Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
188 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
17 short machine repair(s) (23 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 94.2% of 8,339 content words.
Dotted words (230 places) are ordinary wording differences: hover or tap to see the other reading.
188 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

by the chair. Chair's going to call the question all in favor by saying aye. Aye. Any nays? Ayes have it unanimously. Proceeding under awards and presentations, the effervescent Angela Neal. She's in the house from the update on the mission Space Coast by the Economic Development Commission of the Florida Space Coast. Let's bring ‸ on with a round of applause.

unified branding initiative for Brevard County. And this is a collaboration between the Economic Development Commission and the Space Coast Office of Tourism. And what's unique about this, it's not a brand for either one of our organizations. This is a brand for Brevard County. And it's the first time that something like this has ever been done. So this is going to create a unified brand that we can all use side by side. We hope every municipality. So I'm going out to all the municipalities. Thank you guys again for having me today. And we're working with the county. We're working with a lot of professional organizations and businesses. And so really have had positive momentum and feedback. And it looks like everyone's on board and enthusiastic about this unified brand. So just to give you an idea of what it means to create a unified brand, if you think about I love New York, that's what we're looking to accomplish. So it's something that's going to resonate with people. It's going to last for decades.

us to keep our efforts. So this is currently whenever somebody's looking from the outside in, if they're looking to bring a business here, if they're looking to move here, they see all these different brands. And so this is actually representative of our

been very important throughout this whole endeavor. ‸ We reached over 2,000 people in just our first phase, which was the internal Brevard County survey focus group and community conversations. And then we also did external data collection.
that is not going to be the final brand, but it just gives you an idea of what we're looking to accomplish. We want to create a brand that can work side by side with each one of these organizations that's telling that unified story so we can look like a mature community that we are telling, staying on the same sheet of music and really letting, like, all boats rise together with the unified brand. And so that's what we're looking to accomplish here. ‸ So it's not the exciting results, so I apologize. We do, I will do a presentation on the results, and you can go to our website and request that. And I have the slide where you can go to our website. But we want to be very private with the results until the brand is actually ‸ launched because, again, we're trying to protect the assets that we have here and also the research that we've gathered. So I'm going to walk you guys through what the processes look like to date.
so that was over 2,000 people through all of those different steps. We brought in outside consultants, which are experts in the industry, to help facilitate the focus groups and also internal Brevard County survey. And then
focus groups. And then we also did a broad survey across the United States, and we received 800 completed surveys back from that as well, which gives us a
again, those are all things that we'll be happy to share with you guys or present to you as well. So now it's exciting. We started the Phase 3. So all of that hard work of collecting data and feedback is starting to come to fruition, and we're starting to build the story, come up with our mission, come up with our vision based on all of that data that we collected. And so we actually just met today with our reporting board, ‸ because throughout this whole process we want to have a lot of checks and balances.
not only are we hearing from the community, we want to make sure that what you guys said is actually reflected in the brand. And so that's where this reporting board comes into place. We have the Chambers of Commerce represented on the reporting board. We have the county. We have businesses that are in the area, Lockheed Martin, Harris, some of the major businesses, Health First, are on the reporting board as well. And so just to make sure that the feedback and what we're actually putting out there as the brand is, again, what you guys said. So we've started the mission and vision and the brand philosophy. And so that's what we're working on now. And we'll go into a
as well in the story. So what's going to happen is we'll have this tagline and logo, which most people are familiar with, but there's also going to be all this imagery, and it'll have a talent attraction toolkit. So we'll have all these resources that people will be able to use and pick up and use to market our community in a way that will
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:07:33–00:07:35 · unresolved: the words are not shown (unclear audio); listen to the recording
that we do. So we've had, this is a long process. Overall, it's going to be two years before it's complete. ‸ We actually plan to launch the initiative in
We're still meeting with a lot of professional organizations to keep them up to date with the different findings from the groups. In addition, we have postcards. And I've put some out by the front by the agendas, if you guys would like to take one. And you can share them with friends and family or coworkers or colleagues throughout Brevard County or throughout the state or wherever you would choose. In addition, we have pop-up focus groups. So we're not doing this in a silo. ‸ As we start to have elements of the brand, we're going to have focus groups where we're pulling in people from the community, aside from the reporting board, to get feedback. So if that is something of interest, please feel free to reach out to me. My contact information will be on the final slide.
a chance to be on the postcard and also our website or social media channels. So here's my contact information. It's our phone number. It's the office. It's the link to the website, QR ‸ code. And happy to help. If anybody wants to be involved, let me know. I have not said no to anybody that wants to be involved. And we'll find a way to make that work. So if you guys have any questions, I'd be happy to answer those at this time.

