Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_07_09_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
492 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
53 short machine repair(s) (57 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.3% of 19,163 content words.
Dotted words (443 places) are ordinary wording differences: hover or tap to see the other reading.
492 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:18:05 (19 s) — neither reading has words
00:51:51 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Thank you, Madam Clerk. Proceeding on to item number 2-1. Chair would like to amend the agenda for tonight ‸ because we would like to honor our two distinguished young men,
product of, I'm happy to say, of Cocoa High School because we're cuckoo for Cocoa High. And we're investing in our very own. And that's the beautiful thing about ‸ charity starts at home first. And I'm a firm believer in that. So I would like to add them under awards and presentations. Is that correct, Chief Lamb, sir? Yes,
I have a second on the floor by Deputy Mayor Hearn. Chair's going to call up a question. All in favor by saying aye. Aye. Any nays? Aye's have it unanimously.

Okay. So this is a very special occasion for us in the fire department. As you know, all of our men and women with the Cocoa Fire Department are very special. It takes a very unique individual to join the public safety field. And the reason this event is so special to us is this is a swearing-in event. Anytime we bring in a new employee, they go through a two-week orientation period with us in the Cocoa Fire Department. And once they've completed that orientation, we do a swearing-in ceremony with the employees where they stand before their peers and their family members. And they swear to protect our community and uphold the values and traditions of the fire department. So this time, with these two young men, the reason we're doing this in a public setting here at our City Council is because this is a monumental milestone event for us as a city. These two young men that will be swearing-in tonight,
will be the first two high school graduates from Cocoa High School to successfully have completed the recruit class through a recruit program sponsored by the City of Cocoa for EMT and Fire School and become full-time firefighters within the Cocoa Fire Department. So we're so very proud of both of these young men. What they stand for, not only in the fire service, but what they stand for in our community. They are homegrown Cocoa residents. Now

but also how we look to bring in our younger generation and our citizens into such a noble cause and service. And these two young men have been through so many different challenges just to get to this point. If I sat down and explained some of those to you, we'd be here ‸ all night. So I won't do it. But to see the adversity and the things that they went to and the challenges that they overcame to be here tonight and be part of such a large family that sit over to your left is truly amazing.
and what they've accomplished, but also to the men and women that are in uniform on that left-hand side who helped ‸ them get to where they're at today.
So that speaks volumes for what our men and women do, what these two young men did, but most importantly what a community can do together when it's focused in the right direction. So my hat's off to our city manager, our city council for believing in that vision and where we are at. But most importantly, my hat's off also to our HR director, our HR department, and our finance department who helped us get these young men through. This will not be the last that you see of this program and the great accomplishments that we accomplished together in our community and firefighters that come in from our community and we're homegrown here. So we're very proud of you two young men and what you've accomplished.
a fast race, but it's a marathon. ‸ And understand that that's the picture of life. You will enter in it to win it. And it's going to take time. But guess what? That's all you have is time. And we believe in you, the council, the staff, and the community.
And Mrs. Bowman, come forward. Come on down. I feel like Bob Barker. The price is right. Come on. Yes, man. You guys are like that pink elephant. You just keep rabbit, rather, not elephant, but rabbit. Come on. There we go. Come on in. Fit in. Get in. Everyone's deodorant is working here. Okay.

The firework display this year, two or three years ago was embarrassing. But a year and a half ago, it was a lot better. Oh, this recent July 4th fireworks, ‸ phenomenal. I just wanted to thank the council, the city manager and Samantha that they provided the funds to give a fantastic display. The last thing I want to say,
I saved the best for last, of course, the golf carts. I did, as you suggested, mayor, talk to the commercial property group. And you know, they're very bottom line kind of people. They look at numbers. Okay. And when I suggested to them that we contribute for the whole city for the golf courts, and they said, well, wait a minute. We are just a part of the city. So they'd rather not be contributory for the whole city. They would like to be a partnership with the rest of the representatives on the city.
Please bring it back. Please let's make a decision on it and make something that's even going to be better for the city of Cocoa. I hope there's a consensus.

