The City's record
What the City's record shows
Built only from the City's minutes (1164_CC_Reg_Minutes_04_27_2021.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_04_27_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
490 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 30 voices separated from the audio.
43 short machine repair(s) (53 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.9% of 18,885 content words.
Dotted words (366 places) are ordinary wording differences: hover or tap to see the other reading.
490 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:14:29 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Thank you very much Madam Clerk, City Clerk. Proceeding on with item number two, approval of the agenda, regular meeting of April 27, 2021. I would like to amend the agenda, please ma'am, please sir, to continue to reappoint to Joy Rutherford,

The name of the poem is Let Us Cry. Sometimes our blessings falls like rain from the gracious sky in a world full of pain. Sometimes we must cry. Let us cry a tree of love that will never stop growing. A river of hope that will never stop flowing. Let us cry good deeds that will continue to multiply. A presence of God impossible to deny. Let us cry a strong faith in God that will never bend. And merciful tears forever our best friends. That is written by David C.

one of our very own. He's homegrown, known for a number of years. He displayed for over 30 years commitment of dedication in serving our city, and the ‸ citizens of our city. So, without further ado, our very own Chief, Johnny Hankins. Would you come on down? Surprise, surprise, surprise. See, I had to throw your curve in the back then, Chief. And here's the reason why, sir, because we appreciate you, sir. Thank you. Your life matters to us, sir. Thank

Sometimes we're not recognized for our dues and our rights. You get what I'm saying? Because we can do a thousand data boards. But let us just make one mistake, and everyone will remember that. But on this occasion, our suspicious occasion,

I'm surrounded by the law itself. So, again, let's give Chief Hankins a round of applause. Uh-uh. Come on up. Come on up. And then we're going to hear from city manager and council members. All right. Now, normally we tell stories when someone retires. But what better way is to have a seminal tell a story on one of his all-good friends, his fellow colleague,
the man of the community, and the great person that he is. Chief, former Chief, Michael Cantaloupe, would you have any words of wisdom that you would like to share with us? A story. Just one.

just like to say thank you, Chief, for all you've done for the City of Cocoa. It's easy to talk about stepping up in the community from the sidelines, but it's another thing to actually get out there and do the work. And you've done it for 30 years plus. So that's big. underneath him. And being the VCOP director, I had a, you know, I got given a job by Cantaloupe. And my office is close to his office, so I asked him a lot of questions.
He was always wonderful. And he's going to be missed, especially somebody who's been here in Cocoa like me all my life and all of his life. It's kind of hard to leave as police chief.

As a matter of fact, I lived in the house that I grew up on, Ivy Drive, up until about three years ago, when my wife and I decided to relocate. But no matter where I go or what I do, the city of Cocoa will always be my home. And the men and women that I have served with and for will always be my family. And I can't thank the citizens enough, and I can't thank the men and women that I've worked with over 30 years for their dedication and their support. Thank you all.
That's that ram. But sometimes that bush will release that ram. ‸ And here we are. So again, let's give this man a round of applause. We ‸ don't say goodbye. If

Okay. Proceeding on with tonight's meeting, we're going to move forward with the Arbor Day. Deputy Mayor Goins will read into the minutes for us, please, sir. So let's give
A proclamation. Whereas the holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. Whereas Arbor Day is now observed throughout the nation and the world. And whereas trees can reduce the erosion of our precious topsoil by wind and water. Lower our heating and cooling costs. Moderate the temperature. Clean the air. Produce oxygen. And provide habitat for wildlife. ‸ Whereas trees are a renewable resource, giving us paper, wood for our homes, fuel for our fires, and countless other wood products. Whereas trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community. Whereas trees, wherever they are planted, are a source of joy and spiritual renewal. Now, therefore, on behalf of Michael C. Blake ‸ and this Cocoa City Council, do hereby proclaim the last Friday of April 2021 as Arbor Day.

