Transcript of Recording of 2023-04-25 (City Council Meeting April 25, 2023 Part 1): 1,308 passages, 10,694 words
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
396 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 16 voices separated from the audio.
23 short machine repair(s) (30 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 80.5% of 10,239 content words.
Dotted words (275 places) are ordinary wording differences: hover or tap to see the other reading.
396 passages (39% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Would everyone please stand for a moment? I'm asking, we have had two important, very important individuals to do some transitioning to heaven this past weekend and I'm asking that we have a moment of silence in the honor of Mrs. Ruth Collins and also Mr. Ed Green. They were active participants here in the city of Cocoa in the overall development and shaping of our illustrious industrial city. Okay. Would everyone give us a moment of silence, please? ‸ Okay. Thank you for your patience and understanding. Okay. Um, Madam City Clerk, may we do roll call, please, ma'am?

We have completed community cleanups in the past with Councilman Goings, and we hope to complete many more. It is our hope that our city assistant council director will provide the names of any elderly citizens that need assistance with yard work, house painting, and landscaping.

So I'm so glad that there are so many people here. So we have a huge audience to learn about what Citizens Academy is, and hopefully have some new members. So we hope to see you all out for our future sessions. The City of Cocoa Citizens Academy is a way for the city to increase citizen engagement with residents and business owners in the community by showing them a behind the scenes look at how their local government operates. Today, we are recognizing our fourth class of the Academy, and we are thrilled with the success of this program. We've had over 60 people graduate through the Citizens Academy. ‸ They have learned how they can become more involved with their local government. Participants of the Academy went through nine different sessions that reviewed various departments and processes here in the city of Cocoa. Their first session, they got to learn all about local government. We introduced them to their local officials. Then they went and met with our finance department. They gave them the opportunity to balance the city budget.
One of their favorite sessions. Next members were given an in-depth presentation and tour of the city's dial water treatment plant and process of producing clean and safe drinking water. Community services department gave each member a review of the processes involved with ‸ constructing a

more. They had the opportunity to meet with members of the water field operations staff, how, uh, and how they get deployed to fix our water system. That same day, they also got to tour our cellar water reclamation facility, um, and meet the staff out there. Our public works department was able to demonstrate equipment ‸ used to make our city beautiful.

They were not bit. Um, then we went out to the fire department, um, and we got a really great demonstration. I, I think some of our former citizens, academy members might be a little jealous with some of these pictures.
They got to tour the fire department. Um, they saw a, um, CPR demonstration, uh, extraction from a car. Um, so just a few things out at the fire department. And finally, they got to do a session on, um, citizen engagement and learn all the different opportunities, how they can get involved with their local government, our volunteer opportunities, and then received a tour of our leisure services facilities.
Um, this program has been a great success. Uh, it's been a pleasure to work with our dedicated members who took the time, uh, to be part of this program and, um, show them what the great, our great community has to offer. So thank you so much to everyone that participated in the program. I would like to recognize each of you. We have a little certificate here, um, and we have a little gift for you.

Alright. And it does my heart great honors to introduce this young man. But I have a surprise. Uh oh. And here is the surprise. At the beginning, we have living legends. And in my lifetime, I have had the experience to meet many living legends to work with them.

The other living legend, but he's in heaven now, was the honorable Don Shuler. For my time playing with the Miami Dolphins. So let's give Don Shuler an honor of applause. As with my father.
know what I'm saying? But he kept me out of jail. And that other word that rhymes with jail, which is, you know, I don't have to tell you. Hockey stick, hockey stick. Uh, but I'm thankful for my family. The other living legend is going to come around. Similar to the honorable Mr. Neela Dunn, who was the recipient of the key from the city of Coco last month.

Now, now, now. The honorable Mr. Willie Jeffries, Coach Willie Jeffries, was instrumental in all of our lives. So everybody turn your cell phone up. We were on. Yeah, yeah, turn it off. Come on now. My people, my family, my cousin. Uh, uh, uh, Coach Jeffries was instrumental in our lives. And the reason why I stand out on him just because of my father being the man that I am, and many others, uh, in conjunction with Mr.

