The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CR_Reg_Agenda_04_16_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (CR_Reg_Agenda_04_16_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
173 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
17 short machine repair(s) (21 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.0% of 8,113 content words.
Dotted words (265 places) are ordinary wording differences: hover or tap to see the other reading.
173 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

very much, Mr. Recorder, Secretary. Mr. Brown, thank you very much. Proceeding on to item number 2-1, agenda special meeting of April the 16th, 2024. Chair would like to make a modification or amending the agenda, please. Item number 7-1 for informational only. Final copy of the CRA annual audit report, fiscal year 23. I would like to have that omitted, please. Okay. And it's been brought to my attention. Is that right? Am I saying all right? And.
Thank you. Um. Oh, um. Is that it or is there anything additional? I felt that Mr. Um, it's been brought to my attention. There may be an additional amending to the, um, the agenda. It was that you agency, uh, vice chairperson, uh, her answer.
Okay. Can we, let me ask you a question. Do we put it on the presentation or do we, is it something that we're going to be voting on? Help me understand. This is just for information. It is informational only. That's what I'm trying to distinguish. Is that correct? At this time. Correct. Okay. All right. Is that individual? Are you in the audience? Mr. Cisco? Okay. All right. All right. I'm looking for a second.

Chairman and board members, greetings Alex Greenwood Brevard Avenue Cocoa, Florida. Thank you for letting me speak. I just want to bring up two important items that were brought up during a Main Street meeting that I haven't had time to contact every one of the members that's on the board here and it's very important and there's attorneys involved. The first one is the ADA requirements which is handicap requirements that for some reason are targeting the downtown Cocoa Village area and it doesn't seem to make a lot of sense because there's a lot of work that the city's been doing about adding handicap access ramps to all the sidewalks. So for some reason, some are more severe than the others and I wanted it to bring to everybody's attention. This is something ongoing. I'll be probably keeping you abreast as things develop. Uh, it just seems like

people are being targeted and it doesn't seem to be fair for the subjects that I've been told about. The last thing is that, um, I highly recommend that we start looking at things in the village that we've lightly touched on. But but now I think it's becoming more important. Uh, we have potentially in two years, uh, with two projects alone if they come together, you're talking about $120 million invested in the village and that short of time. My point is, is that we are at a point now where rather went then wait to these projects are finished. We need to start looking at things to bring the aura in the village.
a little higher than what it is. We're talking about maintenance, making sure that the landscaping and lighting is taken care of as a way to show that the downtown area is receptive and wants to receive projects like this, where they would be proud to be located as well, even though they're showing that. But we can take it to one step better, and that includes pressure washing sidewalks, lighting

that means lighting all year. Christmas time, bring the colored lights in. I mean, these this is something that I think is very important, and I think that it's something that we need to get it on the roll. I've already mentioned to the city manager that it wasn't right for murdochs to have the tallest Christmas tree in

um we didn't prepare correctly. I guess we should have sent in the presentation. We just didn't know the procedure. But we do have a presentation for you guys. So really what we would love to do is just kind of possibly set up a meeting with you guys. uh We can do a Teams meeting, something like that, and
and what we can provide uh to just uh have a color changing lighting project out there. If you want to just talk about it a little bit, I guess you can. But, I mean, pretty much the idea

of July, Halloween, all the different options, right? The system will come on and off, sunrise, sunset situation, um while pulling focus to the waterfront and so that it doesn't just fall into the background at night once you know the sun goes down. So that's the main gist of what we're looking at

it was a combination of both. He asked that we do it. My mind automatically went to council as as a whole, but then I had to refrain from that because we're meeting as an agency. Yes,

mean, there's probably 12 cities that we're the city standard with. And uh so we can work directly with the cities and be a sole source provider. We can provide letters to be a sole source provider as well. um So there's... We can get very creative. So that's why we just

Correct. So our public sector division, we have nine divisions. far as the next meeting, that could be our conversation about creating that RFP for ‸ lighting Because we do have that in our plan. So that's really consistent. What our plan calls for, um not necessarily wall lighting for the sign, but lighting in the village as a whole ‸ Yeah. For safety.

if you collaborate with them independently, then you can come back and give staff direction. That's the point that I'm expounding on, and that's I think it's imperative that we do. Pick up the phone. They left their business card. Collaborate with them, and then you move forward.

can do. So ‸ what I would advise them to do is just share their capabilities, not necessarily my vision, because the board or the agency as a whole may have other ideas, more ideas, and want to expand on. I just wanted you to see their capabilities, and then we come together as an agency and make a decision then. So as far as direction, I agree with if they can just ‸ coordinate with staff and come to bring us back a presentation so we can see the services that they actually offer, and then that'll give us a more

Thank you, Mr. Chairman. As you noted, this is a resolution to amend our budget and it is basically a cleanup item. We are just putting in the categories under under our repair and maintenance accounts. We have a 4600 and a 4602 which is repair and maintenance of buildings and so we are just moving the budget that is reserved for building type maintenance to the correct account number for our accounting purposes as we move forward in activities.

