The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
335 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
17 short machine repair(s) (17 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.1% of 12,179 content words.
Dotted words (299 places) are ordinary wording differences: hover or tap to see the other reading.
335 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:02:32 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

was something to do with the police, and I didn't have a chance to talk because I had my 93-year-old mom with me, and it went on for over an hour all about the police schedule.
Yeah, anyway, I understood that there was supposed to be, citizens are asking for a review of the police department. Well, all my life I've had very good relations with the police everywhere, and they've all been respectful and helpful and everything like that. But I'm sorry to bring this up, but I think someone should look into this because my

until he was badly burnt. I'm sure he thought he would be shot if he got up and tried to move. Now, that's just evil. I won't say what I'd like to have happen to the two policemen who did that, but they need to suffer, and I just want everybody to know it. It's been two years, but I still remember it. Every time it's a hot day out here, I remember my fiance was made to sit there until he was

ride the bus or whatever like that, but I don't see too many police officers, let alone if you know there's something going on, you're trying to stay away from something like that. Right. But nonetheless, I haven't seen those particular people, those particular officers at that moment. You know, of course, there's a lot of things to do in this big old city. It's almost a whole county to do things, and so if they have something over here, they're going to do whatever it is that they have to do, comparison-wise, to the other side of the city.
But regardless, I haven't seen those people or those ‸ two police officers that had stopped me and told me to sit down on that. But of course, I was being very law-abiding. Right.
Well, I appreciate you coming and speaking about it. Next time, which I hope there isn't next time, for anybody that's listening, is you report these things immediately, because we will not tolerate anything like that. I know it's alleged. I know all these things, but I just want the public to know that you need to report it without any problems.

cohort, my appointed city official, please do not interrupt the voting process any further. Do not cause us any additional costs by manipulating the voting process. And you should be ashamed of yourself for going in back deals. I see one black, two women, and one white man. It is important in this country that we have the right to vote. It is important to the people in my district that we pick proper representation, representation that is not being backed by special interests and individual racist groups.

Good evening, Mr. Mayor, ‸ Mr. Council, City Staff. This is with reference to the city business agenda items number three and four. As city council weighs ordinance changes that will directly impact the Cocoa, Historic Cocoa Village Association and its members.

in virtually all of its activities to the benefit of its tax base and the Cocoa community in general. HCVA events bring thousands to the village each year to shop, dine, and to be entertained.
Let me ‸ stop ‸ right there. That's an agenda item that we need to wait until we get to that particular item before we get statements in regards to the subject matter.

She's great to work with. She's very kind and gentle, ‸ and despite having to hurt everybody, she does a very good job there running that ceremony. Now, I'm sure I'm forgetting some people, but I wanted to come out publicly and make sure that we tried to thank everybody, and I just want to thank everybody that I forgot to name or haven't named that participated, that showed up. We really appreciate the people of the city coming out and helping us remember on Memorial Day. ‸ It was a great event, and again, thanks to everyone, and I hope to see you all there again next year. Thank you.

man on the committee, racially, as well as geographically, because I believe he's in District 3. So, I know there's a little bit of an issue because we already have nine people now. We fill all the seats, however many seats there are. But I really feel like having him ‸ would add to the committee, as well as I know there's somebody else that's going to be joining. I think, is that we're going to be looking for some sort of volunteer project that can really draw attention to what the Sustainability Advisory Committee is doing.

They would be able to vote to fill your seat rather than the council considering filling the vacancy by appointment when the vacancy actually occurs, which is November
And to approve a resolution amending the 2018 budget. We're asking for a change order for the contractor. Contractor has a unit price contract. Hard to anticipate. Volume can vary depending on work and how long it takes on each repair. We've also had some increase in costs for the actual parts, which we pay for directly. So that, along with also the burn rate of doing automatic meters kind of come out of the same account. So there's a lot of pressures in there. But we're thinking, based on the burn rate and the proposal from the contractor, about $290,000 for the remainder of the year. To this contractor to continue protecting our water system, which is what this is. So these backflow preventers allow water only to flow one way, which would be to the residents or to the business. So it can't come back on us once it leaves, once it goes past the meter. I'm here to answer any questions you may have.

