The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CR_Reg_Agenda_05_06_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (CR_Reg_Agenda_05_06_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
149 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
4 short machine repair(s) (4 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.5% of 5,925 content words.
Dotted words (140 places) are ordinary wording differences: hover or tap to see the other reading.
149 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

that you give us a sound mind that we only make the best decisions on behalf of the great citizens of the city of Cocoa. I ask that you continue to watch over us as a city, even our neighbors, as we leave here and endeavor out the rest of this year. In Jesus' name we pray. Amen.

for long-term disability to ensure it has adequate funding to the end of the fiscal year. Motion to approve. Okay, that's what I like to hear. We got a motion on the floor. That's a no-brainer.

give the authority to the city manager to execute an agreement. I believe the process would be that any agreement that's negotiated would come back to the board for your review and approval before that.
Or just a minute. No, no, just amend the motion to reflect the statements made by a squad. That's easy. Okay. Yeah. So we know we're coming. We know you're going to be here.

Candace. I want to say thank you ladies for doing a phenomenal job in representing the thoughts and ideas here of the, um, the agency members. And I do support your recommendation. Okay. I, um, I just want to give credit where credit is due. Who would like to say something from that side of the world?
Mr. Uh, chairman, um, you, you pretty much summarize everything. So on, um, we received, um, ‸ three, uh, responsive proposals and they were from 360 hospitality group,
We did receive a fourth, um, proposal after the, uh, the deadline for a submission. And so, uh, that proposal was not considered by the evaluation committee. Um, that,

360 hospitality ranking, uh, highest GZ industries, uh, second highest. And then bluestone was, uh, ranked, uh, number three. And so this item is for, again, as you've already said to,
city attorney to negotiate the, uh, the development agreement, uh, and bring that back to the board. We do have 360 hospitality here as the, uh, number one evaluated, uh, proposal to present, uh, their item. And so if you want to hear that, they're here, um, to present. I don't know who's going to be presenting for the group.
sir. All right. So first of all, we want to, you know, thank you guys for giving us the opportunity, uh, to be up here, uh, presenting our RFP. Uh, we've had a few conversations with the CRA. Thank you guys for walking us through the process.

Uh, we have a, um, cover letter, which I'll skip over, but for those of you that have the proposal, feel free to, you know, read through it. Um, we also are going through our, uh, company information so you guys can learn a little bit more about us, um, and then our experiences and credentials, and then lastly, we'll go through our proposal. Um, first of all, before we get started, we wanted to. Just circle back on the original requirements that were in the RFP. Um, you know, the, the idea was to have a mixed, uh, or you could stay on that slide. Right.

character of the, you know, village of, uh, Coco. And then lastly, we wanted to accommodate parking. So we believe, you know, over the conversations we've had with the group, we feel like we've accommodated or we can accommodate all three of these core requirements.

And as you can see on the map, this kind of lands central to our, uh, you know, our, our, uh, local footprint, um, 360 offers end to end services. So all the way from development to management, um, we have, you know, our, our team will, um, make sure that the hotel meets all the brand standards, depending on what brand we go with, and we'll transition onto operations, uh, that will make sure the hotel continues to operate and maintain according to those brand standards. And lastly, obviously we want to make sure the hotel is profitable. Um, so it continues to benefit the local, uh, community. Next
In terms of achievements, uh, we've been around for, you know, 10 plus years, 200 employees, 10 plus projects, our ADRs are great. Um, we've won numerous awards with IHG. Um, and our hotels maintain good occupancy because we know our local community and we know how to reach them. That leads me to our team. So there's, uh, ‸ since we submitted this, there's obviously, uh, been a few changes to our team. Unfortunately, my brother Samir Patel, he has passed. Um, you know, I'll be taking over his responsibilities at 360.

Um, yeah, this is, um, this is a project that we've been looking at for quite a while. Um, I know questions were brought up, uh, in our previous meeting of, you know, why we didn't look at this project four or five years ago. Um, you know, our families are, we're a very conservative family.