We probably, that'll probably be through the pop-up focus groups. At our next EDC board meeting on June 14th, we're actually going to share the findings from phase two as well. And so feel ‸ free to join us there too.
Okay. You've answered my question. Councilwoman Cox. Oh, that's just an, and actually you mentioned the meeting. I just wanted to encourage people if they have an interest to come to the EDC meeting on the 14th. It's open to everyone. And, well, I do think you have to register though, don't you? Yes. Yes. But I'll get a more thorough presentation. But this is really nice.
And the goal of this presentation is to make sure everybody knows that this initiative is happening and that you know that you can get involved, you're invited to get involved,
Yes. Yes, ma'am. And I know that proud partner Space Coast. And whatever we put in the middle of that, I just want to make sure the great city of Cocoa is clear. I know it's sample members, but I'm just, you know, my strong desire, my love for Cocoa can't be broken. That bond. Yes, ma'am. I just want to make sure we're not hiding behind anything.

you, Mayor and Council. I'll start with the positive thing. I brought this up at the recent CRA board, and I was told to come back, and I was given some guidelines from our terrific attorney representation.
She sent me information immediately through the city manager's office. And the one thing I wanted to state in reference to allowing what you can call vehicles that do not drive more than 25 miles an hour, these are pictures I've already presented of a Model T's that
mirrors, windshields, seatbelts, and vehicle identification number. So I'm here to ask for a concession, consensus, I'm sorry to say, in reference to allowing vehicles of this sort to ‸ be able to drive around in the downtown Cocoa Village area, and I highly recommend that you support that. There is another subject I'd like to discuss after this, and I'm going to have to rush it.
for right now, what's important, which is a positive note, since things are doing positive right now, I'd like to get a consensus ‸ in reference to allowing, I guess you could call them golf carts.
‸ And I personally, you know, once I get it on as an agenda item and they review the information, then I can make a well-informed decision based on the pros and cons. Yes, sir, we do need transportation, and I perfectly comprehend that, but I just want to make sure the application of transportation is done decent and in the order. That's what
Flag: numbers, amounts, negation or names differ between the machine readings · 00:14:58–00:15:00 · unresolved: the words are not shown (unclear audio); listen to the recording
but to put this on the agenda. Other cities have done it, and they're doing it right now. So I've seen multiple golf carts in downtown Cocoa without this ordinance. ‸ So I think

be good for us to do so. It's becoming a, you know, citywide or statewide ‸ way of transportation. So, um, so if the council agrees that that can be put on the agenda, I'm pretty sure it'll have to be what do we expect from ‸ the permit or how we want to do that. You know what I mean? But that's, but as far as the email, it is, it's very detailed on what Ms. Ike sent us.

And I'm still going to fight him on that. Am I correct on Jewel Collins? Mm-hmm. Okay. In addition to that, we got Diane Gunn, who used to be mayor here.
Okay, good. Tingly. Here's the point. There's a letter that I passed out that was sent in reference to a position of one council person that is notified and identified as the
And that letter basically violates a torturous interference. I didn't have time to get copies of that, but that can be looked up into. That letter basically states an answer that
And he basically stated, if all the boxes are checked for any development in the city of Cocoa, would this council member support it? The answer was no answer. And that was supported by a recent change of zoning that if I didn't expose it, ‸ that person changed their vote. Here's my point.

River water management District. This particular property is up for public comment because they have applied for an extension of their permit. So, it's perfectly... Okay. And of course, wanting to create that sense of place. Yes. And District 4 is very worthy of that. We have all this cluster of assets and we're on the upswing. We've got the investments coming in and the potential Brightline station so I want to discuss you know two meetings ago there's a statement made that Clear Lake has turned into nothing but a mud hole so I really wanted to go back and clarify the difference between a pond and a lake scientifically. ‸ Okay? So just so you know, the way we define these things, that lakes are larger. They're deeper than ponds. And over geological time they progress. So actually a lake, eventually, definition of a lake is that one day it will become a pond, but that's over geological time. So we're talking thousands of years, hundreds, and maybe thousands of years.

historical roots it has the Johnny Johnson nature trails surrounding it as well as the the school, and it's a focal point for College Green Estates. know you're concerned with some of the residents that aren't able to afford the septic to sewer. And so there are some creative things going on there, going on in the county actually, and and probably
see a lot more of those with the money that the state put in this year to really encourage people to get off the septic. of speech but I look at a a leader inside of police department especially someone who has been with the police department for 25 28 30 years um I expect better of um that particular person, um not only as an employee, um but as a man in general, right?
say names, but they allowed, um members of the community or members in general on social media to attack our police department, uh the city council and also, the police chief and their command staffs. um
‸ throw it on the wall I'm allow people to say whatever they want to say I'm not going to say the chief name I'm not going to say commander's name um but I'm going to use social media like so what how do you feel about it? um and also what can be done to kind of, because we already got enough going on, um with the community and you and, and police department, all this just crap been going on for a little while and I think that adds more fuel to the fire
right so so you got several issues here so um you do have a right to your first amendment, right? Freedom of speech. but we do have a policy that talk about if you're talking derogatory about the agency ‸ undermining the agency and if we can prove that then there's discipline that can come with that so I would have to see what post that you're talking about uh
would be in violation of policy uh but if we clearly have an individual that's undermining uh the agency I think that person need to be dealt with harshly because it only uh sets us back when you look at what we've been able to accomplish those last two years with the crime reduction, the community outreach, zero murders, and

And I know the chief in Melbourne, Gillespie, we have a very good relationship, and he talked to me early on about his challenges. And I'll be remiss not to tell you that he had to get rid of some of his command staff that was working against him. So iI think that, you know, we got to figure out exactly what we want
