Agenda (the City's wording)
The City's agenda for this meeting is on file (PZ_Reg_Agenda_06_07_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
417 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
37 short machine repair(s) (51 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 83.0% of 16,356 content words.
Dotted words (286 places) are ordinary wording differences: hover or tap to see the other reading.
417 passages (32% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:41:36 (2 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I'm also here to represent the Porchlight Foundation. The Porchlight Foundation is a 501c3 nonprofit that was founded by the executives of Framework Group. And the idea is that in any market where Framework Group develops market rate apartments, Porchlight will partner with the local nonprofit to develop ‸ homeless or very low income apartments.

it was formerly a church that Matthews Hope has done a phenomenal job of renovating. And they now offer an array of services to unhoused community members in Cocoa from the basics of a hot meal, a food pantry, hygiene, showers, manicures, haircuts, physical health care, mental well-being health care. It's just an incredible service offering in this community. But what I think is missing is this transitional housing piece. And they've proven that they've been able to do this in Winter Garden. They have transitional housing as part of their program.

It's where they save up for a vehicle or save for that deposit for their permanent housing, their next step. And so there are existing classrooms as part of the former church that we would seek to renovate and convert to a single room occupancy or studio type transitional housing unit. So these are existing. They're not adding, you know, it's not new construction. It's a renovation. But this is really important to enabling real life change. So this is the piece that really moves people out of homelessness and into lives of stability and independence. So I'm here tonight from Tampa to express my support for this comprehensive plan amendment. I appreciate the ability to speak tonight and your consideration. Thank you.

code, to bring it into space that could be used effectively. We are currently, though we're not fully open, are already serving over 500 homeless men, women, and children living here in Central Brevard. In fact,
That's just Brevard. And the bulk of the homelessness in this community and why I came here is I started living in this community four years ago. And I kept seeing the homeless and seeing what was going on. And I moved away from that a little bit to get away from my first location.
been there for 13 years in Winter Garden. But as we started to look at what was going on, we realized that you've got a problem here. What makes the problem even tougher is the fact that you have local municipalities that dump homeless people into
We've actually heard them publicly speak about it. So our approach to things is two things. Our goal is to move people towards a life of independence and self-sustainability. We are not about a handout by any stretch of the imagination. In fact, most of what you'll get at Matthew's Hope, it's because you worked for it. The other goal, though, is the fact that we also try to hide people in plain sight. And here's simply what I mean by that. When they're able to come to our facility and get a shower, a haircut, meet with my medical team, my mental health care counselors, or whoever they need to speak to, we're able to move them to project their lives forward, away from homelessness, as opposed to becoming
On top of that, our fastest growing population right now in this area is young families with children. So therefore, we have a Montessori preschool that is currently,
and we are at capacity already. That's a very highly unusual thing to happen when you open a school in the middle of the school year. But we're at capacity already. But we also realize that our success over the years is being able to have transitional housing for these individuals and sometimes small young families. Most of them are single moms with kids. To have a place to put over their head that is safe while we move them towards a life of independence and self-sustainability. And

the fact that if you invite me to dinner at your home that you're now paying for it. That's thanks to me. The rest of it I really don't care about. The thing I think I want to stress to the ‸ board tonight is that in allowing us to do this, not only will we take several people off the streets, but we're ‸ going to give people a place to get back on their feet. We know that Brevard, as you all know, has some of the lowest income in the entire state of Florida. It also has the lowest bit of capacity for services. And so our goal is to be able to come in here and do that. And we have a proven track record. You can

between Orange County and Brevard. So we ask for your support. We ask you to look at this. And if you haven't seen what we do, come down for a visit. We'd love to see.
so that the homeless of this community can be showered before they go into my hair salon and get a haircut and get their laundry done at my laundry service. So the next step is to be able to do that transitional housing. And I promise you, it will be an investment of your time and your effort like you've never seen a payoff before. Thank you for your time. And if there's any questions, I'll answer them. Thank you, sir.

buildings are already there in space. It would allow us to do, I believe we talked about 14 to 16 units that are currently just the largest classrooms I've ever seen. They're... That's why they're large enough to be able to put an efficiency type apartment in there. So the footprint of the place doesn't change.