Thank you, Mr. Chairman. This request is bringing forward a request to purchase and install fencing with time locks at the restrooms that are located within Cocoa Village and the
These locks will, these gates will be in front of all of the bathrooms, entranceways, ‸ basically in the corridor before they actually enter the doorways. They will have time locks on them. We are putting this under a security and safety provision under the CRA plan as it does protect, one, the integrity of those of the equipment and the structures there on the site in the CRA and it also protects the patrons as they are moving throughout the village in different hours of the day and night.
so these gates will have time locks on them where they will close and lock at the appropriate times and then open at the appropriate times during the day for access. This will help prevent vandalism. Okay. That is the main challenge that we are experiencing within each of the bathrooms. Either the doors are broken, fixtures are broken, toilets are broken, lights are broken, and it is costing repair and maintenance funds to be reallocated to repair those items. So

I did talk to staff about a key lock as opposed to a timer. And so the timer, even now the timer, there's nobody that goes around ‸ and assumes that it's just empty when the timer locks the doors, you know. So, but if you're on the inside, I imagine that you can get out, you know. This may be the same or maybe different there, but we're talking about staff about the wisdom of doing it on a timer or just having staff actually go around at the point that the appointed times and lock the doors. Obviously that costs a little bit more than having them on a timer. But, but the whole initiative is to have that extra barrier or extra layer of protection
for vandalism or, you know, in some respects for cleanliness, because, you know, we've had a number of complaints about how those bathrooms get trashed over the weekend. And so, so again, it's sort of, again, just allows that extra layer of protection against all of those things.

No, it was, it was, I think it would open there. I haven't actually looked at the schematics there, but it would, it would open up during the hours, during the daytime hours or the hours that it's open or swing back somewhere out of the way or.
Yeah. Yeah. And so, and so if you look at, I wish we had a graphic to show you there. So if you look at the structure there, there is, there's sort of the, uh, the porch to the structure. And so this would go at the front of the structure. You would lock the gates. And so you'd have to get through the gates in order to get to the, the individual bathrooms there. So, so in essence, it's a, it's a double locking of the facility. Yeah. Got you.

just a, and then, and then, you know, the cleanliness as, as we're having events there and hopefully this would, this would help with, with, uh, some of that, you know, again, people are always going to find a way, you know, what the thing that I don't like about the, um, about the timer is, is that if you can, if you can slip something in between the door and the, and the lock for the door, then you're going to do it to the gate also.

Okay. That makes a difference too, from a merchant's perspective, whether or not our customers can get our customers, as opposed to the vandal people and the hanger‸ around people and all of those people who take advantage of it. We actually need them for, you know, I don't have a bathroom, so I need to send my customers somewhere.

And then if that doesn't work, then they'll just do it publicly. And going in, I'm afraid too, that sometimes they might want to stay inside the bathroom, because ‸ a lot of drugs want to camp, want to just pull the sinks off the wall. So I'm not sure about the timer.
mean, I, I have that concern too, that somebody is going to try to, it sounds great because then we wouldn't have to have somebody. But then again, you may need to have somebody to make sure that that person is not inside the bathroom all night doing whatever.
I guess it would not be reasonable to do one and just kind of give it a test ride. But, um, I think something's better than nothing. And I guess we should look at it as if I were trying to break into the bathroom, what would I do? And just take it that approach. And, um, as long as, uh, I don't know, need to do something. It's an embarrassment. Um, we had those beautiful bathroom ladies, of course, bathrooms, you're generally better, but, but anyway, I'm, I'm for doing something and then going from there because I think the cost ongoing maintenance costs and the cost to our reputation.

Brown. For discussion. Let me ask one more question. Just for emergency purposes. Um, it's, will someone have like a key or something that will supersede the time?
Okay. Because that's, that's to me, um, like everyone has said, either the V cops or even the leisure service employees there one last round. But if we have an event, like you all have alluded to, then I think that was supersede that, but yes. Okay. Any other questions before we call the question, we got the motion, Mr. Brown.

And members of the Inspire team who are currently with them have also worked with the city on previous projects to uh to help us get through uh several different plans that we have, including our comp plan. And so now I'd like to invite Eric up to the podium to provide you a presentation of Inspire's qualifications, experience, and their plan for moving forward.

