Agenda (the City's wording)
The City's agenda for this meeting is on file (CE_Reg_Agenda_04_20_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
476 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
65 short machine repair(s) (80 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.2% of 19,296 content words.
Dotted words (438 places) are ordinary wording differences: hover or tap to see the other reading.
476 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:00:00 (30 s) — neither reading has words
00:00:34 (10 s) — neither reading has words
00:13:04 (38 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

16, 2023, the property ‸ remains in violation. I've been working this case since August 18th, 2022. And I have made attempts to contact the property owner,
I sent the notice of hearing on March 2nd, 2023, and it was sent certified and posted on the property in violation. Due to ‸ longevity of the case applied to the community and failure exhibit exhibit progress.

We have outdoor storage here in front of the home. There's a tire, miscellaneous trash washers, dryers, utility items. Out here is trash has been set out that actually won't be picked up
Just to be clearing transparent, the items that were not picked up due to not being, I guess, out at the road properly, what are the requirements, please?
to dispose of the property. I can tell you from looking at this pile, you cannot mix your use. So you can't have construction debris mixed with household debris. Wood and stuff has to be separate from the mattresses and the padding and stuff that's there. And everything has to be separate in stages for them to pick up. But if they call waste management, they will give them the do's and don'ts and how to stack it.

It's a mission. For a chair. Oh, okay. So, but ‸ they did tell me they would have to send somebody out to pick it up. They didn't tell me to separate it. But if I had to separate it, I will. But I have already made the call for them to come pick it up.

going to state that they're stating that they came into compliance after the time of our pictures. However, we're recommending 30 days. So, if the board wanted to move forward with this case, we could go out and inspect it tomorrow. And if it's in compliance, compliant, if not, they still have 30 days to fix up whatever they need to fix up.
Now, do you understand what he's saying? Because if you said if you've cleaned up everything, if you've made those arrangements for the trash to be picked up,

Chair, can I ask a question? Yes, sir. Officer Gonzalez, when you said you've been working in the case for 210 days. Yes, sir. And that you've had negative results. Could you elaborate on what those negative results are?
So just no contact with the property owner. Okay. Aside from what I have listed on the property appraiser. Okay. The only contact I've had was with one male tenant. But he couldn't provide me with any information on an owner or contact when I try to make contact. So that's to the extent of my
moving our stuff in and moving their stuff out. So it's just been kind of switching, switching hands to the property, people living there basically. Do you have a

Um, and if you want to print them out or send them to Darla, she can make them part of the record. Okay. Okay. Thank you.

And Mr. Chair, if I can, um, it's been my experience since the hurricanes and dealing with these roofers, the insurance company always comes in a little bit lower than what the cost of construction is. And it usually takes you having to go back to them and appeal and show the cost of construction has changed from the data that they're using. And then it's usually a haggling process. I don't want to speak for an insurance company. Some are good, some are not.

from community services to place the fence there. He's not supposed to use it to store property. It was just supposed to be for safety concerns, but he did get a variance. The permit for whatever reason appears to look like it's missing documents or whatever, but it was never issued. So the fence is actually the easiest thing to correct.

It should be easy. He's already got a application submitted to the building department. He already submitted most of the documents. I'm unclear of why they did not issue it. It says denied in the system and then it just shows that it's floating out there. So it can be activated very simply and he can provide planning and zoning or building whatever documents they want for the fence. The variance is already recorded. So he's allowed to do it. Um,
start from scratch on that. It's all in the system. And then if he's not going to leave the context box and stuff there, he wouldn't need a permit for any of that. So that would take care of that.

That's what I was going to mention. For the record in the pictures, that's all raw concrete. There's no protective treatment on it. It hasn't been painted. It used to be a block house and they basically went over it with concrete stucco and they've never put protective treatment over top of it. So the gray that you see is not paint. It's actually just raw cement.

They were using the building for storage and then on occasion, somebody comes and stays in the building. I believe it's the owner's brother comes and stays there, but there's no water. There's no business tax receipt. It's just an empty commercial building and he'll stay there at times and they do work on cars. They hang out. They do different things. And because it's got no business tax, no water, no nothing. It's not a use that has been authorized by the city.

from the roofing company in high and dry. He goes to the building department and he's you can read their ‸ email. Please send me an email stating that there's no permit required for the 412 repair. We are going over there in the morning and don't want any trouble or not having a permit. Thank you. The building department replies. No reverb permit needed for repairs under 25 of the roof surface and structural changes repairs and that's from the building department. There was no roofing permit required. So being thrown off the job. They went back on and ‸ that email was on February 2nd. they completed the entire south side of the uh roof system and the front side. And remember I said
the roof, the water to go above the flashing and that's what caused the roof. So, to avoid any tenant issues in the future, he sealed that hole above the flashing area. So, I wouldn't, you know, we don't have any problems even with tenant negligence. So, wewe complied fully on that. um I did, uh part of the packet is the receipt from the roofing company who's indicated that they've completed the work, 1500, and indicated there's five plus years left of the roof system, certified and warrantied my roof system. So, and if there's any issues in the first, they go out and they fix the job, that's got a warranty. um Then I receive, you know,

Yes, that's the property where they did some interior renovations. They were going to move an arcade in the building and that didn't transpire. They're releasing it, but the permit was never pulled for the alterations made.

Davis, second by Mr. Simpson. All in favor, say aye. Aye. Those opposed? Motion passes. Again, from what we discussed at the other meeting, the only thing that needs to happen is removing the wall, putting things back to the way it was. But again, you need to ensure that you get with the code enforcement officers and building department to ensure exactly what needs to be done. Because doing double duty is not going to be good. Okay. It's just a lot of money spent and wasted. All right.

And so the problem was he had already moved his business in, and then we went through this length of time that the violation was there, mainly because he invested in this property there.
