Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
256 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
36 short machine repair(s) (50 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.5% of 9,707 content words.
Dotted words (240 places) are ordinary wording differences: hover or tap to see the other reading.
256 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Specifically, those policies and procedures are operational related. Of course, you know, the ordinance recognizes that the council has, you know, obviously the ultimate policy making authority for financial policies and procedures, but the manager under this ordinance would have the ability to establish operational policies, those nuts and

As you recall, at the April 25th, 2023 city council meeting, City Council did request that a text amendment ordinance be prepared related to the setback requirements for accessory structures. As such, staff are bringing back this text amendment to remove the required building to building setbacks on the lot and clarify the, clean up the zoning and the codes so that the ‸ lots that are fronting two streets means that a through lot, which sits parallel between two public or private roadways does not apply to corner lots. So we're ‸ basically cleaning the language up ‸ to accommodate the setbacks for the required accessory structures. And like you noted, it was approved at the planning and zoning board meeting in June.

The city is requesting to change future land use designation from this property from commercial to high density residential. The property owner intends to construct multifamily units on this portion of the property and should the future land use amendment and partial rezone be approved. Uh,
‸ designation would allow for multifamily use on the property. Uh, this will increase the potential of tax revenue and capital investments. It, it is definitely as the mayor had alluded to, it is planning for the future. We're, we're making changes to the, the comp plan and the text amendments for the future land use to, to allow for future development and for future growth in that area.

Uh, both of these future land use categories encourage high density residential development. As you know, we want to increase development, increase development ‸ near the center, which is cocoa village, uh, to allow for that continued use and, and, and move forward with some high density residential. It will provide a favorable effect, uh, on the ability of people to find adequate housing by increasing available units and choice of housing type.

As you noted, it was approved at the planning and zoning board meeting in June and staff recommends passing on the first reading and moving to second reading at the next meeting. it takes a long time to raise money. It takes a long time for the wheels to turn. he or she can confidently come in and say, here's our GMP to do this project. And the other part of that is, is that that project and the extent of its scope has been discussed in, you know, very thoroughly between
and then making an assumption about what I think I'm going to bid on. There's been detailed discussions and meetings to make sure that, you know, where the project really is defined. ‸ So you, so it gives them confidence on how to execute, gives them a price they need to come in on. It also forces them with a fixed overhead and profit to come in at a, you know, at a prescribed time. The other thing that I really love about it is the fact that you get, um, your essentially pre qualifying these vendors based on their qualifications. And so you have qualified vendors, especially on our side for the heavy civil, like heavy work at the plant. You just don't want somebody showing up and doing the low bid. And we actually have a lawsuit that's still pending after four, almost five years now for two projects that failed with a vendor who, um, you know, who wasn't really as, you know, as established as he probably should have been.

out, um, ‸ their products. And so purchasing works with staff to develop that bid document and they work hard at it. But sometimes the vendors come back with a lot of questions. price. And just for frame of reference at the, at the college, we did both the student union and the first set of dorms under the, uh, ‸ construction manager at risk approach. So, so it's a good approach again, back to your original question of whether or not, uh, vendors or, uh, potential bidders are alerted to, to what we have out there. I think they are again, I just think, um, the economy still is going gangbusters to where they're just, they're just busy.
we went back out and still only got one response. And then when the economy's, you know, not doing so well, they're looking for work. So you're getting more respondents to your bids.
And so just, just to, just to make sure we all understand. So, so what would go on with these projects would be, we would go back and we would, uh, negotiate, um, with a firm to come back with a, with a, uh, C Mar contract. And
indicated. Um, you know, again, keep your fingers crossed on, on what those numbers will be. But, but this is a, uh, a better approach to actually getting to locking into some sort of price and, and not having that move throughout the project.
pieces in, in the, the parks. And so this way the vendor will know what it is they're getting into and we'll know exactly what the costs are. And, you know, we have budgets set aside already for those projects and we'll be able to see how much we can afford.

be hard work. I'm not saying it'd be easy to do because using the GC is one stop shop. He does everything. We walk away and we pay what we pay and we're done, but maybe that could be an issue. Maybe the GC, they're pushing it across the price where it is because they have ‸ overhead and profit and all these different things.
thought process to actually, I mean, we don't have the staff resources ‸ to be the construction manager internally. I mean, I think we can talk to the GC about who
and that's where we're working on the pricing with them. So it winds up being a guaranteed price. And so, um, when Mr. Smith was here, I know that his staff was working with my purchasing staff on considering just that.
to just lump everything together. Hopefully the vendor will get some, um, efficiencies in there to get the pricing better, um, for them and for us and be able to move the project forward.

I care not to describe which business personnel, but this would give us the opportunity to solicit donations under this particular program. As the, uh, director over the Diamond Square redevelopment area, this is an important, uh, part of this process for us to redevelop and redevelop Diamond Square. And with the partners that we potentially can bring into the, the old Dr. Jolie Smith center to, to provide services that are much needed to that area. I think it's, this is, um, an unbelievable opportunity for us to get this application in and become qualified to, uh, seek out potential partners to, to move forward with this type of redevelopment. Uh, the potential here is to, to do some great things in Diamond Square and, and I really look forward to being a part of that, uh, in the future. Thank you.
