Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
446 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 24 voices separated from the audio.
39 short machine repair(s) (46 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.6% of 16,644 content words.
Dotted words (423 places) are ordinary wording differences: hover or tap to see the other reading.
446 passages (29% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
01:18:51 (7 s) — neither reading has words
01:50:01 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Yes, sir. Whereas emergencies can occur at any time that requires police, fire, or emergency medical services. And whereas when an emergency occurs, the prompt response of police officers, firefighters, and paramedics is crucial, is critical to the protection of life and preservation of property. And whereas the safety of ‸ police officers and firefighters is dependent upon the quality and accuracy of information obtained from citizens who telephone the City of Cocoa Emergency Communications Center. And whereas the public safety telecommunicators are the first and most critical contact our citizens have with emergency services. And whereas public safety telecommunication of the City of Cocoa Police Department have contributed simultaneously to the apprehension of criminals, suppression of fires, and treatment of patients. and right now our drought index, it can go up to 800. We're well over 562. So we'll be talking about this a little more later on tonight and what that means and what the impacts are to our community, but certainly that makes water even more important to us as firefighters right now.

which is actually a copay accumulator bill on a federal level. And that means instead of your $15 or $40 copay to your doctor going into the insurance abyss, it would actually go towards your out-of-pocket expenses for the year. So we've advocated for that on a Washington level. And also, about two weeks ago, we were in Tallahassee.

So he opted out for no spring break and for ‸ advocating in Capitol Hill. So I'm very proud of him. Also, the reason we advocate so strongly for bleeding disorders is that 19,000 people during the height of the AIDS crisis took on the blood industry. They fought because blood industries were not regulated. They weren't tested for HIV. They weren't tested for hepatitis. When the hemophilia community took that over, it became, they created the Ricky Ray Law. The Ricky Ray Law, and now it actually affects everyone in this room. Because every single blood product that is tested is because of the hemophilia community around the world. Plasma, platelets, factor, any of it. Our community also has an absorbent amount of medical expenses. His medical care for one year without incident is about half a million dollars. One infusion of factor is $16,000. He's mild, so we can do it once a month, once every three months. Most of his friends do it two and three times a week. That can get very expensive. It can get very scary. We don't have a pediatric hospital here in Brevard. So
We invite you to come out and join us. And I really, really thank Coco for giving me the chance to continue to spread awareness here in Brevard County. Thank you so much.

20 were interviewed, and 10 received full scholarships for seven credentials, OSHA, hazmat, forklift, construction, safety. We started with 10, and we ended with 10.
100% of them, I think, 100% passed the class and got certification, and all were placed in better jobs. So that's the first story. This was replicated throughout the county, and not to throw shade on anyone else, but they did it in Palm Bay, Melbourne, and Titusville, and
We have a second cohort going through. Classes start on April 17th. I have flyers. If you know anyone that wants to get those certifications, it's free of cost to the residents. just kind of give you a little back story. When this first started off with 2019, 2020, we got a lot of flack for this. A lot of people did not like the ideal of bringing any nonprofit into close to a downtown area. But I'm proud of our council in the past, and especially our council now, for just standing up for the community and fighting through all of the issues that we had. That we don't, sometimes being on council, you don't see your fruits of your labor. But that really, really makes you real proud to see where it was. And because it was going to be demolition. It was going to be probably an open space or whatever it was going to be. But I'm proud of ‸ us for just, you know, standing ground and supporting. So I really appreciate y'all for what y'all have

I have our information on the invitation and also about our agency, if anyone's interested in more information and ways to get services through our hub of services. ‸ Thank

First on the list will be Mr. Ronnie Clark. Would you come to the podium and state your name? And then after that will be Ms. Erica Jackson.

transport Space coast transport put a little one they put it across the street and I said where's our bin? They said it's across the street. I said why is it across the street? So they recently put it on our side, but they said that That's the only little bin they're going to provide I need to go back to the city
so so ‸ One of the biggest thing that you you guys can probably do um If anybody that's home and sees a vacant building there with no action, right? That's the prime location. They will want to come to set up shop. So either fence it in you have to do something to keep people out
recommend is this you own the property It's going to be your responsibility Just like it's just like a residential piece of property if you have a resident that has a vacant lot You don't have to either fence it in to get stop the homes for coming in or is that's going to be your baby That's that's the issue

