The City's record
What the City's record shows
Built only from the City's minutes (1262_CC_Reg_Minutes_04_11_2017.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.
Attendance (the roll call)
The roll call could not be read reliably from the minutes' text (the reading did not include Brenda Warner, who voted later in the meeting), so it is not stated here; the first page of the minutes is the record.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
300 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
32 short machine repair(s) (45 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.2% of 11,583 content words.
Dotted words (318 places) are ordinary wording differences: hover or tap to see the other reading.
300 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:01:20 (8 s) — neither reading has words
01:00:47 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Yes, sir. I have a proclamation to read. Whereas the Florida Water and Pollution Control Operators Association organized in 1941 is a nonprofit trade organization that promotes the sustainability of Florida's water utility industry through workforce development to protect the health of the Florida citizens and to preserve the state's water resources. And whereas this organization offers water and wastewater treatment plant operators and water distribution system operators training courses required for the state of Florida's operators licenses, eight voluntary certification programs, and continuing education programs for operator license renewal.

as getting some plans drawn out. We do have builders that have committed to build on them. Planning and design is still moving along. It's kind of hard to get people in the city and the private sector and then, of course, people like me who tend to be all over the place in one place at one time. But it will be done. Last year around this time, we did our first raffle in Arts and Collectibles Sale at the Civic Center. So just a heads up, our second annual raffle is coming up shortly.
and some of the things that we're looking to get, I've decided to reach out to some local merchants as far as prizes that could actually benefit the neighborhood itself, should someone in the community win, which is pretty much the way it went last year. And that was not rigged. So I'm reaching out for some fencing prizes as far as being able to help people repair fencing. We do have Planet Fitness memberships. We have
We won't mention which one yet. But we're trying to get breakfast with the mayor and the chief. We have new laptop computers. We have karaoke systems. We have big screen smart TVs. And believe it or not, I didn't finance all of it this time. So

All money will stay in Broadmoor Acres, whether it be continuing the lighting program or towards the lots or whatever needs to be done within the community itself. And other than that, I am done.

They're lighting up the whole community. And what my main concern is, I would like to see between Bristol and Cypress, have some of them lights put up down there for the school zone, to light it up better for the children so ‸ I can see them come down the street and then people can see them driving the cars.

If there's no sidewalk at all on the same side the school is on, so all of the children are on the opposite side of the street when they get to the school. ‸ Right.
‸ We can get with FPL. We can have more lights put up. If there's places or if there's some with low wattage, we can have them upgraded. It requires a lighting agreement. We'll have to come back to council because

trying to improve a neighborhood and I want to do first and foremost thank the city for their efforts, especially the chief on his efforts for patrolling the neighborhood and helping out but you guys are all familiar with Larry and his efforts ‸ the last couple years. And then, of course, we got involved not too long ago to try to help this project move along. And others are coming on board to help. and it's really it's really exciting to see neighbors helping neighbors I mean that's how we founded this city believe it or not when you think about Taylor Park and Taylor Bank it was a guy named Taylor started loan money to his neighbors so they could build houses. So we're really appreciative of the folks that are coming on board to help with that. And
and I think one of those sidewalks we were just talking about might be actually going through Broadmoor so we'd we'd really like to see this continue and we are

to help out, maybe at cost or slightly above it, to help build on some of the empty lots that we're picking up. and ‸ again I'm going to remind everybody that it's really a great event when you have a young man, a single father of three, who who becomes a homeowner. it's It's really exciting to see a smile on their face when they now are paying less for their mortgage payment than they were for their rent last month so
Again, it's a it's a really good effort for the public and ‸ private working together helping other neighbors ‸ out if I may change gears just for a second I I know you guys are busy and I know we got a lot on our plate here in Cocoa but I've been here about five years and it does seem that things kind of sometimes get hung up in the bureaucracy and try to go slow and so
underneath the bridges over there and cleaning up that area. We've got a lot of volunteers standing by willing and ready and able with the tools to help clean it up and turn it into a nice scenic area. And and then, of course, we'll need some lighting and some landscaping, that sort of thing. But it's a great opportunity to take advantage of the citizens wanting to help. And community involvement is always a good thing in any city that you go to I know you guys are aware of that it just seems that we we have groups standing by to help, and they're anxious, but they just keep getting put off and keep getting put off and keep getting put off so I'd ask you please try to expedite the handover of Lee Winter Park so that we could move forward that and I think along with that goes through

This is for public works portion of the utility project along the cemetery. For many years there was a gap of sidewalk that was missing on the south side of Peachtree between US1 and the railroad track. Seeing that we just spent close to $2 million on the other side of the tracks, we thought we would invest $80,000 to extend the sidewalk on this side in hopes of one day of getting a railroad signal and getting the sidewalk actually across the tracks. But this was our shot. We worked with utilities and we paid for the parts that were ours. Actually narrowed the road by a couple of feet so we could fit in the sidewalk and the wall. So this is us paying our part of the utilities project.