I spoke to miss even Evanson this morning too and she says she spoke to mr. gonzalez and confirm that the property appraiser unilaterally went on Sunbiz found a Parkside properties and put that address in and I provided that email also

did take some time as to what work was done without a permit, get some specifications as those that equipment, on the ‸ material. So it in this particular case, it could have taken anywhere from 30 to 90 days.
In other words, the question is, after we have all of the necessary information did it take 90 days for a staff review and to issue the permit or was that a back and forth between staff and the applicant with regards to materials and questions back and forth

to get him sworn in so we can get him moving. So it was a good ceremony. His parents were there. He's about 21 years old. I see him up there in that picture there with the bald guy,
But his parents were there and as we were talking, his parents became very emotional. Yes. cities are not in that position. You know, our crime rate is down again and it has been down. And we've done a lot of wonderful things in terms of equipment with the fire department there. I would ask for a little bit of latitude, but, uh, and some motions. So anyway, this is city hall, uh, with my interpretation of celebrating ‸ pride. So for those who are, uh, part of the community and that was not something we actually did and all, you know, and Florida earlier this year,

district's not anticipating any D schools this year. You know, ‸ discipline is fixed. Well, let me share with you what my experience is with discipline is fixed. That, that ain't fixed. And my daughter went to, God bless her, she works her butt off, she tries very hard, figured out she had ADHD, she's in third grade. You know, last month, medicated her.
then all of a sudden she could pass all her tests and do great, right? But her experience at one of our local schools that will go unnamed during summer was kids dropping F-bombs in third grade, the teacher doing little about it. And for the accommodations that she's supposed to receive in school, when notified as a courtesy to say, hey, I'm just making sure that you got it from our school to yours, that the principal's response was, well, we're on, you know, we don't have the resources. We're kind of understaffed. To something that is federally mandated, you have to provide. That is not the response that I'm looking for. You need some help? I'm happy. I'm literally saying on the dais, I am happy to speak to our elected representative on this. Who will not, member Trent will not call here. Show me different. So I say that

back. So I'm just letting you know, there's a part where 50% of the families have to agree to that. And the school and the city can sponsor it. I would ask that for those of you that have a school in your district, right,
I would ask that you might consider a temperature check. Because I will gladly do that. I have all my faith in the world ‸ in an Emma Jewell. They show up. They do right. The kids are coming out good.
So in the city of Coco, I had a friend who was in her second trimester, or in her second trimester. Unfortunately, the fetus didn't make it. And ultimately, that wound up with her going to the hospital.
fear of the medical provider was, well, you're going to have to go home and go deliver on your own your miscarriage, which left her to the bathroom. And so how many of our families are going through that right now? How many? It is inconceivable that that ‸ would be the response. I try to put together furniture with instructions, and I screw it up. I could not imagine that, trying to figure out how to navigate that and the pain associated. And don't forget the medical complications that could ensue. So, the reason I bring this is because I typically believe the South as a whole votes as a block.
Florida, right? So it's done as a block. There is a very large movement in Texas right now where municipalities across the center of the state are banning travel within city roads for those individuals seeking abortion. Let me, let me, they are banning travel. ‸ And it's passing. Now, I
care which way you vote on it. I don't care how you feel about abortion, per se. But the moment that we start restricting travel on city roads for medical treatments, that is government overreach at its worst. Not to mention,

ban, ‸ whatever the case may be, whatever you want to frame it. Up to this point, there is a kick in that is going to come in somewhere towards the end of this year. We have repeatedly been asked to address homelessness here in the dais. And yet, to our county commissioners, I have heard zero guidance on how they are going to address this mandate from the state.
under Governor DeSantis' leadership, at some point, we decided that using tax funding, from our state, was appropriate to fly people who are not within our state to other places. Meaning that there is a precedent for using money outside the scope of city limits. Similar to that, right?
Whether it was legal, I don't know. But, basically, put them on a plane, sent them to Martha's Vineyard. And the idea was that if Martha's Vineyard, with all its affluency, couldn't figure it out, how can the rest of the United States? So, the precedent has been set for using funds in order to help transport.

every bit of service that you could possibly want governmental agency. I think that we could look at one of those baseball fields or that area to be a place for camping. I think it would be very reasonable to meet all of the requirements. And also, I think that we could do that, again, under Governor DeSantis' leadership. We
fund maybe a local organization already doing work. I'll use NVHS, Matthews Hope. Not to send people away. But we could fund a transportation system to allow them to go there. And with some of the money I think we're going to save on Juni Rios.
I think this makes a viable option for a great use of a park facility in Vieira. I would ask that the Space Coast League of Cities, the National Action Network, because when you count all the municipalities, that's a lot of municipalities who would have an interest in this very spot. So that is my suggestion. If anybody has a question on how to come up or deal it, I would gladly welcome a consensus, if you have time to think it over, and send a letter to the county that this is our plan.
