The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CC_Reg_Packet_06_07_2022 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_06_07_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
127 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 9 voices separated from the audio.
13 short machine repair(s) (15 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.0% of 4,337 content words.
Dotted words (109 places) are ordinary wording differences: hover or tap to see the other reading.
127 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

sure. Yep. Thank you, ma'am. This is like a two prong event right here that we're talking about this particular item. The first part we're talking about special events ordinance

Yes, yes sir, thank you. So yes, this agenda item is to determine two different things, like you stated. So in the agenda, there are actually two events that already happened. I had put this together before these events happened, but the

We have never in the past brought these types of events to council for approval. We have only been bringing the ones that have street closures to council for approval. And the ones that require street closures, ‸ there's a lot more, It affects the public more because of the street closures with traffic delays and effects to the businesses. So
on with our street closure events than our gated events. Gated events must follow the special events ordinance that's put in place and approved by council already.
outlined in the agenda or in the special events ordinance, then that's what we are asking you. Would you still want to have those brought before council for approval? So those are the two parts to the ordinance or to the agenda, and I can answer any questions that you may have.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:05:16–00:05:16 · unresolved: the words are not shown (unclear audio); listen to the recording
Yes, sir. So as far as our current ordinance, the only thing we'll be doing right now is saying that each one of the events that are gated and or have street closures will be coming to council. That's ‸ the only thing we're changing? Because I thought that was already in. So
Flag: words were replaced by a machine repair · 00:05:41–00:05:41 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
types of events. And right now, all we have been bringing to council are the ones that were street closures. We in the past have not been bringing forward the ones that are gated or charged admission. So again, per the current ordinance, we do need approval for those events based on the current ordinance. So we gave you the rest of the events for the rest of the year.
Mr. Mayor, if I could weigh in, because this is ‸ the second part that's brought to you at my direction to Samantha, because again, we were approving, or at least I was approving events that I didn't have the authority to approve. So just need some clarification on that.

I guess ‸ the only comment I have is, just to clarify, that is in the existing code, street closures and events with gate closures. Primarily, ‸ I think when that policy was established, it was because,
property. And ‸ I think the thought at the time was that only the council should delve into those types of issues with gated events, especially on Riverfront Park. I
that's a policy call. We can go the other way if that's the discretion of the decision of the council to change the policy, but that would require an ordinance change.

get, so 20 years from now, 30 years from now, you get a council that are anti-homosexual, right? They don't want a gay pride parade. You know, that's the only thing I have, where the council would be picking and choosing what they want to allow and not allow. That's the only concern that I have for the future. I'm not saying that we are that, but if we do this, which I don't have an issue with the council choosing
mean? So that's, I think we just need to think about that part. If that's not a concern, then, you know, we do what we need to do and I support council. That was my only thought.

shared powers. It's like we do federalism with state and, and, and federal powers. We share certain things with the federal government as well independently on our own as a municipality. So I would, I would trust that we allow staff and the city manager to determine that. And that kind of keeps us out of, truthfully, out of the loophole. Because if you meet the criteria regardless, then you will be accessible to the park. And so long as you meet that criteria. Okay. Yes, ma'am.
And I just want to add too, to that, that they do have to be approved by the police, fire, public works, and leisure services department before it even gets to the city manager. So staff has to make sure that all of the policies in the special events ordinance that council approved already, um, is followed before it can even get to the city manager for approval.

The staff goes through a lot of process before it even gets here, as Samantha stated. I definitely don't want to disrespect the staff nor, um, our police officer and our fire because just like the Easter event, our police chief, he, he went through a lot of, um, brain work to make that thing work. And, and I would not want him to waste his time and all of his sergeants and all these different people

the council may not like a person who ever doing it or whatever the case may be, then they can choose to just negate all that time that staff put in, even though the event holder has all the criteria. You know, that, that was my only, uh, only thing.

council being elected versus the city manager, uh, being appointed. Um, so why the, the shift in power is that because we don't know who will be the city manager in 10 years, just like we don't know who's going to be the council in 10 years. So that's my question to you.
event that we want to grab and say, bring it to the council and put it on the agenda. We have ultimate power to do that even after the city manager says

want to hear what the council needs to say. We can always bring that back. Um, because our staff does not allow in most cases to let anyone do an event five days. They don't approve it five days before the event. It's usually two or three weeks, sometimes four weeks. I don't know the exact time that we have.

Procedurally, I mean, the city manager has ultimately the authority under the way the special events ordinance is written today to approve the permits. It's only when there's a street closure

a final decision regarding the proposed application. Now, with that said, there are checks and balances already in the ordinance. If the manager makes a decision and somebody wants to appeal. If
denial of an application for a special event permit or parade permit, then they can appeal that decision city managers decision to the city council. So that's already in the code. So there are checks and balances. It's just. Again, especially to close the street, there's ‸ a special process for that, right?
was just, you know, how often should parks be closed off ‸ to ticketed patrons or just closed for a specific event and thereby deny the general public, which usually has a right to be in the park. ‸ Right. So there was, there was a little bit of a council oversight that they wanted to reserve years ago on that. But with that said, I mean, it's council's prerogative. If you want to say on that now or just reserve that right in the event as an appeal, you know,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:18:23–00:18:29 · unresolved: the words are not shown (unclear audio); listen to the recording
the wishes of council? Because my question is, because you just added that additional caveat, which is, and I sincerely do appreciate it. Yes, sir, it's checks and balance. That's what I was getting ready. Amen. That's why you're the man. You are a super attorney. I think it still reserves us the right. Like you said, they can appeal to come back to council or whatever decision is the city manager. So, truthfully, let's be honest.

last night we had a discussion at the CRA, uh, regarding the parking. Um, I had to pull a guy out on the five acre parcel. Um, ‸ and I don't know how that ground looks.
there. For the new parcels that we just purchased, we're going to look to try to stabilize that somehow. We can't do milling, though, because then we run into the impervious area and having to provide stormwater and things like that. So we're going to, we're going to try some, some different strategies.
