Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
207 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
18 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.5% of 11,707 content words.
Dotted words (250 places) are ordinary wording differences: hover or tap to see the other reading.
207 passages (19% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

All righty. Excellent. I'm going to give everyone just a moment to review our February 11th minutes, and then I will entertain a motion for their approval.

got some swagger to him I like that ‸ so what I'll say is as to 21-07 and 21-09 I really liked that in these situations, there was some retraining and conversation about what the officer could do better moving forward and I think those moments are really important I've had a lot of those moments as an attorney when an older attorney saw me in court and pulled me to the side and just kind of corrected me and gave me suggestions and advice and I really appreciate every time that I see even even when you know someone is exonerated or even when something may be unfounded, hey, we could have handled this a little bit differently and this is why and so I think those two those two are great examples of that retraining and mentoring that has the potential to make our young up-and-coming officers better at their jobs and and build trust between law enforcement and the community

make a motion to approve the agenda tonight's agenda we approve it did the motion for the minutes I think we need to do a motion for the tonight's agenda and then and then they um we need to elect the new chair and vice chair so it's fine if you want to do those after but I just think we need to have a um a motion for the tonight's agenda

And we never really had a vice chair because that was um I don't remember the gentleman's name that was off the board shortly after the the committee began So we never really had a second person voted in the the vice chair and then yeah, a year is up. ‸ So we need to do both.

and could be something that's very intimidating for a member of the public to hear from law enforcement. And in my opinion, to make such threats as an abuse of power and so for there to be a teachable and training moment there from this I think is important. Ultimately, there wasn't a ticket issued and there was not enough to move to the next level of discipline. and I'm fine with that when reviewing this complaint.
fine. I have for you. My only thought was I was just wondering. What does weapons out or weapons ready mean? Or ‸ it says the officers did have weapons systems out. Yeah.
So basically an officer can have his weapon out and it's not considered a use of force when he brings it up to the person and points it at someone that's considered a use of force because now I have a firearm pointing at you. So there's a difference of a low ready or just out and open then pointing it at the person.
Yeah, this was a shots fired call ‸ and now you bring that up again. We talked about it the last time that we probably should have incorporated that call for service in this complaint because it's not there.
by them. But moving forward, when we have that incident of a traffic stop or some other activity regarding a different call for service, we're going to incorporate that in the paperwork moving forward.

And it helps me to understand that they were responding to a call about shots fired and and they could have believed that the inhabitants of that vehicle were armed and dangerous. So that helps me to better understand. And considering that, I think that the actions taken here were were explainable and reasonable. Assuming that it was because of shots fired and they believed had reason to believe that the inhabitants were armed and dangerous.

let me ask you this. Uh, in, in cases of shots fired, uh, or in ‸ progress, uh, robberies or anything along those in progress lines. Uh, would it be, uh, a common practice for officers to have their weapon ready, but at the low ready?
view, seeing that going on or a person in a vehicle that is not involved. It looks like it's too much, but in reality, we're, we're thinking the person's in this car that just committed that shooting. Right? So again, we feel for the driver when it's not that person and we try to explain to them, you know, what occurred. And this is the reason why we did what we did not always comes over the best way, but we do try to explain to them the reason why they took that action.

What it says it, it recommends that the officer activates the body camera with any type of police action with a citizen. So if I was just talking to you on the side of the road as just, Hey, how you doing? That wouldn't call for that type of activation. But. is a recommendation to anger management training or something like that in terms of disciplinary, is there a time frame given on how soon they must complete that training?
Not typically because classes or training may not be available at that time or, you know, six months down the road because it's it's like an advanced type of training that the college usually puts on
to a specific class so it may depending on when the class is being held, it may be quicker than most or it may be months before they're they're able to get ‸ the follow-up on that.

So when we provide that additional training, it is our goal to get it done quickly sooner than later. That's the ultimate goal. and then once they get that training, we have that document so we can put ‸ in that file. So anything come up on the question later, we have it, but‸ they've been provided that additional training.
that there were some time limits placed on when that training had to be done but I do understand you ‸ how government works and, and how these training works and and that sometimes, you know, there may be a time frame that you're up against and certain training may not be available as quickly as you might want. So I understand that any more comment as it relates to 21-09 okay hearing none I move on to citizen complaint 21-12 And entertain discussion as it relates to that op that matter.
Yeah, this one seems very straightforward to me. And I thought that it was beautiful how a simple apology could make a world of difference. You know, the ‸ complainant who was upset ‸ gave an apology to the officer. And the officer gave an apology in response to her as well. And she felt better about the situation. And so I love that. I love that officer's use of de-escalation methods, such as an apology to calm the person that they're dealing with. I think that's an example of some good training there, in my opinion. Any further discussion? Moving on to complaint 21-14.
Mr. Chair, this is the one you identified the last time about the camera. They didn't have camera, and the driver located the camera at another business, showing that she wasn't at fault for the accident.

