The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CR_Reg_Agenda_07_01_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (CR_Reg_Agenda_07_01_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
265 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 9 voices separated from the audio.
32 short machine repair(s) (40 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.9% of 10,456 content words.
Dotted words (322 places) are ordinary wording differences: hover or tap to see the other reading.
265 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:04:30 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay, we have a motion on the floor by agency member Cost. Second. Second by Vice Chairperson Hearn. Chair's going to call the question all in favor by saying aye. Aye.

but staff has public work staff has a great amount of experience with this firm. And so they assured me that we're not only we get to get in with a low bid, but we also get it from a good firm here. And so this will be an extensive project that will take quite a bit, a long time to complete I think it is perhaps a year long project it involves we net out 74 additional parking spaces as a result of this project we do lose a net of 13 boat parking spaces I know there's been a lot of discussion about landscaping or the lack of landscaping on this project. And so we'll have to
design was approved by by this board I think probably two years ago we've been talking about it so so we're gonna have to look for those opportunities to to do some landscaping trees etc

it down. It's going to be shut down for, for a year. um I don't know if you can answer this or not right now, but as far as directing people to another location, I know that was a major conversation on social media. um you know, it's, it's, it's,‸ just funny. Sometimes we, we cry about not having parking, but then ‸ we actually have a project that supplies that need, and then we still have the critics that come on the, on the table as well. So, ‸ as far as on our social media, um do y'all have kind of have a plan for that. part yeah we'll
we'll we'll We'll figure that out um again. We'll we'll talk to the um to the um the contractor about can we do it in phases? Is it can we go from front to back or back to front or does it make sense to try to do it in phases there?
sites on social media just as we do it. um Perhaps even posting signs in the village there. yeah We're fortunate that we do have um some overflow top of the top of the village and then
You know, we still for a while we're still gonna ‸ have the old City Hall uh parking lot there. And so we'll figure that out. We'll do public notices and

but I know we have the overflow parking that we kind of brought up in a small discussion about potential lighting and or, um paving that particular parcel. ‸ I don't want us to get too caught up and then we say we don't have the funding to work on the overflow side by spending 40 50 grand on palm trees and crotons. So I just that that's where I am. I think the parking to me would be more important depending on the cost as well. And if it's 15 grand 10 grand. Okay. that'sthat's just where I am. I'm with I don't want us the last time we had a discussion about that. That's the first thing we talked about was the finance society.‸ so

we lose trees, do something decorative, low maintenance, because a lot of people, myself included, like to go down there and just meditate. And so ‸ I would think we should do that. I would like to pick up on the items that can be done with grants. I don't want to overlook that. And then the other thing, and that would also include the ADA kayak when we get to that point. But sticking with this, I want to remember that it is still ‸ a recreational park and the intent was to open it up. That's why we rebalanced between boats, trailers and cars, because we do have a need. And there were other activities people wanted to do in the park. Beyond that, I would like to know, just when we close it down, like we closed it down to do the waterfront, where will people go when they want to walk through? Will they be allowed to walk through? I mean, it could be a liability issue.

Yeah. Let me support agency members, Rogers comments in regard to it being more than just the parking lot. You know, we did the connector several years ago and that made a world of difference in terms of the pedestrian and bicycling traffic that come from Indian River Drive and northward and can cut through there and vice versa. So,

Yeah. They, they, they, they,‸ know that they're on the clock for that, uh uh feasibility study. And so that's, that's one of the deliverables, um that has to come out of the negotiations.