Just a quick history on this one. This leak obviously is out on State Road 3, Courtney Parkway, so this is a complex issue because we have to shut down a portion of the road. It requires coordination with the Florida Department of Transportation. At first, when we first heard of this, which was probably over a month or so ago by now, we treated it as an emergency condition, and I had the city manager authorize the emergency condition. But once we were able to really take a look at what's going on, it's a very, very slow leap, which has been fortunate because it's allowed us to maybe do a little bit more detailed planning. If the whole thing had let go, then we ‸ obviously would have had to have mobilized.
It's a very, very small leak, so it's not undermining the road, which we check each day. But at this point, we're asking for you to go ahead and approve the work from Atlantic Development and to approve ‸ basically, we're asking for 15%. We typically ask 10.
We have a lot of unknowns. ‸ Because we put this project very, very quickly together, we anticipate there may be a little bit more unknowns, and quite honestly,
‸ We could burn that up pretty quickly if we find something out of whack that interferes with the ability to basically repair to put the road back together and get traffic flowing, which is going to be the priority of this project. Most likely,
line stop the area, which means we have to stop the flow of water north and south on Courtney. Once we do that, we have to do the repair and then get out of the way and then let the road set up before we can repave it. And once we do that, the road has to be shut down until we get out of the way. So it's going to be a little tricky.

a church right there across from it. So we have to actually ‸ make sure we have the fire line moved. And we'll also have to move the service line, which actually comes off of the transmission line, which we really don't like to do anymore. So we're going to move that actually to the street to the north, which serves the church. So we're getting a plumber to come in and do the work on ‸ the private property.

Okay. Thank you, Mayor, Council. This item is requesting Council's approval on the first reading of the revision to the special events ordinance and master fee schedule resolution. Recently, the city has noticed a decrease in special event bookings for our facilities, including Riverfront Park. And that's due to similar facilities.
So to remain competitive and attract events, staff is recommending a revised special event fee schedule, specifically the 10% special event fee that is currently in place. That was done quite some time ago. Brenda may be able to better tell you exactly when that was put in.

It was a long time ago. So we want to remain competitive with some of the other facilities that can hold similar size events to ours. So these special events attract tens of thousands of people, which you all know. They attract a lot of economic impact to our community.
‸ They're eating at the restaurants. So we definitely want to continue to have these events come to our facilities. So the leisure services staff and myself, we reviewed the similar fees for other facilities in the area. We took facilities

our size facility. So we also took, we plugged that rate, ‸ the proposed rate, with every event that we typically have at our facilities ‸ on an annual basis to make sure it would work. And then we

are going to be and what their fees are going to be for an event. With this, it's an all-inclusive flat fee that now people can plan and better prepare themselves for and budget for what an event cost is going to be. So we also took into consideration all the nonprofits. We have a lot of nonprofits that do events here, and we took that into consideration as well. So our goal with this revised fee schedule is to increase the number of events that come to our facility. We're hoping to increase the number of events and attract more attendees to our area. We also made some slight changes to the special event ordinance, which are listed in your agenda, so I'm not going to go through those. But if you have any questions, I'm here to answer any questions you might have.

Council keep in mind the HCVA supports the City of Cocoa in virtually all of its activities to the benefit of its tax base and the Cocoa community in general. HCVA events bring thousands to the village each year to shop, dine, and to be entertained. The HCVA raises all of its own funds. In 2017, HCVA paid over $16,400 to the City of Cocoa for event fees and services and an additional $5,600 to support sanitation and cleanup at HCVA events. Proceeds from HCVA events go to support the marketing and promotion of historic Cocoa Village to the benefit of all village merchants, member and non-member alike. The HCVA is also a very willing partner with the

In fact, in 2017, the revenues HCVA waived for nonprofits participating in art and craft fairs as part of their own promotion and marketing activities exceeded the revenues HCVA collected from its members for their annual member dues. In 2017, HCVA supported the City of Cocoa's Toy Drive, Food Drive, Halloween in the Village. HCVA contracted for

Street in its fundraising efforts. Here's the thing. The historic Cocoa Village Association isn't just any community organization. It is the city's community organization. It is your community organization. We are located here. We do business here. We work here. We support here. We root for here. We fund here. Fundraise here. And we fundraise for here. events. They are promoters that have been great to work with. They clean up after their events. We have no issues. They're easy to work with. So staff is recommending that we reduce the fees. The fees that I have listed on the agenda item, what we did is we took what was in the new tiered rate structure, and I backed out any facility fees that they have already paid. And that's where I came up with the revised rate that you see in your agenda item.
good faith that they had been trying to get our fees worked on for the last year and a half or so. So we want to continue to work with these promoters. Obviously, I mean, HCVA isn't going anywhere. They are here. They are, like Alan said, they're based here in the village. But we definitely want them to continue to do more and more events. The more events they do, the more events, more people come here. So we definitely want to be able to work with them. Same with Friederman. He brings tens of thousands of people here. He's a great promoter to work with. We want him to continue to bring events here. So we're asking for reduction in the fees for those events so that we can continue to ‸ bring more events to the village with these two organizations. And

more is because he's paid more in facility fees. So he had... He also used the Civic Center. He used the park. There was a lot more facility fees, whereas HCVA typically uses the streets of the village, which aren't a facility or a cost. So it's less of a reduction. And that's the difference.