‸ Initially, she was charged at fault for the accident because of the way that the evidence appeared. And then she was adamant she was in the right and located, I think, at ‸ that new prescription or medication placed there on the corner. Had video. And she was able to call the supervisor over to watch the video and show that she was actually in the right in the accident and everything worked out.

Okay, good. I do have a question regarding this here. ‸ So Ms. Williams, she stated that she didn't give the officer's permission to come into her home. But he's exonerated. So on the tape does it show that her said okay well yes you're welcome to come into my house.
Yes, and she actually came to the police department a little while after this and was adamant that she didn't give permission and I told her because she's a it was a criminal matter and she was the state attorney's office premier witness because that was part of the crime was the burglary armed burglary. So I think what she was trying to do was help her son because it was her son or her son's friend I don't really remember and kind of trying not to get him in trouble and saying she didn't give permission to come in the house. But clearly on the body cam because we're acting off of her. She was the victim at the time. She allows them to come in and they actually find the firearm in there.
The only issue I have with any of this is it's all exonerated or non founded and I'm not questioning any of this. It's just that we don't see anything besides words on the paper and we got to rely on that with the public.
Um, I think that we we discussed this before and we were told yes we can get access but um we either have to. Let them know before the meeting when we receive the stuff weeks out that we're interested in it or at the meeting we can request it for the next meeting so
Flag: words were replaced by a machine repair · 00:33:40–00:33:40 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
issue we have is the the videos they may have some information on there that has to be redacted because of public records so it could be it and this is the reason why in the past we haven't done that is because
it's an enormous amount of time to redact videos and to watch them all, replay them and redact them and send them because we have to do it in a link. So that's why I was kind of saying if there was any ones that you had an issue with individually, I can send you them either prior to if you would rather. I can't send them the forms out too far before the meetings. So

a week or two so you guys can get a preview of the cases instead of looking at them the night of the meeting. Um, I don't think I'm going to be able to do that with videos.
I can take this video and highlight that portion you're talking about where she says, come on in and send that out on the link. But time wise, we wouldn't be able to do it like on ‸ tonight because I have to redact the whole videos prior to because I can't just play them because some of them are public records exemptions.
Flag: words were replaced by a machine repair · 00:35:29–00:35:30 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
things on a video, uh, I don't know if that's going to do anything other than cloud the issue because you're not getting any entire picture. Potentially. Yes.
I mean, if it was an area where, uh, a specific action was taking place, like you was to say, the officer approaches the car and says something to the driver occupant. Uh, and you could isolate that and we know what was said or ‸ the house in this particular case. Uh, I don't think there's much of a problem with that, but that would be a very short clip. I don't think that, um, viewing at all. If it's, uh, been redacted is, is, uh, beneficial to anyone. I think that's going to cloud the issues.
And like Mr. Bookhart said, and that specific, yeah, I can send a video of just her telling the officers, yes, come on in. I don't, I want, I don't want this guy in my house and you know, that's what your, that's what your concern was. Right. ‸ So something like that, I could, I could totally do either before the meeting, if you caught it before the meeting or after the meeting, like right now, if you said, I'd like to see that where she gives them the,

because I've seen this happen before. I won't say with Coco PD, for example, but I've seen. I've seen suspects that are that are high priority suspects. I've seen what appears to be a greater presence put on that person so that they can be surveyed, surveilled more often and things like that. I've seen it happen. And just legally, while a person might feel like they're being harassed to have law enforcement surveilling them or appear to be telling them and waiting for them to commit a traffic infraction or something like that. Legally, there's really not much that can be done about that.
they had been following you that day, even if they had been watching you that day, if you give them a reason to pull you over and it's a valid reason, not much argument can be made later on.

if there was harassment or not because that person was pulled over. What they thought was an extraordinary amount of times. But but I know that any simple traffic infraction, when you think that officers might be watching you, is giving them a reason to pull you over. So I mean,
Well, ‸ I think at the bottom line here, if you look at the last four lines before the conclusions, I offered to show Mr. Johnson, senior the video of both traffic stops after I explained the reasons for the stops. Mr. Johnson, senior declined to view the videos and explained that he doesn't have any issue with the officers and filled out a complaint form due to the way he felt at the time.
And I think, you know, the two traffic stops occurred within two days of each other. And I think at the time they felt that there was some type of targeting. And then when you put it in perspective, one reason for the stop was totally opposite of the other reason.