But I'm going to get off for just a couple of minutes, just a couple other things I wanted to say. It's, it's, it's really been great coming here, seeing some of my students I had in the past, parents as well, friends, the whole ball of wax. That's always the beauty of coming back to programs such as these. But, but I want to say coach, and I said it last month when I was fortunate enough to get the key to the city. Do you remember being the person that got me the scholarship at South Carolina State?
And you won't believe this either. It was about a week ago. You know, my wife graduated from BCC, wanted to come to South Carolina State. You wrote a letter to TJ Crawford, who was the director of admissions and she got in. So I'll always be thankful for you for that. What I want to say about Trey is this. I've known him for a number of years. He's truly an outstanding young man, a role model for our kids. He
And I knew way back when that he was going to be successful. And he surely has done that. He got interested in football. I spoke with him a number of times, but I would always hear from other official supervisors that he had talent or he had game.
in 2020, I'm looking at the officials who had been selected to come into the NFL. That list generally comes out in March or April every year. So I see Trey's name. So I call him and just to congratulate him, tell him how proud I was of him. And typical Trey, very low key, very humble, and didn't have a whole lot to say. But I said, man, ‸ what has happened to you don't happen to, you know, many people. That not many individuals make it to the National Football League.
thought I'd be doggone. He came in as a field judge, which is a deep official. I was a supervisor at that time in the ‸ office. I had the field judges, side judges, back judges.
there. So I missed that one, Trey, but you have, you know, certainly, you know, certainly done well. And I was fortunate enough to spend 22 years in the NFL and I saw a lot. Yeah, yeah.

He became a referee or the one with the white hat. I mean, that is a huge responsibility and not everybody gets that opportunity. And that's just to, you know, say what kind of person he is and what people thought about him. That he, a good person, an excellent official. He's a leader because on Sunday when he flipped on that mic, millions of people are listening to him.
ready and who do not have the greatest of the game. So I say to ‸ you, Trey, congratulations. You're most deserving. I'm going to always support you. You are an outstanding role model for our kids and you have represented our community very, very well. The best to you as you move forward. And I'm always available with any free tickets you have to your games.

the sacrifices we make in order to excel in helping someone, as Mr. Neely Dunn illustrated. And even Coach Jeffries. It's always about putting back. When you take from the well, you have to put something back for the next person to come, so that they can benefit from the hard, laborious, and dexterous works that have been established.

Transcript of Recording of 2023-04-25 (City Council Meeting April 25, 2023 Part 2): 1,669 passages, 22,080 words
A timestamp opens this recording at that passage.
540 suspect passage(s) marked in place; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 30 voices separated from the audio.
48 short machine repair(s) (57 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.6% of 21,298 content words.
Dotted words (593 places) are ordinary wording differences: hover or tap to see the other reading.
540 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
01:00:04 (8 s) — neither reading has words
01:00:14 (9 s) — neither reading has words
01:03:25 (10 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And I had the opportunity to talk to a couple young folks from the Police Athletic League about the olive tree there by the playground named Love. And that was the one thing that they hit home on was faith, hope, and love, and great it was love. One thing that I enjoy to do every day in the morning is walk my neighborhood. And during that walk, that's my time to be with God and to pray and sing to Him and to listen. And I haven't heard

And usually the bay doors are closed, but I could hear the door opening. So I peeked over there and I saw this vehicle that I thought was a rescue truck. The small rescue truck usually is housed there. And as it proceeded in my direction, the folks stopped and I took a closer look and I said, wait a minute, that's a crew cab and has a pump on it. It's a mini pumper. So I got opportunity to chat with the fellas a little bit. And if you know me, when you look at when I'm looking at a fire truck, first thing I'm looking for is booster line, because that's what I grew up with. We had two of them

fires recently. And the line that's pulled is booster line. So I'm just here to ask if that piece of equipment was on the truck and we probably still have it for the sake of our firefighters and our city residents. Let's put the equipment back on so our firefighters could have all the equipment. I'd be happy to see equipment falling off the apparatus. It's better to have it and not need it than to need it and not have it. So thank you.