I want to thank particularly the city staff, Samantha Sanger, the Leisure Service Group, ‸ Gail Bantugan, for helping us put on these concerts that we've been doing for the last seven or eight years. the city of Cocoa. And we appreciate the city of Cocoa helping us do that. Let's see here. Again, I want to thank Gail Bantugan and the leisure service staff. It's awesome. Awesome to work with. She makes it easy. And we hope we can continue to do this on an annual basis. Any questions for me? Yes, sir. Of course.
Yeah, I just wanted to add that the Cocoa Rotary has also adopted Provost Park and is doing quarterly cleanups. In fact, we have one coming up this Saturday. I won't be participating, but I understand Frank's taking over. And anyone is welcome.

we have programs, a lot of workforce and career and technical programs, So one of our missions at the college is helping people to get the training that they need to go out and get good jobs, good-paying jobs in our own community. We have HVAC program, welding program, aviation, cosmetology, culinary programs. We have the traditional AA track programs for students who are looking to get that AA degree. They can also get their bachelor's degree at our institution or go on to UCF or some other great institution as well.

that are certificates, So if a person wants to come in and they want to get a certificate, which may take six months or so, so that they can go out and work and have a decent salary and then come back and get that more advanced degree, ‸ we also have those kind of programs. Some of our partnerships are with Health First. We have partnerships with the banks. We have partnership with Cocoa High School. We're looking at creating a program. It's called Tigers to Titans, Cocoa Tigers to Eastern Florida Titans. We have apprenticeship programs. We have programs that are in partnership with probably about the top 10 aviation employers at the Space Center. So what I wanted to do really here tonight is just introduce myself to those of you that don't know me.

noise ordinance, 1230 Monday night, still going on. Why? Why do I even come up here and discuss it when nothing gets done? You know, I had the proud parents of the commander that just launched from our space coast here that shopped with me. And it's so proud to know that our community invites big dreams. SpaceX, a lot of things are going on besides just what's happening in this little town that I live in. And we can't come up with a solution to have more grease traps. They're pouring the grease in the ground again behind my building. I've shown the city council pictures of this.

ourselves, as city leaders, can we do better to stop the polluting of the river in our own little downtown by making sure that they provide more grease traps to restaurants than one at George and the Dragon? You just ‸ pressure washed the sidewalks. I can show you a photograph the next day of the grease trail up and down from the restaurants. It's disgusting. even though I've had breakfast with the owners, even though the three council members here went to this business, and we noticed that the volume of the music on that evening when we got there was fine. During the meeting and subsequent discussions, the formation of a 501c3 seems to be the best avenue to help the museum partner with the city to gain grants or obtain grants to fundraise and establish community alliances. Organizational filings, bylaws, not-for-profit documents, budgets, amongst other items would have to be completed and to get formed and to be operational. I would be glad to participate in any task force or committee that you will approve and create to get this accomplished. For the years that I've been there, the museum's been always busy

Hi, good evening, Mr. Mayor and city officials, Mr. Stockton. My name is Marlene Weiss and I reside at [address]. I'm also a business owner. I've been here for 20 years. I have a community health and wellness business. And I know that my health and my community's health has suffered with the closing of many of the resources at the Clear Lake area. It's having a community green space to meet and greet people, to walk, to have fresh air, to have trees is really important.

I really got a lot to say but I know I ain't got that much time So my question is, are there any is there anything we can do to start like when I was coming up in school there was vocational classes, like vocational welding, vocational plumbing, construction, all the mechanics and all ‸ that.

like retired construction workers, plumbers or whatever and start some kind of program to teach these kids and try to get them off the streets to try to teach them a trade or something
or something like that. Can we start a program here to try to help these kids? and I wanted to do like a non-profit organization called Guns Down, Gloves Up
You're right in reference of vocational education as part of the school board system. A lot of those programs were eliminated. They do have certain what they call career training program, CTE. That's something on the school board side we would have to address. They ‸ still have auto body and brick lane. It's considered as a, not a core class, but as I'm trying to think of the correct term where a class where you could do ‸ if you have all your core classes completed.
Now for the, but don't stop there. Now I know for a fact they do offer classes like that on a collegiate level. and you see that charming young lady in the blue behind you. Your other side, sir? Yes. Okay. Yes, sir. That would be one of the key pivotal individuals you would need to talk to on that level.
I mean, people going in the military and coming out and can't find a decent job and people standing up holding signs talking about ‸ I need this, I need that. we need to start a program. We need some programs‸ to help our own people start getting stuff from people that's not even from around

And this is one of the reasons why I wanted to save the center. It wasn't just to have a building. ‸ It was to allow additional programs that our parks and recs cannot accomplish inside of their building. So that's where the old center comes into play. I think we've talked about many times about the boxing. That's one thing that she brought up. Dealing with ‸ acting training or any kind of vocational training, teaching people how to fill out resumes, teaching people how to just use computers. ‸ Again, that parks and recs is not really built for that style of program where a nonprofit can come in and be that bridge for the community, inside the community. And then we also have Eastern Florida. We also have Clear Lake Vocational

