Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
560 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
46 short machine repair(s) (55 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 86.8% of 20,863 content words.
Dotted words (748 places) are ordinary wording differences: hover or tap to see the other reading.
560 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:33:18 (7 s) — neither reading has words
00:59:38 (7 s) — neither reading has words
01:13:38 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

number one city in the great state of Florida. I ask that we pray as we placed upon the great city of Orlando so that the citizens, all citizens of that area, the city of Orlando, fall under the blessings of the good Lord, because even though we come from different tribes, we belong to one race, and that's the human race. And that makes us all God's children. All of us fall under the umbrella, ‸ regardless of your beliefs, your gender, or your appetite. We all are still Jesus, God's children.
It's a great thing to be in the Sunshine State, I'm happy to say. Dear Heavenly Father, once again we come to you as humble servants and great leaders of this community, asking for your knowledge. We ask that you protect each and everyone sitting here behind their dais and in the audience. Bless the family members, bless ‸ the men and women of our police department, fire department, utility departments, public works, all the way down to the everyday common secretary. We ask that you guide our hand and move us in the right direction. We ask that you order our steps. And your sweet son named Jesus, everyone say amen.

services tax. Once again, ‸ there was no action taken on that. We did have a commitment from the senate sponsor of that bill that anything that they did move forward with would be revenue neutral on the part of the cities. The vacation rentals bill, there was no action on those bills. They decided to leave that as they passed it last year and see how those were coming along. There is, ‸ I don't know that we've had the action with some other cities with regard to public records requests.
in, public entities, and using very, to some degree, unusual public records requests and then doing a gotcha and filing lawsuits and making a little money by settling on those pretty much purposeless lawsuits. ‸ So I think there's gonna ‸ be some more action on that.

Last year, it had to do with right of ways and adjacent land. They pretty well worked out a compromise on that, although not everybody was totally in agreement. They pretty well got it down to just right of ways and pretty much with what was agreed to by the League of Cities, although there are a few folks that still didn't care for that. But it did pass, it's now public law 2016-44. The firefighter cancer disability presumption, as that issue started out, it was only in the senate. There was quite a wide range of presumptions that they were looking at getting in after it was explained.
But after it was explained to him a little bit more on those, he narrowed it down to a couple of very, very specific presumptions. But that bill passed the senate but didn't pass the, well, it died in the
But that issue will be back. I can tell you that Senator Latvala will not let that die. And next year he's going to be the senate appropriations chairman. So there will be a lot of senators that will be looking to him for things that they need and he'll be looking to them for a vote. And so I suspect that issue will be back. As some of you, I think, were involved, there was also an issue in the house of standardizing municipal election dates. And, you know, there was some logic in what they were trying to do so that everybody would know when they have to go to vote.
modifications, but the senate didn't take it up. Again, unless chairman Caldwell runs for congress in southwest Florida, which is looking now like he's not going to, he'll be back. And so I suspect the issue will be back.

funded in the budget. And in a fairly unusual move, before the governor even got the budget, he put out his list of potential vetoes. I've been there a long time, and I've never seen that before.
And, well, there's a number of things that people were thinking they wanted to see if, by putting it out that way, how excited legislators were going to be. Whether there was any feeling that, well, they might come back and override vetoes. Pretty quick, it was pretty clear that they weren't going to go to the trouble to come back for those. It wasn't like it was $600 million in vetoes. It was like $252 million in vetoes. And that, coincidentally, was about the amount of money that the legislature took out of leftover economic development funds in the governor's office that they wanted to spend on projects. And they weren't giving the governor what he was asking for in his economic development funds anyway. So I think he just decided to claw that back and leave that money and that fund so that he could continue to work on economic development and jobs. ‸ And surprise, surprise, when he did get the budget and he did actually issue his vetoes, there wasn't a single difference in the final vetoes than what there was on his draft list. So nobody confessed him to change anything. Nobody ‸ got so excited that he changed it. And so that was, but that was a rather unusual move to see the veto list before he even was presented with the budget by the legislature.

say little, but grant programs where you submit, they get reviewed, they get evaluated, and they go on a list. Most, most, most, all of those got funded this year. And so it just reemphasizes the value of applying for all of those kinds of grants that you can find that are suitable for what we're doing, whether it's the, the FURDAP, the
big list. So, but it just reemphasizes the fact that apply for those, make the effort, get them on the list, and buy them, and the legislature usually finds a way to fund the whole list. Because that's one of the few ways that they have of doing the projects and it doesn't look like it's last minute things. There was also money in the DOT plan resurfacing,
we've been, your, your, your staff and I and other interested citizens have been working with Fish and Wildlife Commission to try to expand that 1.4 million to buy another $350,000 by having them apply to the Inland Navigation District for a grant so that we could match that 50-50.

be a 25% match requirement. I would recommend that we coordinate with the county because if we get all, it, it'd be much easier if the counties apply for everybody. And then there will only be one match required for the county. And fine can then come in and work with the counties and
of that 25% match for the county so that the cities and the counties don't have to put up any match at all, at least on the East Coast. We were able to get them to at least agree to do that. And
Because I don't know how many of those ones that we have ‸ on that list. I know there are some that aren't. So by following up with the county and going in with the FWC grant, we can get all the rest of those removed. And like I said, fine, we'll pick up the 25% match for that county wide coordinated activity.

the legislature and where projects go. And I can tell you that was a major part of the reason we got that much money for the lagoon issues. Now, as we all know, he's termed out this election. And so we will not have that kind of hammer at our disposal.