Some of them have actually brought the officers to tears, which is a good thing, because that makes ‸ a very authentic interaction. But I'm here today to let the council know and to make a personal invitation for our next design thinking session that's happening a week from today at Endeavor from 4 p.m. to 8 p.m. where we ask people to come on out and let's have a in-depth conversation about

Yes, ma'am. There's interest on the loans and it's a type of loan that's structured that it's variable interest rate right now. um Until such time as the federal government decides to put those loans out on the market and sell them and then the interest rate will be locked in. And so with the rising interest rates, we've definitely seen an increase in the amount of interest we're paying on it.
It's actually going to cost us some. um And then um the monies that are going toward... Well, of course, salaries, that's mandatory. Do we determine the share that goes the home buyer assistance program?

to mr brian smith to expound yes as a city attorney i mentioned this is a rezoning from cn to ru 215 this is really a map correction on an area ‸ the 77 parcels are partially developed in the multi-family already as well as some vacant parcels this is the area that's being rezoned so as you can see there's there's development there and there's vacant area the current zoning here is the commercial neighborhood you can see just to the north it's already ru 215 and
density residential commercial neighborhood is not an allowed district within medium density residential for the future land use so we'rewe're looking to correct that um when you when you look at those uses in terms of the intensity of them you're actually scaling it down a little bit the commercial neighborhood would allow a lot more uses there on the commercial side

into the code severability and an effective date. This is first reading of this ordinance. This ordinance was presented to this uh planning and zoning board um and was recommended favorably by the planning and zoning board. uh
and zoning board uh had one suggestion. They wanted to add a definition of gym and fitness facilities. So this ordinance, as you mentioned, Deputy Mayor, defines uh gym and fitness facilities and then proceeds to list gym and fitness facilities as either a permitted or special exception use in a variety of zoning districts and also in ‸ some cases um distinguishes gym and fitness facilities of less than 7500 square feet in

this is really ‸ another cleanup item um in staff's mind. uh Right now, gym and fitness facilities are only allowed in two zoning districts, one being central business and then the other urban mixed use. Central business is isolated to the village area and the urban ‸ mixed use is the Walmart distribution center area. We know there's gym and fitness facilities in other locations. So this would bring them into compliance and also allow other potential companies to come in. It really opens it up to the city, but we do provide limitations. So in a in a smaller commercial type area, you don't get aa large gym like a you know maybe a Planet Fitness or LA Fitness style. They'd have the option, but that would be through a special exception. So we'd still have some control over the sizing of that. We included the definition as requested. It's pretty, pretty good definition. Well encompassing of what gym and fitness should be uh planning and zoning board recommended approval of this and uh staff does as well.
right, this time I'm going to close it from the council and open it to the public. Anyone in the public would like to come up and expound on this item? uh Yes, sir. You can come up and

which is consistent with with the neighboring properties as well, in terms of the density there. Because of the lot size, they won't be able to do anything multi-family there they'll be limited to just really a single family home on that which is allowed within the 225. um So we are recommending approval of this item. um With the location map here, just disregard the property lines. how is this little strip of land outside of your zoning district? I mean, outside of the zoning for the the larger lot? it It currently has a zoning. Is this like a little hiatus between the Mulberry Street and that larger piece of property? Or who owns it?

just asking because zoning is usually, I mean, one of the factors when you do change zoning is that you want it complimentary. So I would be concerned. however
The future land use is already high density residential, so it can't be commercial. um ‸ So this is correcting this particular parcel. if If the corner parcel was to redevelop and come in for a site plan, it would probably have the same issue. ‸ either have to do a comp plan amendment or a zoning amendment.

ordinance reflects the legal description for the subject property. The legal description is in the warranty deed that the property owner presented as part of the application. You are correct. There's some
inconsistencies with some of the other data. But if the ordinance passes, what gets rezoned is the property that's legally described on Exhibit A, which is actually the legal description of the property owner's property.

