The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
481 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
74 short machine repair(s) (93 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.7% of 19,832 content words.
Dotted words (513 places) are ordinary wording differences: hover or tap to see the other reading.
481 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
So everyone, even as we leave this building, I ask that you continue to watch over our city, its citizens, as well as our neighbors. I ask that you give us a sound mind that we only make the best decisions on behalf

Proclaiming this proclamation. Acknowledging Arbor Day, whereas a holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. Arbor Day is now observed through the nation and the world. Trees can reduce the erosion of precious topsoil by wind and water. Lowering our heating and cooling costs. Moderate the temperature.
Produce oxygen. Provide habitat for wildlife. Trees are a renewable resource. Giving us paper, wood for our homes. Fuel for our fires. And countless other wood products.
increase property values. Enhance the economic vitality of business areas. Beautify our community. Where they are planted. A source of joy and spiritual renewal.

play the video for y'all. And that's on my side. That's not on the city's side. I was unaware of that. And the only reason that's happening like that is because when I got my water bill and I bought the salt, how much it cost, I went to the meter and it was filled with water. ‸ So I showed it all and I wasn't thinking of the time to snap the photo of that. But I took the video and
So why I'm here tonight is maybe the folks who checked the meter, maybe they could figure out something that if they see some moisture in that box, maybe let the customer know, hey, you might have a leak in here. I'm not saying that the standing water was there when my meter was red. I'm just saying that possibility that it was moist in there. Usually it's dry.
Just to ask if y'all maybe consider, you know, let the meter folks have some kind of something that could go on a door knob or maybe a little flag or something. Or even like a reverse 911 where a city water department called a customer and said, hey. To say, hey, you might have an issue here.

now it's put in. I mean, ‸ water department might be able to pull up when it was installed. ‸ I want to say it was installed, say, about three years ago. And at the time, the folks who were there, because I prepped that area for them before they came out to replace, because I had a stump that was growing or root growing in that area. So I got it all cut up and cleaned out for them. But they told me might be looking into that pipe on my end because it's galvanized.

My name is Anita Gibson. I live at [address]. And my issue is gun control. I have a personal passion for cold case unit to be in Cocoa and even Brevard County itself. I do not watch the news, but this morning for some reason, a news blurb came up about gun violence and this approval that was done in March. And the go ahead more or less would be in July.

so it's not time to cry. The wolf is coming. The wolf is here. And the wolf will show himself in July. So I would just beg, plead that when the budget comes around, I don't know the logistics of the motorcycles, the bicycles, the helicopters, or how that goes.

they're going to be in our stores, our schools, ‸ next door to our neighbors, and all over. So we each in the whole community have to consider what can we do. I trust God for the most and whatever God's will will be. But God uses our hands, our heads, our hearts to protect each other. And I want that cold case unit, but I want more police officers more than anything in the world. Thank you.

I'm here to make a statement on two points. The one I want to be very clear on is item number seven, Council Business number one. This is a young man that's in the room now. I've never met until it was an issue before the code board. And this is the first time that I saw the code board confused on how to decide on his issue for the code violation. It was more wanting for all the expenses to be eliminated. He was this young

He was not only taken advantage of by the person he bought the property from, but that includes, and I don't want to embarrass him, but that includes the attorney he hired to help him. It added up to a lot of money, and I highly recommend because if you were to look at the recording of the code board, you could see they were in conflict by telling him, no, there should not be any expenses to let it go.

for the information that I provided. And I'm happy to say that it's done nothing but grow. I was also involved with trying to save oak trees, and the one thing I've learned is that oak trees are not all alike.
oak trees are the ones that only live 50 or 70 years old. Those you're going to see more often removed than not. The live oaks are your ones that you want to make an effort to keep and also make ‸ an effort to assist them for whatever issue they're creating. They're hard to kill. ‸ So, in reference to that, I just wanted to be known that I was not included at the recent meeting for the tree board meeting that they had. And I feel like I'm being picked on because of misinformation that was sent out about the property I was developing. Also, another person that I feel is being picked on is Chief Lamb for the fire department not supporting the running of one of the council members. And I'm just saying that from now on, don't feel it necessary to include me in the meetings anymore. I'm glad it's working, and

always support it, but I don't like the way it was handled where I was not informed of the meeting. So, it's best for me to make it a public record. Do not bother to call me to include me in these meetings if that's an issue because I feel like that I'm not wanting to be there.

lot like site prep to me. Moreover, one of the workers mentioned to a neighbor in the area, we're doing site prep, and they'll be spending half a million dollars on this property to make it more attractive for developers. So I have questions that I think the council needs to dig into and city staff needs to answer. Why build a seawall when the intersection floods first, which it does regularly.

