Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
248 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
33 short machine repair(s) (37 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.5% of 12,177 content words.
Dotted words (268 places) are ordinary wording differences: hover or tap to see the other reading.
248 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I have two issues that I would like to bring before the board. Um, my, actually I have three things I want to run by, uh, the board really quickly. The first thing is I've been calling, um, Alex goings and so forth and so on the mayor because there's tenants. I guess I call them tenants that are homeless people

In the meantime, you can't be out. I don't have anybody out in my house after dark because the homeless people have set up camp right next door more or less to my house and my neighbors. So I'm going to run that by really quickly. My second issue is that, um, I say HOA, but homeowner's association, the new, uh, five houses that have been constructed. I want to know, um,
has anybody had, uh, an HOA board or, um, a meeting to say, this is what we will allow in our neighborhood. Uh, ‸ no clothes in the yard, no, uh, whatever, whatever, whatever the criteria is to keep your home up and in good standard for your area. So

look decent, uh, and in order. And so I didn't, I didn't want to belabor the point, but that's like my three or my three things that I wanted. Now, my last thing is really important to me. I wanted somebody I have called and talked to, um, sorry, but Ms.

be some renovations done on my house. We are heading into hurricane season and there are, if you come to like inspect my house, there's about three or four feet of, uh, sand or easement. Cause habitat build my house with volunteers and all the way around my house, the sand ‸ concrete have given way. And my house is about this deep away from just going out into the road, I guess I'll call it.

something that was signed with the city already, the police department. I know you can do that. And, um, all you would need to do at that point is to call them to come out. Uh, sometimes it works. Sometimes it doesn't. But at least you have, uh, one way of dealing with it. I ‸ think I saw my city city manager about to say something. Yeah,

to, uh, force the homeless from public areas. But there, there have, ‸ there, the county and the cities have to actually, uh, create a homeless shelter before we can actually, uh, um, um, take more aggressive actions in terms of them sleeping in public places there. But I'll, I'll, I'll get the address. Well, actually we're just talking about
I got it. So, so I've noted that, but again, um, and so very soon the county and cities are going to have to address the requirements of, uh, 1379. And I don't know how we're going to begin that discussion there, but I'll make the chief aware of this issue.
appreciate that. Uh, I do know about that bill and it does say that the city and county must provide if you remove someone, you must have a place for them to go. So I do realize that that is, um, in much discussion probably so that there is some resolve, but at least we are recognizing the pro the problem tonight. And hopefully we have some resolution to the police department in regards to that. Any other questions? Yes.
Uh, other meetings I've heard it said that a lot of the homeless are in the cocoa area because cocoa has the, um, the programming to address a lot of those issues.

Well, I wish I could. I think the town, the county is supposed to take the lead on the new legislation there. And so as, uh, ‸ Mrs. Moore said, you know, if you, if you pull them from or prohibit them from sleeping or congregating ‸ in public areas there, you have to make provisions for, for shelter there. Uh, I think the percentage that I heard, um, at some ‸ point was that
But we'll have to work with the city to see, uh, with the county, the county will have to work with all of the cities for the homeless solution. And it's obviously not going to happen overnight, but, but again, hopefully soon we'll, we'll start talking, um, about how we're going to put together some program to adjust, to address, um,

residents living in, within the city of Cocoa. That is up to a group of people who get together, form that organization, um, and go through that process to set up their own HOA.
And in most communities, um, it usually comes through your management group that, uh, is handling, uh, the management of your property. And once that is decided on, um, then that, that group will, you know, meet with the residents of the community at that time and determine if there is a board. And of course, you know, there's fees that go along with that. So please be aware of that as well. Um, I don't know if our attorney can tell us, is that something that, you know,

obviously on the tail end of the development. So if they've only built five of the 22, it's maybe a little premature even for that. Um, and there is, of course, as you had noted, it's not ‸ the expense, but there's administrative time and, um, effort involved in the

I, I forget if I'm correct, incorrect in that. I, I was trying to pull it up, but wasn't able to. Um, and when the process, when it is her turn, she has already done all the prequalification paperwork. She is ready to move forward. And as we finish the projects, we have, we have three projects currently in place right now.
with inspections. The, the, we have a building inspector that we hire that goes out and does all of the building inspections and will determine what, uh, the, what needs to be repaired at the time and what the city. Using the funds that we have can prepare for the project and it will go through all environmental reviews. There are, uh, many different reviews required by HUD in this process. So we have to follow all of those guidelines and do all of those inspections. So all of that will be done and then it'll be determined what, uh, the rehab will cost and what will be done. And then we begin the process.
All right. Uh, hopefully that will, uh, give you some idea of the kind of a lengthy process, but still it will, uh, hopefully remedy the issue that you're talking about. And hopefully before we have any bad weather in this area. So I'm hoping that, uh, those answers to those three issues are sufficient for you, at least for tonight. Thank

