Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
322 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
34 short machine repair(s) (45 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.8% of 14,388 content words.
Dotted words (389 places) are ordinary wording differences: hover or tap to see the other reading.
322 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:28:25 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I just say one thing too? ‸ Because it came to my attention that not everybody knows what a consent agenda is. And these are normally just routine items that, you know, we just go ahead and pass. It's just City Business that needs to be done. And my taking it out of the consent agenda does not mean that there's some controversy.

Um, and, uh, we got a letter from the corporate office from Walgreens because they wanted us to recognize him. And, uh, then I found out later on, which was actually yesterday, that he actually spent 47 years working for Walgreens. And, uh, but his main, the main pharmacy that he was associated with was actually in Titusville. But he's still working for Walgreens, um, in another capacity. But his, um, his, um, base are the, the Walgreens that

Okay. We're gonna move on to our first item on the public hearing. Uh, approve the second and final reading of ordinance number 10-2019. Do, um, you need to read that in, uh?

and they are requesting to, for the city to either donate or sell the existing, or the former fire station at 114 First Street. And additionally, they would, the city would provide the phase one environmental site assessment, the city conduct mold and asbestos testing on the site, which I believe is already, ‸ has already been completed, and as well as the, I tell you, the environmental site assessment is underway. And then thirdly, the city would waive all building and permitting fees for the renovation work to ‸ be completed. In turn, they would, once they take possession of the building, they would expend approximately $300,000 to renovate the building and operate a restore for Cocoa residents.
building supplies, furniture, and appliances. And if it is council's direction, the city attorney would proceed with, formulate an agreement that would outline the terms and conditions of, uh, transactions that would be brought back before city council for final approval. Uh, council should note that, um, there's two things. One, uh, the fire station is on two parcels, so it's going to require, actually, it's going to require a lot split and then a, kind of a, uh,

know, but a lot split and then a combining of two lots. So it, because it's kind of the way, ‸ the way it's uniquely shaped, because it could, there's one lot that covers part, like where the bays are and then extended across to where the water towers, and then another lot goes partway through the building north to the parking lot.

but when I mentioned that to quite a few, uh, a few people, individuals and, uh, they're really excited about it. Um, I guess the only one that we have right now is down in Palm Bay, and it's not centrally located. And at the time I didn't know of anyone that was interested in fire station one, when I talked to Kelly about this with habitat. And I thought it was an awesome, awesome opportunity for our city because habitat not only do a lot for our community, but for our communities, um, throughout the, the county.
would be a great benefit for our community. That was my only intent when I, when I had conversation with her, it was no other, because like I said, I knew of anyone and no one have ever approached me about that facility and

that facility for anything until after I've spoken with her and they've heard that we had talked about it. So with that being said, you can go ahead and just kind of talk a little bit about what your, your plans are, what you all's plans are.

Pastor Watson, they just got a, a grant, um, ‸ got some funding for, um, a re-entry program, if that's my understanding. And, um, and I thought, man, that'd be great because you have all this office space here. It's a win-win for us in a lot of different ways. And then I had also, uh, had

uh, that location and, uh, about maybe some office space in there, maybe just an office space in there, but I know they all have worked together in the many capacities and I thought it would be a win-win for our community.

and everything you're doing and I recognize that, um, ‸ you add a lot of value to our community. So this is hard, what I need to explain my position because just came back from visiting a place where I lived for 20 years. And it was really eye-opening because I haven't been there, well, I haven't lived there for 10 years and to see how things have matured and the appreciation that has taken place. Just, you know, everything from the trees maturing to the businesses that have come in and the property values going up
would hurt your business, but if something happened down the road where you didn't want to be there anymore, the citizens of cocoa would have that property back. I ‸ think that property is, is so centrally located. And if we were to develop in certain ways, I'm just, is, is, would you be open

we had a city department who was out of space and needed space and, um, they were thinking that that might be useful. They had had some conversation with Gary Palmer who felt like the part of the building that had been used for housing of our firefighters and their living quarters uh, was beyond, uh, our ability to make repairs and make it usable. It has asbestos, it had,
it was Gary Palmer's suggestion that we just go ahead and tear that section off because the rest of the building was in decent shape. We could make some minor improvements to the roundhouse, which is uh, solid concrete and other than smelling like mildew inside is, is a really solid building.
no secure storage for our traffic homicide vehicles and for evidence, um, for vehicles. Uh, so I know the police chief was, um, having discussion about potentially using that building if we got to the point where we could tear off that one section and make it usable because he could do secure storage there. In the meantime, we were using it for the toy drive and to store the cocoa community first,

the city attorney can help me has been if we had a city property to dispose of, we went to RFP and gave everybody an opportunity, kind of like we did with the old city hall property, to give us their vision of what could be done on the property and what the highest and best use would be. So to say, well, we're going to do this with it without investigating what other possibilities or potentials or what other great ideas are out there, I think is kind of a disservice. I also love Habitat for Humanity, um, made a special trip to
specifically to, um, visit Habitat's headquarters and, um, was fortunate enough to meet some of the ladies who work there in the headquarters and dedicated people. And I know that Pastor Walsh is doing great things in the community as well. But I, I think if we step out of what we have done in the past and the procedures we have followed in the past, we may be opening ourselves up for some criticism and, and which could
whoever we decide, uh, should benefit from the building. So I just think we need to maybe ask the city attorney and the city manager what our normal process is and follow whatever our normal process is. If we want to, uh, unload this property, lease it, give it away, sell it or whatever. I just, I think we need to follow whatever procedures we normally follow for this type of thing.