I'm going to be very simple and to the point because I don't want you all to spend any more time than absolutely necessary. I'd be more than happy to add additional information. I'm glad to see that there is more training going on for the police officers as well as body cameras, because if that was being done when this particular incident happened, I wouldn't be in front of you. As a taxpayer, I called for the police to come and remove a lady, a woman that was basically trying to be a squatter. And during that transition, she was there begging the boyfriend that was moving with his mother out of the unit. And as they were moving out, of course, I removed the front door. That's important why I brought that up.
was to prevent from getting all scratched. But what transpired was this girl that was being basically broke up with was there with her two dogs and she was trying to plead with the son to please change his mind and for them to stay in the area and not move anywhere. So basically, she was there to talk to him. She had two dogs.

And then she started yelling and causing other problems. So I went ahead and called the police. When the police showed up, I told him the scenario. In the meantime, I'm renovating two other properties on this property.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:46:49–00:46:57 · unresolved: the words are not shown (unclear audio); listen to the recording
she started stating that I took the dog. And I didn't. What happened was that I found out later after I was, yes, arrested, was one of the dogs ran into one of the other units that was being renovated by two of the other guys. I did not know this, but
The minute they saw the police show up when I called them, they ran. They took the keys, locked the room unit up and left because they were afraid they're going to be arrested. So while I'm talking to the officers, which are very, two very young police officers, not on the force very long.
the whole time. This dog was locked in one of these units. So because of that, they believed her, even though she had no ID. She had a warrant out for her arrest. She verbally stated the numbers of her driver's license when they were there. Nothing was ‸ verified. After I was arrested, the people left the unit. They called to have the water and the power turned off when they left. The woman that was there that was a squatter, I guess you could call her that, that refused to leave, said she had nowhere to go and whatever. The police that were there made it a point to find another door, makeshift it where the missing front door was because
Again, no water, no power. When I got released the next day from the ‸ jailhouse, I realized she was still there. So I had to go to the building department and say, wait a minute, she never should have been allowed to spend the night because the power, the water was, and that's against health regulations.
called the police. They finally got her off the property. And so I thought that this was the end of it because the state attorney's office who saw and read this dismissed it. They dropped the case. However, I didn't realize that if I didn't pursue ‸ this, it would still be in the records of the city of Coco. So I'm asking for an administrative expungement for this because I really feel it was done incorrectly. It was a false arrest in my opinion. They found the dog in one of the units while I wasn't even on the property. That

from the property. Understood. Well, there's, there's a, uh, in the report, there's an independent witness, um, who also claimed that they saw you take that. That's
dog. That's correct. And I can respond to that. Well, well, I think, um, the way that it was presented to us initially, it seemed the way that you framed it, it seemed as if it was your word against one other person's word and the officers took that person's word over yours. Mm

what that situation was, she had a girlfriend there for support, mental support. And I'm not surprised that the girlfriend would support whatever her statements are. Nobody saw me pick up the dog. Nobody saw me place a dog in a unit.
to that effect. And basically, when it got to that level, no matter what I said, it wasn't enough. And I was going to go to jail. Uh, there was no input. I didn't think of asking for a supervisor there.

Right. So if somebody is in there, uh, and says, you know, I don't really want to leave. I'm staying there. Uh, the police ordinarily wouldn't be able to remove them unless they had some sort of documentation. I would assume that says that the process has been completed and that person has no right to be there.
Correct. So if a person is saying that they live there and they can prove that they've been there, then they're going to have to civilly, uh, evict them from that property. We don't, we don't get involved in that. It's a civil process.

I met Mr. Greenwood about this case pretty much maybe a month or so after I got here and gave him some direction how to get that case expunged that has to go through the courts. And so I advised him he should get an attorney and kind of ‸ work that direction through a judge to get that expunged.