myself and the applicant. Uh, the mix up was on our end where there were two Harris's. Same. Uh, and the, uh, communications that we were sending going to the wrong contact person in there. That person's file was closed in 2023. And some of those documents were located in there that were being asked for. So that was discovered and corrected. And we've put in place naming conventions and everything for that to not occur in the future.
Okay. Um, while you're, while we're, I'm talking to you, same. Identical problem on the next application. It was submitted 11, 28, 23 was there a problem with that one?
That one was missing documents, several documents. And there was a back and forth between the applicants. Um, we were not getting their emails that they said they were emailing photos to us. Um, so they ended up sending them, uh, in physical form. Uh, but we were able to get all of those, uh,
Flag: words were replaced by a machine repair · 00:23:47–00:23:47 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
actually sent their contact information to us. And, uh, the phone number was incorrect. So we're calling, leaving messages with someone else for that, uh, person.
Well, and that's the second applicant had actually said that she had applied previous to my even starting. Yeah. And, uh, that file had been lost at some point. So, but we've also had issues with our website when people were submitting
uh, requests for that on the website. So we actually decided to turn that off so that we would just say we want paper forms. Um, so that way, uh, we can verify with someone. The other thing is sometimes I've been holding onto files when they were incomplete and I'd rather get to the point where they come to me. I check off everything and make sure they have it or I don't take it. So they don't think that it's being in process. ‸ We're actually waiting on something. Does that help you understand that? Yes. Okay.

meeting. But that does that help? Yeah. ‸ Okay. Uh, one of the things I want to try to do is going forward is, is make sure that there's, um, ‸ a clear understanding of like, if you have all your documents by this date, then this is the meeting that you should be able to get on and have a schedule.
So they're not thinking that they're going to get something and then get rolled to the next meeting. Now, there are times when they do get rolled to the next meeting.

better? Yes. Okay. Sometimes, uh, I think, um, the requirements telling me to have written communication. Sometimes I think it's better that we have verbal communication.
Um, but then even then, sometimes I would have multiple phone numbers or something and I wasn't always sure if I was getting the person. Not everybody says on their voicemail or, or even sets up their voicemail. That's the other thing too. That's true. You know, somebody gets a new phone and then I don't, you know. So, so I encourage people to come in and talk to me in person and, or to call me because then we can make sure that we're looking face to face at something. And

prefer not to be taking and holding a partial application, but rather be able to give you a checklist up front and just say, okay, you hold this until you have all of the documents that we need.
Very few, uh, responses, um, in that way. So I, I think in person and phone are the most effective usually, but just making sure that the applicant understands that when they're turning something in that I should only be taking it once it's ‸ complete and not, you know, holding it. Because
you know, that were submitted, but they were missing things. And so then I would just hold them and I would, you know, send an email or a call or something and say, Hey, I'm missing this document. Would you mind turning that in? But, you know, sometimes you're not always confirming too, that ‸ everybody got every message that you, um, that you sent.
of your pieces and parts, uh, when you bring in your application and if you, uh, have questions about those pieces and parts, uh, there's someone here at the city to actually explain to you. Uh, please ask, please call in, please, please find out what it is that you need. Um, we have the money and we want to, if you're qualified for the money, we want to make sure that you do, uh, get in this program. So we're still at number one, the request for the paint program,

the agency to provide staff with feedback about budget priorities for upcoming fiscal year 2025 during our budget planning process. As you know, we are in the early stages of our budget planning process. Our fiscal year begins October 1st, and we are looking for some ideas, ‸ recommendations and guidance on how you would like to see us budget our hopeful increase in dollars for next
Um, noting that we will be engaged in the CRA plan update during that same time, which will also provide us with an opportunity for priorities that will be, uh, given during public meetings that we'll have with the community to engage the community on what their ideas are as well.
on June 17th. Um, we are having a multi functional meeting, not only a diamond square CRA meeting, but we are doing a visioning, uh, meeting a community meeting to discuss the four

are the four corners of that corridor. Um, and what, uh, proposed ideas for that corridor as far as development and redevelopment are concerned. Um, and then, um, additionally to discuss the CRA plan update to begin that process. Uh, ultimately we need to have all of our ideas in place by July's meeting in order to formulate that plan in the budget to do final budget documents to get everything ready. It will go back to council, the final budget for the fiscal year 2025 at the end of September, which will be the last council meeting in September. And so at that point we would want to have everything in place prior to that time. So, so typically once we get all of our ideas, have all of these meetings in place, uh, between July and August would be when I would be, uh, preparing the final budget document, showing you the final budget document that you recommend to present to council in September.
We will start with the diamond square meeting at that point. And then we will, uh, convene into the, uh, the visioning meeting and, uh, ultimately the CRA plan update meeting to have all of that discussion with the members that are present. Okay.

