The City's record
What the City's record shows

The City's agenda for this meeting is on file (CC_Reg_Packet_06_22_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
357 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 22 voices separated from the audio.
38 short machine repair(s) (45 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.4% of 15,254 content words.
Dotted words (375 places) are ordinary wording differences: hover or tap to see the other reading.
357 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:44:40 (8 s) — neither reading has words
01:21:54 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
2021, I would like to amend our agenda under awards and presentations and here's the reason why. Our city has a resiliency and sustainability plan. Our resiliency is and should be the cornerstone of what we do in terms of our utility system,

stormwater system, our public buildings ‸ and public facilities where we can achieve sustainability. When it makes sense in terms of cost and not the expense of meeting the basic needs of our citizens and the businesses, then we should. Cape Canaveral, and I know they're here and I respect them and I see Councilwoman Angela

We need to invest in those projects that best improve our community in response to the needs of our residents. Again, we already have a resiliency action plan and we have a sustainability plan. Those plans should guide our staff as projects are being identified and developed. We need to let the city manager and the appropriate directors do their job. I trust as projects are developed, they will take into account our resiliency and sustainability. No offense.

That's what I'm asking first. I would like to respect everyone's time and requests. This presentation should be referred to the sustainability committee. They can report back to the city manager if necessary and he can get back with us. So I do have a motion on the floor in reference of sustainability committee. I'm asking that we withdraw this presentation and have them go to our sustainability committee. And I need a second.

I guess I can conclude from that that you've already determined that there's nothing to be learned here. I would hope there is always something for us to learn from other model cities. It was the Department Florida DEP that featured them, and that's where I even heard Zach and Angela speak.
some dichotomy between our needs and sustainability. COCO, like any other city, if we don't tend to our sustainability, we don't have a future. And it's not, it's the future of our children.
Yes, sir. Only thing that I had, I respect you, Mayor, and I respect what you said because I agree with some of your points. The only thing I would say is that they are here. Number one, they took their time out to be here. They prepared for a presentation to us, and at least I would say I think we owe them a respect because they are in the building. That's just my take on it. But I do agree with some of your points that you made. So I'm not discount what you said as well.

We have a sustainability committee already. To me, there should have been some collaboration with them prior to coming to us. And that's just out of respect.
I believe in protocol. And the thing is, why do we have that committee? If we don't utilize that committee. That's what I'm saying to you. You're just going from A to 100 without going through proper procedure and
And I believe in the city manager and the staff here. And I believe in those individuals on the sustainability committee. So why not go through the proper channels? That's all I'm asking. I mean, no one can come to your father straight, right? They got to go through ‸ the chain of command. We all have to go through the chain of command. And everybody in this room has a chain of command. And that's the reason why I'm only asking if it's done decent and in order. That's all I'm saying. So are you finished, sir? So
Protocol. And that's the purpose of having that committee. ‸ It's just like they don't jump and skip or super navigate the PNC board and come to us as a whole. There's a process. So I'm asking you all, and it's no disrespect to you all. I'm just saying I believe in protocol. And that's why I'm asking that question. Anyone
else? Mayor, I would like to point out that most of the sustainability committee has seen the presentation. We're a part of the webcast where they presented it.
Chair is going to call the question. All in favor by saying aye. Aye. Aye. Any nays? Nay. Let the record reflect 4-1. Moving on to delegations. Under delegations, you have 3 minutes, 180 seconds. Ma'am, would you be kind enough to turn your light off, please?

They said it would take anywhere from $300,000 to $400,000 for a good park to be built in the area. Now with that being said, I would like to go into reasons why we should

Preferably at Jolie and inside park. Some of my reasons would be the closest park is five miles away. It's at Rockledge. I'm pretty sure most people here have seen the park. It's small in size. Small in size and also...
It's also being rebuilt, I'm hearing, because today they had a thing going on, but that's our closest park currently. Not the best, I'd say. Second closest park would be Cocoa Beach and going there, I went there yesterday because yesterday was Go Skate Day. National Go Skate Day. There's an event going on there.

