Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
166 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
12 short machine repair(s) (18 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 86.4% of 6,002 content words.
Dotted words (164 places) are ordinary wording differences: hover or tap to see the other reading.
166 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:25:09 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. There's a lot to learn. This is your first meeting. And I think everybody at their first meeting really does wonder to some extent what's going on, who's doing what to who.
to other members of the board, talk to other leaders in the community. And in time it will all become a little clearer. And just when you think you know everything, there'll be a moment of confusion.

So, as I said, it's got Brevard County, IU light industrial zoning and we are proposing, uh, ‸ city of cocoa M1, which is light industrial and warehouse. Um, the property is a vacant commercial building. It used to be a fencing company. Um, can you advance? ‸ Thank you. Um, whenever we have a zoning change for a parcel, we look at 16 different criteria. Thank you.
highlight, um, the proposed change. Uh, well, the criteria is, is the proposed change contrary to the established land use pattern. Um, staff's finding was that it's nearly identical to the existing Brevard County zoning classification and pattern on the north side of King street. Uh, that's mostly commercial light industrial, uh, and some retail and on the west of the parcel and on the south side of King street, it's all vacant land. Um, and then, uh, the criteria F was would change your changing conditions, make the passage of, uh, the proposed amendment necessary. Um, and staff's finding was that, uh, this is, uh, they're seeking to apply city zoning designation, um, due to the recent re uh, recent annexation of the parcel into ‸ the city.
a site plan, uh, in the near future as well. Um, can you, well, thank you. Um, there's a map to tell you roughly where it is. It's just to the west of Cox road on the north side of 520. And if you can roll this forward again, thank you. Uh, and staff is recommending that the board recommend approval to council, uh, for this zoning map amendment, uh, to change the designation of this parcel from Brevard County, IU light

So the land on this side, uh, with Cox road and on this side, all of this is county. And of course, to the south is all county land, but the property owner owns this piece right here that runs, uh, right east and west. So they want it
Um, we, we do voluntaries whenever they come in. We, we take a look and see if adjoining property owners, you know, are interested and want to annex at the same time. Um, but there's requirements for annexations and, um, they have to do with the number of parcels, ‸ the number of property owners, the acreage that's involved. Okay. We're glad to have you in the city. Just one quick question. We're not going to drag this out. Was there a particular reason you wanted to come into the city? Yes.
The zoning for the city for that particular property is ‸ a better classification than the county. And ‸ my plot of land behind there is five acres. And we are already, we were annexed into the city years ago. And it allows me to use the property as I want to. And it was also, I've

Okay. Um, I wanted to bring it to the attention of the board because the main positive things that this board has done was starting with having the open discussion part at the end of our work. And we have a lot of things as a board that unanimously we all voted for and we're accredited with. And because we have two new members here, I wanted to see and make sure that they understand that we've been a very positive progressive board
a lot of mistakes. And I want to give you credit for that. It's glad ‸ you allowed it to be open discussion. And it got to the point where it was unanimous decisions, one of them included, sending a message to the exit manager.

on to Alex. But we had a couple of meetings that were canceled because there wasn't any new business like this. And there was a tree on Harrison, an oak tree that was removed. And because of the commercial property group that I had created, my phone rang off the hook. Because it was all the people that owned storefronts on Harrison.
But, of course, the people that owned the businesses and the buildings on that street don't agree. They said it was always an ugly tree. ‸ But they asked me to call and make a request that whatever tree they put there, that they would prefer a shade tree if it can't be an

All right. The other thing I wanted to bring to everybody's attention, mainly because we have two new members here. We have very successfully gotten a highly qualified professional new city manager. I couldn't be more thrilled with what he's created so far and so quickly while he has been involved with the city. But his main position is that he wants to help not hinder projects
changed. And I've got to give him credit for this. And I just wanted to ‸ work a lot with all the other boards that meet. I'm basically the liaison for the commercial property group. They know I go to all the council meetings and all the other boards. They depend on me to let them know what's going on.

So this commercial property group felt, and a lot of people don't know this either, when they keep hearing that a lot of money is being spent in the downtown Cocoa Village area, the downtown district, it is its own district, and it has become very successful. had no idea that it would create that kind of income for that district only. So I've heard many times in council meetings where people are complaining, why is money spent over there at Cocoa Village? Why is it all, ‸ Cocoa Village is making its own money.

There are some bills actually that are, that were passed this ‸ most recent legislative session that would, if signed by into law, would be problematic in that sense.

that she's been with the city. We're definitely going to miss her and her institutional knowledge. And we appreciate everything that she has done for us in helping us get through several comp plan amendments, several, several other big changes that we've done with the city and, and
you'd mentioned about the slow processes that we have. We are working to change those processes. We have moved into electronic permitting. Recently, we're going to
and then we're going to electronic permitting or planning and zoning. So a lot of those processes now that are hard copy paper held documents will be submitted electronically, which will allow for simultaneous reviews from different departments. Whereas right now
moving to the next department and so on. So it will make it a more seamless transition for all of us in the city to, to approve process, approve programs and projects in a more timely fashion. So we are moving forward with that. That is one of the initiatives that the city manager enacted the minute he came on staff and directed us to ‸ move forward with that type of a process. So we're in the early stages of building and permitting right now with the online permitting process, and it's been pretty successful. We want to move the city forward as well. Mr. Greenwood, thank you for your vast educational knowledge. I probably could have not done any better than

So I will, I will give you that. Thank you for that. We do have a great city with what we do here with our two CRAs, with everything that we do with all of the boards. And we certainly appreciate the service and the volunteerism that you have contributed to the city. And thank you and welcome to the two new members.

It looks like it's a painted orange strip for a crosswalk. You don't realize they're simulated fake looking bricks and it's not really as attractive or as distinct as the brick that, I mean, the asphalt that
spend that kind of money, but they did give us a better version of the asphalt simulated brick. Thank you very much for that. Charlene. You listen. Thank you.

You don't realize then they've got to go back to square one and get that site plan redone. So it's not always the city that's the hold up. A lot of times it's the person building the building. Because you've got to have X amount of parking spaces for chairs.