So, like I explained to him previously, he has to go through the courts to get that done. But what I'm also adding is the fact that if I determined that our officer made an illegal arrest, then I would have taken steps as the police chief through the court system to get his that expunged removed.
She was there begging to mend things with her boyfriend that happened to be at the unit that he's moving out of where him and his mom occupied. She never had any mail there. She never had any clothes there. All she had was

clothes on her and the two dogs and the police officers made it a point to remove the mattress that was put to the street to put in the unit for her to sleep on overnight. Now she wasn't a squatter where it means that she was there. I approached her. I told her she needs to leave. You don't rent here.
know, that wasn't the situation. The situation was she was there harassing this boyfriend and she refused to leave. But that's the information she gave to the police officers that they didn't know whether to believe her or not. So they decided to take her position rather than what I'm here telling you actually happened. As far as the court going through the court,
be there. She didn't live there. She wasn't a tenant. She was visiting this boyfriend. ‸ And now, you know, the rest of the story, the court situation, the civil thing. I had no idea, but I had a misdemeanor of not having my registration with me on a car when I got pulled over for ‸ traffic stop.
I've been trying to correct it like was mentioned with the previous police chief. But I really feel that we this police department now is the first time I've ever seen it being professionally handled with class training education. I've never seen it before, like to the level that it is now. So I really feel that this I wouldn't be in front of you. Like I said in the beginning, if there was body cameras there and the training going on, these are both very young police officers. And they just handled it wrong. They believed the wrong person when I had called saying we

understand your concerns. Mr. Greenwood and I'm sorry that you're having issues with investors as a result of this. I wish that that that there was more we could do here. But ‸ it's
the circumstances that's here because it never was a board like this. I mean, that's another advantage for things to be done properly that we didn't used to do before.
example of not to let another taxpayer like myself. Go through something like this, which probably won't because you've got the body cameras and you've got the education and all that the rest of it, I really feel was done for political reasons. And that's another subject. But I appreciate you letting me present it and then I'll just go back and get copies of the results of what the meeting was about.

what is the process for recording and storage of the recordings of these meetings? How is that being done? I had a ‸ citizen from the public ask me about that, the accessibility and or recording of these meetings.

Okay. So, um, and do, no, that's a question for the city attorney, not for you. Um, I think council may have to, I don't know who, who decided that that's the way that it would be done. But I know citizens of the public have reached out to me wanting to see these meetings as they're happening and they have access to other meetings, but for whatever reason have had trouble accessing these.
they're able to stream it for other meetings. I don't know why this one would not be streamed or these meetings would not be streamed. Do we have to question
I don't believe anything was addressed in the ordinance, uh, relative to that. So ‸ my recommendation to you would be to get with the city attorney and see if, uh, that's feasible for us. Um,
can send up a follow up email and give you exactly what's being done and then what options are, you know, if it's a council approval or something like that on how to move forward.
at this time, I think we've discussed all of our matters. Is there any more, um, input from the public, any more public comment before I entertain a motion for adjournment? Okay. Could you please step to the podium and say your name and address?
Um, first time here. Well, to this time of meeting, I did come to the council meeting the other night. Um, I wanted to better prepare myself for tonight. Just to get an idea of what's going on, you know, how these procedures go, what, what is it all about and so forth. And I too was looking all over the place, trying to find, um, prior meetings for, for this committee. It is a committee, correct? Yes, ma'am.
was February of last year that we met last, we had several meetings that were scheduled. Let me backtrack. It was February of last year when we met last, this board or committee was only authorized to meet quarterly until recently when the council took action to allow us to meet more often. And so now we will meet every two months or every 60 days. Um, I believe that that has been signed, correct? Um, and so now we'll meet every 60 days, but back then we were only authorized to meet once a quarter. We had our first quarterly meeting in February and then we had quorum issues for the two other meetings that were scheduled for last year.
scheduled for January and we had quorum issues. And so that meeting was pushed back. Well, no, we didn't have quorum issues. There were other issues going on. And so as a result, this meeting was pushed back, um, till today. Um, there was another issue and then there was a quorum issue. And so we got this date. So there were two issues.
way that they did. We had quorum issues. We had notice issues. Um, we had certain key figures that needed to be here that were out for whatever reason. Um, and then we had, uh, rescheduled the meetings as a result.
of the things that, that I noticed just sitting here tonight is, um, you guys have information that appears that you're looking at these cases. Is it provided to us? I didn't see anything in the agenda online other than, you know, some numbers and so forth. So the public doesn't know.
So I want, I recall in our first year, um, having this committee, um, in action that I made a request or the board made a request about that. That's one. There's, uh, these are public records, um, and they're closed cases. So I believe that they're accessible to the public. Um, I'm not sure how the public goes about requesting them. Um, ‸ there was a suggestion from this committee that copies be made available to the public. But I think that one of the issues is that we haven't had a lot of public input or attendance for these meetings. And so it would be wasteful to make 20 copies of all of these documents or whatever, when we have maybe a handful of people that show up.
I could be misspeaking, but everything that we're reviewing are things that you could as a taxpayer request from the police department and receive yourself. So there's no reason why you can't see these things. The only question has been, how do we make them available to the public and do so without waste? Considering that we may only have a handful of people that show up and of the people that have showed up. No one has ever really asked for copies of anything until now. So most people don't seem to be concerned about receiving copies of what we're reviewing either. Well,
finally signed off on these ‸ investigations that to keep it simple, but at least you'd know what overall the issue is without having to provide, uh, lots of documentation.