Two, why build a wide raised road to access a drainage ditch that only services two houses? Now that they've done that work and raised, ‸ when they built the road, they raised it a bit. So now when that ditch does flood, it's going to overflow into those two properties rather than it used to drain into the marsh.

that is privately owned? Why is the city advantaging one property owner over others? In this case, advantaging the owners of the property being improved, not only versus other property owners in the area, but really the entire city of Cocoa, because this is being paid for with public ‸ funds. Next question, who owns the LLC that owns this property and who is meeting with them? Almost done. Next question, who's approving these decisions? What's the plan? I don't recall a single council vote or agenda item to fund site prep there. Again,

Mr. Mayor, and ‸ I said again to the gentleman that for both myself and Mr. Smith, that the city is not doing site prep on anybody's private property. This is to protect the roadway. If we push this off like it has been pushed off for a number of years, we're going to have to sit there and go back every single year and restore it. Instead, we're restoring it to its extent, make it more resilient so my staff doesn't have to worry about that during a hurricane.
We have a number of other things we need to do during this hurricane, so this should help allow our staff to address other issues around the city. And the cost for that is, it was about $34,000.

I don't think we had roadway issues there. Well, I mean, we'll look at it as well, but at this particular, these locations, we were seeing roadway base.
But we'll go look at the other areas, too. And ‸ if we need to work through right of entry for that ‸ to have the access to do that work, then we will.
Okay. And I agree with Mr. Riggs that it was beautiful work. In fact, so many of the neighbors were like, wow, can we hire them to do ours? And, you know, the whole team was really busy. The engineering was impeccable. I have neighbors that are actually in lawsuits now because they've had contractors come in and ‸ do it incorrectly, which can be a real mess. So

But let me just, just one other thing I wanted to say. I think part of this is the timing that the St. Johns River Water Management District, the developer has applied ‸ for an extension of their permit on March 3rd. So just the kind of events falling one on top of the other raises the questions about, you know, if we're working with the developer. And I know that you had to work with the developer, the owner, to get the, you got 10 feet of right of entry.
Because five feet on the north side of, call it the service path or whatever you call it, it's 15 feet wide. Five feet was the easement on, from the properties on the north side. And 10 feet was a right of entry. So we have a 15 foot road. A lot of trees went down. And in one part,

I don't think that'd be the case. It's still running downhill pretty aggressively. Any surcharge, it would, it would be the same situation as it is prior to us coming through and restoring that ditch.

Yeah, so the way Indian River Drive works in most locations, the property owner, it's private on both sides of the road. It's ultimately their responsibility to maintain that side. When it gets to a point that it's affecting our roadway, that's when we kind of really need to take action. We could go a legal route. I would imagine that would take quite a bit of time to get through that. Like I said, this was for us, it was an emergency repair based on our emergency order from the Corps.

minor fights, nothing that we couldn't handle. So somebody did pepper spray in a crowd, which was towards the end. So that kind of helped us a little bit because I started clearing the crowd out.

Yeah. So two weeks ago on a Sunday, we had a SWAT call out where the individual was barricaded in a home after assaulting a female. He had basically assaulted her earlier that day. And then we went to look for him later that evening.
lost sight of him. So he assumed that he probably went into the house. But learned later, the female come out and the other occupants of the home came out. And we knew that he was armed and he was in there. So we had about an eight-hour standoff with our SWAT team and our negotiators. And they did an outstanding job that the guys surrendered without incident. So kudos to our SWAT team and negotiators.

can do that. Okay. Okay. So, um, what we did pretty quickly yesterday, I might add, but it's something that we've been discussing. Um, we've had in our union contract for a couple, um, contract terms now, but we've modified it several times based on the competitiveness of the market. Um, that's for paramedic incentive to incentivize a firefighter EMT to go to paramedic school. So what we've done as of yesterday is offer a sign on bonus for if,
um, fire administration. And then once they become solo certified, then they get an additional bonus. And that process takes about a year and a half or so. the moment and we anticipate them finishing soon. And that'll give us two more paramedics, um, and they'll qualify once they get certified as well. So this will be for existing employees and new hires. And as Stockton said, there's less and less, um, the school at Eastern Florida has less and less enrollment on these programs. And we're working really hard to educate students on the programs. Next week we have a, a great event coming up on Monday at Cocoa High School. It's an open house. Um, and I think it's going to be fun. It's for seniors. Um, we start at the school to, um, to talk to the seniors. And then the following week we're going on a field trip to the firehouse. And so they can see, you know, the firefighters work and, you know, see the kind of lifestyle they have at work. And I think it'll be a really good eyeopening experience for the seniors and see hands on, you know, what a day in life ‸ as a firefighter. And we're doing the same thing at the police department.

had a, had a rough weekend, but also I had to gather myself ‸ and, and, and going through a lot of things we've been going through as a council the last eight months or so, been some tricky things been going on. So, um, we definitely have more people that love us than hate us. I'll tell you that. So, um, thank you.

