Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
263 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
23 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.5% of 11,800 content words.
Dotted words (350 places) are ordinary wording differences: hover or tap to see the other reading.
263 passages (16% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

the founder of I Talk to Strangers Foundation. I have a small presentation. Sure. So I Talk to Strangers was founded here in Cocoa, Florida in 2012, and since then we have fundraised over $150,000 that has been dedicated towards projects, events, and programs worldwide. Here are several of our partners that we've worked with. Across six countries, we work with an international team to promote diversity among our community. As a former executive director of I Talk to Strangers Foundation and also as an event specialist and event coordinator with
I specialize in the ability to create these unique events and programs and projects that help bring positivity to the community. So with us starting this, our Peace Jam violence, anti-violence concert that was in response to a brutal murder that also included a family friend.

here in the community. So with our continued efforts, it's slogan, Make Brevard Beautiful. Very simple. There's a lot of areas within Brevard County, as somebody who grew up here, that could use a lot of love. So that's our method, using conversation as I Talk to Strangers Foundation to start the conversations that lead to community impact. So within schools, our proposed Peacekeepers Program will be implemented within high schools to teach I Talk to Strangers at a youth level to allow students the ability to get to know each other and not fear them. With our localized events that we've implemented both in Malaysia and Canada, Toronto, Canada more specifically, we would like to bring these events here that show more community togetherness on Tuesday nights. And our slogan is, What else are you doing on a Tuesday night? So come Tuesday Talk. So with continued initiatives, and currently

sometimes I might forget that at the end, for their hard work in putting together this financial statement. It is a very large document and the numbers tie all back and forth and it takes a lot of time to ‸ get it right, basically, and we spend a lot of time as a team making sure that that's correct. Again, I want to really make a brief presentation to you and a couple highlights.
Okay. And I'm not going to go page by page but just a few things. On page 15 is the Independent Auditor's Report and that is a clean, unmodified opinion on the city's financial statements for the year

is in the very far right right-hand side, you'll see there's level, L1, L2. You don't have L3. What that is doing is putting your investments in various buckets. So an L1 investment is an investment that is readily tradable, easy to determine market value.
come up with the value, but it's not tradable every day. So they have mechanisms that they come up with that. And level 3 would be investments like a partnership or something like that that's super hard to value. ‸ You don't have any level 3 investments and you'll see the city's investments on page 67 and
So there is a lot of information in this financial statement, but that is a change this year due to implementation of the new standard. The other thing I wanted to talk to you about is on page 117. and ‸ that's pensions because it is something ‸ that a lot of people are talking about and so I want to just show you some highlights and not get you too much into the weeds. But if you look at page 117, this is your pension liability and the fiduciary net position, which is basically your assets that are in the plan. And ‸ on page 117 is your general employee's pension plan. The number to focus on is the ‸ percentage that is third from the bottom there, plan fiduciary net position as a percent of the total pension liability.
funded And you have two different funding mechanisms. You have one that the actuary tells you that it's called pay as you go and you fund whatever the contributions are for the year based on your salary. But then the actuary also calculates the liability that you have to pay over the entire period of time right once everybody retires and everything.

but that helped because your liability would have continued to grow and get worse compared to your asset position. So we hope that the market continues to get better and ‸ the cost you have your benefits in place ‸ and

That is actually the pension reform that you all did. so that reduced your liability by almost a million dollars by the pension reform that you did that took place in 2015
what was mandated by the state And that's in 2016. The change of assumptions went up a million dollars. So by changing the by doing the pension reform in 2015 that ‸ offset the state mandated changes that that came about So that was a an offset So that was something that you know the city manager was looking at So that was good that that was offset. If you look at the firefighters pension plan, the same kind of thing happened there a million dollars was pension reform and about a 1.1 was what was mandated by the state
On the firefighters ‸ plan you can see that it went from 65.7% in 2014 to 67% in 2015 and down to 65.9% in 2016. So the hope again is that these plans, the investment return and everything starts to pick up and that it gets more funded. If you read out there what is the proper funding percentage, it's all over the board. There's some people that will tell you