uh, for, uh, community redevelopment agencies when you're disposing of property that's established by statute that you would follow, which would include an RFP process. So this is
Sorry. Let me finish. So, but because the, there are, um, attorney general opinions that, uh, discuss that if a property is acquired prior to the formation of the CRA and not for CRA purposes, that that procedure, that statutory procedure wouldn't apply.
it, the language tends to apply more to like tangible property and not real property. Uh, however, the typical way that that's dealt with is through auction or through an RFP type type process. Um, if, you know, if,
the council wanted to, uh, move forward with possible negotiations or looking, looking at, at this without an RFP, um, I think that, uh, my office would look at, is there an adequate municipal purpose for donating that? So, and, and that would be part of, of that investigation.

process, that's here is what I would like to suggest. Um, I would like to suggest that we ask the city manager to investigate and see if we do actually have a city department that has need of the space or if we're going to have to, at some future point, rent or lease or build space for another city department because they're going to be out of space. So as long as the city has no use for the property, then I would like staff to give us a recommendation as to what they see as our best option. Give staff an opportunity to investigate because all they've done is brought us Mary's proposal, which is a great proposal. Personally, I can't wait for a resale store because I refuse to drive to Palm Bay. But,
And then in our budget process go, gee, we're going to have to spend a hundred thousand dollars to buy a storage shed for the police department. So, you know, and I know right now we're at a critical point with some of our evidence that has to be stored outside and that they have a shed or something back there that's being used and the facilities just aren't adequate. I just, I don't want to give away something that we have a use for, but I'm perfectly fine with leasing or whatever if ‸ we don't have any use for it. So I would just like more information from the city staff, give them an opportunity to bring us some, some information to make sure that, that we're doing the proper thing.
the chief or anyone that stated that there were some issues and some concerns that, and they needed this facility. And I mean, I, I've had a couple of individuals approach me and talk about it, but I've never directly heard anything from the police department. And, uh, see that that's what I talk about. That's what I mean when I talk about lack of communication and what's going on here. I mean, it's just,
you know, the, and built a new fire station beyond the strategic locations and maximizing it was, even though it's fairly close, but this, this building does have plumbing issues, has some pretty significant issues. And we were in the process when ‸ Cocoa Community first, and then shortly after that, the, the Habitat for Humanity, but we were in the process of tearing down the administrative

that's something we need to look at, I mean, for our police department. And, and I think it should be, you know, I don't know how much space they have over where they are now, but we need to look at something that's comfortable and something that close to the, the police department that, but I just think it's something that if it needs to be addressed, there's an issue that we need to address,
think that it's a benefit to our community. That's my, my thing. But I mean, if you're gonna, and I can understand where Kelly's coming from, if you're going to invest the money that they're looking to invest in this property, you know, then,
you know, other than the building. And they're basically saying that, you know, if you guys have something that you want to give us to help us out, then help us out. But if you don't, then okay, it's all good. We'll, we'll get this done, you know.
We would, if, if it was available, the, the bays were the area that we were looking at. Because the current problem we have, we have a small storage impound lot at the police department. I'm sure some of you have seen that. It's a fenced in lot, but it is open. It's not covered. When we have vehicles that are either traffic homicide vehicles or seized vehicles, a lot of times we have to hold those vehicles for a period of time. It, with the weather, the sun, the rain, everything else, after a period of time, those vehicles pretty much turn into nothing because they sit in the sun, they, they take that beating. So yes, if, if, if that was available, and I had mentioned it before, when they had talked about tearing down the, um, administrative office side, if, if, if nobody was going to do anything with it, yeah, we'd love to have just the bays. Um, you know, for us that would, the only thing we would do to that is, um, there's really no air conditioning in there or anything.
Uh, we put a security system in and that's pretty much it. We could also, at that point, um, some of our larger items, like we did a case a couple of years ago with a, uh, gambling establishment in the city. We seized, I think, a hundred computers, a hundred towers, a hundred, I mean, we had so much stuff that we had it stacked in our, in our evidence room.
probably have close to 60 or 70,000 pieces of evidence in our, in our evidence room. Um, it is getting cramped. Uh, and when we do big cases like that, we don't have any place to put it. Um, we do have a shed that we put, uh, out on the backside several years ago. It's not really conducive to storing evidence.
speak to this as far as what we have on our property now, I think we're built out to the max for any kind of permanent structure, if I understood it right.

we had talked before about taking that small area where the, um, current compound is and trying to put like a metal shed or something to that degree, just so that we could get some cover over those things. Just to respond to that storage and warehousing is a relatively, that's relatively inexpensive versus an actual service that we're providing our citizens.