us one. Um, it was, it's where the building used to be the, uh, my place. Thank you. So, um, ‸ they actually have an application in again for rezoning of that, uh, of that parcel. Um, and I don't want to say too much there.
We want to go through the visioning process first before we consider, um, what, uh, could possibly go on that site. And so, and so we think that it's most appropriate to go through the visioning, let the community, uh, have some input, uh, with regards to what they would like to see on that site and then have the applicant work up from there.
they wanted to block the diamond square area where you can't really look into our area. You know, you're taken away from looking into our area and that's what we're trying to get people to do. Invite them into the diamond square area, not block the diamond square area.
Um, but what I'm reading here, then it is, uh, 11 parcels and I understand what, uh, city manager ‸ saying. It's really should be the vision of the community, uh, in regards to what they would like to see there. But what they're asking for it to be changed to a commercial. Is that what they're trying to make happen? Yeah.
Again, they're, they're trying to get a zoning that allows them to do, um, to put some project on there. Again, they, they, they came a couple of months ago last year, uh, with regards to the car wash.
but their original thought process was the car wash. And I, I always say that one parcel, but it's a, it's the collection of parcels, uh, on that corner and then heading south there. So it may in fact be 11 parcels. The visioning process is not only that corner, it's the other three corners.

one of the things that, and this is a priority for me and it may be a property for a priority for others on this board. I'm not sure, but, um, but I am, uh, hoping that in some way we can bring some more commercial properties into the diamond square area, whether it's that corner or another corner, uh, because that provides jobs and job training and everything else we need, um, to keep people in the community ‸ and it helps the community overall. So when we're envisioning,

not this conversation particularly, but hopefully in other conversations to come, we can talk about those kinds of things happening again in our community. Um, in particular reason why as we're trying to give away, give away, but grant, um, some money to an upstart business. What we're finding and
Flag: words were replaced by a machine repair · 00:56:12–00:56:12 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
repeat this and I said it last time. We're finding that we do not have office spaces in our community and the diamond square community. So it, it really cripples us when we're trying to bring in businesses into our community, whether they're incubator businesses or just a regular business trying to get started in our community. And we do want people ‸ come to our community and see it as a, um, as a business opportunity as well as homes.
don't live in a community. You eat in that community. You have a dry cleaners in that community. You have all kinds of things in that community that helps the community, uh, sustain itself.
so, you know, it was one hand washing the other hand and since, but we've got a lot of new homes coming. Uh, would be good to have places that they can walk to, uh, for certain services.

was overall voted upon to add to that document as goals and objectives for future development, whether it's commercial or residential. So it would be in the plan that you already have a copy of.
me. Okay. Um, what I'm talking about, I heard her say something, Tracy, I mean, chairperson that you were talking about theaters and ‸ some other ideas. Like, I know we talked about library, we talked about senior facilities. So what I'm asking now, do you have a list of those things that we already previously talked about or they talked about before I was on the board that we can at least see the things that have not even planned out?
I don't know if that ‸ list is still available. ‸ If it's not been saved as part of the redevelopment plan, I don't know if that list is still available in the archives. I would have to go through the archives to find something like that.

you're looking for a specific projects? Like for instance, in the plan, it talks about, um, educational, it talks about housing. So in those very broad categories, it talks about those sorts of things, but specifically, um, a, a building that would, that would house an incubator or a childcare center. I'm not sure that you're going to see that in the, in the, uh, in the plan.
facility type instead of a specific, but there were some items that I'm pretty sure. If I dig, I can kind of, you know, when we come together as a board, I can share, um, that maybe, you know, maybe insightful, uh, what we didn't get to do. So to speak, that's what I'm thinking. Yeah. So yeah, revisit that and revisit some of those things.

say that, um, commercially, uh, one of the things that was holding us back was the zoning. Mm hmm. And so when I looked and I saw this as an issue for that corner, um, I got a little excited, but I wasn't excited after I really realized what it was asking about that corner in particular.
‸ But, uh, but I did get excited because I think the subject of zoning and rezoning and, you know, needs to be addressed again. You know, so that's the only reason I really brought it up and talked about, you know, some people at a meeting mentioned, you know, drug stores, you know, some people mentioned movie theaters. Some people mentioned other things that were commercial properties. Yeah. So I, if I can find that again, I'm pretty sure I'm a pattern. So I'm pretty sure I have it somewhere and I'll make sure to look for it before we have a

intend on speaking, but, but the, um, in terms of specific projects there, you do have one specific project and I think we actually got the board's concurrence on the, uh, on, uh,
and so if you remember that project was to actually repurpose that as a, uh, as a Montessori school and then a, uh, and then a community health clinic.