what was your hope in coming here today? ‸ They say something like, Pastor Scott, I was hoping to get a, I don't know, some shaving stuff, a haircut, whatever, blah, blah, blah. I said, we're going to take care of that this moment. And then what's going to happen is we're going to flag ‸ your file. If you come back, we'll have to call the police. However, if you let us know where you're living in the community, we will be glad to have one of our mobile teams come out there and serve you there with food, clothing, and hygiene. We also do random drug tests for the people that live in our housing. You cannot drink, nor can you do any kind of substances while you're in our housing. We
The other thing we do is we inspect each unit once a week. They don't know when we're coming, but we go in there because the way we look at it is they're keeping it in shape for the next family or person that's coming through. So you're a guest in our program. We do not allow them to set up their residency there. That answer?
I ‸ will tell you that about those homes over there. I'm going to tell you we're going to have the nicest ones there. ‸ I know the community well. In fact, if those houses go up for sale, we'd probably love to try to buy them. We own several homes. We
you to go by there if you haven't been to that property. We have a very high standard. And I will just tell you, without giving a whole lot away, if one of the police officers were here, they would tell you we're an ‸ upgrade. I
facial recognition from 300 feet. So if something were to happen, we can actually feed that information to the police department, and they would be able to run it through their system and find out who that person was. It's pretty slick. It's a little scary also that we could do that.

would encourage you, and don't just take my word for it, call the mayor, city manager, or chief of police of Winter Garden Police Department, and they will tell you that our houses are as nice as any home you've ever seen. And it's done very purposely like that. We want to set a standard high. We want to set the bar high. And our expectations are high. I've
there as a child and as an adult. And ‸ the problem is ‸ most of our systems are set up right now to perpetuate homelessness rather than move people out of homelessness. And that's where our successes come from. Help us. Help them. Help themselves. Handing

Can I say something before I continue? We're not rezoning at the property at the moment. So just to clarify that for you, what we're doing now would be to change the future land use. Because the future land use now is institutional.
I believe they're going to rezone part of ‸ the portion of the property. But that's going to be a separate application. What we're discussing now is just the future land use for the property.
Yeah, let me, I can go back here. Yeah. So we were discussing is the future land use map, not the zoning map. It's strictly, yes. And then in the future, they will have to apply to rezone. ‸ And then the proposed

No. No. Well, first off, we also keep in mind we have a Montessori preschool on property. We have something like 40 children under the age of five. That would never work anyhow. It's not even possible. But we wouldn't allow it and never would allow it. It's,
wherever that is, and if we can help you out there with food, clothing, and hygiene, we will do that. But they will not be staying on. And typically what happens when they do, once we identify them, normally what happens, ‸ they're going to get a meal and they're going to get some basic services right there, which is probably going to typically add up to some food, clothing, hygiene, you know, maybe a sleeping bag, something like that, rain poncho. It's very limited because we're not going to let them stay on site. Yeah. Yeah. There's.

Well, ‸ it's our, we have their support. In fact, they're actually, they're actually actually right now ‸ to partner with them further, but not from our housing standpoint. Those houses are the homes that we own and or have a long-term rental agreement on. So basically if you were to drive to Winter Garden, you're going to see two locations within about a mile of our facility that one has, it's a duplex with four units and with eight units. Typically, we run about 80 to 90 percent end up being single women with children. Occasionally, we will do a single man with a child, which we're the only ministry that I know that does that anywhere because once they're ‸ over the age of 11, no shelter will take them. Yeah. And it
over the age of 11 when we were homeless. That's just that, again, don't take my word for it. Look it up yourself. They will not take young boys over the age of 11.

have, that don't, no longer have the income to stay in their homes. That's the second. Third, fastest growing is that we have people with disabilities because they're outliving their caregivers. And that was not the case 30, 40 years ago. Now, you know, these kids that were dying at 30, 35 years old are now living to be 60, 70 years old due to modern medicine. The problem is, is their caretaker dies, and nobody's there to continue to take care of them. That is not an area that we venture into as far as on our site. The other thing I'll just say to you too, is that anybody who wants to ‸ work at Matthew's Hope can. If you were to come there any given day, you'd see people in a shirt that kind of looks like mine, except it's a gray silver. And what we do is we pay them points instead of dollars, but points are backed by real dollars. So if you want to pay your child support so you can see your children, we'll do that. If you want to have your teeth replaced, we'll do that. You want to go to college, you need a computer. We'll do that. You want to, you need four tires and a tune-up because you're living in your car. You can do that, but you're going to earn it. And we will do the same thing with ‸ vets. So it's going to supplement what they do, but they're going to have to figure out how to do that.
I got to go ahead. I do appreciate your time this evening. I do have a question that I want to pose just for the base knowledge and consideration of what it is that you're requesting. As I have not been

Mr. Wheeler. The truth is, is that first off, again, we have a 13 year history and for 13 years in a row. Now our income last year, our budget was $6 million. And that is raised through the community, through our fundraisers, but mostly through the community, because what happens is people have seen the results of what we do in the areas that we're in. And that's who we are. Our

