The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: DS_Reg_Agenda_04_15_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (DS_Reg_Agenda_04_15_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
260 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
40 short machine repair(s) (54 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.8% of 11,934 content words.
Dotted words (377 places) are ordinary wording differences: hover or tap to see the other reading.
260 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:03:39 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
That we are here. We thank you for the day that you have blessed us with and we thank you for your protection and your grace. We ask even now that you would begin to just settle in this place and allow your presence to be here. Give us your wisdom, your guidance in making the right decisions for this community. Let each and every person be in unity and harmony. In Jesus' name ‸ we pray. Amen.

are down to our, um, approval of our agenda and of our minutes. And I want to, uh, add that we have our council person just joined us. Great. I'm glad to have him tonight. All right. Um, agenda approval and minutes. Uh, first is the agenda. We want to, uh, have an item on the agenda. That's going to be, uh, table to, um, uh, once it's received. Uh, it is under updates and staff reports. It's the final copy of the CRA annual audit report. If we can get a approval of the agenda, minus that item, uh, from our board, please.

evening. Just want to give you a brief overview of what we, some of the activities that we did this summer. So it was put together rather quickly, but if you have any questions, let me know. But it was our 2023 summer enrichment program, which was put in a place to come back to summer slide, which is the fact that kids in grades three to five lose about 20% of their school year

loss during the summer and a lot of times they don't have access to libraries or things at home that they can do. A lot of them are from single parent homes and we try to give them academics as well as enrichment activities such as field trips to bring a variety of activities for them.
was designed to counter the summer slide gap by combining the education portion, which was from 9 to 12 every day. And then there was a field trip portion from 1 to 3 every day. So we did all site activities such as arts and crafts field trips.
the speaker once per week, which did some character building. So we also incorporated that. We partnered with catapult learning, which did some tutoring and some training also. So our partners were with speakers from the community and catapult learning.

And that just shows the achievement gap. Okay. Some of our components were there was an academic component. Component. Then we did arts and crafts, field trips, character development. Again, the weekly speakers. We offered free breakfast and lunch,
hot breakfast, hot lunch. A lot of kids, uh, go hungry during the summer. So we offered that and free transportation because in order to get the kids there, you have to go in the neighborhoods and get them. So we

to the diamond square, but we were very happy to receive that funding. So thank you for funding our ‸ program. Results and activities. Total diamond square students were 21 out of 40 students that we, uh, served. And then we have a short slide presentation about a three minute, um, summer slot. Again, those are our results. Um, the results say 1%, but if you add a 20% slide that they would have experienced our results really equal 21%. So they, again, they didn't slide, they increased some. So I think the main thing is to work on consistency with getting them there every day. So that was one of the issues because sometimes the parents are not as involved as they need to be. So we're kind of working with our parents to get them there on a daily basis. So everybody tests the same, the same time, instead of having to kind of piecemeal the testing. So this is about a three minute slide show some of the activities that we did.

12th, those presentations were held here at the city. Each firm was invited to present their proposal to the committee and respond to any of the committee questions. During that evaluation that presentation, the members were asked to score each of the presentations and present those presentations to the purchasing manager. As a result of those presentations, the evaluation scores were as follows.
and the committee then reconvened at a public meeting to discuss this and present their recommendations to the board. And so as part of that recommendation process, Inspire Placemaking Collective has been recommended by staff to be a part of our CRA plan update. And to help us get through this process of presenting and developing a CRA plan update that will be to the best interest of not only the CRA, but the community. I'm available to answer any questions. And I also have Eric

Okay. It would not be of the best interest to be a part of that selection process on the back end since you will be the ones making the decision ultimately. Okay. I was not even a part of that process. For, for that reason. And
um and then we were able to, you know, from that, um making a recommendation. So this is a little different. uh I found it to be different than what we did before. um not saying different is wrong. Just saying different, um ‸ than what,

I was used to, uh from the time before. It was good to be able to hear a little bit about what the different, um and I guess we can ask Mr. Eric today a little bit about the organization. You know, one-on-one instead of just the paper, um and, and be able to ascertain, uh before he comes though, since, uh um
the presentations, uh I see the scoring. They were kind of close, but not really close on the, the last one there, but, um evaluations were pretty much, um the same for, for most except,
Yes, Madam Chair. So we, met as a committee. We reviewed the requirements from the RFP to make sure that we were scoring based upon a you know fair, objective set of standards. Because there wasn't a distinction at the beginning based upon a price difference or something that was obvious, um we decided that presentations would be beneficial. um I particularly pushed for that as well because I thought we need to see how they interact with with people, especially because we're going
um And then their total score as far as the how much of the RFP they fulfilled, as far as the things that we asked for, they gave us the most of those. And um so, and, you know, it's good that we already work with them, but
you know, we all had differing opinions about things, but we all did our scores. And then when we came back together, it was a very orderly process led by the purchasing manager who has to make sure that everything's, you know, followed in order. And he has all the sign-in sheets. There were each time there was a public meeting, everyone signed in and any public members who were present, which there were sometimes, but not all the time. Those members did sign in.
to the plan we have today. um The person of the company that we, that was chosen had done a lot of background work ‸ in, in the diamond square community. And I think that was one of the major reasons why, the leaning was towards that company because we had seen that they'd gone in the community already.
was quite impressive. uh it showed that they had done some, you know, forward work instead of, you know, um so did you find that this company had done some of that?

