The City's record

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
490 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 23 voices separated from the audio.
35 short machine repair(s) (43 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 89.8% of 18,152 content words.
Dotted words (417 places) are ordinary wording differences: hover or tap to see the other reading.
490 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:13:48 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Everyone, please bow your heads. Heavenly Father, thank you very much for having us all here today. And please look over all of us as we help make decisions that are best for the city of Cocoa. And please help everyone just be kind to each other, because that's what's important right now. We ask for your guidance and making sure that we're doing the best to serve our community. And in your name we pray. Amen.

years for Trash Bash. So to give you some backstory, every year we host an annual event as countywide and it's a competition between the municipalities. ‸ Whatever municipality recruits the most volunteers and one day to do the Trash Bash cleanup gets $500 to donate to a nonprofit of their choice. Whatever municipality collects the most trash gets $500 to donate to a nonprofit of their choice. And tonight we are here to recognize Nia Dasha's fourth win of Trash Bash. ‸ She takes it very, very seriously. Even to the point when we have our Trash Bash site captain meeting, I see her in the corner eyeing up all the other municipalities getting ready. And maybe a little bit of trash talk before. Give you an idea countywide we had set or 36 sites, 700 volunteers and 31,000 pounds collected in a four hour period here in Brevard County.

Whereas, COCO is committed to reorganizing that our... To recognizing that our growth and strength depends on the safety and essential role our homes, buildings, and infrastructure play both in everyday life and when disasters strike. And, whereas, our confidence in the resilience of these buildings that make up our community is achieved through the devotion and vigilance guardians, building safety, and fire prevention officials, architects, engineers, builders, tradespeople, design professionals, laborers, plumbers, and others in the construction industry who work year round to ensure the safe construction of buildings. And, whereas, these guardians are dedicated members of the international code council, a nonprofit that brings together local, state, territorial, tribal, and federal officials who are experts in the built environment to create and implement the highest quality codes to protect us in the buildings where we live, learn, work, and play.

And, whereas, safety for all building codes in action, the theme for building safety month 2022 encourages us all to raise awareness about planning for safe and sustainable conditions, career opportunities in building safety, understanding disaster mitigation, energy conservation, and creating a safe and abundant water supply to all of our benefit. And, whereas, each year in a service of building safety month, people all over the world are asked to consider the commitment to improve building safety, resilience, and economic investment at home and in the community, and to acknowledge the essential service provided to all of us by local and state building departments, fire prevention bureaus, and federal agencies in protecting lives and property.

Currently, tens of thousands of law enforcement officers from around the world converges on Washington, D.C. to participate in many planned events which honor those that have paid the ultimate sacrifice. Whereas there are approximately 900,000 law enforcement officers serving in our communities across the United States, including the dedicated members of the City of Cocoa Police Department. And whereas it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agencies, and that the members of our law enforcement agency recognize their duty to serve the people by the safeguarding life and property,

Whereas Public Works professionals focus on infrastructure, facilities, emergency management, and services that are of vital importance to sustainable and resilient communities and the public health, high quality of life, and well-being of the people of the city of Cocoa, Florida. for everything that was done in association with that outstanding program of the Citizens Academy. At that time the letter was not framed. It is now framed and we would like to formally present that possibly to the mayor. Also, we want all of the departments and the people in the departments that made those presentations aware of how much they were appreciated and the excellent job they did in putting this program together.
like this singer to get to the proper people that made the presentations so we know how much they are appreciated. They do not hear it day to day. Like the public works people, etc. So.

These citizens came up with some opportunities that came up with priorities that we felt were important for the city of cocoa. track of them and talk to them and get them services that they need. So that is my question to the council. The other quick question that I have for the council is as far as running for election, ‸ because redistricting has been done. Can a person be grandfathered in because they lived in the district that they want to run in for over a year already and because it was redistricting now they're out of that district? Can that be seen to or something done with that that they can actually run in the district that they wanted to run in because they still live in that district? Well, until the redistricting so they're not out of the district. That's my question. Thank you.

Yes, Mr. Mayor. So we're considering the appointment of one of the following candidates that you mentioned just a moment ago to fill the position on the Diamond Square CRA board that was vacated by one of our members who had to resign, unfortunately, due to an illness. And so we need to fill that term. It will fill the three-year term that the existing member had before she resigned.