If you were to come to our offices, you would see that all our furniture was built in our shops from old pews. So all we did is said, we'll just go over here and dig our own pond. And that's what we did. And we've been successful at it for 13 years. I, I don't have a crystal ball. So I want to clarify two things. One, the sponsor of this is the city. We are not sponsors. We're here in support of a city-led initiative. But the second is, as Ms. Ribeiro explained, we would need to seek, the owner of the property would need to seek a rezoning subsequent to this approval. And it's only a partial rezoning. So it's not the full 5.88 acres. It's only a portion that would be rezoned because the rest of it would remain as is. So that Matthew's Hope can offer those services. So

then I would also assume that that would probably mean that you would have to figure out exactly how much land you have for your classrooms that you're wanting to convert. And

No, I understand that. I'm just trying to... Here's the thing. It's taken us a year to get here. Because, quite honestly, the city couldn't figure out what it was. Because everybody believed it was residential, even to the point when we bought it. Because it had been residential for forever. And it was done, and we learned going back through. We learned that it was made institutional just recently so they could have the sign out there.

And, you know, obviously, I'm not the guy who should come up here and ‸ try to fight for this against what you all are saying. But I'm asking you to step back for a minute and look at what the reality of it is. I mean, who in the hell is going to ‸ build on that little chunk of property?

And so what I'm saying is, if I'm understanding it right, and I'm certainly not an attorney, but I've had to go in front of these boards for the last umpteen years, and my understanding is what we're asking again is for consideration for future use. But, however, if we went to build something, right now we'd renovate a building that's already in place. If we were to build something, we still have to come in front of the board and get that approved. Is that not correct?

district in high density residential. So that's a possibility going forward. But in terms of constructing something that would depend, as you said, on whether or not it would be considered ‸ a large scale site plan, which this board hears, or a small scale site plan, which are done administratively. Right.
Well, the one challenge we would have is that if we were to do what's being brought up here is then we shut everything else down we have. Because what happens is we have our parking lot ‸ out there in our garden and a couple of things like that. I mean, the reality of it is, is that

It would make absolutely no sense for us to walk away. But what would make a lot of sense as this is drug out this past year is if we can get the approval to go forward with the motion to be able to look at future land use ‸ and then come back before you. And if we ever decide to build something, then we would do that. We want to be good neighbors. You know, a lot of this, unfortunately, when we bought the property initially, it was believed that it was it was a residentially based property.

We actually first talked to the city one year ago this month. It has taken several months for the city attorney and others to work together to try to figure out exactly why it was what it was. And, you know, all I can say is maybe it's poor record keeping in the past. I'm not sure. You know, those people are long gone, ‸ have made those decisions. Uh, but yeah, we,
what we could do. We made the investment believing that we had the support of the city. But as, uh, Ms. French said is that, you know, we're the city brought this in. ‸ We're here and support it and trying ‸ to understand, help you understand what it is that we're doing there. But I, I do encourage, I think that, uh, it's wise to always look at the what ifs. But I think why we look at the what ifs, we also have to look at what is and what was.
be, what could be is going to fail at most decisions because you have to look at what was and what is. We have the track record. The property was in fact residential because of a fricking sign is why I'm standing here.
just, I mean, really. And, and so, uh, you know, it's disappointing at best, but, but I, but it's been a long time. And I'm hoping that we've lost some money waiting and I've expressed that to the city manager. Uh, I've expressed that to the mayor and the commission that we've lost a couple hundred thousand dollars in this process already. And, and yes, we are anxious to try to move it forward because we realize that we've made a hell of an investment into the community and it's going to continue to cost us money. And it is, we are, we do care. Um, I don't disagree with you. Um, I understand your concern, but I would ask that for a true decision to be made is to look at what was, what is, and what might or might not happen. But I would hope that our history. That is well founded. Would be in consideration. I mean, we're not in the development business. We're not looking to put a bunch of houses there. That's not who we are.
ask questions. I'm a rookie at this. So what I will say that I'm going to do what's best for the citizens. I'm not grandstanding. I'm not trying to make myself look good.

promote growth on this model lots within the district while still preserving larger parcels for more intense industrial uses, which are encouraged in M2.
And they're going to be affected by the ordinance. The proposed change for retail automotive, gasoline, fuel cells, and necessary convenience stores and restaurants is related to the spacing requirements. Currently, the use is not allowed within 4,000 feet of a property within the same proposed use, regardless of the zoning district. Staff believes that the intent of the spacing requirements was for the distance requirements to only apply within the same district. This amendment clarifies that the 4,000 feet only applies within this district.

say that the, the issue is, especially with the Diamond Square area, is that most lots, probably there was a resident or there was a single family there that was demolished, they're vacant lots.