Um, okay. Let's see. I have some slides. All right. So elevate Brevard, which is actually elevate Coco this year as a pilot program. Um, they spoke at the sustainability committee and we heard about them at the family promise event, but,
and happy to report they are, they came in. In fact, it was about a year ago that I first, uh, reported this at the console meeting that we had set the goal of 5% FAFSA completion increase at Cocoa high school.

So what I love about this program, again, it's data driven set data goals with timelines. Um, and you know, Dr. Doakes is to get credit for that. She's, she's fabulous. Um, as well as, um, principal Stewart was there today too.
great things with specifically, as she described it, wraparound services. So just like working with the Space Coast Chamber of Commerce on the talent pipeline management, where employers come, determine skill sets they're looking for.
This program offers the wraparound services. So those things that in the past, whether it be transportation or childcare, whatever, that were preventing, um, people from taking advantage of those programs, uh, they are making it happen. And then the second slide is, uh, the book fair. And, um, ‸ just a big shout out to Mary Beth Burgess and her partner,

just really created a nice vibe in the village. Um, I was down there most of Saturday and it was, it, it was really a good feeling. Um, good group of people.
And then my third slide going into, I wanted to talk about, had no idea that our conversation was going to take place earlier, but you know, the work, this was really, it is really a model of, of great engineering.

So, I have a couple of slides here. So I don't want to go through. We extended the stormwater pipe. That is the before the riprap was put in. And I think the next one is after. is not actually in Cocoa, but just a couple blocks from our border. You can see they're having real problems on the bluff overall. Uh, this is at a relatively high point, but there's a lot of erosion. The county was out there this week. I don't know what exactly they're doing about it, but, um, there are issues. And next slide. Same thing sample of, you know, the road being at risk. And again, next slide. And this is, I think the last one, but just, um, so, and again, the issue here and it, you came in late, you missed the earlier conversation about this project. The issue was never one of, you know, it was never one of condemning staff or being negative on staff. Um, it's an issue of, this is a very vulnerable area. Everybody is, you know, concerned about what development will take place and have been for the entire decade I've lived there. Um, it's not, doesn't have to do with any particular developer. It has to do with that particular area being level with the lagoon, being environmentally sensitive. All of the neighbors that live in that area, having changed, we've changed neighbors since 2018, everybody sold. And it has, uh, any development

could be, uh, five inches on the West Coast. It could be 15. But just to tell you the trending will go up and there'll be more flooding, not less. So in any, anything, um, any land that is, um, close to the shoreline like this, we need to take that into account. Um,
um, again, just to emphasize that the engineering was beautiful. The work ethic that was displayed and the actual end product is quite attractive as well. Um, the issue is what development will take place and that will be decided by St. John's River Water Management District. And then the last slide. Oh, well, that was just to show my point. Now this is the, uh, FEMA flood maps. If

wetlands. So I, I just don't understand if, if someone's fulfill all requirements of all the organizations in the state of Florida, why would anyone be against someone building on a piece of property that they own? I just don't, I, I'm having trouble understanding it. Now, now I've seen somebody trying to scapegoat, trying to go around this, going in, going inside wetlands, tearing up trees and that's supposed to tear up. I'm not talking about that guy or girl. you've got an environmentally sensitive area. You have limited natural areas left. This is the last remaining undeveloped area in Cocoa on Indian River Drive.

this may be the last piece and all of that. I get it. But he or she purchased this property and fulfill all requirements. So, so, so my, my thing is if you want to, if whoever wants to protect certain areas, buy it.
that project had a considerable mitigation project that they're doing in Cape Canaveral. So environmentally, and there is value in wetlands because they're like the kidneys, like the liver of the earth.
know, that is all of those trees at the north end of that property. They're absorbing the stormwater before it draws down the road, brushes into the lagoon. That wetlands is also filtering it. So it has a value in and of itself.
the mitigation, one of the real problems I have with the way it was proposed before. It's a mitigation project is in Cape Canaveral. I mean, if it was just in cocoa, I mean, if we had the benefits of the conservation project and it turns out I thought it was a mitigation bank, but I talked with St.

Um, I can attest to is a struggle throughout the whole state of Florida, um, with retention and recruiting. Um, you know, when you talk about these implementities cause this isn't something that stays the same yearly. Those costs rise, uh, on an annual basis. staff isn't aware of certain things and they can't be everywhere in the city at one time. And ‸ I just wanted to bring it up that maybe we can implement some kind of policy for, you know, no matter what, what department you work in, if your PD code enforcement public works, if you see something reported to someone, it's the same as the issue with the tent that was up behind the bush.
can't see everything. And even with the homeless situation, some of these tents and little camps, they hired pretty, pretty good.