Her rent increased by $500. She only had a two week notice. For many people, that's ‸ really big. That can lead to homelessness rapidly. And we want to prevent that. We don't want to be punitive to the landlords. This is not telling landlords you can only charge this amount of rent. You can't evict residents. This is simply encouraging communication and helping a problem that we're seeing all over the U.S. right now.
month to month residential leases to 30 days and to require residential landlords to provide a 60 days written notice to tenants when rents will be increased by more than 5%. So, they have passed the first reading and

if it has not gone to the 60 day notice if the city chooses to enact this ordinance and how we will enforce it, how we will monitor it, how we will track it will be something that we'll have to provide some research and provide a report back to you as the council in order to determine whether or not this ordinance is moving forward. There are several other cities in the state of Florida that have enacted this ordinance.
And that's how we want to be in Cocoa. We want to be ahead of the curve, especially when there's an issue that's affecting our citizens. ‸ So, with that being said, I would move

You know, that's really big of you to do that. The first thing is, I know CPD used to have a rental property list that they kept up with what properties are rental properties. staff. The young man that came to us the last two meetings, he lived in ‸ apartment complex down on Clear Lake and Mr. Brown. And his issue was the notice of, they were actually selling the property. So, I would like to add to that, to maybe do a 90 day notice of intent to sale. If a resident is living in a property and that property owner is trying to sell that piece, they don't know what the potential buyer is going to do with the property. So, I think that's something as well that we need to add to this.

And Brevard is the third fastest growing county within that state. So, I have direct experience with this. A constituent came to me a year ago. She was given less than two weeks to move out. She was on a month to month. The owner decided to sell. She was in the position of being on leave from her work because of an accident she had been in. It was a crisis situation. And she actually ended up living in her car for several weeks until she could get established and part of a program with some help.

very similar to this. Personally, I want to say that I find the measure reasonable. It appears reasonable to me. 60 days notice does not preclude a landlord from charging any particular amount of rent and it does seem to better protect the tenant.

that I do personally find the measure reasonable. Within Coco Cares, I have entertained another member of our group who has responded. The rent control,
and the idea of putting forward the policy so that everybody can read it and review it. And the enforcement is very important because you're going to have a lot of property owners marching in here if they do not feel that the code enforcement is fair and reasonable and easy to understand. So, I think how you do it matters. I don't want, I'm not quite sure what the vote is going to be tonight if it's just to get a pulse of members. And so the, the county has, the county probably got $100 million in ARPA funding. And so I would think that, uh, they may, uh, follow our example, uh, in, uh, doing their own thing to fund some of their, the programs at, at their, uh, at their parks or even at

It, it is, um, and so we geared ‸ towards summer programs for kids, but it could be, uh, a number of community programs that we thought this was probably the best, uh, recommendation we could make there. So, so that's the sort of the federal overall, uh, guideline for, for the use of the dollars there. That's pretty broad. So again, this is our attempt to, to focus in those dollars that you have, um, for the summer programs, um, that, that, uh, any 501 C3 could come up and ask for their kids to be sponsored under.
And, uh, Mr. Mayor, if I could also add, there was about $77,000 that was on the list. The last list that we provided to council of suggested projects, um, to spend the rest of the ARPA money. And so this was taking a component of that, uh, community programs.

It's very complex. It's difficult. ‸ It's a major sustainability project that needs our full consideration and an informed consideration because we're talking about millions of dollars here. So I really encourage all of council, encourage staff to attend this meeting. You know, those volunteers have done a lot of research. The county was there. Dr. Soto from MRC will be there as well to answer as many questions ‸ as possible. Because, again, it's complex. It's difficult. And it's really going to impact. It could potentially impact pocketbooks. So that is on the 17th before we consider it on the 24th.
earlier. I'm hoping that we can have some clarity as a part of some really unclear about things that are recorded as a part of the minutes. For me, any of the things that were submitted, I mean, if a citizen is willing to sit down or they're, you know, willing to go to meetings and record their opinions, you know, I read through some of the things presented. There was nothing unreasonable there. In fact, most of us would even agree with most of it. I think it was more.
I really don't object to anyone including anything in the minutes. I don't think it ‸ really hurts. And if they're willing to participate and engage that degree, then why not? I certainly, when I ‸ get an email from the president of the Sierra Club, an organization that has, what, been around 150 years and is responsible for many of
Yeah, I think it's relevant that their letter that was agreed to by their organization is a part of our minutes. And as it goes on record supporting the cocoa conservation area. So, as an elected representative, I want to ask our attorney, do I have, am I able to attach something to the minutes as part of the record?
terms of attaching things to the minutes, I mean, ‸ that's a decision for the council to make regarding the official minutes. Normally, you know, miscellaneous attachments are not included as part of the minutes.
has standard formats for minutes. You know, formal presentations made by, you know, made by or requested by the city council and officially made to the council as a body sometimes do get incorporated into the minutes. But in terms of these miscellaneous items of anyone attaching something to the minutes, that's a decision for the city council and the city council only. The minutes are supposed to be just general summary of the business meeting and the actions, items that have been presented and the actions taken. You know, granted,
because there are very few legal requirements other than, you know, the requirement to duly note, you know, the motions that are made and actions taken at the meeting. And so
in the past when we've had emails included in the minutes and ‸ letters, is that because of COVID? I just, I think, I guess what I'm asking for, I think it would be helpful for all of us, is some, well, is some clarity in the description of how citizens, this

