The City's record
What the City's record shows
Built only from the City's minutes (1016_CC_Reg_Minutes_06_08_2021.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
424 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 34 voices separated from the audio.
34 short machine repair(s) (37 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.7% of 18,482 content words.
Dotted words (340 places) are ordinary wording differences: hover or tap to see the other reading.
424 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:15:15 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

has 2,752 gun deaths every year with a rate of 12.5 deaths per 100,000 people. Florida has the 27th highest rate of gun deaths in the U.S. And whereas gun homicides and assaults are concentrated in cities with more than half of all firearm related ‸ gun deaths in the nation occurring in 127 cities. And whereas cities across the nation, including in Cocoa, are working to end the senseless violence with evidence-based solutions. And whereas protecting public safety in the communities they serve is mayor's highest responsibility. And whereas support for the Second Amendment rights of law-abiding citizens goes hand in hand with keeping guns away from people with dangerous histories.
Are the most familiar with local criminal activity and how to address it. And are best positioned to understand how to keep their citizens safe. And whereas gun violence prevention is more important than ever as the COVID-19 pandemic continues to exaggerate gun violence after more than a year of increased gun sales. Increased calls to suicide and domestic violence hotlines. And an increase in city gun violence.

was murdered December 9th at 3 a.m. since that day of course my world has been turned upside down We as a group advocate for gun violence, but we as a community, as a world, as each individual, each one, reach one, to be responsible for the guns. We're not saying take guns away, hey, you can't have guns. We're saying be responsible because one day it could be you your son your daughter that's in the hot seat I'll call it so I thank you for your time to listen to me and go online Facebook however everything's advertised to put your two cent in or each one that knows somebody or know a family member that knows somebody in the community. We all know somebody. If not immediate, we know somebody that can use a word that says guns is not the way. Guns is not the answer to your problem or your situation with someone to resolve it with gun violence. Thank you.

in, ‸ almost passed out. Logically, it couldn't be. There had to be a mistake. It was $528 for one month. Most of that month ‸ didn't even live in the house. We were in the process of moving in. I tried repeatedly to get answers through the water department and each time if I got any answer at all, it was contradictory to the answer someone else gave me before that. When I asked for explanations, it was the easy out was, you have an irrigation system. That's what's running your water bill up. Well, I don't agree with that and then it was, when I challenged that,
was told, well then you have a leak. Well, I challenged that and I was told it's an intermittent leak. Well, to the best of my knowledge, leaks don't fix themselves.
you'll have it on Tuesday, Wednesday, Thursday until you fix it. I haven't fixed a leak, but it's no longer there. Every time I tried to call, I got a different person, which isn't, it's not easy to even get through to the water department.
I was told that the meter could be calibrated. ‸ And that was my responsibility at the charge of $65 to calibrate it. So I said, well, I'll check it myself. Oh, no, no, you can't touch that. That belongs to the city of Cocoa. Well, if it belongs to the city of Cocoa, why do I have to pay to have it calibrated? And we checked our meter several times at a half hour at a time. No water went by the meter. Every time I tried to get an answer, the meter box was broken. They sent someone out to do that, to replace the meter box. A couple of weeks later, after more complaints, I was told that they would send a workman out. A guy came out, looked at it, brought some diagnostic equipment with him and stuff, was out there about an hour and told me, you definitely have a problem with your meter. And
And I said, okay. Two weeks went by, didn't hear a thing. I called again just the other day and I was told, there's no work order here. Well, somebody dropped the ball on that.
I don't care who ‸ dropped the ball. I just want a solution. I'm not looking to blame anybody. I just want a solution to a ridiculous water bill. And then I was told that by the woman I was speaking to on the phone that I know that

not bad. I said, really? How do you know that? You can diagnose that on the phone? What are your credentials? Tell me what training you have in water technology, meter technology, whatever. I got no answers.