uh It helps because, like I said, all the decision making was done before it got to us. You know, so that's why I was kind of, you know, a little like, okay, it seems though we should have been somewhere in there. But if if it's not something we should have, I mean, that we are now apart, you know, I don't know what the process is as far as the city is concerned. in regards to what's

we have in place on, right on procurement. So we do our, we are following our procurement guidelines as the purchasing manager has set forth. And, and I know that it is different than what you did back in 2013. I totally understand that. um

were all part of the same group that, uh that worked together to do those two, uh plans, different names, same people. So, um and those folks were not part of that. They didn't actually put in for this fully. So it that is a different. um Right. The
but they were not the full, um the lead vendor in the 2013 uh plan update that was done. So, yeah, this, i like I said, this is the process that the purchasing team has put in place for all of our um RFPs, all of the projects that we have in place. It's always a committee that brings a recommendation, no matter whether it's a a project for construction, a project for something like this, all of it is the same format. And then we provide you with a recommendation of which you can choose to accept or decline. And when I say bring it start over, if you decline it, then we would not put the RFP back out. We would have to just take what your recommendation is. And if you wanted to see all three of these individuals do a presentation before you, it'll just extend this process out a little bit longer.

formatting what that update should look like. And they will come to us. And I'm probably overstepping what he's probably going to say, but he can he can correct me if Eric can correct me if I'm wrong. But they will work with us. Well, whoever we choose should work with us as a board and the community to look at all the aspects of what uh we now want to do as our plan. We can take the plan that we currently have and look at it and say, this is good, this is good, have we done this? We can cross that out because we're finished with that part. uh ‸ We need to add this component at this point. That company is supposed to help us to go into the community, to help find out what are the resources there, um
well, because all of it has to be legitimate for a CRA. um And then we come and we have set, we should have, and I'm sure that's what I'm hoping you guys talked about. We should have several meetings with the community. And they
uh The second part of our plan well it was always a part of a plan, actually. But we put more meat into it the second go around. So now when you look at our plan, you can take some of that off, you know, some of the park stuff, some some of that can be removed. But have we accomplished everything, like putting a pharmacy in?

Center in 2013, that was your goal to have a new community center. And so now you can drive by that every day and say, I was a part of that. And so now this is where it's your opportunity. This board is your opportunity to reach for those higher goals that you have and and come up with a really good plan. and And that's what Inspire is here to help us with.
And because it is a it takes a group of people who and i've I've been a part of plan updates, but they've written plans and have been successful in so many plans.
but uh but at any rate, we need to think in our next set of plans. What is it that can we leave um in Diamond Square? We we're leaving buildings. Yeah, We're leaving housing, yes. But what else can we leave in Diamond Square

It's leaving the legacy, right. It truly is, yes. Are we able to add, I know that you said we've reached uh five out of our six goals, and then we have the little, you know, I call them sub goals Right. Are we able to add any more newer goals?
Yeah, because what is it what you have in the plan, if they've already been accomplished, those will be put on a list of accomplishments, basically, in the plan. But you're going to come up with new goals. Okay. That are more in tune with what you're trying to accomplish towards the end of this. Okay. Before you
‸ And there are certain things that I know I hear every year that are changing legally that in regards to what you can and can't do. So it's going to be

And that's another reason for needing a consultant. With some of the the statutory changes that happened in 2019, there are a lot of things that we need to make sure that we follow um along uh
so that we we stay in in line with what we're supposed to do. Because you are a chartered organization under the Brevard County. And so that CRA is ultimately a the county has that that control over you right thank you
you know, it really, is you look at it as a big funnel, you're you're gonna ‸ take in community information. That's the broadest. That's the big funnel. All the input from the community as to what they want.
you are are tasked with moving down the funnel, are going to decide, okay, what goals we want to put in this plan? what How do we want to update it? Working with your consultant, whoever it may be. And then the consultant's going to actually, moving down the funnel, is going to is going to craft the plan and draft it and actually draft the document. um So it's it's kind of it's a process. And you know
to really to help conduct the meetings and take input um ‸ get as much information as possible. And getting back to the the way this RFP was you know constructed, uh i think I believe the spirit of it is to uh allow uh experts ‸ in municipal issues like Ryan and the others. There was someone from finance and someone from public works, um allowing experts in municipal issues to to really um decide of the of the of the applicants which ones have the most municipal experience in dealing with municipal contracts. And um you're looking at some municipal finance issues here, municipal litigation issues, um and and looking at which companies uh really or consultants had have the most municipal experience and can really um uh address this RFP properly. It's more on technical issues, um which some of those are, I mean,
with that, uh with that issue. But certainly it's within your purview. If you want to, if you want to handle the process yourself, you can, um but, uh but, uh I think that's the spirit of this RFP. And apparently that's how the city does it on many of these is, is to, uh have a committee of staff assist with that.
you know, looking at the three that did, um meet the need, um the scoring, you know, that was great to give us. uh so we can see exactly how, um the evaluators scored each one. So I guess at this point we need inspire to come before us and

my time with the firm, of course. but we responded to the RFP. We've been doing some development review work, for the city, assisting with a couple ‸ relatively complicated projects that have a long history on the northwest corner of the city. um So I think Madam Chair, you did a really good job of kind of explaining the process of how this is going to work. So that was one, especially since you had been there recently. We thought that, oh that that makes sense. And it is very challenging under the affordable housing Florida statutes to remove a list, remove a lot that's on ‸ the surplus list for affordable housing to make it a, a non affordable housing, especially if there's not going to be a home on it.
That becomes more of a challenge on the statutory guidelines and how, how do we make that happen? Mm-hmm. So it, it does, it makes it harder for us to move forward with that.
Businesses, we had struggled today. I was a part of, um, a group of people to, uh, evaluate the upstart program that we, you know, give out to new companies that are starting up or want to expand. And one of the challenges for Diamond Square is properties where the business can actually move into. Right.
So, you know, with us having, you know, most of our properties are for housing. We don't have vacant buildings, you know, that we can say this building is ready for you to move into and start your business right here. The square footage is great for what you're trying to do, that kind of thing. So