when we get a letter from an organization like the Sierra Club, I do not find these objectionable. I would encourage all citizens to participate as much as possible. That will make us a better place to live. Thank you.

And one of the big things they talked about, many of the whales that, which I didn't know, they travel down here for three to six months out of the year to have their offsprings. And they often swim very close to the coast, where many of our boaters are. And they just wanted to make aware to the general public that, ‸ to keep a lookout on these whales, they're dying at a rapid pace due to being hit by boaters. Once again, that's the North American Right Whale. And it is law to stay at least 500 yards away. So that's just something I wanted to put out there for the public, if you didn't know, because I didn't know. And other than that,

That was very big. Had many citizens in the community come out and speak on the good that Mr. Gilmore and his wife has done throughout that area. If you ever get a chance, go out there, visit the park. I'm very excited to what council is going to have coming out there.

They're doing a great job. Some residents sometimes feel like they're being targeted and we don't target commercial properties. But this shows that we've been fighting hard. Verizon Wireless is a huge corporation. And we have put the fire to their butts right now. And they have responded in a great way. So the last week or so, they have crews out there getting a lot of the pillows and couches and all kinds of stuff left up by a homeless that was living in that area. So there's a lot of stuff going on.
But the crews have been out there cleaning up. And I think today was the last day for them. And I also talked to the contractor. They're actually going to be cutting a lot of those pepper trees and removing all those invasive species around.

them over $5,000 to get this cleaned up. So Saturday, along with the Knights of Pythagoras, we did a community cleanup. It was an awesome time in dealing with these young people. It's great to invest time in these young folks. They could be doing anything out there in the streets, but they were out cleaning up.
But these are a lot of the leaders that are in the Mason organization that helped us that day. These are all the young men that went out through the community. And

with another event with the community. And we're going to keep this pace going. We've been doing it now for the last three or four years. We're taking time to invest in our community. And we're going to continue doing that. Because, ‸ again, it's great to see young folks out there.
But these young people were not so happy at first. But by the end of the day, ‸ they were excited and happy. And we talked to them about why it was so important to clean the community. June 18th is the Juneteenth celebration, which would be from 11 o'clock to 3 p.m. down at the Cocoa Riverfront Park. It's going to be an awesome event. Great entertainment. A lot of history will be shared. A lot of education will be shared. It would not just be entertainment only, but it would be a lot of education.

But going to the event at the Gilmore sign reveal, when you have children urinating on the fence, and when we're going to have the community garden coming to that community, I think the bathroom will be well served in that community. So we could have the argument back and forth. But I'm not going to argue with anyone, especially when I see these young people, again, urinating behind fences and trees.
Well, how about most of the people that go to these parks don't live close to that park. Most of the kids that go to Anderson Park, they don't live within a mile, two miles, three miles, five miles, ten miles. Some people, they just want to go where the best basketball players are. And they're going to travel as far as they can travel just to get to that park where the best basketball players are. So I don't really care what people say about that because

use the bathroom. So I'm okay with this. So bring on the scrutiny. I'm okay. But I want the same people to go tell those same children that you can't have the bathroom. So when you do that, come talk to me. Thank you.
So far, it's still green. I've been doing the instructions. They gave me good instructions with it. For somebody that's got no green thumbs, I'm impressed this last now for a couple of weeks. So. ‸ It's doing good. Looking good.
I've been working with. And we got a long ways to go and we're doing it. And that's what I'm proud of. We're doing it as a team. So. Thank you all. And have a good evening.

For me at the Space Coast League of Cities. We were there celebrating Israel Independence. The 74th anniversary. Second, for the last past couple of weeks, we've been doing the Veteran Village building, ranging from Veronica to Mrs. Scott and you guys who are all there. I want to say thank you. And I would like to ask the consensus so we can give this to the city manager. You all know Kelly. She was affiliated with Habitat for Humanity. And she brought the idea