So, yeah, I can wrap things up. So, this is really speaking to the funding slide. So, I know previously with the other developers that that seemed to be a challenge. So, we wanted to make sure that, you know, we had enough funding that we could bring to the table to make sure that we don't get hung up, you know, during the process. So, and I believe the CRA group has the letters and the required documentation for this as well. So, our proposal ‸ is to build a, I think we can go two slides. Perfect. Is to build ‸ an ideal world, and obviously, we need to do a feasibility study and go through the necessary steps. But, in an ideal world, we'd like to build a Marriott Tribute portfolio hotel, at least 100 rooms, ground-level shopping or coffee shop, 90 parking spots.
Next slide shows, you know, gym and pool. Again, these are all open to discussion. It's just something that renderings that we've created. And, ‸ overall, end-to-end development of the hotel from, you know, day zero to when we have it up and running, this hopefully gives you guys a better idea of what takes place from a development perspective.
Whether it's Marriott, IHG, Hilton, they're going to have their own standards and you need to start the process from the get-go to make sure that you're checking all the boxes. That way, you can actually open when that time comes. From

We haven't went out to proper bid. This is based on previous projects that, you know, we've ‸ completed, including inflation, because that seems to be a big factor these days. We've ‸ estimated these cost items,
‸ the main cost that I'd pay attention to here, because, obviously, these aren't concrete and ‸ they're subject to change, is the estimated project cost. So, we estimate

of build. And the next slide shows our loan terms. So, we would want to put down at least 25% to make sure, you know, we have enough to meet our debt servicing.
And interest rates, we're hoping they come down. But, as of right now, this is where they are, unfortunately. The next slide shows our pro formas. These are conservative. I think I'm sure some of you guys have looked at it from an occupancy perspective. We feel like we can achieve higher than 75, especially here in the city. We can all, I also think we can hire, achieve,

to the five-year pro forma numbers? And can you talk a little bit about, just want to make the board aware that you guys mentioned you're going to go out and do the feasibility study? And talk a little bit about why that happens after you sort of come in number one as opposed to doing it before.
Flag: words were replaced by a machine repair · 00:21:06–00:21:06 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
So, we looked at all of our portfolios of hotels. And we looked at all of the numbers. Based on those numbers, we've projected out what a Marriott tribute property would have in terms of revenue, in terms of cost. And based on that is how
And even looking at those numbers, we've still come in conservatively. So, there's some things that are higher, you know, in terms of cost projections. Because we know it's a Marriott tribute hotel. It's going to be different from a Holiday Inn Express or an extended stay.
we have buffers built in because we don't want any surprises. So, we've been thoughtful about that. And if you guys have any input, we're happy to collaborate and work with you guys. And see how we can adjust the pro formas as necessary. And the second question, in terms of feasibility, we generally do the feasibility study once we have a contract in place. Because, obviously, there's costs associated to it.
hard sell to get our investors to say, yeah, we want to sign off on a feasibility study when we don't know if we're going to land the project. So, as soon as we have ‸ a contract in place, that's the first thing we'd start, feasibility study.
I forget how it was structured there, but I just want to make the board aware that it's a business decision on your part. But it's also, it was a requirement of the pre-development agreement. And I forget whether it was, Charlene said, once it's executed.

owners, we want to make sure that what we're putting up will work. Second thing is, the bank's not going to loan you the money without it. So, without that, we're not going too far. So, that's why once we get to some negotiation or get something on paper, I think that ‸ time will give the feasibility study.

of as a as a community partner you've already made tremendous investments throughout Brevard and of course that carries a ton of weight with the idea of we talk about feasibility I've seen a lot of people in Brevard come up with plans who never lived here that died on a shelf and you all have invested millions as a group. But one of the most significant investments that somebody made the decision to make that you may you probably it was innocuous event that had to do with one of your properties and I'll go nameless to that
hesitation this group's operations aided that individual in a time that left that person safe to just make it through the day. And to that end, I don't know how many times that that's happened in all the hotels and all the days and all the whatever. but what I know as an individual trying to help somebody coming in totally blind to who you were as a group, being frank there was not even a hesitation to do the right thing. And to that end,
