The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CE_Reg_Agenda_05_19_2022 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (CE_Reg_Agenda_05_19_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
187 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
19 short machine repair(s) (23 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.9% of 7,040 content words.
Dotted words (178 places) are ordinary wording differences: hover or tap to see the other reading.
187 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

the palm tree with that right-of-way area where it's a little darker gray leading into it, you can see where it's going into the property. February 2nd, my initial inspection there on the property of the site plan approval required for the alterations made to the right-of-way without prior approval. On this same date, on this photo, I took photos of the accumulation of trash that was left behind that showing some of the vegetation that was pulled from the property without a site plan or a land clearing permit.
You can actually see some of the roots from the plants that were there that was holding that area up a little bit. ‸ A follow-up for March 8th showing the no changes made. Compliance hadn't been met yet for the alteration to the right-of-way with the rocks, the unpermitted rocks. This photo is actually taken at the bottom near the seawall where you can see some of those rocks, the unpermitted rocks that's making its way down into the river, the neighbor's property, and the erosion continues there. This follow-up was taken from May 16th with no changes to the property. Some of the erosion marks there, you can actually see from some of the rainfall we've had,

And this photo from this morning with the right-of-way and the unpermitted work on the property. This also taken this morning with the erosion that continues to occur there.

who stated that the property owner did come in and speak to her and discuss ‸ the issues on the property and that he was going to start the site plan approval situation and everything that they needed to do. So he has made an attempt as of today to go to planning and zoning.
was is a couple months ago we had a case similar to this. That's where most of the work was. But the contractor who was doing that job cleared this lot completely of everything and put the pebbles down for parking so they could do the equipment.
and clear cut the lot. And that's what they need to go through planning and zoning. We have an erosion issue that needs to be corrected as discussed before with sod, silt fencing, anything to keep it from running down the banks and ‸ over the seawall. And it's my understanding that he's at least made that effort to go to planning and zoning.

I'm not shocked that you didn't show the pictures of the seawall because the seawall stops any erosion from going into the river. I already spoke to code enforcement about that. And ‸ it's a concrete seawall. It's very formidable. And if there's any erosion, it basically just goes down ‸ the lot near the end of the lot, but it doesn't go into the river.
not my lot eroding. Now, that lot has been cleared almost for 19 years straight. The only time we go in there to clean it up is to remove pepper trees. And that's what we just did about a couple months ago. We removed literally truckloads of pepper trees. And we removed one sable palm because it was in the middle of the lot and it grew on its own. It was never planted. That lot is dry. When it rains, I've been on that lot when it's torrential. It soaks up the water like no tomorrow. It's super dry. It's 40 feet above the river. I've had no erosion problems with this property since they bought it in 2003. So I understand the city of Coco's concern and I'm willing to work with you guys.
any erosion and also with equipment. Now, I didn't hire the contractors. My neighbor did all this on their own and then affected our property. So I'm kind of a victim here, but ‸ I won't use that as an excuse. As you can see, there is no erosion on that property. It's very formidable. It's solid. That right there, the only reason why ‸ that looks like there's erosion is because the neighbor had to cut a whole bunch of his property away to put his fence in.
So that's not accurate. Mr. Chairman, you can see the lady's fence. We were on her property taking the picture on the end of her fence into his property.

can you take out all the pepper trees? He goes, yeah, I'll take out the pepper trees and I'll put some gravel down here so that we don't disturb the shoulder. I never expected to be here ‸ defending myself for actually taking care of my lot. But I can understand those rules and maybe I overlooked some. I would have left it alone forever until I sold it, but the neighbor needed access.

to grow back without my pepper trees. You know, and I was told by the city of Cocoa, you can take out pepper trees anytime you want. They're an invasive species. You don't need permits. ‸ Now I'm here defending pepper trees.
I understand, but you realize you can say that there's pepper trees. I have an aerial photograph that shows at least six palm trees that are no longer there.

my deliberate telling of the contractor, do not put your equipment on my property. And he did it anyway. So I got a civil issue, as we spoke, issue before. But I'm hoping I'm not going to bear the brunt of the penalty because somebody, when I was out of the country, did this to me.

Because they had no other way to get there and they did it without my permission. And when I found out another neighbor called me and said, you got to come down and see what's going on. So I went down there and there was no one there when I got there.
And then when we finally came to an agreement for some compensation for using my lot and creating disturbance by removing all the pepper trees, that's when they got to the rest of the property and started clearing. Oh,

Um, similar to the property that's next door, we need some sort of erosion correction, um, which he can get through planning and zoning temporarily. Silt fences can work.
a root system. That's going to hold all that sand together because as he stated, it is sand and there is a slope and it does push down given the erosion. So the neighboring property seated
and made alterations and that's probably what he's going to have to do here. Do some sort of plan and get some sort of root system in there to prevent the sand from continuing to to flatten out.
So you've got an actual plan that you're going to present to him that needs to be done. Planning and zoning will go over that with him. That's the whole