I mean the blight along us one I think we have to send a message Got property owners aren't here. They're gonna have to visit us once in a while and see what's going on So that's all because I mean it impacts everybody else's property

said we need to fence it in. We have put chains we have put ropes, we have put our stuff. They constantly take it all and remove it all out. and I know it's our responsibility but that's what constantly continues to happen just like it should be also where the city puts a bigger trash there for the amount of trash that keeps coming on to our property. And we have to be the one taking care of people who ride the bus, which is a transportational thing, nothing to do with us, and sleep there and be homeless. That should be taken care of like many other places, even have stands to barricade them from the sun and everything. And I think if the city wants to keep beautifying themselves they should also have one there especially in areas where the the people use the bus a lot there. That affects us too.

‸ you. um ‸ I normally don't like to bring things to council on a walk-on, but I think this one's pretty important for you to be aware of. Just the other day, just yesterday, the county passed a county-wide burn ban for Brevard County.
burn ban to let everyone know that uh there will be no open burning, no land clearing, none of those things. Now, I want the public to understand this does not mean you can't cook in your grills. You can't cook outside. This is open burning, uh land clearing, burning in a drum, any of those things.
Land clearing, any kind of open burn barrels, anything like that. Land clearing is normally where you see a majority of that happening when you see projects going on.
to burn on site instead of hauling that stuff off. And when it's a safe environment to do that and it's not as dry as it is right now, that's certainly a good way to do it. But if you look, I don't know how many of you have been able to watch the news. Volusia County has over 700 acres burning right now on Tiger Bay. So that's right there where the prison is,

600 acres. It's burning right now. So the biggest thing we want all of our citizens to know is if you look outside, the wind is whipping right now. It can take that ember, travel it more than a mile and put residents in danger. And the last thing we want is another firestorms of 98. I mean, that was the whole state of Florida was on fire during that. So we're just trying to be get ahead of it, be safe and do the right thing to keep from putting any of our residents in

models there that we know it works. So, um now this is the big thing going on along Indian River Drive. So, this is the pipe, uh Public Works went in, uh last week, I guess.
They cleared the creek, they extended the pipe, and then the next slide shows where they are, and this is another example of that. In fact this poll, after the last storm was leaning way over, FPL had to come out and I think they may have been the ones that even brought the cement mix, but they had to straighten it out and shore it up. Then the next slide shows the work that we're doing to, we've extended it. We've extended the shoreline like

It's clean concrete. So, it almost looks like Coquina next slide and that's just another view of it so and then what's on that next slide? oh just wanted to remind people about all the great performing arts going on in district 4 over at
But this is really, it's, just so nice to have this asset in our community and I don't think people really take advantage of it enough and do I have anything after that that's it okay but I also wanted to bring up I wanted to emphasize people getting in their Arbor Day photos. That's a really important way for, well, the Arbor Day event is important for us as a way to educate people about all the benefits that trees bring us. We're losing a lot of trees
and it's like getting so sunny now that we're, as it used to be, very shaded. There are a lot of areas that the trees have just gone by the wayside, some of them for good reason and others for not so I hope everyone out there will submit a photo of their favorite tree because there are some beauties in Cocoa. And then the last thing is that we have an issue, and this is probably throughout the city, but in a neighborhood, in an older neighborhood that, say, was platted a long time ago, and and this has happened in Carleton Terrace where you have so many of the lots are non-conforming and now people are trying to replace their sheds, and they can't meet our current requirements. They don't live in the area. they live in Miami and all these other places if we don't hold their foot to the fire um they are going to continue doing what they're doing. So if someone has a legit complaint dealing with, like he had, ‸ he didn't know about, the you know the address was not correct, and all these different things. But we really have commercial properties that are destroying the look of our city. um The 520 uh speedwall Speedway, they just cleaned it up. They did a great job.