I know some of the cities are thinking about committing an additional amount of money to that for continued funding for a period of time. But like I said, our ability to draw on the legislature for those funds is going to be severely limited in the future. Now, one of the other things that you probably read about, you may remember the Senate ‸ was in a court battle with League of Women Voters and a number of other folks about the redistricting that was done in 2012. Folks thought that the Senate districts may have been a little bit in violation of the no gerrymandering amendment that passed and thought it was kind of funny that while the House plan had about 15 incumbent legislators running against each other,
have any. That was a little coincidental. So they challenged it and the Senate actually agreed that maybe they didn't do it exactly right so they would redo it. But the bottom line of all of that is we are now and we will now be in a new Senate district come November.

goes all the way through Rockledge on the mainland and down to Cape Canaveral down to the Cocoa Beach. North Cocoa Beach city limit lines on the beach. We will be connected up with not like the rest of North Brevard with an Orange County district, but all of Brevard will now be connected up with a Volusia County district. Currently represented by Senator Huckel. Um, who by the way is a very good senator. Uh, she has always looked after our interests even though she's been from Volusia County, but she's very interested in aerospace and the ports and economic development and those kinds of things.
all of Volusia and basically the northern half of Brevard from the southern city limits, a little south of the southern city limits of Rockledge north. So we will have a new senator. We will be connected with, uh, Volusia County, um, after the elections.
So that's six years that we will have to work, um, work, work there. So I'm, I'm comfortable that we'll, we'll be doing all right with the new district coming out. And matter of fact, may actually get even more than being connected up with Orange County district

Shoot, well, um, I will do my best. I didn't remember the exact numbers, but it's, uh, in a non-psychiatific term, it's a buku of launches, uh, back to the busiest, the busiest launch place in the world, back here in Brevard County. As he was laughing, you know, the other half of the space wing is Vandenberg, where they occasionally launch things.
we've been known to do more in a month than they do in a year. Um, but that's just, you know, they're just unfortunate because they get to launch north and south and we get to launch every other direction.

um that the pension board and the city does not make the same mistake that they've made with our family um by not following the ordinance that theythat they pass. The only question that should be asked when an active employee dies in the city, there's only one question that should be asked, and that is, was the employee eligible to retire or not? ‸ Your death provision provided that one question. That's the only question that should ever be considered.

‸ the only question that should be asked when it comes to the pension and determining the pension is, was that employee eligible to retire you know I heard that there were um it that um that payments outside of the pension was presented to this council by the city manager and by the pension board chairman back in

justify the pension shortage that has taken place those payments had nothing to do with the pension and they have nothing to do with the pension and you all need to remember that it doesn't matter whether a person is on duty, off duty, they die in the line of duty while in the performance of duty, those payments that are made are outside of the pension plan. Unless they're specifically outlined in the plan, which yours is not, those payments that are made have nothing to do with the pension. Whether a payment is made for an insurance policy because an individual was in management, again, has nothing to do with a pension.

also to hear that the options were presented to me, to the surviving spouse, that I was given options and I chose options, is absolutely false. It's untrue. If it were true, where's the letter? Where's the letter outlining and explaining all the choices that a surviving spouse has? Where's that letter? It doesn't exist because it didn't happen. And so you're being misfed, wrong information.
I'm going to avoid saying all the other things that I'd like to point out. I think I got the meat of it out. But I am available and I will answer any questions if you have

the pension board. And all that the city did at the last meeting was review the various city death benefits that were provided in addition to the pension benefits that were provided.
you know well you know I forget how she put it but as she explained it but it wasn't meant to slight the fact that the city did fulfill its responsibility. Now, that should be over with. The city paid for the pension benefits. The city paid for the death benefits, and it's the pension board, and they have a ruling, and it would be you know and they have an attorney I mean but
responsibility to the pensioners to authorize payment when there's a court order out there that says this surviving spouse is due this percentage for this many number of years I mean it's really not the best form and I don't recall you know and I'll go back and look at the meeting