So it does fluctuate. If you read you know they'll say in the corporate world and everything 80 to 90% ‸ is a good place to be funded and anything below 60% you should start to get concerned with. You do have your benefits that you have in place and you kind of have those and that's what you have to deal with. So best case I guess would be the market continuing to to show us some benefits there. But again that is a statement last year that liability got booked in your government wide statements. You don't see this when you look to your budget to actual statements because this liability doesn't get booked on budget to actual because it is again a large liability that is into the future and only ‸ gets booked on the full accrual basis. But if anybody's talking with you if you're at a meeting with other council members and they're talking about their liability at least you'll know where to flip and say I know what ours is. Okay on page 199 is our report on internal control and compliance with laws and regulations. and that is a clean opinion. We had no findings. On page 201 we did have to do a single audit this year because you received over 750,000 of federal grant funds. so that means that we go test in great detail the compliance with all of the federal requirements and
Unfortunately we considered it a material weakness And if you look at page 204 it had to do, this is the comment, it had to do with our pension funds. and really it was just a matter of money getting moved to another investment account and it wasn't reconciled
Flag: numbers, amounts, negation or names differ between the machine readings · 00:19:26–00:19:27 · unresolved: the words are not shown (unclear audio); listen to the recording
So during ‸ the audit, we found that And so we did write up a recommendation for improvement in that area but that was the only comment that we had. And then on page 209 is our management letter. We had a comment last year that dealt with the trial balance, and that comment was corrected this year. Obviously we like to see that because when we write something we hope people are paying attention. And then we had a very minor comment
that the coding for the firefighters pension plan is being looked at in the census information. It didn't affect any numbers or anything, which is why we put it back here. It's really not that significant. But an area for improvement. So again the audit went really well this year. We, you know it's not unusual to have some comments. but again the comment we had from the prior year was cleared and we hope it's a benefit to the city to know that we've gone through and audited all this. and we did you know find a couple minor things and we've documented those And we will look for those next year to make sure that it's improvement. And again these are not things that are what we mentioned in our findings are rare things.
got moved out and you know it's just sitting there and wasn't reconciled in. So again you have a great team. They're very conscientious about what they do here. You know met with the city manager, had an exit conference, went over ‸ all the details of the financial statements. He certainly knows the numbers So if you all need any more information, you can get with him and he can dive into them with you. and
But if you have any questions also I do work for the council And so if you ever have any questions or concerns then please reach out to me And we want to hear it, especially as we go into the next year's audit.
Well like I said about 80 to 90 percent is ‸ and you can read articles. I've looked at one article looked at another I mean ‸ like I said some people say 100 percent ‸ is where you want to be. but from what I've seen you know most of the plans are in the 80 to

and it was behind the desk a couple ‸ years ago with an excellent report for our audits. Yep. Very professional and Thank you for being so professional in what you're doing for the city. Thank you.
because the fiscal year is over, finance is ramping up and getting ready for the audit and here we are today. So it's a no sooner the budget gets done, they're starting to look at, ‸ as they close out for the prior fiscal year, ‸ their preparations and for the audit. So ‸ they've done an amazing job and I appreciate Terry ‸ and everybody in finance that worked so hard because
‸ to make sure that they were able to provide the information, make sure the books were reconciled and ‸ worked with Debbie's staff So we certainly appreciate everything that they did. And then ‸ after that I do have some general on general comment because I knewpensions was an issue that was discussed.

when we negotiated pension reform we used the actuarial report. Now the actuarial valuation differs from the Gatsby 67 reporting. They're basically two different ways to report the liability. So just to start off with

if you recall the idea of the pension reform was to try to put us at a place, ‸ once that mandate was implemented that we would relatively be at a place that was similar to or better than when we negotiated the pension reform. So we went from

that kind of ‸ what we were hoping to happen happened and I think that's kind of concurs with what Debbie was you know was saying and then from the police standpoint they back in when we negotiated the contract started off at the end as of October 1st of 2014 again based on the actuaries valuation of the pension, they were at $1.9 million

We have a new community that's near completion on Clear Lake Road. It's a 55 ‸ community. There's going to be 80 units in there and this these projects wouldn't be here today if it wasn't for the CRA. So

They just let them know how you feel about you

Monday night Tuesday and Wednesday. In Tallahassee. I didn't know what to really expect. Uh. Knowing this year was a little more. Uh. You know. Had a few more bills. And I guess we had some sleepy years. And I didn't go. But this year with the new Speaker of the House coming in and he had what 23 or 25 bills he's responsible for. He essentially handed several of those out to different people that he made promises to. One of them is one of our local legislators that we met with. And honestly uh. The gentleman we met with doesn't have any experience or anything. And he said some really ridiculous things to our League of Cities delegation.
run. Uh. No matter who you are. How much money you got. Or. Or how good you look. Or whatever it is. You know. It makes you wonder. Uh. We heard some great things from our other legislators.

With well-informed people. That we send out there. Maybe it's the same group. Maybe it's a few more or less. Whatever. But let's. Be ready for this. And let's.
