Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
63 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
3 short machine repair(s) (5 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 95.8% of 2,852 content words.
Dotted words (45 places) are ordinary wording differences: hover or tap to see the other reading.
63 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

On the minutes at page six, paragraph six, ‸ it says Emmett Kirkpatrick represented HCVS and it should change to read HCVMS, Historic Cocoa Village Main Street. And on paragraph seven, Jan Etz is spelled Jan, J-A-N-N-E.
Okay. All those in favor say aye. Aye. Aye. All those opposed? Approved unanimously. Full business. Looks like we have none. We have new business. We have a presentation by staff on the, um, on the waiver that's presented to us tonight.
specifically restaurant, outside seating, and it's the waivers for a total of 18 parking spaces. The property is actually two parcels, and it is in the core commercial zoning district.

Most of you are familiar with the property. Um, the new ‸ restaurant will be called Tin Whiskey. Um, and they are, uh, renovating the building and will be using existing outside seating, but they intend to expand that outdoor seating area.
name change occurs, and it's just on the north side of Oleander. So in 2015, the city, um, completed the streetscape project. It was on Florida, um, and this portion of Forest Avenue. They installed curbs and sidewalks, uh, down the length of the property. It's actually on the long east side of this, uh, ‸ two parcels.
inaccessible. Um, and it eliminated, um, vehicles that might enter from Oleander to drive around to the north side of the building. Um, and therefore, um, because of these changes, the property really no longer has,
vehicle access to the parking that was on the site. So I'm going to show you here's on an aerial, what I'm talking about. Um, this is the new, you can see it's paler colored sidewalk and curbing. So cars used to pull in here and park, and then they pull in here and park and pull in directly here to park. And that course is no longer an option. The other two options, um, this driveway here, uh, will be going away. FDOT is doing, um, some improvements to the road, um, ‸ planned for, I believe two year or two from now.

Um, so, um, because of, of all of these constraints, um, the, uh, applicants aren't able to create parking that's accessible on their site. Which is why we're here tonight to discuss a waiver. So they've provided us with some, um, elevations from their architect of what the building will look like. Um, so the covered areas here and then here, um, represent outdoor seating areas. And here's a view from the Southeast corner.

Um, that this finding is that the proposed waiver arises out of physical surroundings or shape topographical conditions, things that are unique to the property. Um, due to the city streetscaping project, um, that resulted in the loss of vehicle access to the former parking area. Um,
to these roadway projects that have cut off the access. Um, additional criteria that there's practical difficulties in carrying out the strict letter of the regulation. Um, and I think I've touched on most of those, but they're all related to providing parking onsite, um, not being physically, uh, possible or not being able to do so within, uh, requirements of the code.
parking onsite. So staff is recommending approval of the waiver request, uh, from other appendix, uh, article 12 to reduce the number of required off street parking ‸ spaces,
you'll bear with me. It's a little long, but I'll read it into the record for you. Um, so he says in December of 2019, DMCP properties came before this board and requested a similar parking waiver to be able to construct a medium mixed use multi-story project across the street from

blight of empty sandlots and old dilapidated structures. If the board and the city continue on this course of denying million dollar plus projects, because there is no public parking,
And the way to do this is to bite the bullet now and build a public parking facility in the middle of town where the city owns property. Private parking, unless you are building a hotel is just impossible to provide in a city as old and historic as ours. Many historic Florida cities have provided garages for their citizens and visitors at little or no cost. Why can't we follow their lead?
Many of the property owners and merchants have been screaming for years that the city needs a parking garage, but no one heeded the recommendations of the two studies that the city paid for. We now have new leadership that sees how the city can progress and is making every effort to pass along their vision for the future.

city documents that parking requirements were never supposed to be a burden upon the property owners. This was an obvious addition to the city's policy to move forward with a clear vision for the future, but unfortunately we've fallen behind other Florida historic cities because this policy was ignored. ‸ Tonight, I am

‸ Hi. I wasn't really prepared to do this. I think most of you realize that I've had Murdoch's down on the corner now for the last 20 years. Sorry. For the last 20 years. And other than the few, what, three or four spaces behind the building, there's ‸ no parking at that establishment either. So, but I've ran a very successful, busy restaurant for 20 years with no on-site parking. So I don't really see how just moving from one corner to another corner, pretty much the same seating, same menu, same staff, same pretty much everything, is going to create a hardship.

was there for 51 years. We bought it a little over a year ago when we thought we were going to be convicted for Murdoch's. Fortunately, our attorney got to stay on that. Without going into any detail about that, you saw the artist concepts. This is what we're trying to give you in that corner. That's an entryway to the village. I don't know if you've looked at Norman's lately the way it used to look, and

an outdoor area that was going to be much more spacious than the old one. We're showing 75 seats inside. We're showing a lot more outside. It's because people are going to feel safer outside. We want the people to feel safer while we're going through this pandemic. Once it's gone, once we're back to the way we want to live again, maybe we put a ‸ few more seats inside.
we're trying to give you a beautiful, beautiful corner right up there. And I don't think anybody can sit here and argue that those artists rendition, the artists pictures don't show you that it's going to be beautiful. I think you've seen most of you, if you've looked up there in the last week, all the concrete's gone around there.
and down the 520 side. We're going to plant grass in there. Hopefully they'll let us plant trees and shrubs. It's going to look gorgeous. I promise you that we're helping the city out. We just need a little help in return. Thank you very much.

Parking in downtown already seems to be an issue. I wouldn't want to come downtown with a few friends for lunch or dinner and just have to turn around and go home. As has recently happened to me several times in the near past
concern is parking I do not visit Cocoa Village very often and at least from my perspective, should there be a requirement for a parking garage for one section of the city I would hope I wouldn't be expected to pay for it make sense? ‸ Chairman, that is all.
