Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
277 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
21 short machine repair(s) (28 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.4% of 12,452 content words.
Dotted words (384 places) are ordinary wording differences: hover or tap to see the other reading.
277 passages (28% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:03:35 (0 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

reputable, obviously, because I'm very happy with where we are at. And I can provide more pictures, but this is something I highly recommend that the city needs to look into for potential vehicles to offer rides for people when we have these big tents. And they're not that expensive. We're talking about, depending on the kind of model you want, it's about $18,000. And that's brand new electric.

any proposed hotel or any project because it's it's less than an acre. and And so that limits what you can do on the site, what you can do in terms of meeting the requirements of a city code. We know that as a previously contemplated, to actually do 107 key hotel would require the acquisition of a private parcel to the south of it

proposers to go out and and and have to acquire, ‸ again, what is a privately held parcel. Again, bullet point number two, the 100 plus room or key hotel would be difficult to achieve with a suggestion that may be a 60 to 70 key range is preferable. ‸ conversely, there was one set of developers that we talked to that thought

not going to be able to break even financially. And so it was sort of a disconnect between the two on that particular issue there. Again, different perspectives, different experiences. Again, talked about bullet point number four. what A strong suggestion from two gentlemen that are have been in the industry for over probably 30, 40 plus years was that the CRA do its own market ‸ feasibility study and that study come from consultants that are in the hospitality industry. That's different than a potential developer or someone who's involved in the project actually doing it. They
or not our market, the Cocoa Village, is right for a hotel. They talked about, what was the term they use demand generators. And so they could they could literally point out in each sort of section of section

or, or um you know again some some very combination of that. um They generally agree that something needs to be required in the form of uh of a proposal bond or a cash deposit i.e there needs to be any skin in the game to participate in the RFP from whoever whomever is going to uh propose there. And so, didn't get any recommendations on whether the
But, again, that they didn't see, um I'll say most of the folks we talked to didn't see a problem with saying that, you know, there has to be a uh a bond or a cash deposit to be considered in the process. um And then generally agreed that the requirement number 10, which is, I'm gonna ‸ read that for you,
The letter must stipulate that the proposal is currently bondable for a minimum of the project's estimated construction amount, but not less than the 30 million. They generally agree that that's not realistic for the developers developers. Developers aren't usually bonded. It's it's the it's the construction companies that are that are bonded there. And so, you know, whatever we go back on the street with, we'll have to modify that requirement. um
to produce a conceptual site plan was not enough time. Recall that we had in the RFP that we want you to submit with your proposal, the conceptual site development plan. And we only left the RFP out there for, I think, 45 days. And so they said that, you know, um construction is still going pretty good. People are still pretty busy. Architectural firms are busy. Engineering firms are busy. And so you're going to have to give folks enough time or more time to actually come up with conceptual drawings. um And then this was ‸ from the investment uh uh executive. He said that, you know, financing for uh projects of this size are usually done through uh community banks, you know smaller banks. uh uh
to get financing through those banks there uh because they're currently cutting back on the side. Those these this particular size of a project or these sizes of projects there.
of the calendar year. And I think, charlene you and I were consistent on our notes and that he he did. You know, I guess he has a crystal ball that most economists don't have. And so he did feel like that would get a little better towards the end of the calendar year. Again, as I as i alluded to, you said inflationary costs and supply chain challenges are still very prevalent at this time. it says it's
references reference letters would achieve the same objective. Again, that was a suggestion uh from from one of the uh developers, one of the hoteliers there. um Again, I think I repeated this there, but again, multi-family a whole hotel component um um with not less than athan a hundred rooms there. So that's a repeat and probably not uh written very uh well. um

some clarifications, some some uh edits we can make to the RFP. But at this particular point in time, while we all like to think that, you know, a hotel is viable, we don't really know that, you know, because
that have actually said that, yes, a hotel on that site would actually work for the market. um And again, um the other takeaway is to, to whenever we do go back, to

think, as the city manager noted, the uh the feasibility study is something that the city, the CRA, has not conducted for that site um over the last 10 years. We required the prior developer to conduct his own feasibility study, a market study. And and so, more or less, that was one-sided because they paid they paid for their own market study rather than the city or the CRA paying for that market feasibility study. So, I think it it it is beneficial for us to know what the trends are right now and how do we move forward based on what those trends are.