it'd ‸ be hard to take time when we're going into budget work to take staff. again, and presenting the 90 days for negotiations. You know, that's a, again, I don't know that it's an educated guess based on the last negotiations, but but again, it's it's a it's a it's a time that's put in there. um Again, we we're making progress. We don't have any uh sticking points at this particular point in time. And so, um but we know that we'll need more time to to get ‸ through um their feasibility, the redevelopment agreement, uh
Flag: numbers, amounts, negation or names differ between the machine readings · 00:28:13–00:28:16 · unresolved: the words are not shown (unclear audio); listen to the recording
the RFP, we guessed that it would take us 90 days to conclude the negotiations. Again, no one, I mean, that's a, that's a guess. ‸ That's a, that's a, hey, we think it'll take us 90 days. We may not need an additional 90 days. And so we're just saying, we're probably not going to get to some, some sort of agreement, um within the 90 days that was in the original RFP. So let's extend. ‸ obviously we don't want to keep coming back. So ‸ we're asking to extend up to an additional 90 days.
Okay. This is 90 days for redevelopment agreement. So the economic impact and feasibility study are those. So those are also delayed. So they are not, we don't have to have those for another

Okay. And so you said that there was, that you have been making progress. So what is the progress then? Is that something you can share? I mean, have we actually made progress on items or is the progress that we're going to be looking at this,
we we we've had three meetings, maybe four meetings. We had an on-site meeting. We've talked about parking. We've talked about uh uh rooftop restaurants. We've talked about uh um what what and what direction the the um the hotel would face. um We've talked about uh incentives there. we we We've talked with their attorney. update the traffic study. And so uh that's the sort of progress I'm talking about, at least understanding next steps, um understanding what their requests are going to be. um ‸ you know, uh again, I put on the table with regards to uh parking and and how we'd like to structure um the sort of buy down of the land, which gets us some additional dollars for parking in the village. And so, uh you know, all of those things are are examples of a progress.

That rebates annual, uh, increment tax revenues received by the CRA to the developers. And so you're rebating them back to the developer. The rebate would again, be a return of some percentage of the revenues that they've created from their project. So, so really it's only associated with the revenues that they create. For instance, if you use, they create an additional taxable value

a return of revenues, a percentage return of revenues over some period of time. Now we all know that as we sit here in 2024, the, uh, the district, uh, the CRA expires in 2041. And so, so we have a short, uh, life on the remainder of, of our CRA.
so again, you know, we, we have to be very concerned about obviously the percentage of the return, if there were going to be any, and then the time in which that rebate would occur. Next slide.
And so again, as the mayor mentioned, TIF rebates are happening in other cities, CRAs, and some recent examples are City of Daytona Beach, City of Fort Myers, City of Tampa. Now obviously they have much bigger

that's being produced from those CRAs and then our little city CRA but but again it's not unprecedented for city CRAs to be returning a portion of what's been created by a particular project to the developer. And so just to talk about concepts and we've covered this really well in the agenda report but some preliminary concepts are obviously not every project should be eligible for for a TIF rebate because the program should be targeted should target projects that are that are exceptional opportunities that are going to create a catalytic economic ‸ development opportunity or redevelopment opportunity. And so we will be talking about incentivizing new major redevelopments that that obviously the board desires in the redevelopment area consistent with the redevelopment plan and and consistent with statutory with law. And so the guidelines would be established to limit eligible development expenses to brick and mortar. That's that's that's us as staff saying that as you as you potentially look at this we ‸ want to limit what we would consider eligible rebate expenses to be those only associated with building the building or doing the infrastructure to to to build the building there. And then there are other factors and if you go to page three or four in the agenda report we've talked about what those other factors could look like or could be limited to not and obviously there are probably many more out there and so we've listed about 10 of those other factors for for the board to consider or actually to to give staff some direction with regards to

We look at developers commitments in a negotiated agreement that has to happen anyway. The impact of the project on increasing property values and and tax revenue as a result of the development
but also job creation that's gonna that's gonna to gonna stay with the project there. Obviously, as we as we do, and even considering a developer looking at their track record their financial stability and and and their financing commitments to complete the project there.
but again, just giving you a host of sort of things that we would consider in terms of bringing back a program for you guys to ultimately consider. And again, TIF rebates are again intended to make an otherwise unfeasible project viable. So, so it is that the developer has demonstrated that they absolutely need this these ‸ these funds to actually make the project I'll call it. I'll say it that way.