This next item is to ‸ approve a ‸ resolution and contract by use of sole source with the ICMA Center for Public Safety Management to conduct an analysis of law enforcement services for the Cocoa Police Department,
and authorize city manager to execute the contract subject to the city attorney and city manager finalizing the terms and conditions of the contract with the Center for Public Safety Management. This item is directly related to the city's strategic planning efforts. As you are all aware, there's a number of initiatives underway to reduce crime in the city of Cocoa, with that being one of our primary goals of the crime committee and then being carried out by the city.
and provide us with a number of items to include data-driven forensic analysis to identify the actual workload, the identification and recommended appropriate staffing and deployment levels from every discrete operational and support function in the department, ‸ a review and examination of the department's organizational structure and culture, the performance of a gap analysis comparing the as-is state of the department to the best practices of industry standards, a recommended management framework to ensure accountability, increased efficiency, and improved performance. ‸ This is a study that

Yeah, ‸ I just wanted to thank the chief and the city manager for bringing this forward. ‸ I think it's going to be a really great tool for us moving forward in what I know is a very important initiative for the mayor ‸ in reducing crime. I think the information that we're going to get from this is going to be a great tool when we have our next crime summit and when we start working on that,
know, the information that we got from our citizens and, you know, put all this together, I think this is going to really help us move forward in addressing some of these problems that, you know, that we know we have. So, I know that the chief and the city manager
We've really moved towards community policing and, you know, the weekly neighborhood meetings, you know. We've gotten the citizens' much more involved in what they're doing and that's all been great but ‸ I think this is going to be a really vital tool so I just want to say thanks to the chief and the city manager for ‸ bringing this forward so that we can get busy addressing these things. ‸ And hopefully this will be a quick process and we'll have this information so we can have another crime summit and get busy working on this issue that we know is important to everybody in the city. So, thanks chief. Thanks Mr. CM. I'm really looking forward to this.

I don't want anyone to feel threatened by them being here and looking over our shoulders as to how we are operating. Uh, the study will ‸ be to enhance our performance. And I would like to suggest that no one
threatened over what's going to take place. But, uh, I do agree with the survey being done and the information that will come out of this survey. It will tell us more than we already know about what's going on in our city. And also

Uh, we actually reviewed their report as well. And, you know, I was actually very, uh, surprised to see some of the areas they covered with it, you know, going,
of the, the support structure around them to ensure they're doing their job. But they, they looked at, uh, not only the staffing analysis that you'd think they would be doing, but, but also all of the, the support that the police department has through, uh, technology and internal, uh, local government resources. And so it's very comprehensive. Uh,
uh, lead on this study has a very extensive background, has been doing this for a number of years. And, uh, we feel very confident that we're going to get a very accurate, uh, report that will, uh, assist us in achieving our goals and meeting the needs of our citizens.

Yeah, we did. Um, it, the, um, we did have an organization come in. And I, I will say, to the best of my recollection, they were not, uh, nearly as well qualified as this group is. Right.
Yeah. Uh, and it wasn't, um, the report was not as extensive as, as this. It's going to be like Matt said, when you get right down to, you know, the use of our, our IT department and our servers and, you know, and how all of our tools are being used. Uh,
in decision making. Uh, because the information that, that we're obviously going to get here is going to be just really, really good for us when it comes to doing those crime summits and, and looking at specific issues. So, I'm really excited. This is.
how we're going to best deal with it moving forward. Like Matt said, you know, delivering the service to the citizens and, uh, in the best way we possibly can. And I think this is just going to be a great way for us to, to move forward on that.
Yeah. I, you know, several things are going through my mind. One is chief. Thank you for, you know, coming up with that decision to, you know, do the department over. Um, we have, we have all the confidence in you. And, uh, you know, from my end, I can tell you this, I've asked you to do things,
And, uh, for once, guess what? You're getting help. And now you'll be able to see, hey, you know, we can do this, this and this, or, you know, we need to staff up or whatever. Right.