Mr. Mayor, my wife. Let's move forward. Go ahead. Yeah.
When I first came to the village and started working down there 25 years ago, there was nobody doing events down there except in historic Cocoa Village. The city wasn't doing events. Everything that was taking place was being done by the village association. And a lot of times they were spending their money to promote the city. Yep. They've always been a fabulous partner. And even when we did start charging fees and ‸ doing things, ‸ it was never meant to be a moneymaker. It was always to recoup the

So I think the fee schedule was designed to make sure that it didn't happen again. Fortunately for us, we've got great partners now. It's not the issue that it used to be. I don't see any reason why our fees need to be a huge moneymaker. But we do need to recover the cost of everything that we provide, the police services and everything else we do. So I'm fine with whatever the staff thinks is reasonable as long as any costs that we incur are recovered in the fees that we do. ‸ To me, that's the whole purpose. ‸ Mr. Duterman is welcome to come down here and throw events and bring people to our town and make money as long as our expenses that we incur are covered. I'm fine with that. The same way with the village.

One, actually this reduction will not take place until after the second hearing of the ordinance. Okay. The new ordinance hasn't been adopted. But secondly, the fee structure, staff wholeheartedly agrees with Council's comments, but I just want to add, the fees also pay for leisure services staff, so we can hold city events such as the 4th of July, such as Memorial Day, such as the Halloween in the park. It's not just recouping those expenses. It helps offset the cost to have a leisure services.

But this is a much cleaner, simpler process for the promoter, for the agencies, the organizations. can give you a little update. Okay. The construction is proceeding. They've got the walls and the windows and the roofs up. They will be finishing the project
Okay. If that can take place, I would appreciate it. Also, Delores McLaughlin, if you're out there listening, thank you for putting on a wonderful Juneteenth event. It was well worth the effort to come out and participate in that event. And I'm thankful that we have people such as her to do things such as that during the time that it's celebrated.

Yeah, a couple things, Mr. Mayor. First, I want to say thanks to you for what you did last weekend for Captain Ed, bringing him to Washington and being his escort. ‸ Anybody who's never gone down to send off or welcome an honor flight, nothing else you can be doing at 2 o'clock in the morning. It's more fun than that.
I had gone down before to send them off and watch them leave, but this was the first time I'd ever gone down to watch them come back. And even though they had been up over 24 hours, I mean, you'd have never known Captain Ed hadn't had sleep in over 24 hours. He was just so up and happy and smiling. They all were.

in a wheelchair. But obviously, Ed had a good time. We'll have to schedule some time for him to tell us about it soon. Yeah. Also, I wanted to thank Samantha, who's already gone. She did another United Way paint night the other night, and it was a lot of fun.
but we had a great time. And Lori Pearl always does a good job helping us out with that. And so, thanks, Sam, for organizing it and participating because Sam always participates too.

Also, last Saturday, the city had a employee appreciation bowling day at Shore Lanes, and I attended with my family, and it was a fun-filled day. So I want to thank John, Samantha, and the staff for organizing that. We really enjoyed it, and I think from what I could tell, all the employees that were there were having a great time. And also, I just want to mention that we are having the grand opening this Saturday. We have Fire Station 2 and Fire Station 3, ribbon-cutting ceremonies that will be held starting at 10 a.m. at Station 2 and going to Station 3 shortly after that, I think around 11 or 12, 12 maybe?

I'll have Ed come up and, you know, talk about it. But it was a great bonding experience with Ed and I. And we had a big laugh. Met Bob Dole. Talked to Bob Dole a little bit. It was kind of entertaining.
things that stands out on the honor flight, they run a tight ship. You know, Ed and I ‸ probably with the two problem people on the flight, we kind of broke the rules here and there, unfortunately.

Well, you know, it's ‸ okay. And I won't spoil it for Ed, but let me just give you this. There's a gentleman, his name was Ed, who was in the Canadian Mounties or something. He was 101 and he was three weeks away from being 102.

you know, comedy show. And we had a great time because of the Ed's and all the other guys there. But it was something I, any vets out there ‸ that served in World War II, Korea, Vietnam, please look into this. It's special. It's not just going to D.C. You might say to yourself, hey, I've been to D.C.

that was probably, I don't think there was anybody in the room, even the other people over 90, that had served in seven wars. I think he's got a record there. So, yeah. It was interesting.
And anybody can go down and participate when they go or help welcome them back home, even if you don't know anybody there. There's a lot of ROTC, a lot of people from Patrick Air Force Base come out and just, you know, talk to them before they go. It's just a really good experience. It's

I said a Coco something like a Bitcoin. You know, it's just this point in time, folks, the, the, the water system and how well it's run and what it's going to become is going to be its own, its own economy, its own bank. And you kind of, you kind of wonder, like down the road here, and Eric was like, wow, that could actually happen with the, with the financials you got and what's coming in the future
