Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
346 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 19 voices separated from the audio.
31 short machine repair(s) (38 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.3% of 13,179 content words.
Dotted words (406 places) are ordinary wording differences: hover or tap to see the other reading.
346 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Florida, where my pastor is, of course, the Reverend Odell Watson. A few weeks ago, we funeralized one of our longtime residents, Barbara Lee Jenkins. And during the service, he made an appeal to the city of Cocoa about having a ribbon to be tied on her street. Of course, you know, the street was named after her. with your approval to hang the ribbon ‸ itself in her memory for that 40 day? And I was told by Michael Giorgio, and I'm sure he's probably watching, so hello, Mr. Giorgio, that I would need to come and speak before the council on that. Thank you so much. Oh, while I'm here, can I just say one other thing? A few months ago back in February, you all acknowledged my mother, Betty Raxton, and to that date, she still is so grateful. She hasn't been able to return simply because sometimes she's ill and sometimes, you know,
Next up, we have Mr. Jack Brown. Well, but Jack, when you get up here, I want to ask you a couple of questions because ‸ I'm looking at this and this is probably something that would need to come to the CRA first before this council because we get on our council hat today.
And that's a residence for me here in the local area. Okay. So I plan on being here on a fairly permanent basis. I'm wrapping up my business activities in the Midwest and we'll be here for the most part on a regular basis. Okay. So I want you to know that. And I wanted to thank everybody for helping me get to the position that we're at now with the hotel and hopefully with me being here on a regular basis, things will move more smoothly and quickly than previously.

taxes, providing that a perfected lien shall be equal in rank and dignity with liens of all state, county, district, or municipal taxes and assessments and superior in dignity to all other prior liens, mortgages, titles, and claims. Authorizing the imposition of interim assessments, providing for hardship assistance, providing a procedure for collection of stormwater assessments, providing a mechanism for the imposition of assessments on government property, providing for severability, and providing an effective date.
This ordinance is basically a procedural ordinance similar to the ordinance that the city council adopted in 2006 to impose the fire ‸ special assessment. Under Florida law, there's a statutory procedure for levying special assessments. In addition, the Florida Supreme Court has recognized a municipality's home rule authority to adopt its own home rule special assessment procedure for levying special assessments. That's what this ordinance does. It's a procedural mechanism by which the city council will establish a home rule special assessment procedure to impose stormwater special assessments in the future. This ordinance does not impose the special assessment, but again, just
a procedure to impose a special assessment. Like the fire assessment, if this ordinance were adopted and the council were to move forward with the imposition of a special assessment, this ordinance will require two resolutions, a preliminary resolution and final resolution, to establish the methodology by which the stormwater assessment is imposed and the rate that is imposed for the stormwater assessment. Those resolutions would come ‸ at a later date this fiscal year after this ordinance gets approved. I'd be happy to answer any specific questions.

two. Second public hearing is ordinance ‸ number 08-2019, an ordinance of the city council of the city of Cocoa, Brevard County, Florida, amending chapter two, administration, article seven police officers retirement plan of the code of ordinances of the city of Cocoa by amending 2-193 board of trustees, providing for codification, providing for severability of provisions, repealing all ordinances in conflict herewith, and providing an effective need. Again, this is second and final reading. Also a public hearing item, relatively straightforward. a, uh, that as well as, uh, an ordinance granting an ad valorem tax abatement was, uh, approved. The, this specific item, this budget amendment is related to the one part of the incentive. Uh, in lieu of doing a traditional, uh, ABT program with, for what they, they were asking, uh, which was, I think, again, it was like first five years 80%. Well, they first started off 100% for 10 years and then we kind of, kind of got off that real quick. So, but it went, it went, we ultimately, uh, their final ask was 80% for five years and then, uh, graduated down to 70, 60, 50, 40 at year nine. And then we came up with an alternate method because clearly fiscal sustainability, it was one of our strategic goals.
services to the business in the area was kind of something that we thought was very important. So we devised a, what we, I will call, I have called a hybrid, um, ABT cash incentive, uh, for this project whereby we, uh, provided a, uh, 40% for five years tax abatement. And then they also based on certain performance obligations in terms of actual development, you know, performance, uh, a, a $2 million cash incentive. Right. And my concern, because, you know, I was one of two people that spoke against this, you know, when it was brought up, I felt like a lot of people didn't know about it.
In a lot of ways. Um, but there was an article in Forbes in April about their plans for, um, robotics. And, uh, replacing particularly, uh, those warehouse jobs. Yeah. So, I mean, in the long term, will we still have, are we still looking at the same kind of results?
They're gonna, they will in all likelihood hire well more than that. They're the 239, because when they originally started this, uh, it took into, it contemplated the fact that they were originally, it was gonna ‸ be a fairly sophisticated and automated distribution, refrigerated distribution center. So they kept the numbers where if they were to come in, because they built it with the intent of trying to seek ways for efficiency and automation. But it's still, that still requires employees. I think the total Nancy, wasn't like the 430 mark. I mean, that's what was announced.

about 50 something mark. I think that was the numbers because I was looking at that to see if they were stacking it with the salary compared to the hourly, but there was a lot and I did not include in any bonuses. I looked at annualized wages,
was just going to make one other comment, okay, because I just came back from that conference by Smart Growth America, where we're looking at opportunity zones, but one of the models that, that we learned a lot about was the whole
it was pretty interesting because we not only saw, you know, Arlington, which was, you know, the winner of that contract and it turned out, you know, the bottom line, it wasn't the cash that they got, it was the fact that Arlington had the urban walkable neighborhoods where the talent wanted to live and it also was surrounded by that higher education, so it was able to attract the people. the fy 19 budget to authorize the city manager to execute the contract. I believe last year we also did a media replacement project, and we also had to do some capital investments, because ‸ we had some filters that started to fail. and This is a continuation of that project. The media that sits inside those filters, which is primarily made up of sand and anthracite, over a period of anywhere from five to eight years, typically, on average, will burn out, if you will, needs to be replaced. This project continues that effort at the dial plan.and also wanted to point out, as there is an error on the agenda item,
40 55 which is the engineering division who's going to be managing the project, that's where the money should be going, and it's coming from uh the 40 20 account, which was the dial plan.

while ago, but we never actually went back and changed to any of the zoning properties or anything. This particular application is actually not changing the zoning. The zoning is for ag. We are still under ag currently at the as the plant sits. What we're asking for is to get a special exception to use it for municipal purposes. So the existing dial plant where everything is today that has a special exception used the parcel to the north and there's another piece next to it. We want to get that designation approved but we also want to eliminate the lot lines because as we go in and expand the dial plant now and in the future. Any lot lines that would be interior
ordinances that are currently in Orange County's code. And so no need to really comply with those interior setbacks if it's all owned by one person. So that's that's the purpose of this. uh There would be a fairly detailed application that would go that the application was attached to the agenda. There's going to be an exhibit that we would complete once we got in front of them had a pre-app But it would kind of describe the parcels and what we'd be doing in the future. um I'm anticipating that since we already have the special exception use and now we're in a fairly rural area there with very little impact that this should be a fairly easy process. okay I'm here to answer your questions. I'm sure the city attorney can answer your questions too if you have any.