Great to see you all again, uh chair and agency members in this capacity. I'll just give you a brief overview of our firm uh in our proposal that we submitted, um and appreciate the ‸ procurement committee's recommendation uh to move us forward for formal negotiations. uh Next

please. I think you know we we have to start just with what you have here. And i you know we work all over the state. We provide local government planning services to a number of, uh you know, large and small jurisdictions, uh ranging from major municipalities all the way to rural communities. um
uh really a jewel uh that needs to be celebrated. And, you know, we work at places all the time that don't have the physical features, the the authenticity, the historic fabric, the character, the waterfront, things like that, that just can't be replicated.

household income and median home value. And uh we look at this really as an opportunity because as the CRA continues to thrive and be successful, ‸ those home values will go up and that money will be reinvested into the community to continue thethe cycle of prosperity. So next slide, please. So just a little bit about us. As I mentioned, we we primarily focus on local government planning. While we're a relatively new firm, we're a spin-off of uh ‸ engineering firm out of North Carolina called SNME.

our approach, and keep going. Appreciate it. Sorry, these slides build a little bit, so it makes it a little trickier. um But the RFP was for uh both the

and data collection. So we'll request all ‸ the GIS data from staff. Then we do robust community engagement process. We've scoped in a couple of workshops, stakeholder interviews, andand other touch points with the community as part of this request. uh And we you know formulate an existing conditions and trends analysis. That's where we take all that data and put it together in a report. We update the plan and then ultimately present that to decision makers. Next slide, please. ‸ This is the schedule that we proposed, um starting with a kickoff, which would, you know, we initially anticipated that would have been at the end of March. But this, you know, pushed a little bit. So that'll probably be in in April, assuming we can reach an agreement with contract. uh And, you know, concluding at the end of October. That's that's our projection. Next slide, please. So just dig into the approach a little bit more. And, you can yeah, if you just want to keepkeep cooking and let it build.
little bit about, the if you can go back ‸ one, uh the qualitative and the quantitative data. So the qualitative is where ‸ really reaching out to the community, getting that direct public input, um you know, through those workshops. We also will create a project website where folks can, you know, submit their thoughts online. And it also functions as a one-stop shop for everything related to the project. So all the documents, you know, summary memos from community meetings will be hosted there. We'll have the schedule so everyone can check on it and stay abreast of any upcoming public meetings or any other types of actions related to the project. And then on the quantitative side,
You know, we're going to look at all the demographics. We're going to look at the tax increment financing projections, uh real estate market, transportation projects, all those things. So those all come together in one data analysis that's an existing conditions report. Ultimately, that allows you all as the decision makers to help form the strategy. And, you know, I said this last night, so those who heard me, you know, this isn't an inspire plan. This is a Cocoa plan. And,
where this plan ultimately ends up going. uh We help it through the process getting there, make sure it's compliant with all statutory requirements and things of that nature. But ultimately the vision and the ideas, a lot of those are going to come directly from the residents and property owners. So once the strategy is formed, uh you know, we'll look at all the data and then develop the plan. And of course, bring that back to you in draft form before anything gets finalized. Next slide, please.
So this is just a, you know, a couple images of some of our in-person public engagement. I'm a big fan of in-person engagement personally. uh Really got to meet the people where they are. uh Every community is different, but, you know, I found that nothing really can take the place of that in-person engagement from an online perspective.
whether it be games, uh you know, mapping exercises. We'll do, you know, some prioritization games where we'll give folks a budget and say, okay, here are the projects. You can only fund three. um You pick them. So we're really trying to kind of dig a little bit deeper and figure out what those priorities are. The community that'll ultimately get presented to this board. Next slide. And then on from the online perspective, um
um You know, touch a little bit on the surveys and things like that. That'll be presented uh to the community. But uh also on the back uh on the right hand side of the slide,
well. uh So next slide. And so just to conclude, um and you know, we've got the experience to do the project. We have a what we feel is a good approach uh to the project. And we of course have local knowledge, having worked for the city in the past. So we appreciate your support and advancing this board. Thank you. ‸ here for any questions. Does

land use. So that's that's a large part of that. Some of that is in Diamond Square. some of it is in the village also so yeah so so he's going to have meeting community meetings for both CRA plans and then there'll be community meetings for um for the visioning project. And so I think you're going to get a an ability to actually do what you want to do because um um there'll be a lot of interest in the visioning, as you know and there'll be a lot of interest in the
so i guess my my we know how community is dealing with meetings sometimes. When you have multiple, multiple meetings, um you may not get them um the involvement with the community as what we want. um
a while back it it was scarce at the time at that time yeah and so is there any way, I don't know if it's proper for RDI and and that have a meeting together with... Yeah,

involvement. I'm going to sit down and talk with both companies about how we actually bring those together. Okay. And and it you knowmay require additional meetings or to actually do sort of dual purpose meetings. okay Okay. Okay. Thank you.
