Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
308 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
31 short machine repair(s) (37 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.3% of 14,240 content words.
Dotted words (425 places) are ordinary wording differences: hover or tap to see the other reading.
308 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:33:57 (15 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Aye. Anyone opposed? None heard. Okay. The minutes have been approved from our regular meeting on April 17th. Uh, now we're into our delegations. Uh, do we have any delegations tonight? I
like to give you an update on our upstart diamond square, uh, program. So we met, we had, um, applications that were presented, uh, between February 1st and March 15th. And

staff accountant. And we heard presentations from each of the applicants. And obviously their application was based on the following criteria demonstration of the ability to be successful in the future location of a potential. Uh, ‸ location within diamond square that will benefit the city.
And is likely to succeed in the program and the strength of the proposed business plan shows sound thought and can be refined with the help of the we venture program. Um, additionally, the applicant, uh, has well thought out the community enrichment component has a good business idea for the community is motivated to start a business. Understands the challenges and opportunities presenting with the startup of a business.
and has a well thought out plan to utilize the upstart funds. The applications. That we received the two applications. The committee selected the following applicant for the diamond square upstart program. Uh, Patricia Irving, who is from affinity affairs, venue, LLC. Uh, she's was not one of the original two applications received for the diamond square community, but based on the scores and reviewing the, the locations with Mr. Irving.
possible place for her to locate in diamond square. Uh, the business idea that she has is a, uh, uh, it's basically a, um, a venue where she will have, uh, event planning services, do some other types of services for, uh, either in house or going out and being a social marketing type of person for that program.

McQueen could probably speak on her, uh, presentation that day where she ‸ was just so energetic and brought a lot of energy to the program. And I think that she really is, uh, dedicated to being able to provide those services in the diamond square community.
currently does not have a business location defined. So she's just, she'll be a new business that will be starting. So while she's going through the, the 26 weeks of the we venture program, uh, between economic development and community services, we're going to try to locate some, some properties where she could ultimately, uh, start her business in diamond square. Start out leasing a location and, and move into something that's more permanent for her in the future.
Oh yes. Okay. So what she actually presented was the idea to actually bring the community together. Uh, she was talking about really doing a lot of outside events as well as like she said, the event planning and actually looking at really making those connections. She knows a lot of people that are here. So she's able to, you know, she even had a plan to, um, do weddings. Um, you know, if they want to do outdoor events. So not only did they come to her, but she can also go to them.
a nice little savings prepared as well. So she had, you know, a little nest egg, a nice little nest egg to prepare. And she already has a mentor in place.

she didn't know, we felt as a, as a, as a board that that would not be the best site for her to get the most bang for her buck and to really, um, draw in new clients. So that's why we were working with her to provide another space. That's going to really get her into the community and really active here. And I think she's definitely going to be a good asset to our community.
of staff that she was working with that will be on her team, uh, during this, this transition and she'll be going through the training. I don't know, Kathy, if you have any thing that you'd ‸ like to add that, that I have left out of the tonight. No,

Um, and I'm here concerning funding for our summer program. Uh, we've been running this program for the past two years. We started right after COVID.

and because of the shutdown, ‸ the kids lost a 1.5 to two years worth of learning. And so for the first year, year afterward, we felt the need to do some academics and there's something called summer slide that all the kids experience. This is a tendency for students, especially those from low income families to lose some of the achievement gains they made during the previous school year.

Uh, research shows that children lose approximately two months or 22% of what they learned during the school year over the summer months and children in low income households fall behind an average of two months in reading and math during the ‸ summer because they have more difficulty finding access to books and reading programs.

were at points that which was segregated at the time. And our teachers gave summer reading programs and I love those programs because it gave me a chance to do what I love read. And I remember once being told, well, you don't need this program, your sisters and the other kids did.

It was like, but I want to come because I like to read. And so they allowed me to continue coming, but I just have fond memories of that. It just gave me an outlet to do what I love reading. So my focus is early literacy because we find that the children from the low income families already lag one to two years behind in reading. So we focus on a lot of literacy and phonics. Scholastic says that summer reading is critical to a child's ability to retain information learned during the previous year and growing knowledge and critical thinking skills for the coming year. Uh, reading keeps the brain in shape and I'm liking that to exercise. If you've ever stopped going to the gym and tried to go back after two months, your muscles, the muscles are screaming. They like a squeaky wheel. We don't want this pain in this routine, but the brain is the same thing. The brain is a muscle. So when the kids are out for two months playing, playing video games, they lose those learning games.

focuses on academics from in the morning from nine to 12. We do academics, reading, math. And then in the afternoon we do art projects. We do field trips because they need that outlet. So, but ours is unique in that we offer academics every day so that they don't, it, it combats that summer slide. So they're fresh, they're basically, they've had the reading, the month of reading and math so that when they come back to school, that summer slide is not as ‸ serious.
Right. Well, I want to, I have a question or two and I'm pretty sure our board members too. Well, first question is how much are you asking for? And the second question is, um, the age groups, um, that age groups ‸ and community that you're serving. Are you serving just diamond square kids? What age group? Those kinds of questions are very important to us because all the dollars we have have to be spent with our kids,

the, if you are, uh, interested in supporting this, uh, activity, then we can provide her with all of ‸ the proper documentation that she needs to, uh, to provide to us. It would be a reimbursement just like any of our other programs that we have.