This is a very significant event for the city for two reasons. Reason one is it marks the end of Captain Lanny's distinguished service on the board and his passing of the torch to others who can carry on his good works. It's also significant because when you look at the three candidates that we have for this board, they all share one thing in common, and that is that they are all residents of the CRA area.
the spending and the use of the TIF money that's generated from within the CRA, will have a member who is actually directly representing those folks. The rest of the board does a very good job, but I think it's very important for those of us who live in the village to have a direct vote, so a direct voice and a direct vote. So we have that happening tonight, and that's very significant. I'd like to talk about the fact that we have three very qualified candidates, and that's great to see. That being said, I would like to lend my support to one candidate in particular, Mrs. Candace Rogers. The other two candidates, although amply qualified, and I wouldn't be upset if either one of them got it, but the fact is that they have both had ample opportunity to serve the city.
committees, boards. They've done a lot for the city, and this is an opportunity for us to bring in somebody else who has been anxious to help the city, has worked very hard as a private citizen, and is looking for an opportunity to serve the city in a more official capacity. Mrs. Rogers is very deeply involved in what goes on in the city, what goes on in the community.

to be part of what happens in the city, and I think that she is a wonderful linkage ‸ between all of those folks. She can condense all of those voices that she's heard into all the research that she does and serve the city admirably.

As you know, MIMS had their meeting last night, and I'd like to bring you up to date on that a little bit. It was well attended. There were about 100 people there. Unfortunately, the majority of people that were there were from the dentist industry, and it was well covered by Florida today. I'm sure you'll see stories in the paper tomorrow that covered the meeting. We had two panels presenting opposing views on fluoride. One panel consisted of mostly dentists, and the other panel, the negative

I was here at the last meeting discussing the pool situation. I don't know if they were able to get additional certified lifeguards or not. When I spoke to Ms. Bowling last, she said the problem is with the pump now.
Can I ask? So, and I'm pretty sure our public works, but the information I received today is that the pump house flooded because the pipes are leaking. So maybe give a little rundown on it.
Yeah, you're correct. There was a failure in one of the pipes. We're working with the contractor to repair that under the warranty. I don't have a timeline on that at this point, though.

All three candidates are worthy of this position. I think it's a win-win situation all the way across the board. But the person that I will support, I'm asking that we nominate Mr. Dick Bankhead. And here's the reason why. First of all, he's a community man. He lives at Oleander Point. So he's in the downtown area. He has a vested interest in the business of the downtown area and the village. He has worked both on the high school level and throughout the community.

And for me, I called Alec Greenwood earlier and just kind of help him understand how difficult it is. We begin to pull again lobby from many different angles. ‸ But for me, I think the person that I would choose would be Candace. with. Right now, SCTPO is in draft form for their FY 2022 through 2026 Transportation Improvement Plan, otherwise known as the TIP. For those of you listening at home or in the audience, public comments are due by July 8th. Why do we care? There is a list of priority projects ranking number six on State Route 528 Industry Road to State Route 3. It's currently funded right ‸ of way for 2024 through 2026 with construction slated unfunded for 2031. So this is the widening of the beach line.
So they're moving along there. Ranked 23, State Route 524, South Friday Road to Industry Road. The widening of 524, that's going to lead you in front of all of the new apartments along there. It's in PD&E right now with a design unfunded for 2026.

Also on that one, on the 524 widening, I had provided comments to FDOT, the study against the retention pond option 2A, 2B, which would place two retention ponds within the original footprint of the cocoa conservation area.
And let's not forget that property was paid for 75% through the Florida Communities Trust. I've provided additional information that in consideration of public park and conservation for public road projects, it is required that the use of the federal F4 evaluation process be followed and that the FDOT project manager, Lorena Kuchek, confirmed receipt via email.

What about people? What about individuals? Well, we have a question. ‸ What about individuals coming in? People? Citizens coming into the facilities. How will we address that? Is that what you're saying, sir?

