The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
441 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
43 short machine repair(s) (55 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 88.2% of 17,912 content words.
Dotted words (462 places) are ordinary wording differences: hover or tap to see the other reading.
441 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:08:36 (9 s) — neither reading has words
02:04:05 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Now give us knowledge, give us the wisdom, give us the courage to go forward in a positive way for the people of the community that we serve. These and all of the blessings we ask in thy name. Amen. Amen.

Okay, best part. This part's for the volunteer of the year. This year was a little different. We got contacted by the clerk's office, and there was a wide variety of names to consider for volunteer of the year. This year was different. This year was a little, you know, we started, for me it was like number five, you know,
coming up. And you could have picked probably, we probably had five that we were all considering, right? Right. Okay. So, it's a big deal. So, you know.
that do other things. So, I mean, ‸ when the clerk gives, I mean, we consider everybody. We, you know. And we all make suggestions to people that we've dealt with through the year. And, yeah, we all pitched in names, I think,
at least I know some of those did. So, and then we just kind of narrow it down by voting. The clerk takes care of our votes and she says, okay, you've narrowed it down to these names and here they are.
here and gals a long time, but not that long. So, ‸ here we go, right? Yeah. So, this one's pretty ‸ special. Brenda, you've been doing this? When did you get elected at first?

problem with ‸ garbage. But it's really rank, and it's bad when you want to gag before you enter your business. There's no reason for that kind of smell.
asking too much that we come up with a situation to either have our cans pressure cleaned on a regular basis to keep our, you know, I've come before you to have the city streets cleaned. I don't find that Cocoa Village is maintaining a cleanliness that is eye appealing to the average tourist that comes into a town that travels elsewhere and sees that cities can keep their garbage contained and their
streets clean and planters filled with flowers. These are important things for the atmosphere of a downtown, especially when you're ‸ trying to improve upon it over the years and grow with all the new added businesses that are down here. I pay for garbage. I pay for garbage at my house. I pay for garbage at my business. And I don't mind paying for that. But I have a green container that I get from the city. I leave it in my office.
I take home any ‸ food product I have and actually dispose of it at my house because there's not enough garbage containers to get rid of food. They're overflowing. I put on the gloves. I clean up your garbage cans because this is where my business is. This is where people walk by. But I don't think it's my job when I'm paying for a garbage service. So what I had to do with my green garbage container that I store in my office because it's pretty ugly to have it right outside.
I come here and I load up my car and I take all the garbage to a dumpster. The reason why I have to do that is if I put the garbage out on a Wednesday night, it is filled with stinking ice cream, coffee. I have to wash out that garbage because
of how bad it smells walking down the streets of Cocoa Village, whether you're jogging, whatever. It's ‸ pretty sad that we're not looking at our town as far as cleaning it up and making it a better place. I'm open to meet with people. Maybe we can come up with a solution. But little things like if you're going to add businesses, all of the people that live in the downtown area, such as all of Oleander, everybody

at an entire side of a restaurant business containing everything they can't fit inside, outside. I'm sure you can see this. I am not the only one that this becomes an eye-opener to. So let's just kind of try to work together. And I do my best.
‸ They're not big, big, expensive things to have to cost the city a lot of money. It's people caring to make it a better place to live. Thank you so much for your time.
Yeah. In the public trash cans, they did add another collection date to the week, pre and post weekend, to ensure that they got all that. And then they've also responded to our request if there are more pickups needed.

You may recall the city installed an automatic locking system. Yeah. We've received some complaints recently. We followed up. The system is functioning properly. There is a way to bypass it, I guess you could say. And so we've worked on a solution already for that so we can determine if it is being bypassed.
Yeah. I mean, because if they're in there and it kicks in, they can get out. They just can't get in once it locks. So they're ‸ going in before it locks. That's what they're telling me anyway.
last time I was here, the city manager brought up a fact that I hardly ever get any calls. So I got with the state attorney's office this week because I know for a fact,
I'm in every community most every week, out of 15 cases of police misconduct, only two most of the time get reported. They fall through the cracks. So I got with the state attorney and pulled a case up that fell through the cracks on your watch, Mr. City Manager. Under
When we submit complaints of systemic brutality, what we're getting from the new administration that's in office now, it's a local issue. That's why 14 months ago, I

police review board that will end this trend of systemic brutality. And after getting with the state attorney's office, I'm going to show you a case that fell through the cracks because 15 cases fall through every year that's not reported to anyone.
Scott because the police chief was supposed to submit this case to the state attorney's office but didn't do it. See, people tell us what we want to hear when we stand in the program.
I've been doing this for 55 calendar years, and I know what we need and what we don't need. I know who we need representing us and who we don't need. So it don't take but one phone call to set up that system police review board. The Center for Public Safety is the

