Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_05_08_2018), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
181 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
22 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.9% of 6,644 content words.
Dotted words (178 places) are ordinary wording differences: hover or tap to see the other reading.
181 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:18:30 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Yes, sir. Item number five under multi-year contracts. To approve the final ranking of the shortlisted firms for RFQ 18-10-COC, Engineering Services for Wastewater Collection, Treatment, and Disposal Systems. To authorize the city manager and city attorney to negotiate and execute a multi-year contract with the top-ranked firm. So this agenda item was for our wastewater collection side. Went back out on the street, and we're here recommending the top-ranked firm be selected and negotiate the contract with them.

An issue of purchase order in the amount of $212,614. These are to line deteriorating stormwater pipes. It's cheaper to line them than it is to dig up the road and replace the pipe. So this extends the life, basically makes a new composite pipe inside the old pipe. Motion to approve.
This is item number seven under the multi-year ‸ contracts to approve the terms and budgetary impact of a multi-year contract with the city's investment advisor, public trust advisor.

We were recently, I think, at the budget workshop, we talked about we still have two categories we haven't been reimbursed for by FEMA, but we have recently received one of the categories. So, we only have one category outstanding for Matthew reimbursement, which is a good sign. It's a slow, long process, but we're getting there. So, we literally only have one category. It's category A for debris removal that we haven't been reimbursed for for FEMA. So, it's looking good for Hurricane Matthew. And, of course, we're still working on Hurricane Irma. The other item is, I believe,

I want to remind everybody we'll have a community watch meeting in the Cocoa Hills neighborhood this Thursday from 530 to 7. More specifically, we'll be at the corner of Westview Drive and South Lakemont. So come out and join us that evening. Also, Saturday, there'll be the first annual Law Enforcement Appreciation Parade and Battle of the Badges. It starts
Following the parade, there will be the Battle of the Badges, which will be a barbecue, chili, and cupcake competition. So, and those that come out, the attendees will actually judge those competitions. So come out and join us that day. We'll be there competing. Awesome. Good.

just want to remind everybody we're about three weeks out from the beginning of hurricane season for 2018, which we're going to go ahead and forecast as a no hurricane season for us. ‸ I just want to remind everybody to get prepared, check all their hurricane supplies, make sure they have everything in order in case we do have a storm.
I just want to make sure we mention that. For everybody that's listening, that we can't take it for granted. We've had two storms in two years. Even though they come later, have come later, we just need to make sure we're prepared. So thank you.
All right. I have a few things I want to run through. April 25th, we had the graduate planning students from UCF present to staff on the work that they've done the past two semesters on the Fisk Boulevard corridor. You've heard me talk in past meetings. They started that work last fall. And they were focusing on the corridor between Dixon and north of 520. So I believe Matt handed out copies of their report.
redevelopment of the city's core. And what the recommendation in there was, was to essentially go into the community in those areas that don't have a community redevelopment agency. ‸ Look at those designated areas. And then look at how can we improve those? How can we provide better services for our residents and better living experiences?
Last week, Thursday, was the inaugural Sustainability Advisory Committee meeting. Last December, council passed a resolution to create that committee and for the committee to work on the city's sustainability and resiliency plan. So that meeting that was held last week in council chambers
reviewing the resolution, orientation, and then a future meeting will be bringing back to the committee what the city has done in the past, current and future projects related to sustainability and resiliency.
will be an ongoing meeting until they complete that plan. Today there was, oh, I should say the past two days, there's been meetings within the region focusing on East Central Florida Regional Planning Councils working on a resiliency plan for the Space Coast area.
Members of staff went. They were focusing on, like, land use and sustainability. And I believe this afternoon it was more about economic development and resiliency. So we'll provide updates in the future of what that actually, that plan looks like and other opportunities for council members to be involved. Today's focus was mostly for staff, people working in government, but they're also going to have some ‸ sessions for wider community involvement.
in the spirit of hurricane season approaching, we're starting to start preparing our necessary efforts. And we're going to have a damage assessment training with someone in the county that's going to be providing that to make sure we have consensus on how we define certain types of damage. And that we can be, you know, more efficient in our damage assessment efforts and reporting to the county and to FEMA. That will be tomorrow morning in the Civic Center for staff. And then tomorrow evening, also in the Civic Center, is the Jolie Smith Center Community Dialogue. That will be tomorrow evening at 6 p.m. And then next week, Monday, will be the developers meeting focused on the proposed height for this 603 Brevard Avenue project for the RFP that was responded to with a proposed hotel. And
there will be several conceptual renderings that show the proposed height increases in relation to ‸ existing buildings and other high structures within the downtown area.

The chief needs some more V-Cops, Captain Ed, so get out there and start recruiting. Yes. Yes, we need new V-Cops. and I never took them out of sight. Now they're all grown up, and I have my little grandchildren that I have to watch too. But when this kid jumped in, my heart just about fell to the bottom

that is safety awareness. So we can't emphasize that enough. Living in Florida with all the pools and the lakes and retention ponds, and it takes a split second for something to happen. So thank you, Connie, for bringing that up tonight. Appreciate that. Just to also mention what the chief said about the community watch meeting.

That's in District 4, so that is my district. So I hope we have a good turnout for that. We usually have pretty good turnout for the watch meetings. It seems the citizens are very receptive to coming out now and getting the information that Officer Hadaway provides and

I want to thank Laura for her assistance this past week with an issue that I had with a fellow realtor that reached out to me that was having a problem with a temporary account. Thank you very much for taking care of that, expediting that for him, and for all the realtors in the community that come across that type of issue. So I really appreciate that. not true on things we're doing, you know, that was kind of stupid. I have to even address this. Either run for council, improve the city, you know, do something. But talk is cheap. I don't know what to say. Everybody up here is dedicated to moving the city forward in a way that, you know, is the best of our ability. Right? And I think we've done a pretty good job. As you know,

And it's going to make the city a great place to live. Because that's the objective on everything. And I just, let's just be mindful of information. There's no hidden agendas here at all. It's ‸ to improve the city for everyone.

And nobody's saying we're passing any projects that go anywhere or how high or how big. But we're going to make sure that ‸ we're working to better the city for its citizens. And again, we were elected not to be part of City Hall, meaning we're the citizen voice within or to City Hall of what the needs of our citizens are. We haven't had a long time. I mean, generationally or for the last 60 or 70 years, there was all kinds of comments

when I left the shuttle program, you know, man, meaning us, we still have a problem from going to the ground to the low earth orbit. You know, it's still risky. And since then, I found out that of all the launches since whenever, 1950s, 40s, 50s, 20% of the launches don't make it.
we still, after all these years launching missiles, rockets, there's a 20% failure rate. Maybe not on some of the newer versions, ‸ okay? Anyways, these motors they developed are they don't blow up. They can't explode. They're foolproof. They really are. The way they burn, and they're very high-tech, how they're made by 3D printers, you know, industrial printers. And I see a big future in it. Well, these guys are on a ride right now, meaning there's a lot of interest in the world.
that does not explode or, you know, between the ground and Earth orbit, okay? That is ‸ a feat there.