That's not the objective. The objective is, is kind of see where our, where we can put assets and I guess everything actually. We want to see if we can improve the police department.
as a policy maker. You know, I know everybody else is. I think it just, it'll be good for us to see what, uh, to weigh us against the rest of the nation. And at the end of the day,
truth. I mean, I'm gonna ‸ tell the audience. That's the truth. I want to make sure that we're, uh, we're prideful, you know, about, um, working here and, uh, give your best effort and go home safe. Absolutely.
No, I just, I think it'll be good for us. ‸ It'll be good to see, like you said, some of the industry standards. I know we've looked at a lot of the different areas and, and we've made a lot of changes. Um, but it'll be nice to see what else is out there and, you know, what can we do to make ourselves even better? Because you're right. ‸ We want to strive to even do better than what we're doing.

Well, I don't know about from your perspective, but like when I look at our staffing and I think, you know, what our staffing was 15 years ago, where we've come as far as, you know, the size of our city. So, I mean, so one of my concerns as a policymaker is do we have the staffing that we really need? And do we have, you know, the patrol officers, do we have enough people in
budget and increase our staffing at the police department? And I think by having this report before we get into our budget next year, it'll give us a really good idea if we need to. But as I look at our

has to have increased the workload. It just has to. So ‸ I'm really excited. I think ‸ we'll get some surprises out of this. ‸ But especially as policymakers, I think this is going to be a huge tool for us. So it's going to be a tool we can share. We don't always get the great toys that the police department gets. So this is going to be a tool we can share.
And ‸ this is something you're going to have to share with us as far as ‸ making policy. ‸ I think this is going to be a big help. I'm going to be much more comfortable having this before we go into the next budget.

Yeah, the ordinance, the first ordinance passed in 2016. You know, they were hopeful that allowing for a 48-hour stay would ‸ allow for some of those FWC cruisers to be able to come in, patronize the businesses ‸ in the village, and then move on.
There were a couple of vessels out there that stayed longer than the 48 hours. They've since been moved along, although one of them was suffering from some mechanical issues since been repaired. But, you know, it's one of those things that we're working with the boating community. We're working with the police department, trying to address everyone's concerns and make sure that we have a safe and inviting waterfront. And

make sure the city moves with the economy and does all the right things to bring people in. I want to have a little treat tonight, something different. My ‸ mother, about 20 years ago, I'm a historian and I collect a lot of memorabilia. My mother gave this to ‸ me 20 years ago. It's a postcard of the Hewlett House, Dr. Hewlett's House. And as the first mayor of Coco, he was the mayor for 19 years,
Mm-hmm. It's in good condition. I was fortunate in the last 10 years to find a couple that were a little better. This comes from my mom. Okay, it's pretty good. So it didn't hit me. So a few years later, you know, this guy was kind of dynamic. You know, I looked him up, Googled him a couple times recently. But he had, in his time, they didn't have internet or anything, you know?

Florida, trout capital of the world. Then the town south of us was jealous. I think a lot of people kind of said, well, we got more trout, and, you know, but the point was,

you know, 50 years from now is going to make a big difference, you know? So ‸ let's be mindful of how we're, you know, behaving and how we're decision-making and what we're putting out there. And, you know, again, I'd like to see us leave on a top big note and do the right things for the citizens and make sure our town is on the cutting edge, the leading edge of our county

our state. And I believe we're heading that way. ‸ And, you know, all these little things, some people don't pick it up, but some of these things we vote on, like tonight, you know, I know there's projects involved and there's ‸ jobs coming in. And I'm very, very appreciative of that. Well, in closing, I'll read you this postcard. It's pretty cool. This ‸ postcard was, I can see this, it was mailed in July 16th at 3 p.m. It was
So it says, your speech of July 9th published in the congressional record, the finest yet. Give them a little more grape and canister, Brother Willett. And Brother Willett, I believe, was a House member, a congressman, okay, and it was signed by Hewlett. So, my point is, my point is, this is a Dr. Hewlett's card. He sent it out himself. My mother found it probably 30 years ago. Gave it to me. But his PR is still working. Okay. Still working today. But this was signed by him. If you want to look at it, there it is. But you
