The City's record
What the City's record shows
Built only from the City's minutes (1201_BA_Reg_Minutes_04_19_2023.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.
Attendance (the roll call)
Listed present when the roll was taken: Nancy Elliott, Pam Shaia, Kaitlyn Aliano, Bruce Gilmore, Robert Dyar, Dan Quattrocchi, Patricia Weeks
(Checked against the ballots and the printed roll lines; no independent membership list of this board is available to confirm that the roll is complete.)
Absences: the minutes print an “ABSENT” heading with no names under it.
Also listed as present (staff and other roles): Luci Ribeiro (Planner), Kristin Eick (Assistant City Attorney), Monica Arsenault (Recording Secretary)
Named on at least one ballot later in the meeting: Aliano, Dyar, Elliott, Gilmore, Quattrocchi, Shaia, Weeks (participation, which can differ from the roll: arrivals and departures are in the minutes' text)

The printed ballot lists Quattrocchi among the ayes: Elliott, Shaia, Aliano, Gilmore, Dyar, Quattrocchi, Weeks. This site does not choose between the two. Quattrocchi's ballot on this motion is not counted as an aye, a nay or a recusal.

Agenda (the City's wording)
The City's agenda for this meeting is on file (BA_Reg_Agenda_04_19_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
179 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
22 short machine repair(s) (24 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 89.9% of 6,998 content words.
Dotted words (150 places) are ordinary wording differences: hover or tap to see the other reading.
179 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:57:46 (1 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

lean in this one's a little bit unique because there's two requests before you. If it's okay with the board, I'll make a presentation that covers both items knowing that you have to have separate votes would that be okay so I don't have to repeat myself
right um so I'm here representing the business owners John Gower and Keith Hutchinson they have two businesses the first one's an existing business that's JMG Engraving, which is this item before you currently right now. And then they also have a proposed business called Hidden Level Brewery, which is the next application you will hear. For the two items

an engraving business first. And the second one is a special exception for a craft brewery. We are excited to bring forth these applications to continue and further John and Keith's investment within the city of Coco and within this location in particular. This is a unique business plan that combines a traditional craft brewery with a personalized engraving merchandise component. If you have additional questions on how that business operates
to answer those approval of these special exceptions will result in improvements to the building, both inside and outside and ‸ also to the site. The improvements include redeveloping 2,700 square feet of building area resurface restriping and reconfigure the parking lot to increase the number of spaces to 22. And then to the exterior, which will be the most visible to the community, is the creation of a modern looking building with new windows, doors,

stucco, paint, and a fence. This area really is a mix of all sorts of uses you could imagine in a city. It has residential, commercial, industrial, institutional, recreational, and many of these buildings were constructed a very long time ago, the same as this structure. So the proposed uses are compatible with the neighborhood and we believe will aid in
this core community. We want to be family friendly, different from other competitors, different from other breweries, ‸ and provide a boost to the local economy. As stated in staff staff's report, they are in favor of this request and we believe it to be compatible with all the requirements for ‸ special exception. With that, we're happy to answer any questions. Thank you.
Does the board have any questions I have a question sure and it's regarding waste disposal yes ma'am in your application you talk about laser engraving. Is that the only type of engraving you'll be doing?
You can't smell anything they're doing in the building. You can't see anything that's happening. So it's not a large-scale manufacturing process. It's an individual putting items into an engraver.
I just want to make sure it's not reflected on the powerpoint so I want to make sure the staff report contains three conditions so I'm making sure that you realize that

into the site retaining law on the Northeast side so we're trying to look for ways ‸ to defer cost a little bit so they came back to us and I said well the way you can lower the grades and reduce the import is to make the pond larger. So we went, made the pond larger, which allowed us to drop the grades a little bit, also eliminating the wall on the Northeast side and then they proposed an option to do that building you see kind of between the parking and then the Northeast property line. And that right now they're not moving forward ‸ that, but they want the option to potentially convert some of the surface RV boat parking into more storage units, depending on the market. So your answer to the question is they're not proposing more surface parking. They're actually reducing it if they come in and do that storage units in the future. So it's basically the same plan. It's just that one building will either be surface parking for boats and RVs or it'll be ‸ store internal storage units on that inside building. But all the perimeter all stays the same and the pond got bigger and the grades dropped a little bit.

was I wanted to know I wanted a wall or something some kind of a buffer on that north side so that I don't have to hear so much noise when everything gets cleared and now I hear they're going to make it for motor home parking so are they going to add more units or delete units and if they do the retention pond I can tell you we are we have a layer of myocca clay down deep out there and so when it rains the water stands in my woods for four to five days before it ever seeps back down into the aquifer that's why
large parcels out there one acre and larger lots because ‸ that way people could have retention ponds and I have a retention pond but I cannot drain other neighbors it would ruin what I have and you know the buddhist monastery is on the east the east side of that and

was a hotel or a restaurant or something else where the trips are a lot more. I mean, you're gonna get people to come and drop off their stuff in the storage unit and occasionally come and get stuff out. ‸ It's very low traffic impact to the area.

Building. Building. Retention. ‸ Retention. And then you have an opaque fence on both these sides as well as having a landscaping in a 10 foot. Okay. And that's what that looks like.
Um, Mr. Schmidt, I just wanted to ask a question on the width of the, of the pond. Um, is the 40 feet, um, the width of this pond or is an additional 40 feet beyond an additional 40 feet beyond what the pond was supposed to be in the original.
Uh, Nancy, I've got the question. Go ahead. Um, the first question I think is would be addressed to the, uh, city staff. Can you read to us exactly what the amendment is?
Yes, ‸ because it was previously approved and now that has a change in the, uh, the new, new side layout. So the approval will be for the, for the changes there here. So that would be the, um, the number of units actually will be reduced previously was 62 units. Now it'll be 39.

pound and retention area. Like it was mentioned. And, um, Mr. Schmidt here explained why there was a, a change. I don't know if there's any questions related to the, why the there's increase in the, with the retention pond.

it's going to stay as parking. Both, both areas are going to stay as parking, but they want the option to do a building in the future to do more inside storage units. And then that parking would go away.
could. Will this additional building have to come back again for an exception or are we giving permission for that additional building with this exception?

‸ that building C right now that's going to be surface parking, just like it is on the south southern side. The surface parking for our, uh, recreation vehicles. Um, they made on the road come and do this building that you see building C in lieu of the surface parking in that one spot. Same, same uses across the board, whether it's the old plan or the new plan or a future plan. It's just one of those areas will either be a building or surface parking depending on which way they go.
Thank you. Right now, the direction this week and the wind this week is telling us they want to leave it as all parking in that inside area right now. But they want the flexibility to do a building if if the demand is more that than the RV parking.
I see you just a second. If you don't mind. Um, I have a couple of general questions. I noticed that you have reduced the size of your waste pickup from a double sized unit to a single sized unit. Was that because you anticipate less waste with this new project?

Um, I, I don't know the hours that they're there. Probably during the, you know, normal, whatever, eight to eight to five or eight to seven or whatever.
Sure. From, from what I understand from what they've said and what they said in the prior presentation ‸ year and a half ago, uh, that they control that, that nobody lives in their RVs. It's just to store your vehicle there. ‸ If you can't store it in your neighborhood because of H way requirements and things like that.