We're from 658 Coyote Drive. As my husband said, we're recently new to Florida. We never had a water bill before. We had our own well and septic. So I was proactive on May 5th, May 7th, and called the city water and I said, I haven't received a bill yet. I wanted to make sure I budgeted for this. So it turns

for 35,000 gallons of water. At that point, they said they would, we called in shock and they said they would generate the report. We got the report on May 14th. In the report, it kept saying intermittent leak. And that like every time we called, we were told there was a work order in place. We asked them to replace the meter and the box because it had been run over by a truck and the box was crushed. They came out and they replaced the box, but not the meter. I kept calling asking for solutions. Finally, yesterday, I put a call in because I, we were told at the meeting last week that someone would be following up. No call. Finally, yesterday, a lovely lady named Lisa spent a long time on the phone with me. And I was able to affirm from her reports and going through that our meter apparently has been

to go through. I went through and checked the report to all the data that she was telling me. I finally came up with, okay, it says I'm watering my ground for three hours a day, three times ‸ a week. That's where all my hard earned water is going down the drain. And then I get a call from Don Downs, who's going to come tomorrow morning and inform me about the irrigation. But my frustration in being here today is that I was proactive and diligent and called May 11th. And it took a whole month for somebody to finally call me back and help me solve this problem. And I shouldn't have to keep paying for water going in the ground when I was diligent and searching for an answer. And I kept, we called several times and we were told that there was a work order in place. We would be called by the city and been told when this person was coming to visit. And then as of last week, they said, well, there's a work order in there, but I guess we're going to cancel it. So now I'm being told that I still have to pay for this. I now owe $800 to the city and that they'll do a payment plan for me for, I recognize it may be outside the city.

At the end of her community update, the form was turned over to the community, ‸ and which myself and several others spoke about, saving the museum from closure, keeping the trails open, providing environmental and ecological education, and the continued interest in the Clear Lake area. I'm very excited to report that many of the 50-plus citizens that attended the meeting have expressed their interest, their support, and their time to volunteer to keep the museum and the surrounding area a viable and beneficial part of the community. In addition, in this short amount of time, we have discussions with several local businesses, civic organizations about the future supporting of events, exhibits, and fundraising opportunities. It's clear to me that the momentum is gaining a lot of traction and the support is becoming loud and clear.

I had asked for the upcoming budget year that the council please allocate some funds for ‸ the museum. The museum is part of the city. It's a local destination that's open to the public. It serves all ages. It serves the whole community and continues to, and I continue to look forward to the day that once again we have the buses in there for the school field trips.

runner. I was in the first class of seventh graders at Cocoa High School, and I ran all the way until my senior year of varsity track and cross country. Through those years, we only had two places to run, either the road or the sidewalk. Uh, the
a lot worse on your body, so you want to pick the road, but when you're running at 6 a.m. and it's dark, you worry about the car. So, sometimes you have to just suck it up and run on the sidewalk. Uh, I was injury prone, so I had a lot of problems throughout my years. You know, back-to-back seasons, I'd have back-to-back injuries. Uh, my worst would be my senior year.
running at the college level, might I add, uh, there's one thing my coach has taught me. It's about lowering the impact and running on a softer terrain. So, out where I run, we have clay roads and a rubber track. I probably haven't ran on concrete in over a year, and I gotta say, it's worked miracles for me. I went from barely being able to run day-to-day to injury-free for over a year, and faster than ever.
Uh, ‸ I believe that this will benefit the Cocoa High cross-country and track team immensely, and I think they will find great success if they have trails to run on, and places to better themselves in the environment.
and I would just like to close on a quote from one of my favorite Kevin Costner movies, Field of Dreams, uh, in regards that if you feel as if people aren't going to use these trails if

uh, for that area. But, um, I can't really speak on that because as much as I love nature, my real experience is, is being a runner and also being a coach. So I was born and raised mostly in Cocoa. I was a troublemaker.

of basketball to save my life. Um, but when I started, when I started to really turn my life around, you know, it was the cross country was my outlet. It was running that allowed me to be able to control my anger and free my thoughts. So I wouldn't, uh, do anything to get myself suspended or in trouble anymore. So it changed my life in that, that area. Um, it helped me get on the right track. As a former cross country runner, um, back in 1998, I was able to go to state, um, realizing that all the other runners before me, um, they, that, that, uh, place before me had great trails. They, they, they didn't run on roads. They didn't run on sidewalks. And

Um, one of the things that I, uh, sorry, I'm watching my time. Um, one of the things that I would like to point out, you know, before I, before I go is we need a place for our kids. I'm up here about the kids and we need a place for our kids to feel safe and running on roads in the dark. I mean, the best time to run for distance runners early in the morning or late in the evening when the sun's not out there. And we need a place for our kids to go and feel safe during that time. I'll pause right there and I'll see you in a little bit.