So I expect that that program will continue to be audited until those funds are spent. um Yeah, as it relates to the financial highlights, just a few uh few items to mention here. The total net position for governmental activities was 46 million at the end of 22, and that was an improvement of almost 6 million over the prior year. uh
for the general fund which is the primary operating fund of the city uh total fund balance uh that also showed an improvement 38 million compared to 32.2 million increases in unassigned um assigned as well as committed dollars. So those are all you know key metrics to indicate that the city's in a good financial position. On the budget side, also positive results there the city brought in 3.3 million more than budgeted and also spent 9.9 million less than budgeted so um positive uh budget actual variance
and a positive direction for the general fund. And then lastly, the water and sewer fund, which is ‸ the primary um enterprise activity of the city also had had positive operating income 24.3 million compared to 23.7 million and
so uh very good results for the city for fiscal year 22 not just from a financial perspective, but from the internal controls and compliance perspective. So, uh we appreciate all the assistance we got from miss Bowman and her team and

And I'm very supportive of this item that's coming before us. I think it's a big asset to have additional policing in the downtown area. But he's very familiar with it also. And really the decimal readings that's accommodating to everybody that lives there, for the bars, we're not against music, myself and the neighborhood that they're asking me to represent. And
that it's in the 70s. You can't even talk to each other on the sidewalk. Anytime I had to meet a police officer, we would have to meet behind another building almost one block away to be able to discuss what the issues are. And I just hope that that is part of the responsibility. We have three officers now, and it should not be a situation where people call and complain for it to be enforced. It's very, very obvious. You can tell how loud it is without having to go through the trouble, taking time away from the officers for being on other more important things in the downtown area. They are already familiar when it's too loud. They just verify it by ‸ the decimal readings. Thank you.

Thank you. So I'm going to give a real brief presentation on on setbacks and what they are, and then some of the proposed changes we have related to the accessory structure setbacks. This is a schematic out of our city code showing a few different lot types here A through AD or BD. A,
and C are your your standard type lots that we typically see. A being a corner, B being your interior ‸ lot, which is the most common lot you would see in just about any city. And then C being a through lot. So this is a little bit better schematic of both your A and B. So the blue would be your corner lot. So you can see that the front of the home would be near the bottom of the screen. The back side there would be the rear. On the left, that would be the street side of the lot. And then the right side, that would be adjacent to your neighbor.
clear on on lots fronting two streets. ‸ We're we're going to clearly define that as being a corner lot and a through lot, because right now on a corner lot,
feet. This is the example of what a through lot would be. So you'd have public right-of-way or private right-of-way on on both the front and the back, where the lot's basically parallel in between two streets. That's where you would apply the the front yard setback on on both sides. And that's because you want the spacing from the roadway. Okay.
These these bullets here, the the larger ones are the principal structure setbacks, and and then how the accessory structure is associated with that. So with your front currently, you're not allowed to have an accessory structure in your front yard. We're proposing to keep that your side interior. So this is within the setback line. This is eight feet. We're we're keeping that proposal of you wouldn't put an accessory structure within that eight feet. At nine feet, you're fine. Or at eight foot, one inch, you're fine. You just stay out of that area.
applied to the the accessory structure as well. When you have the corner lots, you're dealing with things like site distance triangles for for traffic and and other things associated with that as well. So we we typically try to maintain that distance there.
Flag: numbers, amounts, negation or names differ between the machine readings · 01:11:14–01:11:16 · unresolved: the words are not shown (unclear audio); listen to the recording
But the the main four changes the the other aspect for accessory structures is for for some reason in the code, right now it does not allow you to place an accessory structure within 10 feet of any other structure on your lot. We're not quite sure why that was put in there. A lot of times people will put a shed or something up against their home. The way the code's written right now, you would not be allowed to do that. And I'm sure there's a number of of homes that have that situation. So we're proposing just remove that. You know, if someone's going to attach to the side of their home, then that becomes more of an addition. And that's a different type of review. We're clarifying the language ‸ regarding the through lots and the corner lots. And then also there's reference to home-based businesses for the state statute. We're just we're reiterating that, you know, we're preempted by that. You just can't have point-of-sale type transactions within that accessory structure. So those are our general recommendations. You know, we're looking for direction on on where to run with that. The next step would be to to start the code process of it through an ordinance change. That would hopefully go to the the June P&Z meeting. That's our next meeting. And and then we'd have two council readings after that.
lots. Um, just because of that that definition. Currently, right now, the the way it's worded is, um, accessory buildings erected on lots fronting on two streets shall conform to the main structure setback for the rear yard. And
lot or a corner lot. Um, and our proposal within the ordinance would make it very clear that there's a difference between the two, and they would have two different setbacks.

