavor Community School. Increased investments in growing and the underserved portions of the community have been very successful in most other communities. It builds a great sense of trust, and it can have a very large return on investment. That type of investment is typically a key stimulus to change or reverse conditions of underemployment. And once that begins to shift, that tends to benefit overall citywide economic development. It just simply changes the overall attractiveness of a community. So you've got a number of good starting points, community school, what's going on with the PAL and the police department. So there are opportunities to go ahead and build on that and to continue what the city is doing. I think

Some of the things you notice we probably already are doing, but there's some things there that we need to focus on. And ‸ that's what this ‸ checkup ‸ gives us the opportunity to look at what we can do and improve and the economic environment in the city of Cocoa.

Yes. Thank you, Mayor. This is a request to approve the 2016 street closures in association with the proposed special events. As council is aware, obviously, we recently adopted the new ordinance, which limits the number of street closures in the Cocoa Village to 24 days. That's a half-day closure. The HCVA car show and sidewalk sale on September 17. That is a one-day closure. The HCVA Fall Craft Fair on October 15 and 16.

yes uh Mr. Mayor Council if you recall at uh your February 9th ‸ 2016 meeting uh there was a utility customer that came before city council and raised concerns regarding high consumption. And then there was another couple that expressed some concerns referred us to as well to some of the concerns expressed on a community Facebook page and various social media accounts. uh And you asked us to look into it. Attached to this uh agenda item, you'll find staff's review and findings memorandum that uh our utilities customer service manager prepared to me. uh And it details the concerns raised by each of the customers, uh some background information. Secondly, there's another document. And just in general, ‸ provides each of you an overview of the meter reading systems and the processes that are utilized on a day-to-day basis uh by our uh our meter readers and field services. uh However, subsequent to the receiving those documents and
to conduct an evaluation audit of the process. uh Specifically, uh the goal would be to provide the city with a statistically accurate accounting of current city code uh for our water metering and billing management
to verify and determine the accuracy. Because, you know, sometimes we hear comments about, well, these types of meters, you know, and in this city there was an issue. So they're going to go out and they're going to test them at the meters. uh So and then the the final would be to provide recommendations, if warranted, so we could uh in one, to eliminate customer complaints, ‸ but also to basically have an you know an integrity check, you know, of our process to make sure that we're providing responsive, you know, and professional customer service to all of our ratepayers. So that's the genesis of this agenda
‸ transfer funds from the contingency, authorizing city manager signed task order uh with Water Resources Associates under the existing Water Resource Consulting Services Agreement, Amendmentnumber

the the roselle the existing station at Roselle Jones. So, with that being the case, uh it was a unanimous vote to move both of those stations forward to all aboard Florida as the preferred sites in Brevard County. So now what will happen is they will go through, uh