Okay. You know, they took them time to review a whole year's worth of calls and to evaluate shifts, come on site. It's not a, as we indicated, I think it was in, I want to say it was in May. You
and you were informed then that we expected the study in August. It got done in September. Okay. So, then, ‸ so, from September to December, you know, we had to, one, look at the issue of the response call data, because

then also verify the accuracy that they were getting the right numbers and ‸ that we were on the same page in terms of the information that the department was providing for the purposes of their analysis. Like, they had

population wrong in one figure, and that altered the actual number of calls per service on a, you know, per capita. So, we had received the final draft report as I reported in December,
Flag: words were replaced by a machine repair · 00:24:08–00:24:08 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
anyway, so ‸ we received that final report on the 27th. The initial final draft was on January 10th. I looked at my email quickly. January 18th, February 9th, February 14th, February 21st, March 9th, March 15th, March 21st, and March 27th are dates

here to do a workshop to present the final findings. At the February 27th meeting, when we disseminated the copies of the final report to all members of council, at that meeting, I also noticed that it was available, and it sits on the clerk's desk, if I recall correctly, in the counter for public review, and except for a member of the PBA union, yourself or no one else in the community has come forward and requested a copy of that report, so you have a fuller understanding of the police department. Now,
me finish. We have worked with the... You know, we knew February, March, the principal or the project director was unavailable because he was being retained for expert witness testimony. He has since become unavailable due to personal reasons, so now we are thus... We are now working to try to get the team lead person, who, as I indicated previously, was one of the principal authors, is the ‸ director of criminal justice at Iona College, and he's in the middle of a semester, so the
‸ if the project director cannot make his time, cannot be available for, you know, to come and do a workshop, then we will get work with the team lead to come in and do the workshop. So, I mean, that's where we were. We've been very open and transparent about that. When you ask for data on use of force, we've provided it to you. I mean, again, I don't know the circumstances surrounding this incident, you know, or the photo of the person that you provided, so I can't comment on that because it would be unfair.

Okay. Whereas alienating behaviors often found in high conflict divorce and custody situations can cause mental and emotional anguish to children, depriving them of their right to love and to be loved by both parents. And whereas parental alienation takes advantage of the suggestibility and the dependency of children and deprives them of their right to love and to be loved by both parents. And whereas parental alienation is considered harmful to children,
concept, and importance of gender, religious, economic, and racial equality. And whereas parental alienation awareness ‸ month is ‸ intended to increase knowledge and understanding of the problem and to help parents, caregivers, and social service providers to stop the abuse of innocent children caught in the crossfire of the people they love. I, Henry U. Parrish III, Mayor of the City of Cocoa, Brevard County, do hereby proclaim the month of April 2018 as Parental Alienation Month. I'd like to thank the Mayor and the City of Cocoa for accepting this proclamation.

And the Endeavor Elementary ‸ community meeting was for a presentation of options available for the school going into this next ‸ school year. And per state requirements, unless they move that grade level, ‸ the state imposes a number of items, whether that is a contractor comes in and runs a school, they close the school, or the third option ‸ is to bus the children to neighboring schools, or I guess they could actually meet the requirements and improve their grade level within the year. authorize the city manager to finalize and execute such legal agreements required to complete the settlement in accordance with the settlement authority provided by the city council and approve a budget adjustment resolution amending the fiscal year 2018 budget to transfer funds to the appropriate counts for the settlement. I'll be happy to answer any questions or provide additional details on this as much as I can. This settlement, I'll just say that it's for a really old workers' compensation claim that the city is the self-insured workers' comp policy, which means that we pay for all of our claims directly. We have an excess insurance policy that kicks in when that claim reaches a certain threshold. Since this claim is fairly old, it's from 2001, I believe,
excess limit at that time was $300,000. So everything over $300,000 is paid by the excess carrier. This settlement is being paid directly by the excess carrier in this case. But since we're self-insured, it gets paid through the workers' compensation process. And the city will be reimbursed for the entire settlement.

after our last hurricane event and the storm that happened in October, community services, we started looking at what we could do prospectively. How do we prepare in the future? And we started looking at grant opportunities and talking about an approach that would look at the long game. We need to better understand how we're vulnerable. What are the things that we need to shore up and prepare for in the future? And
So, there was a grant that was presented to us back in January in conjunction with our regional planning council, which is East Central Regional Planning Council. For those of ‸ you who are not familiar, they're one of 10 regional planning councils in the state of Florida. I actually worked for one for several years in South Florida and they have a lot of capabilities. They do comprehensive economic development strategy where they serve as a liaison between EDA, the national organization, and they work with economic development organizations in the region. And
They also do work with emergency response and fire has worked very closely with them, hazmat training and different types of response and vulnerability assessments. So, back in January, there was an opportunity with Department of Environmental Protection. So,