and we let them know, you know, Council direction had us come look at this, and and the suggestion would be to hold off, um, because of the fees associated with that. Um, the the only proposal that they had that may have to change a little bit is regarding the side setback, um, but it looks doable based on the survey.
Um, can we hear from her? And then we hear from Council, and then we have another dialogue with, uh, Mr. Smith. ‸ We'll proceed to take action from there. Okay, Mrs. Stewart, come forward, please. Please state your name.

from the side now that's going to be eight feet, and two and a half feet from now that's going to be five feet that we have to, um, go by, I guess. But, I mean, I know that things change over the years. But my question to you, um, Mr. Smith, is why in a neighborhood like Carlton Terrace is a corner lot different than ‸ why are we treated special?
It's generally based on your sight distance triangles at intersections and being able to see clearly. So that 15-foot setback helps with that, as well as just the aesthetics going down the line.

just thinking about the unintended consequences that could happen from this. You know, I'm thinking of cases where someone may put a shed up against a window.
we don't know what's behind that window in a room. And we may need to access that for escape. So, ‸ I'm just, before we do this, I just want to make sure we cover all possible unintended consequences that can come from this code change. Because this will be universal throughout the whole city, correct?
That would be correct. And we can look at something like that. We can work with Chief on that on including some language in terms of egress from a life safety standpoint, ‸ you know, stating within there that it can't be situated directly in front of a window or something along those lines.
So, the NFPA code really does not address ancillary structures to residential homes. So, the city really would not have any teeth inside the NFPA code to really enforce how far an ancillary structure is shed or anything can be from a house on that side of it.
really we won't have any NFPA code to go by for that to really enforce that. ‸ So, you know, we can certainly, ‸ and I agree with you, we can certainly from a fire perspective kind of give ‸ our take on it when the plans are submitted and maybe make a light suggestion. Hey, just a thought, don't know what you might be storing in here or other ideas you might have for this.
in. And ‸ we can certainly encourage them not to put those near egress sites, windows, doors, things of that nature. But as far as the code is concerned, we really don't have any teeth on residential structures.

‸ We have a similar issue, I suppose. Mr. She's trying to get one built and we already have one built. We had one built in 2020 and we had one prior to that when we bought the home.
and we were ‸ told to remove it. And we had one built away from the septic system, obviously. Well, anyways, when we purchased a house in 2016, ‸ like I said, it had to shed. ‸ But it has, we have ‸ on street parking. We don't have a parking garage or a garage to put hurricane shutters, tools or anything in there. So it's a necessity for us to have one. You know, in certain situations, we have the ability to grant administrative waivers up to 20%. So if it's beyond that 20%, though, ‸ then you would have to go to the Board of Adjustments for anything beyond that.