Great. Mr. Mayor and council, uh, tonight we're going to, uh, show you that, uh, we have been working for the last two and a half years or so on our interactive zoning map for the city. And we have completed that process and Rob's going to pull it up where you can find it under the planning and zoning department under interactive maps and our zoning map. We've been working for the last two and a half years to update it and bring it to current so that customers, residents, developers can all ‸ go online now and see what zoning is allowed in their particular area.

and what the designations are for the zoning. So it really does help for, uh, customers, uh, clients, ‸ anyone who is trying to develop within the city of Cocoa can now go on and use this interactive map in order to, uh, help them decide what development goes into what areas within the city of Cocoa.

hard and diligently both it and in community services to, to get this map in a digital format to, to help with the zoning information. And as we continue moving forward, we're going to continue updating some of our other maps within the city, our future land use map and a few others. So we're excited to see this happening and to bring the ability to have the customers and the clients and the residents be able to access this information digitally without having to communicate with the staff,
board approved last night at their diamond square CRA meeting. Staff have been working for the last, uh, several months on some new programs within the diamond square community to help facilitate, uh, removal of slum and blight within the community. We reached out to several different CRAs within the state
that several CRAs have that have been facilitating some improvements within the community. The first one that we had approved last night was our residential beautification program. And it is a ‸ program that allows residents who own a home within diamond square to apply for this program to get $500 worth of mulch and materials to, to beautify their landscaping in the front yards.
here in cocoa that we're going to utilize who will come out, speak with the residents and provide them with Florida friendly landscaping, which is first and foremost importance for us to, to make sure that we're
landscaper who will come out, speak with the resident and help them decide what is the best type of landscaping for their, their yard. And with that, they will bring all of the materials to the resident. The resident will then, uh, install all of those plants and mulch into their front yard to help beautify it.

and notate and take photos of all of those homes that have this, uh, program so that we can identify those in the future. The second one is our residential paint program. This one is, has been a very successful program throughout the state. And again, we're going to be working with a local paint supplier and they're going to come out to the residents and they're going to speak with the homeowner about the type of paint, um, that they need for their home, depending on the type of structure of the house. And they're going to allow them to pick two different colors and, and then they're going to have someone from the painting company come out and pressure wash, power wash the house prior to painting. All of the materials will be provided to the homeowner of which then they will be able to ‸ paint their home.
So our, our diamond square board is very excited to be able to provide this opportunity to serve the community. We have $10,000 for the residential beautification program allocated this year and $5,000 for the paint program. And we also have it proposed in the budget for next year. In addition, the diamond square board, uh, asked last night, uh, to bring back to council. They would like staff to evaluate the zoning change in on stone street, uh, back to a mixed use zoning, rather than residential. And because they would like to bring back businesses into the stone street corridor, um, between Washington Avenue and
Boulevard, uh, which is primarily in the, in the past. It was mostly mixed use businesses. We've converted the majority of it to residential homes. There are still some vacant properties within the area that are the potential is there for mixed use development. So the diamond

So I wanted to make it kind of brief, but also wanted to bring some home some reality to ‸ where we're at with COVID and vaccinations and people still contracting COVID. I received a bulletin from FDM Kevin Guthrie a couple days ago Monday, as a matter of fact, and it just aired on the news this afternoon. But if you saw on the news,

It seriously crippled their IT division along with shutting down their major infrastructure while they went through decontamination and getting everything set up. ‸ Say all that to say this, the variant's still real. Uh, people are still catching COVID. Unfortunately,

leader in the variant right now. So, um, as we continue to push forward through this pandemic, I just ask everybody, you know, you make the decision and choice on your own of whether you want to be vaccinated or not. And we're certainly not pushing anybody into a corner, but I would ask this that you please follow the CDC's guidance and recommendation for your safety, the safety of your family, and most importantly, the safety of our employees who are out there trying to keep government services running. Um, wear a mask, good hand hygiene, cover your mouth, all those things we were taught in grade school. Um, and, and please just be safe. Uh, this is not going away. Uh, we're certainly seeing, uh, less and less people get the vaccination. Uh, ‸ just the other day,
read that it was down, uh, two thirds from last week to this week on people accepting and getting the vaccination. It's widely available in several different venues to where you can go and get it now from Johnson Johnson to Moderna to Pfizer. So, um, if you can't find it, please look at our city website. If that's too hard to navigate, my phone is always available to any of our citizens or to any of our staff night or day. Please call me. We will get you pointed in the right direction if you want a vaccination. And so help me God, if I have to bring it to your house, I'll do it. But, uh, we certainly have got to take the opportunity to protect our people and protect each other. So, um, that's all I have to say about that.