Corby I really do empathize with you but I don't have a different answer and I don't think meeting is going to change that because what you're asking for is the city council to arguably appropriate money to what, you as you have stated in the past, to make you whole, and that would be outside the, you know, what is the employment contract that's provided and outside the pension. And it's,
But the court, of the district court and the court of appeals have ‸ have ruled that your proof your interpretation of that death benefit is not correct. And so to ask the pension board. minutes to ask your pension board to go. It says it right here. Okay. But it asked the pension board to go against ‸ what

in their water fills of a recent violation of water quality standards that occurred. Your water was and is safe to drink. You have a right to know, and thus the notification was sent out per the federal and state guidelines. The violation was for an exceedance of three parts per billion over the limit of 80 parts per billion, and that is the long-term running annual average, meaning it takes three previous averages of the site that was tested and averages the next site result to get the average, and it continues. Then one drops off and a new one comes on, so that's kind of maybe unclear, but it was important. And that was for one of 12 locations that we tested throughout

when we use chlorine to disinfect the water. There are a number of technical items that are part of that, which I don't necessarily want to go into. If somebody has a question, I'd be happy to answer it. The city's most recent test, because that happened in February, and we retested, obviously, and then we sent those test results to ‸ DEP. And then DEP,
was tested. Now, that language can be scary, and I think that's part of the concern. But I just want to let people know that the water was safe to drink and is still safe to drink. The city's most recent test, which just occurred in April, was 35 parts per billion. So we were well under the average already.

up over the last six months. We currently ‸ have a water quality committee that meets regularly and has been meeting for about the last year and a half, since about November or October of 2015.
I get briefings typically weekly from the water quality lab manager on what's going on in the water distribution system. ‸ He actually leads that committee on a weekly, biweekly, or monthly basis, depending on how frequently we need to meet. It consists of an operator or the superintendent from the plant, the lab water quality manager, myself if I'm available. Sometimes we have people from distribution from the water side participate or the manager if necessary, depending on what's going on. And then we typically

citizens. I just wanted to mention again that we had the water quality committee that's going on. We've ‸ already made several improvements, some larger process projects, which you've approved here as capital projects. I'll mention them really quickly. ‸ We made some sampling station improvements out in distribution places to get better and more accurate samples. We've done the chlorine contact chamber and the covers at the filters at Dial, which you've seen. Those help water quality, and

better ‸ water quality information quicker. Just so you know, too, that the THM test takes five to seven business days to get the result, and that is sent out by an independent lab. We don't have the capability to do it in our lab. So we don't even get the results until seven days after we've actually taken the sample.
who ‸ rely on our expertise, but I'm committed to not letting ever that happen again. We've already taken some steps, and we believe it's manageable with ‸ the systems that we have and with some of the ‸ chem scanners and some additional things that we're going to add to help us get better readings. You know, better timely readings. But if it ever becomes a point where we wouldn't be able to manage it, then we would look at other ‸ processes to remove THMs from the water. And they're out there, but they're very, very expensive. But we wouldn't, you know, get there until we would be, you know, exceeding this requirement over and over again. And obviously DEP would get involved, ‸ but we wouldn't let it get

I felt like the today paper articles were irresponsible, especially when they changed the headline on one ‸ computer side to the paper side. And, I mean, they can be mad at me for saying it, but I thought it was irresponsible. I thought it kind of started a firestorm. Got a lot of calls.
A lot of people, most everybody I talked to didn't know what the heck they were talking about. Yep. You know, but it, you know, I understand it. I talked to a lot of water people, believe it or not. And I called you one day and I apologize for not calling you back. Right.
And I know that you're doing the right things. And, uh, and everybody up here cares about the system and we were going to spend or do whatever it takes to make sure it's the best of the best. And, uh, I need everybody to know that.
And I think it's also important to understand that it's not a direct cause and effect relationship. In other words, there's many things that can affect the results of the out, you know, the outcome of the water as it goes out of the plant. And, you know, organics are definitely the root cause of THMs, but that ‸ process is very expensive to deal with. But there's other ways to deal with it and manage it at the plant.

what we see on the output at the plant. So, ‸ and actually, and as I was explaining to councilman before, uh, the, the, that few days where we had a lot of water quality of the complaints about two months ago was a direct relation, direct action because we had seen the trending and we were, we were looking at making some changes

the plant to see if we could bring those THMs down. And so by, by trying to look at our dosing and where we were doing it and what we were doing, we created another indirect problem, which was an unintended consequence, which was a taste and odor problem because
Flag: words were replaced by a machine repair · 01:32:49–01:32:49 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
because we want to, we want to do things scientifically. We don't want to jump in and spend $10 million on a process change if I don't need to do it. If I need to do it, you know, I'll be in here asking for the money and we'll, but I want to make sure that the,
our maintenance and in some of our, um, our chemical processes and how we monitor them that I think we can stay under that limit. And if we don't, then, then, then obviously we'll take action and we'll be back.
So if you're willing to do that, sir, I'm willing to put my political career on your judgment because I believe in you, sir. And I know the quality of water we have here. And I believe in the staff here.
I believe in all of them. So I'm banking my livelihood on your livelihood, sir. And I just want the record to reflect that. And I mean that with all my heart.
And ain't the bottom of my heart. It's all my heart. All 300 plus pounds. So I believe in you, sir. Thank you, sir. I mean that, sir. Thank you, Mr. Mayor. Just for the record.