So it is, it is something that you can decide upon at the June 19th meeting and, and then choose that to move forward with all of the documentation provided. She provides us with everything that we could support it and do reimbursement after the program has ended. Just like we do with, uh, the Brevard County parks and rec. They provide us with the documentation and we provide the reimbursement after the program has ended. Question.
So would there be anything to stop her from getting the money if she has everything? And then at the end, we'll just say she did everything she was supposed to do, but it was some kind of hiccup or something. Um, and they choose not to give her the money. Then
No, no, I understand that. So the agency would decide at the June meeting whether or not to move forward with supporting the project. And then she would just need to recall provide me with all of the receipts and documentation that's necessary in order for us to reimburse her at the end. This is great. And it makes, uh people see that the diamond square, uh agency is moving and doing things and, um you know, and actually providing homes is one of the major, uh things that is, that our community needs more than anything else.
And we'll keep you updated as progress, uh moves forward. You'll obviously see the dirt turning, right but we'll keep you updated as they move forward, with all of the, the progress reports.

uh defer to our uh friends at the housing authority will speak as well and provide you an update on that. So, uh the the one update talking point that we have for tonight is um in regards to the diamond square beautification and paint grants. uh
our paint and beautification grant ‸ programs. and showing success when and if we ever do go before the county commission, uh for additional funding time, etc. And
uh coming up with a presentation, work with our economic development staff to help get something presented and prepared to bring to you the agency to show it. And then if you approve and give your blessing that uh we definitely will be able to put that out there. We'll have testimonials from um some of our our recipients ‸ to be able to speak on behalf of the program and and how how important it is to to bring this out to the community and and really try to beautify what we're doing and try to make an improvement in the city. So this is something that you as an agency have have wanted to do for some time. And and what we're seeing is like I said, the domino effect. One does it on the ‸ on the street and then the next one

What does that really mean? um How how does that work to uh have sustainability for our neighborhood uh overall? So
of that inside of this video as well so that we are educating not just tootin a horn, but we are also uh educating uh people as to why we think this is important and why uh and what the education they're going to get from having this happen on their property.
working on that particular aspect of promoting what we do as an agency and I think it will be a great uh thing we can we can uh utilize for future um future promotions. uh

Housing Authority. Not too much new to report this month. I think I told everybody last month one of my my main focus was going to be with the management company and um changing things or improving things in-house um before we really do too much um further in development and things like that. Hopefully though you've noticed um one of my pet peeves was all the trash on the
And then we've been working with some different people that have had some concerns and complaints. So we've been addressing those to see where the needs are to adjust as you
we need to fix or management needs to change a little bit. So again, the focus is really um again a customer service. It's just we have a ways to go to improve day to day and that's really what the focus is right now. So if you have any questions or anybody's brought any concerns, feel free to bring them up.
We're always happy to see you here to bring us up to date and again, congratulations on your uh advancement into another another category. um ‸ But I know you you will do well and whatever you put your mind to. um And we're looking forward to, you know, i I've been looking at that lot that we used to use for Juneteenth
for a while now. so That's the one we're talking about with all the trash. Yeah. yeah So i've been I've been trying to figure out, you know, what could go there. um But,
um ‸ just because that is definitely suitable for housing um versus the Fisk Stone site. You know, really there would be commercial would be a, you know, highest and best use. But to date there isn't really anything in particular um that we've been able to. I mean, we're not marketing it, but the sign is up just in case, you know, anybody was interested. or They wanted to, you know, bring some thoughts. We have had some thoughts, not really great thoughts from people, but, um
But so far we haven't had any interest in anything. And that is um we're pretty, pretty adamant. It has to be beneficial to the neighborhood. You know,
um has to be something that offers some type of employment of some sort. um So, you ‸ kind of have to fit in the parameters. i've A lot of people call and, you know, they somewhat get offended when I ask what do you plan to put there. Like they don't have to tell me. It's like, well, I don't have to sell either. So you do need to tell me um because we are going to be very particular about it. So, but yeah, if you have anybody that's interested that something, you know, I still have