had prepared in conjunction with them the regional planning council, an application that they went after, and if they had received the grant, they would do the work. We ended up being a finalist, but at the time, there wasn't sufficient funding to include us. So,
grant talks, this is 18-154, it asks for you to approve an application. It's a technical assistance grant from Florida Department of Economic Opportunity. And
Central Regional Planning Council. And this would be a hazard-based economic resiliency plan. And so, by hazards-based, we really want to look at events like if something were to happen and the train derailed and it was carrying some sort of hazardous material, how would that impact the city of Cocoa? How quickly would we be able to resume novel operations? And we wanted to do something that was really broad and looked at all things. So, that's the first grant. What the components of that grant would be to do a threat and hazard identification and risk assessment. We'd also engage the community. And there would also be an economic impact analysis that's done through

I can't think of the full, but they're the ones that look at sea level rise and oceans and things like that. They would, they've asked us to submit an application this week. And so, as part of that, we would have to get approval. So, we would go back to this first one and remove references to parallel flood and just focus it on the hazards, the all hazards analysis. I

This is the first one. And yes, to your question, this is just to go ahead and submit the application. If the grant was awarded, then we would come back and you would see the agenda item. Okay.

an application for U.S. Department of Commerce, better known as EDA. And this grant, if awarded, we would contract with East Central Regional Planning Council. And
After Hurricane Irma, we noticed, we looked at some of the smaller businesses, especially downtown in Cocoa Village. And some of them were struggling with how to respond to the boil water advisory. How soon could they resume operations? Should they be serving coffee? Things like that. And we realized that we had a really unique opportunity to assist them. And so if this grant were awarded, some of that work would be to engage with the community and have a better understanding of what their needs are. Do they need help with ordering supplies or getting generators? Or how do they respond to those types of notices? How can they be in a better position to withstand? ‸ Because we have a lot of small ma and pa businesses in the community. And when these people aren't working, their families suffer and their ability to pay their rent and all these other things.

But part of this whole process is to dispose of this property. And that's the aspect that has alternatives, right, and how the property gets disposed for redevelopment purposes. And we'll bring that back to you with terms and conditions and the development agreement. And

Some people are saying it's boats coming down from up north where it's ‸ mostly the brown algae's from. And it would be like discharge of, you know, bilge pumps, you know, put it out in the river. But I'm not worried about that, okay? And everybody's concerned, but what I'm hearing now is from a lot of impatient people is, you know, we're doing the half-cent sales tax. I want Clarence and even John to respond to this. Okay, we've been at it a year or so. They're

Why isn't there like three dredgers or five dredgers out there dredging that river and doing things? I mean, I understand they're setting up programs. The programs are bureaucratic nightmares. They should be fixing that river. People are mad as heck right now. And, and... Oh, I ‸ am in
But what I'm saying is, I'm not throwing any, ‸ you know, cannonballs, you know, at the county or anybody on this. I'm just saying, we want action, action. Action's the only thing that's going to turn this thing around.

Now, let me just add this because nobody's... No, there are people talking about it. One is the lack of action perceived. Perceived. Perceived is reality sometimes, right?

Matter of fact, I think they're probably going to extend it. But the point is, you know, that, that, and then people are talking about the causeways. Like, we've always talked about the causeways. You know, my old famous pictures I put up, right? Here's the Indian River Bridge. You know, it goes from Cocoa to Merritt Island, you know, and people are fishing off it. You got the turnstile, and ‸ guess what? The

My dad, my dad would take me out fishing, and you could close your eyes and cast and catch a 30-inch trout everywhere. It was so full of fish and shrimp here that you could almost walk across the river, okay? Let's just say it the way it is. I

badly. Because in my whole lifetime, since those spans were put in, here's the fishing here. Here's the quality of water, like this. You know, now we have more people living here. Right. Now, what's bringing some of these concerns up is not because of my extra activities. I'm really hearing this stuff. Now

just noticed a shift. There's a shift here. And this affects the city. And so I just want to make sure that we're all speaking the same speak. But when it comes down to it, it may be. They may have to blow relief holes ‸ in those filled-in areas.

And again, I'm not, make it clear I'm not attacking anybody. But people are getting frustrated and they want action, especially when they drive over these waterways and they're seeing them brown. You know, that's a problem. But the flow in this river is a bigger problem. The lack of it. Okay. That's it.

as one for training. It has been a joy and a pleasure to let them do so. On April 17, 2018, members of your fire department visited our community and conducted training sessions for our elderly population. Firefighters, Brian Ackerman, Ryan Barton, and Andre Smith, not only were very professional in their presentations, but were able to articulate just what our residents do in the event of an emergency.