This is Diane Tingley-Gunn. I'll just use that. And I just wanted to say that I served with Jim when he was serving the city of Cocoa. And there's not a finer man, more honorable, hardworking, one of the finest men I've ever known. And he and his wife both are very civic-minded. She's still doing Meals on Wheels. Our leases are going to be coming up due October 1st. And so it's a little bit of a process to renew. We're going to have to rewrite our lease agreements. And so I wanted to get the ball rolling on this. So we have three private ‸ tenants at the Port, actually two. One has two offices. And they're listed here on the screen for you to see. We are proposing and need approval from Council on ‸ an increase on our tenant leases.

years. I can't find a time when we can go back and find when we've raised the rent on those office spaces. And if you go to the next slide, which I'm hoping I can do on here. There we go. You can see here we did an analysis of office space in the
just to give you an example of what some of the rates are going at right now. And you can see that some of these are similar properties. Some of them are a little bit bigger. So they're a little bit less. Some of the ones that are less expensive are actually bigger spaces. But we're right there in the middle.

And we have the option in our lease agreements to renew each year, I mean, to increase each year. So this is a 10% increase. And so we thought that was pretty fair, given we haven't raised rent in several years with COVID going on.
And it ‸ still kept us right there in the middle. If we need to, like, we can continue to raise our rates to get to that price. But we thought 10% for a one year would be fair.
Personally, I prefer to see it at 15% because it hasn't been raised. And because there is a lot of value to being in that location. I don't think anyone will move for that either.

at that particular moment. And let me explain why, because. You know, I, I am thoughtful about the decisions we make and particularly the money we spend. And that is the process that I personally prefer. I'd like that to be on the record. I was a, I was at the first meeting.
Um, the day before my accident. And then of course I wasn't able to make the second meeting and only part of the third meeting. that meeting, but we need to have it. So I'm, I'm glad that the city manager and council agreed, uh, on hosting that workshop in the near future. And I believe we said, um, June, July, June, I think.

she is going through, uh, chemotherapy. This is her second, uh, dosage this week. Um, ‸ so as a family, we're dealing with a lot as well. Uh, uh, she, she went in remission. We thought it was over with, but it came back, um, probably about two or three weeks ago.

our city manager for, for empowering me per se. Um, being a, a newly elected official, no one in my family was a politic. I didn't know about government on that level.

moving forward and I think it would give us a breath of fresh air if we can write some type of document, make it a public notice so that people can see it, read it and understand it, comprehend it and move forward.
FBI probing or investigation and, and then I just want to clear the air. All right, sir. Mayor. Okay. Give me, give me one second. I'm a, I will address you.
Sorry. I happen to know that you don't tell the feds whether they can investigate or not once they start. So it seems like, um, an act of futility to write a letter.

But I thank you for your comments, but I want to address that so we can clear the air. And I have, um, I want the employees or the various individuals that were accused, past and present, just to have that removed or some type of documentation indicating untrue, unfound. And that gives them a breath of fresh air. Thank you. Okay. Any other questions? Yes, sir.

good also to add that in if they did send us something, send a city something saying, um, what they found under the investigation or nothing, whatever it is. Did they send us anything?
Yeah, recall that I had the one conversation with the field officer. I think that's the title that they use. And the FBI's, uh, position is, is that if you're under investigation, they're
going to tell you if you are or aren't. And so at the end of the day, that conversation was, you know, I can't tell you if you're under investigation. The best I can say to you is, you know, ask staff event is if if anybody has reached out to staff as far as I know, no one from the office of the FBI has reached out, uh, ask any questions of staff.
employees that are here and I understand the mayor's, um, um, perspective because. Hopefully I'm going to end my career here, but some of them may may, uh, may want to move on one day.
and you're sort of stigmatized by that. And so, you know, ultimately it's a tough position for us to be in because again, um, we don't have the former mayor to ask that question of. But also the FBI's official position is we have no official position on whether there's, um, there's an investigation or not.
And if we get something of that magnitude as you just alluded to, sir, in writing, then I think that will give other individuals past and present opportunity to move forward. Because it's

I mean, if you got guns, yes, sir, I don't have a problem with it. Been there, done that before. But I'm asking to get a consensus from the month of May through the month of September, the last meeting in September.
