Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
88 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
10 short machine repair(s) (10 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.8% of 3,935 content words.
Dotted words (92 places) are ordinary wording differences: hover or tap to see the other reading.
88 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:08:37 (0 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

All right. First, let's take care of our housekeeping business. Approval of the agenda and the minutes. We have our agenda in front of us. Do I hear a motion to approve the agenda as it's been submitted?
Thank you. A second? Thank you. All in favor? Aye. Aye. Aye. Aye. Aye. Very well. The minutes are also been published and put in front of all of us. Hopefully everybody had time to read them. I need approval of those minutes to have a motion.
have a second. Thank you very much. All right. So, ‸ minutes and agenda have been approved. There is no old business, so we'll move right on into the new business.

there isn't at this point that I was told by the county when I was adding the other skirt to the road. There, the entrance would be if I added a skirt at the other one and they said that would make it a lot better to do. But I just put the pavers back on, on that side of the property so I wasn't parking in my yard. Like as you can see the other neighbors on the other house, they all just park in the yard.
And there was work ‸ on the house that day there, them other cars there were people doing work. So usually there's not four cars there. But yes, that in all actuality, the county said,
the road that pavers? They said they would like to see it go ahead and get skirted out to the road and, and taken that way as well. So you're not driving through the grass and stuff. But either way,

the existing pavers. There's enough spaces for two cars right there. Correct. Right. Yes. So would that be your, why, why would you want to seek one on the other side of the house?

there's no place to park on Rosa Jones. You know, how long is the trailer, the old trailer park across the street going to be open somewhere down the line? That's going to be, yes, it's public parking right now, but that's going to go away. You know?

just put the pavers there so they could park on pavers, make it nicer.

And also to get the cars off the street. I mean, you hate kind of slaloming through on a road sometimes because you have to get around the cars and especially at night, you know, it's the cars are perhaps harder to see, especially if they're parked. So this really helps the traffic flow.

Board of Adjustments at the September 9, 2019 Board of Adjustments meeting. The approval granted business operation in outdoor area adjacent to the southwest side of the building with 36 seats and seven parking stalls,
Here's the previously approved site plan providing 36 outdoor seatings within 588 square feet of space partially covered by awning surrounded by planters with a gate access and with the 7 parking spaces. The new proposed site layout eliminates 2 of the existing parking stalls on the south side of the property, reducing the total parking from 7 to 5. Also the layout increases the outdoor area by approximately 1500 square feet, accommodating 54 additional seats for a total of 90. ‸ And also they're adding a stage for live music performance. The tour bus also eliminates the user for the handicap stalls and as a consequence reduce the existing parking on the site. So here we highlighted the main points that I ‸ just addressed. And the staff recommends approval of the special reception in accordance with the Appendix A zoning article 11 section 13

If the applicant decides to expand and large or extends a new special reception is, is required. ‸ And the total allowed now counted is 90 seats for the outdoor area.

Yeah. I just wanted to say for the record. I don't think I think number four. There may be other changes to some of the other ones, but I believe number four in the packet is different than what you have on the slides.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:14:42–00:14:43 · unresolved: the words are not shown (unclear audio); listen to the recording
Yeah. Because I believe the, the condition that should be in your staff report also states that they would need to utilize some sound dampening materials. Oh yeah. Provide. Yeah.

Yeah. We believe that if they can accommodate, um, if they can change the layout and the design for the stage in the, they probably can create a curve for the sounds and then maybe address the issue with the community.

that's one of the recommendation number four is missing the information there. And then recommendation number five will be for the tour bus will not be permitted to be stored on site with the public right away such that parking spaces will be available for customers. Item number six.

put the dot, the noise dampening material up already. Um, we've had a lot less complaints and a couple of other, a couple of complaints ‸ that we have had recently turned out to be, you know, frivolous kind of, because we had a couple of
Police officers that showed up less than five minutes after there was a complaint and there wasn't even a band on stage. So, and also the, the fact that we're working right now, we actually have a permit in for, um, to readjust the stage. We already paid them. He,
Uh, we have a couple other people involved that, um, we, they recommend, they asked me not to mention any names right now, but just to let you know that they did arrive at the scene a couple of times and not only found that our band had broken down, ‸ wasn't even on stage anymore, but two doors down, they were having to bend. And,
and we've been working really hard to get net that knocked down. And for the past three months, all of our bands have complied and turned the noise level way down. We're getting about 70 to 80 decibels on site. Um, so for the, at the point of the complaint, there's no way it could be any more than what you guys allow 60 to 65, what ‸ the case may be. So we've worked really hard to get
Flag: words were replaced by a machine repair · 00:18:45–00:18:45 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
noise level down there. We've had a lot of success in that. Uh, the bands who have not complied, we let go. So they no longer played the harder, louder bands who cannot take the noise level down and no longer play at our place. So we have been really active. Some of the, I would just ask that some of the complaints that the city get, I kind of take a look at who's doing the complaining because it's, it's repeated. We had six pages of complaints and five and a half where this one person that I'm not going to mention names right now. Um, and the other five people on that list were anonymous. So
understanding by certain permits have been denied because we've got to get past this. But that's as far as the noise is concerned, we're working really hard to get that knocked down. And we've had a lot of success in doing that. In fact, our, our bands now are actually coming to us during break and saying, Hey, how we sound is it low enough?
We have decibel meters on site too, to make sure that they keep it down. So that's one thing we're really working on. The second thing about the bus, the bus is no longer a factor. It won't be parked there anymore. It's how we, we've already moved that along.

‸ We've already put up dampening noise dampening material, ‸ but we're going to put more up when the stage is completed. Right now it's something that we put up ourselves.
Well, I have one more question for staff actually. Um, the noise ordinance that the city has, there's no like timeframe of noise. It's decibels. Like the applicant said, correct?
‸ That's enforced by the code enforcement, you know, and it's not really related with the zoning department, planning zoning department. We have a few other requirements.

when the applicant submits for a site planned amendment for the site. And then fire will be taking consideration. Other departments will be able to review that site and give their feedback. feedback and they will have to get a site plan approval before, um, the

never met the owner, any owners of the building. Um, I will agree with what he said about the bands being honest and asking questions. I had a guitar player come up to me as an audience member asking about the audience, uh, levels, um, at the establishment there. So I will say that they seemingly have put that on their bands to come out and make sure that noise levels are appropriate for the people in the audience, not just people that are farther down the block as well. So I appreciate that as being somebody that frequents the building.
Um, my question is directed to, uh, the, uh, city staff. In our, um, little packet here, I was looking for the staff's recommendation on, on this item. Um,
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:23:41–00:23:55 · unresolved: the words are not shown (unclear audio); listen to the recording
Not specifically, but I know there is, um, some violations out there and I have an attorney that I'm working with for that because it's not necessarily.

who has really given us a hard time. So we're kind of stepping up and letting our attorney handle it from that point. So he, I'm sure he's aware of the noise ordinance violations or any, any issues that are out there, but I'm not aware of them specifically now.
are going out there and talking to people also because they know that we're pretty strict on that. And some of our bands have not been asked to come back and that's that words getting out