Instead of trying to find people, try to find a solution to the problem to help the people. Nobody can afford $250 a day, not even nobody in here, $250 a day for a fine. Find a way to try to help the people do something about what's going on in the neighborhood or in the yards. You know, don't try to find people. People ain't got money. What they do is they get these people in the jam, older people. That's how a lot of property and stuff been taken away from all these people around here.

it there in yellow. And this is on a map of other city owned parcels. So this is really a boon for District 3. It's a great potential park area there. So in yellow, that's where we're talking about. The high school is just to the right of it. These are the existing trails in purple, orange, and red. And we are really blessed. If you are familiar with the Enchanted Forest, that is one of the crown jewel parks in the area. And the founder of that park or the designer of those trails is helping. And he has set out the blue trails as an alternate area. So we're really lucky to have that. So there's a lot of possibility for running trails in this area. We've also plotted out a 5K course that would be internal. So plenty of room for these guys to run in. And this is a really great low

low impact manner. This is also a really neat part. The neighborhood, the access to the conservation area goes through this neighborhood presently. And they're very supportive of runners being there and of an increased presence. It'll increase the safety and the use of the park. And they think that's a great thing. Usually you have neighborhoods that want less use, but they're wanting more. So that's super. However, over time, runners, it would be better for them to have unpaved access to the conservation area. So if you see in yellow below, we are really lucky that right across the street from the high school, there is a way to access the park in an unpaved manner.
So there's a possibility of having an easement there. And ‸ if you see toward the left of the slide, there's a bright white sandy area. And so this unpaved access hooks up right into the trails. So, um,
And I want to just do to be able to see these slides to kind of orient you to the project concept. And I will be in touch with each of you to try and follow through and see how we can make this happen.

And the priorities for most of the residents who spoke up and ‸ were mentioned in the report were shade, ‸ trails, particularly natural trails, and aquatic opportunities.
those of us in the central part of the city, certainly a lap pool, which we sorely miss with the closing of the college. ‸ Now, there's one other big issue that was mentioned, and that is security lighting for our parks. And these are spending targets that are very important and should be prioritized.

I really think we seniors are underserved in the park community. We think of parks, we think of playgrounds, and there should be playgrounds. My kids use the playgrounds. They're wonderful.

Yes. I just want to mention that the AARP that most of us know who are seniors especially, they have exercise stations and a program for that. you know what, I don't necessarily think that's a good idea in light of all the other speakers we've had that have talked about all the other things in the park report that are so necessary like the cross country and the swimming pool. So, with that said, I just thought I'd show some pictures because I'm surprised that anybody would think that they were actually left out.

These pictures were all taken this week. So I don't want to belabor this at this point in time. My only plea here is for everybody to understand that this budget is being written and we are, like, done with it. This council has to, in a budget meeting, one of the people that voted yes on most of these provisions might want to say, let's go back. We have a $60,000, $59,000, $800 plan that's in draft form, hasn't been approved yet, and we're voting on all these amenities.

My name is Dennis Childs and my address is [address]. And I'm here tonight, and it's really quite germane after hearing what several of the people have spoken about tonight, I think, is to tell you my opinion about the importance of a master plan for the parks system. I'm an architect, I have a planning degree from University of Pennsylvania, I've had my own architectural business in South Florida for about 35 years, and done a lot of work with cities and municipalities.

plan for a park system, and why is it important? A master plan in its basic form is nothing more than a vision put down on paper. A vision for what you want the park system to be, to look like, to contain, to feel like in 10, 20, 30 years from now. When our grandkids are, not mine, but younger people's grandkids will be using it.

development, decisions come fairly easily. Because you have that yardstick of the master plan to measure your decisions against. You have a decision to make, you've got the master plan, which outlines, you know, the various aspects of what this system ought to be like. And you measure whether that decision is going to push the park system toward that goal or not.

because you don't have a plan to look at, to see where you want the park to move toward. So, in that we don't have a master plan, we do have a park plan that was prepared by consultants, which is a really, really good beginning for development of a master plan for the park system. But my recommendation, in view of the fact that we really don't have a master plan, and we're right in the middle of making all these decisions, budget decisions, with a lot of money at stake, is to put the budget process on hold. To take a deep dive into the study that was prepared by the consultants for the parks plan. Because it's ‸ excellent, it doesn't go, it's not a master plan, but it's a darn good beginning.

