The City's record
What the City's record shows
Built only from the City's minutes (1115_CC_Reg_Minutes_05_11_2021.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.
Attendance (the roll call)
Listed present when the roll was taken: Mike Blake, Alex Goins (printed “James Goins”), Herbert "Rip" Dyal, Lavander Hearn, Lorraine Koss
(Checked against the ballots and the printed roll lines.)
Absences: no absence line could be read from the minutes' text, so none is stated here; the first page of the minutes is the record.
Also listed as present (staff and other roles): Anthony A. Garganese (City Attorney), Stockton Whitten (City Manager), Carie E. Shealy (City Clerk)
Named on at least one ballot later in the meeting: Alex Goins, Herbert "Rip" Dyal, Lavander Hearn, Lorraine Koss, Mike Blake (participation, which can differ from the roll: arrivals and departures are in the minutes' text)

Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_05_11_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
519 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
38 short machine repair(s) (50 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.6% of 20,278 content words.
Dotted words (534 places) are ordinary wording differences: hover or tap to see the other reading.
519 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:31:36 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

most of the ships, especially the merchant marine ships, do not have priests or preachers on board, and it's up to the captain to see that something is done on a Sunday. And what I did was at 1,400, which is 2 o'clock in the afternoon, put the mess hall aside, and we would conduct service. Sometimes we'd have five guys down there, sometimes 50 guys down there, all dependent on how they felt. And what do I do? I pick somebody to run it. And sometimes nobody would do it, so I would have to do it. So what do I do? I'm not a preacher, but I have a Bible. I take the Bible down. I open up the Bible without anything, just open it up, and then I read for a while from the Bible, and then say a few words and make the guys feel, well, they were a little bit at home at a time.

and they had a great big news point about it. And in the news, they mentioned her and her children. And they said, Edward, who was also known as Coco. So, three ‸ years old, I was known as Coco. And here I am, what, 30, 40 years ago, end up in Coco. And I've enjoyed every moment of it. And I've enjoyed coming here to this place, to these meetings. And I've come to almost every meeting for the last 30, 35 years, except while I was out of town.
Mike, I'm going to take it this time that I'm going to resign from the board. I'm finished. I want to relax and get somebody else up there, a young feller, young woman.

you the exiting word. It's optional. But in conclusion, we would like to sing happy birthday to Captain Lanny. Really, that would make all of our hearts burn. So, without further ado, Sheriff Wayne Ivey. Sir. Mr. Mayor, thank you. It's an honor to stand
here in your meeting. And, you know, I love you, my friend. ‸ You've always been a great friend to me. I want to, before I start talking about Captain Lanny, I want to also welcome our new chief. And they're looking forward to our new chief. So, Mayor, you've been quite nice to Captain Lanny and telling everybody why we're here today. I'm not going to be so nice, sir. I believe in telling the truth. And so, I'm going to tell a little history of Captain Lanny. Many of you may or may not know, but he was two of the captains on the ark. And I think we all know, researchers believe that ended up in the mountains. So, I think we can see what his captaining skills are like. He left that gig and went to the Titanic.
Lanny, getting to, uh, getting the honor of having him call me his friend, um, it has just been an absolute blessing in my life. I've watched him work diligently, tirelessly on all the committees that he serves here, on all the charitable organizations that he and Shirley participate in. And, uh, each and every time, uh, he finds a way to make things happen. He brings people together. He, uh, he loves everybody. If you ever meet anybody that didn't like Captain Lanny, they just didn't want to like somebody.

in the last year at our port. And we've had to deal with that. However, there's a chance to be made significantly whole. And if we're made significantly whole, ‸ and the governor has signed the legislation to bring it this way, we will be back ‸ spending that money on infrastructure improvements at our port, which is what all we do, really, is spend money on the port to make it better. We added two new sessions this year, a session focused on citizen engagement, how our participants can get more involved with their local government, and an overview of the Emergency Operations Center from our Emergency Management Director, Chief Lamb. The finance department gave our participants the opportunity to balance the city's budget and learn all that goes into the city's finances. I've heard that's some of our favorite. Oh,

For the opportunity. Again, my name is Ivan Hernandez and I'm rather new to the city, not yet a resident, but ‸ bought a couple of lots within Diamond Square with the hope to develop those for affordable housing. I went through the Cocoa Academy, to the Cocoa

and that's what I'd like to propose to the council, that the advisory committee for affordable housing could serve as a good instrument to begin to craft a strategy for the city. Now that is more needed than ever, the affordable housing issue is not going to go away now that ‸ the housing prices are going up, and that is very hard to find really affordable housing anymore. So just to make an appeal to all of you to try to get that going ‸ on a more periodical ‸ basis than rather on a as needed basis. Thank you for your time.

We throw it out there and whoever grab the grab. Is there any, is there any other way to get it out on a broader scale, I guess? I
can tell you with the Michael C. Blake subdivision, any developers that had contacted me, I made sure that to send them an email and letting them know to go to vendor link. Because there was some interest um in that. So, and typically if we know people, developers that are interested in the project, we will just let them know it's out on
that's, that's done by having a vendor listing. And so if you're in housing, you'd send in your name. in March. And a recent order from the governor, which kind of restricts our powers of requiring face coverings. I wanted to bring this back for one final decision prior to us going forward and planning. So we have, again, what was approved before was to fence in the park and create pod structures inside the event to limit the number of attendees and increase social distancing inside the event. and also require face coverings. ‸ Previously, obviously, as you know, previously, the event was wide open, no fencing, anybody could come down and we've had excess of 10,000 people in the park for this event.

People look forward to it. I think doing our best to properly secure our area as we've done in the past and we'll do it even more efficiently and effectively. I will be in support of it. It can be as much as years worth of fixed income. So, I want to take that investment seriously. And the reason two years ago, and Alex and I were both on the council at that time and voted for it, was because that was an opportunity.