that that when you say changing the size of the project. um um i think you said that in regard to thethe funding that's available from community banks. Is that because they're not doing the larger projects or they're not doing the smaller projects or
up on that funding, uh at this particular point in time. But again, he also felt like towards the end of this calendar year that they would, they would. be more active inin those size projects.

black and white. If what we hope would work would work. One of my issues is that if you're going to do multi-use including, you know, families or ownership or, you know, whatever the parking in the village is bad enough now that
parkers taking up parking spaces without getting more parking spaces or offsetting the parking spaces. And it's a small enough space where I think that's going to be tough. And that also kind of segues into my

parking that we're requiring, well, that wasn't anywhere near the cost back when we first proposed that idea. So I was a little disappointed in you know in some of these. I'm happy to see all this stuff, and
things have changed so much that now we're in a tougher situation to try to get what we think we want. So, I don't know. I just, I i just, am I don't want to see apartments. I'm not sure I want to see condos. We
and they don't necessarily shop in the village. And from a merchant perspective, meh, you know? But on the other hand, if, if we get somebody to do a feasibility study, and we're specific, ‸ I don't know what we'd ask them. I mean, I don't.

properties there, and so uh as well as other businessesbusinesses there too. And so they said that there are actually hospitality industry consultants that would actually do a study specific to whether or not your market can support a hotel. Now,
Yeah, i I see what you're saying and I don't have a problem with a general feasibility study as long as the people looking at the village, look at the village and don't just go, oh yeah, there's that. And there's that and I see some cars and and they're done it. It would be nice if they'd come on a craft fair weekend. I some of the things that miss et's uh expressed are things that I had concerns with also. um And I think the reason that we were so excited about a hotel is because when people come in and visit, they spend more money than they do when they're living in their own community. was a concept that was out there. You know, you could have mixed use, mixed use on the bottom, some retail, some commercial. You could have even a hotel component. I, I, I feel confident, I think that we could have a hotel, we could have, uh Airbnb combination, you know, whatever it is. I just would like to get going on it. um ‸ the other thing that I wanted to ask is what is our trade-off uh for the parking? ‸ parking, of course, we were going to say give us a parking garage. So where do we satisfy that? um Is it only going to be parking for the people who are in the hotel or the Airbnb? Do we get uh parking somewhere else in the village? Do we get a trolley that those people pay for and they rotate throughout the village to take people so that we don't have to have, you know, these exact same, you know, number of proposed as we did in the past for a parking lot? Yeah. um But, I mean, to develop that RFP, get it out there for, you know, what, 60, 90 days, and then get the product back. even submitted a plan. And from that information, you all have to realize that this $20,000, $30,000 per spot is what it costs in a multi-story parking garage. It is not that on one level. And the way that you can solve the problem about replacing the 135 spaces that I provided to Jan before she was on the board and she was part of the Main Street program, the John
It's already paved. You just got to enhance it. And that's not part of this project, this ‸ property. That's important. selling the property is priority. I really think that you all should sell it. But I will give you an example about the feasibility study. Again, you all have ‸ stated what needs to be there. You've created the height requirements. Now, if I go buy a piece of property and all the zoning is there, ‸ well, then I need to follow basically on what the zoning is there for. The city manager was talking about up in the $40,000 per spot range. When we came in with our most recent proposal, we were rearranging the elements on the site to where we actually had the garage. that the people who are dealing with the contractors and developing and building, uh, you know, have the latest information about what the, the most feasible way to do things.
just like he said, the same thing, the more restrictive we are, I do understand. We want something that's appealing to the eye. That's going to be beneficial to the village. I agree with that 100%, but we're, we're going to continue the same road over and over and over again. If we continue down the same path and we know you do things over and over again, expect a different outcome is the definition of insanity. And I don't want to be a part of the insane behavior. do a hotel and do this and make this and, you know, has to fit here and whatever. So I'm, I'm open to let's see what the market says. I'm hoping the market doesn't say let's build a condo or an apartment complex. If it does, I will consider it then you, I can be convinced I'm not there yet. I definitely don't want to sell the property. I think that I don't want to tell people what to do, but I want to have control over what's done. Does that make sense? There's a difference. Um, I don't want somebody to say, uh, to, to just buy it. Then, then we really don't have a say in what they build as long as it's to code. And it fits in whatever is there. You know, it could be, I