Um, some of the work with the stormwater pond cleanup, the tree canopy grant and the stormwater resiliency grants were came from some of our early conversations and requests way back in the era of Karen Hamilton for looking at stormwater. If you look at the data that's being provided, there's a lot of other counties that are still at very high positivity rates. The positive that I see out of this is we are starting to see that trend go down and we're starting to see the trend go up as vaccinations.
So that's a good thing. With that being said, on the emergency managers meeting that we just had last week, the county will be starting some initiatives and programs to work with local businesses here in the city of Coco to offer vaccination events. They'll partner up with a business offer to come out. They'll bring the staffing, the vaccinations, anything that they would possibly need and hold a vaccination event in that business or even help vaccinate employees. So as those become available, we'll be getting the information on that out on that.
along with that, we're going to continue to look at our more deprived areas or areas in need where people don't have local transportation. We still need to have a large outreach program where the vaccinations come to them or they come to that area. And that's one of the big things that I talked about with John with the county was we still have a lot of those areas that we need to get those vaccinations out to. So we'll continue to do that.

after the walk, we're going to have a community forum where the citizens will be able to ask us any questions at the end, those that don't necessarily live in that particular community. Allow the ‸ mayor and also the city council to speak to the citizens as well as
‸ The goal of this is to really connect with the community, to hear their concerns firsthand, and to take action on their concerns. And that follow-up is very important. And ‸ that's what we're going to be doing. And this is just one of many. And we appreciate you coming out and supporting us. Bring your walking shoes. Because I walk pretty fast. And I appreciate it. Thank you.

Yes. He's a photographer. So we've got a multitude of talents looking at those photos. And the important thing to us was to really emphasize, you know, what trees are beautiful, yes, but they also clean our air. They also absorb our stormwater. They also dampen the winds during a storm.
So those are just some of the other educational objectives we're trying to get out there with the Tree Beauty Contest. But the one item I have to talk about tonight is next, and
a.m. The Space Coast Transportation Planning Organization is organizing an event to recognize the city of Cocoa after we adopted the Vision Zero campaign. Of course, you know that is a campaign that is taking off across the Space Coast to try to reduce fatalities. In a recent report, Florida was number one in the nation for those fatalities. Within Florida, Brevard was number one. And even within Brevard, several of our streets were, had big numbers, including Dixon Boulevard, which is where this event is going to take place. This is actually the anniversary of Mary Moore, who is Miriam Moore's mother, an 80-year-old woman walking her dog during the day that was struck down. And her life ended, so we'll be doing a memorial. And I think this is really important. It's not at all what I expected to do when I went into office. But, you know, two weeks after I got into office, over on Michigan Avenue,
lawn. And, you know, somebody hit him. ‸ He's gone. It was a tragedy for the person that hit him. And these fatalities are something that, with a little more care and attention, that we can really reduce them. You know, one of ‸ the statements that was made in the course of organizing this was that, well, we really don't want to publicize this program too much because we don't want it to be too popular. Meaning the markers. And I share that statement with you because, just think about that.
Why? Well, three people died on Dixon Boulevard this last year. And that's not, that street is not that long. What is it, two miles? If that. But it's a very wide street and it's almost designed. And Brian can even tell you that, I mean, there are streets that, not because we intentionally designed them to be dangerous, but by design they are dangerous because they just don't help slow down the traffic. So, this campaign I think is

in 13% of our households that are dependent on their bikes or on their feet for transportation and are therefore more vulnerable. And we as drivers have to stop thinking that it's okay for all these people to be taken out in ‸ car fatalities. It's not. And ‸ we can bring those numbers down. ‸ We have to do more than just expect that people are going to die this way. So anyway, I hope to see you.
as a first responder, this is an issue near and dear to your heart and I'll be there and everyone else on council is invited to be there as well. The ‸ national spokesperson for this campaign will be there and I hope we can draw some attention to it. Thank you. That's the end of my report.

Um, my next item. I had a meeting the other day with the chief, Chief Collier. Um, very helpful meeting. Um, I think he's off to a great start by making himself available to not only staff and city council, but also the community.
I guess attack some of the speeding, uh, that's going on in the local neighborhoods. ‸ So I just want to make it known out to the public that, uh, we as a community, uh, we're kind of fed up with the speeding throughout the neighborhood. We have, uh, it's summertime.

made the comment because again, we have families now with four or five cars and, and a lot of, a lot of the young adults are not moving out. They stay in home with mama. So now you have five cars, five cars can't fit in a, uh, one car driveway. Um, so I think we need to look into that, um, to go back in and really evaluate. Maybe the council again could look at that guy asked for that before.
not taking advantage of that. They just, they just living and they just don't have nowhere to park and we don't want them parking in the road because you have people now car chases and other things. I'm sure police know about that,
because we're like, again, our families in the, in the city of Cocoa is growing and, and I know the reason why it was done before, but we really need to understand that things have changed. Um, so is, do we have, do I have consensus to look into that?