Then that will give access to the public if they want to have access to them. Is that something that's possible? I'd like to make a suggestion. Yes, sir.
You have a complaint on the officer who the citizen alleges was rude to him. It was investigated and ‸ he found to be in violation and he ‸ received whatever discipline and training. And then you can go into it because now the public have an idea of what the complaint is about by just one line.
I don't have an issue ‸ with restructuring our process to allow for the department to give a brief synopsis as to each matter. Would that satisfy ‸ to be able to have the department summarize what we're discussing before we open it to discussion? Sure.
Somebody has to prepare the information for all of you. Correct. Somebody is going in and they're they're typing up the agenda to put it online. Right. Why not just throw some hyperlinks in there. So we're not wasting paper and ink. It's expensive. And, you know, it just needs to be something perhaps like you suggested, just so that we have an overview, at least of what is going on. And the reason why I'm interested in this, you know, I don't know of any of these complaints. I have nothing to do with them or anything like that. But let's face it, folks,

last couple of years, we have seen so much publicity on on our law enforcement. And they've you know, so many have been portrayed very poorly. We know that there are some problems in some places, but I don't believe that it's to the degree that has been portrayed by a lot of the media and stuff. And and then there, you know, obviously there's there's places where this does need to be handled.
through, what our citizens are going through in relation to law enforcement. And, you know, sometimes a view from back here instead of being right in it, sometimes that helps.
‸ It's much appreciated that you took time out of your schedule to be here because we value attendance of the public and being a part of these proceedings. And we're glad to see you. I wish I wish that we had. One of the things that I suggested for council is for the city council meetings, for example, all of the meetings are put on the calendar a year in advance so that people can go ahead and put city council meetings on their calendar and things like that.

But in terms of your suggestion, I know that we can definitely include a synopsis moving forward. And is it a possibility to to add a link or something to the website for the synopsis, the brief synopsis to be included before the meeting
link has to be also a hard copy for people who don't have the link. So we would again be printing unknown. I'm pretty sure that's the that's the ‸ would the clerk ‸ say
and that's, that's why I was just looking at how the agenda was lined up where you have. On your first page, you have the date, the case, the end result, just figuring out a way to put like a box on each case ‸ and just put like a one or two line synopsis. And then you could have that.
it, it is the allegation of, uh, inappropriate, uh, professional, unprofessional conduct. What it amounts to without going into detail. He said this, he said that, then he said this, you know, it all amounts to one, uh, possible violation on our end. You know, and then we'll, like I say, summarize that put what the disposition is. Let the board discuss it. ‸ Then we'll be prepared to answer any questions.

to read sometimes. And, um, ‸ I like for us to not only discuss the, the various cases that we have, but also take a look at some of those other bullet points that we should kind of be having a dialogue about in, in relation to improving our relationship with the community. And
the police department and the community, whatever suggestions you have to help continue to bridge those gaps and foster those positive, good relations with the community.
just take a look at those things so that we can talk about just more than just the cases involving our officers, but other opportunities in a positive light of what we can do.
Um, and I would love that, you know, I actually, with the last chief back in 2020, um, after everything happened with George Floyd, I had a conversation with the last chief about two programs that I wanted to put together. And,
a few other people were willing to partner with me on it. We had two programs that we were looking to put together. One was called spades and fades. I know it's a goofy name, but, um, but basically we were going to work with community partners to rent out a barbershop and engage in barbershop talk with law enforcement and people in the community. Um, the chief appeared to be on

Um, but I have made suggestions and I've been willing to put my own money forward to have opportunities for law enforcement and the public to get together and have real conversations. Because I think one of the ways that we bridge the gap is to sit down and have conversations.
Okay. A couple of people know about it that we're going to be doing to try to increase our relationship with the community, but we'll open to things like that. So, you know, I like to at the next meeting,
least, you know, let's talk about some ideas like that, that we can kind of put it together and let's move forward and ‸ start taking action on that. That would be great.

So I didn't find out about it on social media until the day before, and I already had something scheduled.