Okay. I mean, the big problem here is what it boils down to is a lot of these lots are a quarter of an acre or less, and they have a septic field, so they have real limitations on where they can, you know, put sheds. You know, in my case, we wouldn't have a place based on this, but, and based on what's already there. But we have a shed, so we better keep it standing. It doesn't meet those requirements. The main thing I'm interested in, and we were just handed these zoning fee schedules. I mean, this came up because when the Pascals attempted to get it permitted, it was going to cost $1,200 to go before the Board of Adjustment, which is just exorbitant for a shed. I mean, and so I'm really concerned about that as well.
mean, we should get this going, but is ‸ this going to come back to us? Are we going to have another opportunity? Because it seems to me Board of Adjustment is for big things.
And that's what we're going to look at. This isn't the only item we want to address. That was adopted late last year, the resolution for the fees. ‸ There's a lot of things that need to be cleaned up as part of that adoption. ‸ So we're going to take a look at, we have that spreadsheet here with the other jurisdictions fees. A lot of them have residential variance fees as well as commercial variance fees. So ‸ we'll look at incorporating that into an update. Our goal is to get that sometime in May and address that. We still do need to cover the cost. I mean, even at an administrative level for just that waiver.
And I mean, the big thing is, you know, for something small like this, and when you do have a lot of sites, like I say, ‸ they're really confined based on having a septic field. So, okay. So this is going to get going and it's still going to be June. So the stewards will need to wait.

for further, further, let me, let me ask this for, for the, for the stewards, I think it's Mrs. Stewart, right? So for the stewards, they could go to the BOA and ask for the variance.

variance and, and they're done. You know, it's a variance request. That could happen as soon as, when's the next BOA? Well, now we're into the advertising.
So, so potentially the May BOA is, is, uh, the shortest path there. Now the, the, the fee, fee aside there. So if, if they were to actually stay the course, they could potentially get on the, on the May BOA. Um, I think it's 1300 to 850 plus the advertising. Um, and so that's the quickest sort of path. If they wait on the ordinance change, then it's going to be, we have to take this. This is probably

you the $1,300, but that's the sort of quickest path to getting the, um, to getting your, your, uh, shed. And then if we, if you're going to wait on the ordinance changes, then that quickest path seems to be July. If we can even get there that quickly. That's correct.
Well, I'm not sure where she is on the submission of the fee. Um, if she's already submitted for the, uh, the fee for the application there. But again, you know, if, if you're, if you're concerned is speed, then, then, you know, just going ahead with the, the variance at the, at the, the main meeting may be the quickest path for you.

Oh, I'm sorry. Can I kind of piggyback on him? Go ahead, family. My husband, yes. Um, so with the variances and all the, the lines of 15 and 8 feet, is there a way to have possibly a grandfathered clause into the amendment for some of the, the properties that are built?

issue. And, you know, as we, as we discussed, you know, we're going to look at that cost of a variance. You know, ideally if it can fall within the 20%, uh, you know, that's done administratively without a board approval. But if it exceeds that, then, then we have to go to the board.

And the idea is how do you create place? And, you know, what is place? Well, you know, there's space all around us that you go through or buy every day. But creating place is creating context, connection. Um, ‸ historical connection, cultural connection.

you know, you've heard me talk about this since I've been on console. What we have here is the academic, or I'll call it the educational and recreational hub of Cocoa. And it has this rich history in Clear Lake. In fact, all of these assets developed there because of Clear Lake. Um, the, um, even College Green Estates, the neighborhoods that are over there, they were attracted to that area. ‸ Developers set those up because they had the Clear Lake.
was just this beautiful, natural resource. And, you know, we know that, and I've talked about this before as well, that in 2016 when we closed that fire station, it had a big impact. Um, just something that we might want to keep in mind in the future. But there was this sense that the area was spiraling downward. Because then you had the, um, you had the planetarium close up. You had the pool close up. You had the, the, um, Johnny Johnson trails were locked up. Um, and there was just this, you know, it felt like we were really spiraling downward. And I have been, you know, in the last couple of years just very hopeful because things have really picked up. And it feels like we're really on the upswing now with the Eastern Florida State College investment. ‸ With the corridor investment. The volunteers are managing to keep that museum going and it's evolving. Um, and then of course this is the same neighborhood where we have a potential Brightline station. So, the,
reclaiming the name of Clear Lake Park, which is the original name, does not take away from the Travis Community Center. And the Travis name. In fact, as we rejuvenate the area, as we enhance the area, as we develop this sense of place, making it more attractive, we respect and we elevate the Travis name. So, um, I'm hoping you'll consider this and Marlene will offer some historical perspective, which really shows the context for place. So, what should I do, Rob?
